will result in Her Noble esteem being increasingly damaged, and no one will have any respect or fear for the Honorable Company any longer, but on the contrary Her Noble will continually be deprived of everything on this Coast over time through all kinds of obstructions and injustices in an inequitable manner, unless the same were avoided through continuous expenditures, in which game the English, under the name of this or that Regent who is submitted to them, will be no small actors. That since in case of unreasonableness the purchase and the pawning can have one and the same consequences, the deeds of purchase are to that extent to be preferred, seeing that, reasoned according to equity, it would thereby be prevented that the Subah, overcoming Tanjore, becomes possessor of the seaports Naoer and Topotorre, which are so very conveniently situated for the Honorable Company, which would be very disadvantageous to us, and which has therefore long been justly feared. For according to rumor an agreement exists that the Subah, if this Principality must succumb under his power, will cede the same in payment of a certain sum of money that he owes to the English, in order to be able to restore their confused finances here in India from it, being a tract of land that, when it is well managed, is a gold mine in yielding profits. And in that case it is certain that that nation will fortify both these seaports, choose Naoer as their capital, and around the other will be very troublesome to us in the correspondence with Ceylon. And even if it were not so, but the Principality continues under the name of the Subah, the English will nevertheless place garrisons everywhere, and principally in these seaports, and have at least three-quarters of the Government, as well as execute everything that pleases them, as happens in all his lands. For all which reasons I, submitting to wiser judgment, also deem it most salutary for the interest of the Honorable Company to accept the deeds of purchase, that is to say, as long as the Subah has not yet actually besieged Tanjore, but not after that time. And since Their High Nobles' order in the aforesaid secret letter of 31 December 1772, communicated by the Governor to the Meeting for deliberation, does explicitly dictate, as soon as any apparent certainty presented itself that the Tanjore Empire would have to pass to the already mentioned Subah, immediately to set everything in motion that shall be necessary and proper to cause our right to the Lands, which the Prince of Tanjore might have pawned to the Company, to remain in their full force and value, and us in the possession thereof until the full repayment of the loan and the interest accrued thereon, and thereby to take precautions that the new possessor does not cause the Honorable Company the least prejudice by any exceptions, etc. So I maintain it to be likewise very necessary that, besides the 1 to 200 soldiers already requested from Jaffanapatnam, one requests the Ceylon Ministers for further assistance of men, both Europeans and Easterners, in order to be able to maintain these acquired places, of which one now already has the temporary possession, and where as proof thereof the Company's flag flies, in an unexpected event, and also to be able as far as possible to withstand the Subah if he at any time, contrary to expectation, might commit any unreasonableness against the Honorable Company. previously, already cited concerning the bills of purchase, but also refuted, it may result from buying them off under the present circumstances of the times that the Souba, if he becomes the conqueror of Tansjoer, will refuse to renew our privileges and to grant us the unimpeded continuation of trade in that kingdom, under the pretext that it is indeed true that we enjoyed the same under the previous Princes, but that tribute was also paid to them by us for it, and that since such is not done to him, but we have disposed of it, as he might well consider that sale unlawful, he is also not bound to permit us the trade. Yet, since this would also be unreasonable, against which one cannot provide, as has previously been amply demonstrated, I am of the same opinion in this regard as concerning the bills of purchase, namely, to proceed indeed with the buyout and, if possible, to free the Honorable Company from that burdensome servitude, which may still cause Her Excellency quite a lot of trouble in case of the transition of Sansjoer to any other Prince, and who will want to dictate terms to us, as this tribute denotes a certain kind of obligation to the lord of the land, and thus to make us wholly and entirely independent of that Principality, namely: as long as that Kingdom is not yet directly attacked, but not thereafter. And as far as the sum is concerned, I judge that no more than half of the requested sum, or 50000 pard:s, making old pag: 20833 1/3, or perhaps slightly more can be offered, namely: after deduction of the 3 years that the Prince currently still owes, for although the elephants are indeed calculated for 15 years, and this is only for 10 years, I nevertheless judge the same to be sufficient, because the elephants always cause much difficulty, and if the Ceylon Ministers wish, have also brought much harm to the trade in those animals at Jaffanapatnam, whereas this, on the contrary, is cash money, in regard to which nothing of that nature can take place. Regarding the third point, whether the requested sentiment of this Government, in case the Prince should have the misfortune of having to bow before the power of the Souba and his allies, or that the same should judge it best before the transition of the Kingdom to send his wife and family hither, whether one should then take the same under the protection of the Honorable Company, and that question asked on that account, whether one can do such without danger to the Company's interests? I judge that we are absolutely obligated and bound to do so by virtue of the friendship and alliance with the Prince, and that such, if the Souba allows for fairness, can give him no reasons for displeasure, since he, in the year 1758, when Madras was besieged by the French gentlemen, having fled by sea from the same to this Capital, enjoyed that friendship from us in his own person, notwithstanding he was by far not so closely allied with us as the Prince, and regardless still that this request has been made only regarding the family, and not with respect to His Highness's person himself, for it has already been amply demonstrated herefore that if the Souba should act unreasonably and absolutely wants to attack us, nothing can be done against violence, and thus we are obliged to do that which is fair and reasonable, but not out of fear of an unjust persecution from the one party, to treat the other wholly and entirely unlawfully, and to break all contracts and friendship; for if one refuses this shelter, it is certain and sure that the Prince, if he has the good fortune to defend himself in his Kingdom and to maintain himself, will also make us pay for the same, and possibly break all contracts with us, in which he would not be entirely wrong, as reason thereto having been given from our side, since we would then refuse him a friendship which he so greatly needs, and which has been granted even to his enemy in the highest degree, on that occasion even with all possible honor that is due to the character of Nabab, as well as gifted as such, besides and except that their aforementioned High Excellencies, by their secret letter of 15 October 1758, on the occasion that upon the complaints made by the French that the servants of Palliacatta and Sadraspatnam had admitted some English servants under the Company's protection and had sheltered some of their effects, having disapproved of those actions if indeed it might be so, have pleased at the same time to set down, that it should nevertheless not be understood in such a manner that one should also have to turn away the women and children, as such an act would run completely counter to the decency and politeness that one owes to each other in such emergencies; likewise that the answer given by this Government regarding the refugees of Naoer and elsewhere reclaimed by that nation had been far too weak, thus it should have served in reply that the gates of Nagapatnam stood open for the subjects of Tansjoer to go in and out; how much the more then now, where shelter is requested for the Prince or Princess of the land itself. Firstly: Whether one will, or can, accept the deeds of purchase that are offered, or rather not; the subscriber is of the opinion that the proposed conditions, namely: that if the Prince should happen to succumb under the power of the Nabab and associates, the aforementioned lands, to wit: Naoer, Topotorre and Kiewaloer, shall belong to the Honourable Company in full ownership, but should the Prince defeat his enemy and remain master of his realm, the aforementioned bonds, or properly speaking deeds of purchase, shall be returned, and those lands and places considered once again, as at present, as mortgaged lands according to the bonds already executed for them, are very dangerous, considering that the Nabab once becoming master of Tansjoer, some of the ministers who are presently at the helm of the government will not fail, in order to pay court to the conqueror, to disclose to him the conditions upon which the Company holds those lands in possession; we could thereby become entangled in difficulties that might entail disadvantageous consequences, as the Nabab and associates, in such a case, can regard the Honourable Company as a possessor in bad faith; but since the interest of the Company nevertheless requires that Naoer and Topotorre, both on account of their proximity not only being particularly well situated for Nagapatnam, but also because both are maritime places, do not fall into foreign hands, especially those of the British, whom it would cost little effort, as actual allies of the Nabab, if his troops overpower Tansjoer, to retain those two places for themselves, in order thereby to undermine us in our trade, and to establish Topotorre so as to be close at hand, in case any rupture should arise on the island of Ceylon, to support the King of Candia in a clandestine manner to our detriment; thus the subscriber is humbly of the opinion 200 that one must exert every effort to obtain Naoer and Topotorre in full ownership without any conditions; whereto the lack of money and the embarrassment in which the Principality finds itself give probability, aside and apart from the fact that the Prince would rather see those places in the power of the Dutch than of any other nation. Yet if there is no possibility of that, one might, making a virtue of necessity, and because the Nabab, as far as is known, has not yet declared war against Tansjoer, accept both those places as well as Kiewaloer on the proposed conditions, although I think it is by far the best to simply refrain from Kiewaloer, so that the conquerors may not conceive any suspicion. Secondly: How much one shall offer for the redemption of the recognition monies, in proportion to the amount that has already been paid to the Prince for the cession of the recognition elephants up to 30,000 pagodas; the subscriber maintains that 100,000 pardaus is far too much, because the interest on that principal sum, calculated at merely half a per cent per month, amounts in a year to a sum of 6,000 pardaus, thus 1,000 pardaus more than the Honourable Company pays annually to the Prince; therefore one might bid 20 to 25 thousand pagodas for it, provided that the Prince, upon ceding that prerogative, at the same time renounces all right of sovereignty that he had in that respect, and Thirdly: Whether one can indeed accept the wife and further family of the Tansjoer Prince under the protection of its flag in this city without danger to the Company's interests, this being a critical matter, if one considers on the one hand that, if one accepted them, it might well happen that after the conquest of Tansjoer the Nabab would demand them back, and upon refusal cause some difficulties to the Honourable Company; and if on the other hand one observes the friendship and alliance in which the Company stands with the Prince, not to mention the 201 humanity that commands us to assist the wretched in their distress and embarrassment; thus I am humbly of the opinion that not the least promise should be made in that regard; but if it should happen that the Prince sent them hither to take up their residence here as a safe and neutral place, one would then be obligated to accept them and protect them according to equity. The undersigned, having herewith made known his humble opinion, submits himself nonetheless to the wiser judgment of this Assembly, wishing from his heart that everything may redound to the best of the Company, and that God may grant His blessing thereto. one is tributary to him, to come forward with all kinds of demands for his support or otherwise, and in case of non-compliance with the same, repeatedly to torment the Honorable Company; wherefore the redemption of the recognition moneys was judged to be one of the principal articles which one should endeavor to secure, so as to have no further obligation of that nature to the kingdom of Tansjoer; just as in like manner it was remarked to be not only a good thing, but even of the utmost necessity, to be provided with the aforesaid offered deeds of sale, and that especially of Naoer and Topotorre, for even if the Soubah should wish to act unreasonably, he could raise disputes as well regarding the purchase as the pawning of those places and other mortgaged lands, yet with this advantage nevertheless on the side of the Honorable Company: that being provided with the aforesaid deeds of sale, the Soubah would thereby be deprived of opportunities to become master of those places, whereas otherwise, in relation to the pawning, he, paying the money and the accrued interest, could take the lands for himself, in which case Naoer and Topotorre must fall into his hands, and consequently into those of the English, and thereby would be completely and forever frustrated the great objective that one had always held to keep that nation, especially in the present conjuncture of time, out of Tansjoer, and that in such close proximity to this place; in order that one should not fall into those straits which one has always feared, whenever those places should happen to fall into the power of one or another foreign nation; besides and apart from the fact that it was impossible to foresee what all might happen in the upheaval of affairs; just as in like manner the situation around the lands of Kiewaloer was judged to be ticklish and dangerous, if the Soubah, becoming master of Tansjoer, might for one reason or another see fit to vex the Honorable Company by withholding the upstream water from Her Honors' villages belonging under this city, which could happen very easily only in that province, since higher up such is impracticable without flooding his own lands, whereas in the Kiewaloer district, by stopping only two or three canals, the water being diverted to the rivers of this city as well as those of Naoer, the entire lower lands would have to remain uncultivated and fallow; as is only too well known to everyone who has any knowledge of the situation of those lands. Thus, upon a revolution of affairs in the Tansjoer country, being provided with such deeds of sale, one could turn it to use for the benefit of the Company. Thus it is, for all the stated reasons, and consequences adduced in the aforesaid advices, together with the interest that lies enclosed therein for the Honorable Company, unanimously approved and agreed to accept the aforesaid offered deeds of sale of Naoer, Topotorre, and the Province of Kiewaloer for such sums of money as have been stated, or indeed somewhat more for those of the last-mentioned lands; and furthermore also to redeem the recognition moneys for a sum of 20 to 25,000 pagodas, or indeed for somewhat more, according to how one shall best be able to agree thereupon with the envoys and the Tansjoer Court, upon an act to be granted thereof under the Prince's seal with the necessary precautions, in conformity with the esteemed wishes of Their High Mightinesses; and further, if the Prince resolves to send his family hither, to accept them and house them here; just as it was furthermore decided by a unanimity of votes to request from the Ceylon Ministers, besides the requested troops from Jaffanapatnam, a further relief of 500 European and 500 Eastern military men, all provided with proper muskets and weapons, alongside 50 pieces of good artillerymen, to the end that one might thereby as much as possible put oneself in a position and be able to repel the attempts which the Soubah, upon conquering Tansjoer, might sometimes wish to initiate, although contrary to the hope and expectation of this Government, both against those possessed lands and in respect of the pledged jewels and the Company's further prerogatives, so as not to be at a loss then; wherefore it was resolved at the same time to demonstrate the extreme necessity for the prompt dispatch of the aforementioned requested reinforcement hither. Meeting to make known the receipt of a letter yesterday from the Commander of the three English warships presently lying here at the roads, Mr. James Cranston, reclaiming two sailors of the British Nation named Jacob Leslie, a native of Whitehaven in Cumberland, England, and one Ian Gore, both appointed on the Company's ship De Jonge Lieve, and this by virtue of and in accordance with the instructions granted by His Britannic Majesty, which contain orders to demand all British subjects serving on foreign ships. That His Honour thereupon, having already received a report late in the evening of the 6th instant from the skipper of the said ship De Jonge Lieve that those two sailors had called out to a boat of the English rowing past that vessel and made known that they were Englishmen and thus inclined to return to their Nation, had immediately caused them to be brought ashore and placed under arrest; that subsequently the next day, or yesterday morning, an officer of the English came on board the said vessel De Jonge Lieve and, having demanded the said two sailors, was told by the skipper that they were no longer on board, and furthermore that, whenever he had anything to request or to perform, he could address this Government directly, whereupon His Honour had received the aforementioned letter from the Commander, reading as follows: His Britannic Majesty's ship The Intrepid presents its compliments to His Excellency the Governor of Nagapatnam: Informs His Honour that there are on the Dutch ship De Jonge Lieve, now at anchor at these roads, two British seamen, to wit: Jacob Leslie, born at Whitehaven in Cumberland, England, and John Gore; that these seamen are inclined to re-enter the British service, but are detained by the Commanding Officer of De Jonge Lieve. Captain Cranston therefore, in accordance with the Instructions granted to him by His Majesty to demand all British subjects serving on foreign ships, hereby requests the delivery of the said Seamen to him, the Commanding Officer of His Britannic Majesty's ships at these Roads. The Prince of Tansjoer, who is my tributary, having now become very rebellious and committing many evil deeds, I have, in order to oppose such matters and to bring him back to the right path, ordered my army to march towards that realm. the Tanjorean to be merely a rumor, yet could not refrain from asking the reasons why the Dutch flag came to be flying at Naoer, his Honour had briefly served him with the reply that this occurred because the Honourable Company had taken over that seaside place in ownership for the debts which the Prince owed to the Honourable Company on account of monies lent to him, with which answer that envoy showed himself satisfied. Since, through the detachment of various commands of Sepoys to Naoer as well as elsewhere, namely: To Naoer: 100 heads To Tepotorre: 20 heads To the villages Porwalacherij and Anthonij pette: 25 heads To Kiewaloer: 25 heads Or together: 170 heads, exclusive of non-commissioned officers such as sergeants and corporals, their corps, and consequently also the garrison of this city, had been so weakened that the posts on the walls of this city were not well manned, and those already stationed at the posts could not be relieved within three days; the Governor proposed to the Council the enlistment of an additional 200 Sepoys at the ordinary pay, in order to avoid the necessity of withdrawing the night posts established some time ago for the protection of the villages Wellipalium and Cadembadij, as well as for the prevention of desertion from Naoer. Whereupon, on account of the urgent necessity involved in their enlistment, it was approved and agreed to take the proposed heads into service, and to charge their monthly pay to the account on which the revenues of the mortgaged lands are balanced. After this, the Governor presented a letter written by the Chief of Bimilipatnam, Iasper Theodorus Pfeisser, dated 7 July of the past year and addressed to His Honour, giving notice of what had been accomplished regarding the re-leasing of Bimilipatnam and its dependencies, pursuant to the orders of this Government by letter of 28 April of the past year, by his servant Moetoe, who had been sent for that purpose to Visianagaram to the Princes Visia- and Sittaramarasoe, in accordance with an annexed record kept of the verbal report made by the said servant, according to which: Primo. The Princes had leased Bimilipatnam and the annexed villages for a term of 3 years for the sum of 18220 Rupees, and thus 2000 Rupees less per year, and that one should not expect henceforth that the Princes would prolong that lease beyond the limited term of three years. 2. That furthermore all the terms and conditions established in the previous contract should remain in force, except for the withholding of 4000 Rupees per year, which was granted as compensation for the damages suffered by the merchants through the actions or extortions of the Princes. 3. That, on account of the necessity of reaching a final settlement, there had to be promised to the Princes, subject to the approval of this Government, 100000 Rupees on loan at an interest of 1/2 percent per month, and that this should include the principal and the interest which those Princes owed as of the end of May of this year from the lease money received in advance in the year 1768. 4. That also from the money now promised on loan, 18220 Rupees, or the advance lease money for the first year, should be deducted beforehand, and a bond granted for the remainder. 5. That at the same time the Saukaar Weinamalidaas, who resided at Visianagaram as well as living with his family at Bimilipatnam, where he owned a house and other real estate, should provide an obligation to pay off, within or by a certain time to be specified in the new contract, the outstanding principal with the accrued interest thereon, on the understanding that, if this occurred in the second year, an amount of 18220 Rupees should again be deducted from it for the advance payment of the lease money for that year, in the same manner as if the payment or liquidation should take place in the third year. 6. That if the Princes, after the repayment of the outstanding principal and interest, should again require money during the three-year lease, two months' prior notice should be given thereof, the same to be lent anew under a similar obligation as stated above, and that period to be inserted in the new contract.

would be inserted; whereby it would also be noted that this would take place immediately, in order not to waste time with back-and-forth correspondence to this Government. 7: That to the Duan Ienpenne Iagoenadoe Rasoe, through whose mediation and intercession this matter had thus far been brought to its completion, a similar amount was promised and pledged as a gift as had been granted in anno 1768 to the army commander Tandawa Narsaija and the haweldaar Cotipagawanloe for their employed efforts in reaching an agreement, without which the aforementioned Duan had shown himself entirely disinclined to employ his good offices, under the protestation that at the concluding of the old Contract, the aforementioned two courtiers had enjoyed more privilege and had been preferred over what was now being done regarding him, the Duan; whereas he had always shown himself to be a friend of the Honourable Company. After resumption of which articles, the Governor further stated that although the aforementioned communication had only been made privately to His Honour, pursuant to the order that His Honour, outside of the official correspondence on behalf of the Company, had sent to the said Chief in order to bring the matter to an end as quickly as possible, he nevertheless could no longer refrain from informing this Council thereof, because not only had the answer from the Princes to the letters written on this matter by His Honour as well as the Chiefs—which according to the letter from the aforementioned Chief was promised to follow shortly for further explanation and confirmation of the provisional agreement concluded verbally as aforementioned with the servant Moetoe—still not appeared, but also meanwhile the three-month extension that had recently been obtained since the previous Contract expired on ultimo May last in order to be able to negotiate a new one, had almost elapsed and was likewise about to end on ultimo of this month; therefore he had thought it best not to wait any longer for the letter from the Princes, as it could not be foreseen how long it might stay away due to the insecurity of the roads or some other accident, along with the Company correspondence from the Chiefs, but rather to decide what was necessary upon the aforementioned private report from the Chief, which could be judged certain enough, in order to provide the Chiefs with orders regarding this. Thus, this having been deliberated, it was Approved and Understood to authorize the Chiefs to lease Bimilipatnam and its dependencies anew for the period of three years, beginning pmo June of this year and ending ultimo May 1776, for a sum of 18220 rupees per year on the very same conditions and terms as were agreed upon and stipulated in the Contract of 28 April 1768, with the exception of the article concerning the 4000 rupees, which having been stipulated for no longer than the elapsed five years as compensation for the merchants on account of the damages suffered by them through the actions of the Princes, it therefore went without saying that the same now lapsed. Having considered the representations made by the Dutch Company and the affection that I bear towards it, on account of the friendship and alliance which has always subsisted between the kingdom of Tansjoer and the Dutch Company, and is still inviolably maintained: so have I, on account thereof, for the receipt in cash of a sum of 50,000 pardauws and another 15000 pard:s which I am still in arrears for the recognition monies received in advance in anno 1770, amounting together to 65000 pardauws or 29545 new Nagapatnam pagodas, given away the recognition that the Dutch Comp: according to the contracts made with the successive rulers of Tansjoer, from the year 1658 until the 27th of February 1741, has hitherto been obligated to pay to a sum of 5000 pardauws a year to the Kingdom of Tansjoer, as I do give it away in the most absolute manner, and discharge them from the payment thereof by these presents; Renouncing therefore, both for myself and my descendants and successors in the said kingdom, irrevocably and forever, not only all right and pretension which the same has hitherto had in respect of those obligated tribute monies, but also all lordship and sovereignty which has pertained to me as tribute-drawing ruler of the land, or insofar as it is judged to belong to me, over all the lands ceded successively to the Hon. After this ample demonstration had been made and the necessity of what had been performed by His Honour in this important matter had been presented, as well as the advantages which the Honourable Company could enjoy therefrom in time and the peaceful situation that had been obtained and established thereby, His Honour presented all the aforementioned deeds of purchase to the members for further review, which were found to be properly signed by them and arranged in due form. Whereupon having deliberated with attention, and in the first place having noted the absolute necessity of residing there to ensure that the Honourable Company obtains the lawful possession of the aforementioned seaports, and that they do not fall into the hands of foreign nations, whosoever they might be, and principally the English, since this would not only be extremely detrimental to Their Honours' interests on this Coast, but the possessors would thereby also obtain the opportunity to cut off the correspondence between this Government and Ceylon, upon which the last-mentioned nation has also long had its designs and has secretly made many attempts, to the noticeable detriment of that island so important to the Honourable Company. And secondly: that the redemption of the recognition monies was also very advantageous for the Company, as thereby, and through the redemption of the elephants made previously, 258 having become entirely sovereign and independent of the Prince, while nevertheless retaining all advantages which we have obtained and enjoyed from of old in the kingdom of Tansjoer, and that for no more than an amount of 13 years of recognition, whereas one would otherwise always remain obligated, since the Meeting considered that neither the present Prince nor his successors, if the country were again in peace and quiet, would ever have proceeded to this cession, nor have come to the sale of that seaport, as the latter most clearly shines through in His Highness's letter inserted herebefore. As well as thirdly, that Kiewaloer, to whose purchase one had indeed been obliged in order to obtain the seaport and the renunciation of the recognition, as it was not to be obtained without it, was also far from serving as an encumbrance to the Honourable Company, but in time would yield many and important revenues, being one of the most fertile districts of the Prince's entire domain, as has been noted in many previous resolutions, so that the capital to be advanced for it could be recovered from its revenues in the span of a few years, which revenues under the administration of the Honourable Company, through the flourishing of the country and the good treatment of the inhabitants, certainly stood to increase and grow from time to time; not to mention that, if it were not bought by the Honourable Company at present, the Prince, in order to get out of his embarrassment for money, would then certainly offer it to someone else, and the English in that case would not fail to seize it under the name 250 of this or that native, as there were already proofs thereof concerning the pawning of the province of Triwaloer, in the secret Resolution of the 22nd of August and the outgoing separate missive of the 15th of October of the past year, in which case one would also have very troublesome and no less dangerous neighbours, since that province borders inseparably upon our present villages.
