41 Corre Corre with a large number those pirates carried out an invasion of overwhelmed and plundered account by the Radja of Roemasoal that three months ago two ships, one being an English and the other a French ship, both estimated to be manned with about eight hundred hands /:this may be somewhat exaggerated:/ without being able to distinguish the militia from the mariners, had called at Maba, Weda, and Pattanij, besides some boats and small craft, with the intention of bartering for spices there, of which they had obtained a considerable quantity of both nutmegs and cloves; that those foreign ships, which seemed to act in concert in everything, had also intended to construct a fortress, but that because of the outrages committed by the French against the women at Pattanij they had been prevented from doing so, whereby, and because of the delay of five other ships for which they had waited in vain, they had been forced to remove from there to the island of Tah, situated near Gebe abovementioned; that the aforesaid foreign Europeans, having arrived there, had first made a beginning with bartering some provisions from the inhabitants for muskets and subsequently timber for textiles, as well as for payment in money. That after having obtained a sufficient quantity of those building materials, the French had made a start with the construction of two houses roofed with tarred leaves, and around them had erected a palisade provided with a gate, in which they had mounted two pieces of cannon, as well as constructed a sufficient pier in front of it; that the frequently mentioned foreigners, having stayed for some time to continue their trade with the voyages to Gebe, Maba, and Pattanij, as well as to barter cloves and nutmegs for all kinds of textiles and firearms, and to await the arrival of the other ships, had grown tired of their stay there due to harassment and the thievery of the natives and had departed again, taking with them thirty boxes with seedlings or young nutmeg and clove trees which those of Gebe, Maba, and Pattanij had procured for them, with promises to return within five months, accompanied by a request to leave the dwellings undamaged until their return, which however had not been complied with, as the Papuans of Gebe shortly after the departure of the frequently mentioned ships had set fire to everything and destroyed it, except for the pier, which they had been forced to leave as it was because of the heavy pile-driving. Furthermore, on the aforementioned day, considering that not only had six soldiers and one gunner perished through the aforementioned accident, as well as the demise of two soldiers and one quartermaster on Bouro, and that not ten healthy soldiers were to be found there, that residency as well as Manipa having become very weakened thereby, it was urgently necessary that it be reinforced, the more so as these lie far away, and therefore above other trading posts must be provided for and placed in a state of defense in these critical circumstances, so that in case the robber rabble roaming about there, having become insolent from their successes already made at the expense of the destitute inhabitants, might unexpectedly want to undertake something against them, they would be sufficiently able to repel it, it was resolved to reinforce Bouro and Manipa each with four common soldiers, notwithstanding that the garrison at this main castle was already so very weakened, both through the outfitting of the abovementioned expedition to Bouro and through mortality and the great number of incapacitated men who are still brought daily from there to the hospital, item many old and decrepit men, as well as the valetudinary condition of others who are still keeping on their feet and going, that according to what was recorded both in our oft-cited Secret Resolution of 27 July and the subsequent one of 7 August, we have already been forced to make all free workers without distinction perform duty until relief from Batavia shall have been obtained. 7 January 1772. Placed in custody. Examined by a judicial committee. Submission of the reports given by them. An ample report from the Fiscal regarding the arrival of these foreigners. The aforementioned Prince is a brother's son of the present King of Batchian. Description of the reason for his arrival at Sawaij. Considerations of the Meeting concerning the matter. Hogerscheijt placed under civil arrest inside this Castle and his retinue lodged and placed in custody at the town hall, except for a youth and a slave who were left to attend to him. His Honour subsequently had the Fiscal Schilling, together with two delegate members from the Council of Justice of this Castle, interrogate the said Prince and his retinue concerning the reason for their arrival at Sawaij, notwithstanding it could not be unknown to them that navigation by the Moluccan peoples thither is forbidden. Regarding this, the well-mentioned His Honour further submitted not only the reports given by the often-mentioned Prince, four Batchianese, and five natives born at Sawaij, but also an ample report from the Fiscal Schilling containing his considerations as to how, in this case, not only the arrival of those people at Sawaij should be regarded, but also the successive orders of the Noble High Indian Government against the navigation of the Batchianese to Ceram, prohibited since ancient times. It appeared from the report of that Prince, largely agreeing with those of his travelling companions, that he is indeed a born Prince of Batchian and a brother's son of the present King of that realm, named Kandhaer Aliem, being married to a granddaughter of His Highness the King of Tidor, and that in the month of December last, wishing to sail from Oebi to Mixoal to have trepang boiled there, for which purpose he also took four iron pans along, he drifted near the Seven Islands due to heavy squalls and countercurrents; and then, as much from a lack of provisions and water as primarily at the request of the five Massanaijers or oarsmen he had with him, who were born at Sawaij and the villages subordinated thereto, but who in their childhood years had been brought from there to Batchian by their relatives and raised there, and therefore were desirous to see their families on this occasion, he sailed to the aforementioned post of Sawaij with the intention, having obtained the necessary provisions and water, to continue his voyage to Micoal. After reading of which statements and mentioned report, the Governor submitted to consideration, on the one hand, the prohibitive orders established since ancient times by Their High Nobilities against the navigation of the Batchianese to Ceram, contained in the letter to Ternate of 15 January 1710, whereby Their said High Nobilities consider it worrying on account of the consequences to be expected for the Company regarding the spices to be found on Ceram, as well as the proximity of the island to Amboina; and in the letter to this Administration of 11 January 1715, that Their High Nobilities will never agree to the pretensions presented by Batchian's Prince in the year 1710 in regard to the known nine negorijen on North Ceram, offering them for sale to the Honourable Company for sixteen thousand rixdollars, seeing that

7: Jann: 1772: considering that his predecessor, King Alawadijn, once and for all and forever renounced claim to it and also to the peoples of Hatuwe, without ever making any mention or remark thereof again in the contract that he entered into with the Company on 9:' maij 1682; upon which foundation the well-mentioned Their High Noble Honours, by letter to this ministry dated 24: xber A:o 1761, were pleased to recommend that, upon any reappearance of emissaries from the King of Batchian on Sawaij without a pass, they should be seized and punished according to their merits; approving, by subsequent letter of 23:e xber: 1766, the order dispatched to Manipa and Tawaij to seize all envoys of the King of Batchian who might proceed to Ceram and to send them to Batavia, since His Highness, following the aforementioned ceded rights on Ceram, no longer has any right to issue passes thither; whilst the highly mentioned Their High Noble Honours, by letters to Ternaten dated 31:e december A:o 1762 and 31: xber 1766, were pleased to order not only that the repeatedly mentioned King of Batchian be made to renounce his unlawful pretensions to the peoples of Ceram by all feasible means and send them back, but also deemed it necessary that all missions sent by the Court of Batchian to the coast of Ceram be rigorously opposed, and that the ministers maintain vigilance against them as required. The Postholder of Sawai charged to keep watch on the conduct of the aforementioned Sawai residents. The aforementioned Postholder ordered to send here the seized mahoely and other goods of the said prince. Upon the request of the Postholder, to reinforce the garrison at Sawai with two more European soldiers. to maintain illicit shipping and to request him to counter it by all means, so that through such and similar cases, in the prompter execution of the Honourable Company's orders established against it, there may be no necessity of causing that ruler to experience any unpleasant consequences. Furthermore, taking into consideration that the said prince, according to his rank and birth, should be granted some maintenance during his stay here: it is agreed to provide him monthly with a sum of Ten Rijksdaalders, being judged sufficient for him and his aforementioned two servants; while his remaining retinue shall for the time being be provided with necessities at the Town Hall for the account of the Honourable Company, in order that the same may subsequently be charged to the Government of Ternate; meanwhile, it shall be recommended to Equipment Supervisor Hogerscheid to treat the said prince civilly, as far as lies in his power, and according to his rank to afford him every possible comfort, without, however, granting access to him to anyone, whosoever he may be, without the prior knowledge and special permission of the Governor. 13. 7th January 1772: the post was left far too bare and placed in danger during such unexpected visits, therefore requesting to be provided with healthy soldiers instead of the unfit ones, as well as that his garrison might be reinforced up to twenty-four privates. Thus it has been resolved to transfer thither, in reinforcement of that garrison, two private soldiers, and to exchange one of the old and decrepit soldiers stationed there for another able-bodied soldier. By the aforesaid further letter of 28th December of the past year by the frequently mentioned Brandes, it was further reported that on the 25th preceding, a prahu had arrived at his post, manned by six persons, who upon interrogation had declared that they had deserted from Batchian, having previously crossed over thither from the village of Hatoewe. Which people the Postholder, upon their requests and promises to remain faithful to the Honourable Company in the future, allowed to go to their village. Thus it is understood to be satisfied with that treatment by the Postholder, and therefore to write to him to let the said people remain there, provided however that a close watch is kept on their conduct, and meanwhile to take as information the notification made by those natives that shortly more people would return, since it no longer pleased them on Batchian. Furthermore, seen by the first-mentioned letter of 13th December how a certain Moorish priest had the audacity to confront the Postholder in his own house to his face, on the occasion of the arrest of the frequently mentioned Batchian Prince and his retinue, telling him that he did not do well to treat such a Prince in that manner, as he might be under the Company now, but at another time again under someone else. Thus, because such arrogance bears very clear marks of an evil disposition and ill intention, and therefore ought to be curbed in time, it has been resolved and understood to order the Postholder Brandes to send that arrogant priest hither under good security at the first opportunity. 15. The 6th of March 1772. Deliberation on the secret letter and resolution recently received from Batavia. On the proposal of the Governor, deliberations were entered into regarding the matters that require the disposition of this meeting and are contained in the secret letter received in original and duplicate on the 22nd of February per the ship Cattendijke and the sloop the Nagulboom from Their High Mightinesses dated the ultimate of December of the past year, and the copy of the secret resolution of the same of the 26th of November preceding received therewith, excerpted from both the cited letter and resolution into the minutes by order of the Governor; and by which latter Their High Mightinesses were pleased to embrace the considerations of the Honorable Extraordinary Councilor Breton inserted into that decision, with the measures proposed therein not only to punish according to their deserts the inhabitants of the native villages situated on the south coast of Ceram for scheming with foreigners and undermining the Company's spice trade, but also to vigorously counter the smuggling itself, and likewise to recommend to the Governor the implementation of the same, insofar as they shall be found acceptable and executable according to the circumstances of time and matters; The Governor undertakes to comply with that decision as far as possible. Whereupon the Governor has undertaken to comply therewith as far as possible, and to leave no means untried to suppress the increasingly alarming wandering of the East Cerammers in the vicinity of the clove-producing offices and districts; as well as, in accordance with the intention and desire of Their High Mightinesses, to devise the required measures not only to overcome the notorious Radja of Kellemoerij, but also the other chiefs of those wanderers and spice traders; of all of which it is understood to keep this note. Regarding the cruising of the coasts, reference is made to the Governor's address regarding the recently conducted Hongi. With regard to the cruising noted in the above-cited letter, stating that Their High Mightinesses expect from the attention of the Governor that His Honour will further continue that work as required, it was understood to refer, in the outgoing secret letter on this matter, to that noted in the Governor's address concerning what occurred on the recent Hongi inspection inserted in the said resolution of the 19th of December 1771, by which it can be seen how His Honour regulated the cruising of the shores and the closing of the passages with four patchallings and twenty-four orembaais. To propose to Their High Mightinesses to grant 50 rixdollars for each orembaai that is lost through storm or maritime distress. Their High Mightinesses greatly lamenting the oppressive loss of the poor Amboinese through the wrecking of so many orembaais in the expedition conducted under the command of Captain van den Brink in the spring of 1771, it was understood to bring to their attention that the orembaais of the Radjas of Hitoelamma and Poorto suffered a similar fate during the recent cruising of the shores due to the heavy weather, and both were shattered against the rocks; and likewise to propose on that occasion to Their High Mightinesses whether it would displease them, in order to somewhat accommodate those poor people who must purchase the aforementioned vessels themselves, as the Honorable Extraordinary Councilor Breton was pleased to remark in his recently received considerations, and for that often sacrifice the little that their cloves yield, and are thereby discouraged, to grant them henceforth an allowance of fifty rixdollars for every orembaai that is wrecked during an expedition or cruising or in other services of the Company through storm and maritime distress, but not through malice or negligence of those sailing upon it; an allowance that by no means appears excessive to the meeting, since eighty to a hundred and more rixdollars are paid for a new orembaai of the prescribed length, that is, fifty feet. And this matter having been deliberated upon in order to arrive at a final decision regarding this vexatious affair, it was approved and resolved upon His Honour's proposal, notwithstanding the examination and confrontation of the shop books already performed by the above-mentioned commissioners, to appoint anew for this purpose the Honourable Senior Merchant De Villeneuve in the capacity of Chief Administrator, and to join to His Honour the first commissioners, Fiscal Schilling and Pay-ledger Bookkeeper van Santen, reinforced by the Cashier Nicolaas Galloo and Trade Transferrer Ernst Lodewijk Dirksz:, with orders to confront exactly the shop journal and ledger against the issued warrants for the provision of pay as well as linens, likewise the vendue rolls and further documents, and to make an immediate start therewith, to the end of being able to serve the Governor within eight days with their findings in writing. Yet it was at the same time, in order to provisionally secure the Company as much as possible, and to prevent anything of that which the repeatedly mentioned shopkeeper Houque possesses from being embezzled, further resolved to have accurately recorded, by the aforementioned Schilling and van Santen, assisted by the secretary of this assembly Jan Daniel Beijnon, after the adjournment of the assembly at the house of the aforementioned Houcque, all the goods, effects, slaves, etc. found there, and likewise to have him, Houque, point out everything that belongs to him in ownership besides that, with orders to draw up an accurate inventory thereof; and finally to enjoin the Fiscal Schilling to watch over the interest of the Honourable Company in this matter according to his office and duty. Request of the commissioners to be strengthened before serving their report with the order of the meeting, both regarding the inventoried goods of Houque and regarding the house mortgaged with Captain van den Brink, in order thus to be able to report the true state of Houque. Disadvantage of leaving the estate unsold for a long time. Consequently to have the same sold the day after tomorrow, together with the house mortgaged under Captain van den Brink, the latter on the basis of [illegible] to examine the papers more closely and exactly, His Honour orally reported: that they had finished this commission so far and would soon present a report of their findings, but before doing so sought to be provided with the further orders of this meeting, both with regard to the goods and effects already inventoried pursuant to the resolution taken at the aforementioned session of the aforesaid Houque, and regarding the house mortgaged by him to Captain van den Brink by a judicial recognisance in debita forma for the sum of seven hundred Rixdollars, so that, after both will have been publicly converted into money with the approval of this government, they may subsequently report clearly in writing to the Governor how much has been realised for the benefit of the often-mentioned Houque, and how large the true debt of the same to the Company remains, after deducting this and what has already been received and might still be received in diverse small entries in his favour; thus, this having been deliberated upon, and taking into consideration that leaving the inventoried goods unsold for a long time is rather disadvantageous than advantageous for the debtor, and principally the slaves, who are detained at the expense of the estate, it has been approved and agreed to have the same converted into money publicly the day after tomorrow by the commissioners and the Secretary of this meeting, who attended to the inventory according to the above-mentioned resolution, together with the house mortgaged under Captain van den Brink, the latter on the basis of the placard of the Noble High Indian Government approved by the Lords Majores in their Noble High Mightinesses' general Missive of the 2nd of November 1655 concerning the right of preference granted therein to the Honourable Company in regard to its personal debts, even before all other hypothecary creditors, and furthermore by virtue of the 58th Article of the Batavian Statutes under the title of Desolate and Insolvent Estates, likewise Preference and Concurrence, reading in verbis:— However, the Company, whenever someone falls short in his administration of its funds and goods beyond the posted surety up to the sum specified in the sureties, shall have and enjoy the right of preference in the seventh place, or immediately after those who claim house or land rent, and thus before the legal mortgages and all other creditors, namely insofar as concerns those who are placed solely in an accountable office or service. Which article harmonises with the clause contained in the advertisement decreed by the Noble High Indian Government on the 13th of August 1762: notwithstanding all of which, the said van den [illegible] the day after tomorrow.
