711 Dutch Company: In accordance with the contracts entered into and concluded with the glorious rulers of Tansjoer, Egoosje Raaja in the year 1676, Sahagia Raasja in the years 1688 and 1709, and Pretapa Singasie Raasja Sahib in the year 1741, are obliged to give and render yearly as recognition to the realm of Tansjoer. And whereas the Honorable Company, on the other hand, as a token of its gratitude and in recompense as a gift to me, has offered the sum of 30,000 Porto Novo pagodas, I do hereby, both for myself and for my descendants and successors in the realm of Tansjoer, irrevocably renounce all right and claim which the aforementioned Principality of Tansjoer has hitherto possessed over the Honorable Company by virtue of the cited agreements in respect of those recognition elephants, in such manner that no one, whoever it may be, shall ever trouble Their Honors on that account, as I hereby declare anything that may in time be undertaken in that regard and toward the invalidation of this cowl to be groundless, null, and void. Having considered the representations made by the Dutch Company, and the affection which I bear toward the same on account of the friendship and alliance that has always subsisted between the realm of Tansjoer and the Dutch Company and is still inviolably maintained, I have therefore, on account thereof, in consideration of the receipt in cash of a sum of 50,000 pardaus and a further 15,000 pardaus which I am still in arrears for on account of the recognition monies enjoyed in advance in the year 1770, amounting together to 65,000 pardaus or 29,545 new single pagodas, remitted the recognition which the Dutch Company, according to the contracts made with the successive rulers of Tansjoer from the year 1658 until the 27th of January 1741, has hitherto been obliged to render to the realm of Tansjoer to the sum of 5,000 pardaus per year, just as I hereby remit the same in the most binding manner and release them from the payment thereof; Renouncing therefore, both for myself and for my descendants and successors in the said realm, irrevocably and forever, not only all right and claim that the same has hitherto had in respect of those obligatory tribute monies, but also all lordship and sovereignty that has belonged to me as the tribute-drawing prince of the country, or insofar as it is judged to belong to me, over all the lands ceded successively to the Honorable Company both by purchase and by gift, consisting of 10 old villages according to the cowls of the years 1658 and 1674, six villages in accordance with the cowl of the year 1741, and 15 new villages according to the deeds of purchase and gift or cowls of the year 1750; making therefore, from now on, a full surrender of all the same, nothing excepted, for the benefit of the aforementioned Dutch Company, without anyone, whoever it may be, now or in time to come, for whatever cause and on the foundation of whatever reasons, assertions, and exceptions it might be, being grounded or admissible to make any claim or movement to the detriment of the said Company on that account; since I hereby declare all of them to be null and of no value, as having been done by me in the capacity of a legitimate prince who possesses this realm hereditarily by right of his birth, and is thus also authorized to dispose of its prerogatives at pleasure.

Today, the 1st of November 1773, appeared before me, Jacques Theodore vancquet De Ten, First Sworn Clerk at the Secretariat of the Government of Cormandel, present the witnesses named below, the valiant Gentleman Gijsbertus Zeegelaar, Military Captain and Commander of the outer city here, who, at the requisition of the Right Honourable, Right Valiant Sir Reijnier van Vlissingen, Governor and Director of this Coast of Cormandel and its dependencies, declared it to be true and truthful: That on Thursday the 21st of October last, around eight o'clock in the morning, he, the attestant, by order of the Right Honourable, Right Valiant Sir Requiring Party, was sent to Naoer to deliver a verbal message to the Captain Commander there, Mr. Scheerke. That after he, the attestant, had been there for a good quarter of an hour, it was reported to the aforesaid Commander that the outer post or advanced guard was retreating, because the Nabab was marching up to Naoer with his army. That upon that report, the said Commander immediately had the alarm sounded to assemble his subordinate detachment at once, as indeed happened, and the detachment was positioned before the front of the village on the landward side. That having just arrived there, the troops of the Nabab were already in sight and on the march. That the aforesaid Commander Scheerke thereupon went up to the first approaching English officer, and he, the attestant, had followed him closely on his heels. That the said Commander Scheerke then asked the aforesaid English officer where the Commander was, who replied to him that the Commander was a Moor. That he, the attestant, thereupon said to the aforesaid Mr. Scheerke: ask him if we cannot speak with him; which he having done, the English officer answered yes, saying that it was the Nabab himself, and he thereupon brought him, the attestant, and the aforesaid Commander Scheerke to him, after the latter had first requested that the troops might halt, as indeed happened. That having arrived there, he, the attestant, and the aforesaid Scheerke were surrounded by about 30 to 40 English officers. That Commander Scheerke then handed the protest to the Nabab himself, with the request that he might not advance any further, as the Honourable Company had purchased and paid for these lands. That in order to make this understood to the Nabab, he, the attestant, at the request of Commander Scheerke, translated the same to an English officer who knew French, just as he, the attestant, translated everything in this matter, and this English officer in turn to the Nabab. That the Nabab had answered in reply that they were his lands, and the money that the Honourable Company had paid for them he was inclined to give back, as he had already made known to the Governor through his envoys. That when Commander Scheerke handed the protest to the Nabab, he had also asked whether there was a Commander of the English troops; they answered yes, and at the same time pointed him out, who was standing close to the Nabab, to whom he handed the protest in the English language, who accepted and read it. That the Nabab, while reading his protest, asked Commander Scheerke whether he would surrender his post willingly, and if not, that he would take it by force. That thereupon Commander Scheerke replied that he would hold to the protest, but if the Nabab wanted to take the post by force, he would be obliged to retreat with his detachment, since he, the Nabab, could well see that the same was too weak to be able to act against him. That subsequently, the Nabab having read his protest, wanted to hand it back to Commander Scheerke, as the English Commander also wanted to return his; but the first-named, who did not want to take them back, vigorously protesting against it, was at last compelled to accept them, because the Nabab said that he had long been expecting delegates from the Council at Triwaloer to settle matters. That the Nabab finally addressed him, the attestant, and had it translated by the aforesaid English officer who knew the French language, saying that he, the Nabab, had already written to the Governor that he would arrive at Naoer that day, and furthermore requested that his compliments be given to His Honour, with the request that on that very same day two delegates from the Council should come to him to treat of the matters, and that he would now take possession of Naoer, being prepared to return the money that the Company had paid for it. That he, the attestant, thereupon requested the aforesaid English officer to tell the Nabab that he would report on all this to his Governor, and having made his compliments, had departed, and made a report of what had occurred to the Right Honourable, Right Valiant Sir Requiring Party. Concluding herewith, the attestant declared this his given testimony to contain the pure truth, giving as reason of knowledge as in the text, being prepared to confirm the same further by oath. That the first deponent thereupon immediately had the alarm beaten, drew up the entire detachment and all the posts together in order near the flagpole with their backs to Nagore and their front to the plain, and subsequently he, the first deponent, placed an outpost on the opposite side of the said plain at the passageway, alongside a horseman who was present there on that occasion with his horse. Uyneret 726 There present, with orders to this horseman to ride up at full gallop as a signal upon the first discovery of any troops, and at the same time the watch stationed as aforesaid was to retreat to the detachment. That he, the first deponent, thereupon had all the posts set out again, and had the remaining men stand down from arms, with orders to remain by their weapons, and subsequently had the deployed outpost and the horseman keep post on the aforesaid opposite side of the plain, in observance of his given orders mentioned hereinbefore. That afterward Captain Zegelaar arrived with certain orders to the first deponent on behalf of the Right Honorable and Venerable Requirant, at the time that he was busy writing a letter to the said Honorable and Venerable Gentleman. That shortly thereafter it was reported to him, the first deponent, that the horseman was riding up at full gallop, and that the deployed post was also retreating to the designated alarm place, which occurred between 9 o'clock in the morning. That he, the first deponent, thereupon had the alarm beaten again, and drew up with the entire command at the place mentioned hereinbefore. That beforehand, an escort of heavy cavalry came riding up, commanded by a European officer, whom he, the first deponent, halted, and to whom he had the protest in English presented by the second deponent Nowinsky. But this having been refuted by us with sound reasons, and our astonishment having moreover been made known that, now that almost everything had been brought onto a firm footing, His Excellency again raised so many difficulties regarding all the aforesaid points, protesting that in this manner it was not well possible for us to negotiate with him further, he replied that he only submitted this to us privately, and that the matter would not be delayed at all because of it, but that he would draft a contract the next day and send it to us in Dutch for greater convenience, in order thereby to prevent the trouble and tediousness of translating, with the request that we would then present the same in council, and, after having been duly signed, would bring it back as soon as possible; and it having been promised by us to regulate ourselves in that regard according to the orders that we were to receive from Your Right Honourable Sirs, he gave us leave to depart. 735 drafted in the Persian language, having set out for it, we were first detained in the Company's village of Papenacherij at the so-called Triwasel of the cucumbers, where a post of sepoys of His Excellency was stationed, with an Englishman with them as a drillmaster, who said to us in Dutch, which he spoke very clearly, that he had no order from the English Colonel to let us pass. But we answered him that we knew nothing of any English Colonel, but were going on behalf of the Dutch Company on a commission to the Nabab, and already had permission from him to pass his posts, and were not persons who might be detained under such a pretext, regardless also of the fact that his post stood on the Company's ground; but that if he would not let us pass, we would leave that with its consequences and attachments for his account, and turn back directly, as well as immediately inform the Nabab of his conduct. Thereupon he immediately said that we could just go, and that he did not want to take any responsibility for that upon himself. After which, in the same manner on the Nabab's territory at a Triwasel, where Europeans were stationed and where a multitude of officers were found, we were detained under a similar pretext, namely that there was no order from the Colonel of their nation to let us pass, and requested to sit down with them for a little while until they should be provided with his order. Which we, however, with the expression of the aforementioned reasons, refused, and having already turned our palanquins around to return to the city, we were requested by some of them to just continue our journey. Which we then did, and found the house of His Excellency occupied much more strongly by soldiers, among whom were even Europeans, than before, with cavalry also placed around it. Regarding the conference itself, although it lasted a long time, nothing of importance occurred, except that we presented the contract to him and reasoned extensively over several points that he desired differently, which differed little or nothing from the essential meaning and thus only regarded the manner of arrangement, and that he finally, at around one o'clock, handed over to us another draft contract in Persian, with the request 736 that we would translate the same as well as the models of the caul, dustuck, receipt for the Candian elephants, etc. right there ourselves, in order subsequently, if we should judge that anything was lacking, to be able to negotiate about it directly with him and settle everything at one stroke. For which purpose he then also assigned us the aforementioned apartment and requested us to have the midday meal with his secretary, the English Captain Bruce. We found, however, that this did not happen directly with His Excellency, but through the channel of Goelam Alichan and Comaro or Collaendiapamoddelij, with whom, after many arguments exchanged back and forth and through the intervention of the sowcar Nilleberdam Verwaddij, we finally brought it so far that the contract is arranged such as the translation of that draft, which we have the high honor to present to Your Right Honorable along with this, accompanied by its original draft in the Persian language, alongside the examples of the Caul, Parwanna, receipts for the Candian elephants, and for the jewels of the Tanjore Prince. From which Your Right Honorable can establish in the clearest manner that he did not want to have all such matters, for which separate writings had to be granted, inserted into the contract, saying that it was superfluous for him to sign twice for one and the same matter, without wanting to listen to our representations against it.

to depart, and to offer him for signature and sealing the contract prepared according to his draft, namely written on a sheet of paper on one side in Persian and on the other side in Dutch, and signed beneath the latter by the Council and sealed with the Company's customary seal, also in duplicate; and at the same time to present the promised proof concerning the surrender to be made of the original deeds of sale in the coming month of June or July, and subsequently to request from him one of those contracts together with the Caul, the Parwanna, and the receipts for the Candian elephants and the jewels of the defeated prince, we thus departed from here out of the Castle around two o'clock, and arrived there before three o'clock, being received as usual and very quickly conducted to the audience. The guard that was then stationed around the house was very small in comparison with before, and especially with this past Friday. His Excellency was sitting as before on an elevated place, but with two broadswords with him, namely a large straight one at his right and a curved one at his left hand. After the mutual compliments and protestations of friendship were concluded, His Excellency testified in a very friendly manner that it appeared to him from our posture and clothing that we were very well pleased, asking at the same time whether today had become that fortunate day for him that he should have the honor of concluding a contract with so great and respectable a Company as the Dutch, and to clear away all disputes, as well as to renew and confirm the bond of friendship between the same and the Souba of Carnatica that had subsisted from of old, besides several other expressions of that nature. Upon our having answered in the affirmative with appropriate reasons, we presented His Excellency with the contracts and the proof from the Government concerning the original deeds of sale, which he, after having asked us to take a seat closer by, resumed, and subsequently sealed the contract with his own hand (although the red sealing wax was placed upon it by his secretary, the English Captain Bruse) and as well as the Caul and the Dastek, together with the receipt for the Candian elephants and the jewels of the defeated prince, ratified with his customary signature, and then presented them to us, requesting that we should first take both and then give one back to him again, as was then done. As soon as we had our hands on those papers and while His Excellency was also still holding them, 21 cannon shots were fired from light pieces that were positioned behind the house for that purpose, during which we exchanged the contract and congratulated His Excellency on it, as he also did to us in the name of the Dutch Company, uttering a great deal of protestations of friendship and promises of favor and benefit that his father and he would bring to the Honorable Company, and the pleasure that he felt about this matter. matter on which the Honorable Company could tolerate no stipulation, although he nonetheless desired that we also submit this request of his to the Government, and that an answer should be sent to him concerning it, promising at the same time to satisfy our request for the recovery of the moneys previously advanced to the farmers, as mentioned in detail in our report of the 7th instant; and in order to settle that matter also, since it was already growing late and we would otherwise not be able to enter by daylight, that he would settle this with the person who should be sent thither to him for that purpose; after which, while exchanging some compliments and recommending the Company's tolck Nagamalloe Chinaija Naijker to the favor of the Government, he arose, gave us our dismissal, and with his own hand presented the betel box, from which each of us having taken one, he took each of us in particular by both hands, and thus dismissed us, on which occasion 11 cannon shots were fired once more, which he said occurred in honor of us as his personal friends. For the sake of brevity, we respectfully refer to its contents, flattering ourselves at the same time that Your Right Honourable Worships will observe on the one hand that we have not failed to urge upon that prince with emphasis all the points recommended to us by Your Right Honourable Worships, but on the other hand also that all these representations, however reasonable, appear to have little reception with His Highness, at least not so far that there is much hope he will be pleased to pay any regard to them. For although in the prince's latest missive peace and friendship, as well as the dispatch hither of the Duan Jonpenne Jaggorenada Rasoe, was promised, nevertheless, in view of his well-known fickle nature, not too much reliance is to be placed on the former, and the latter has also to this day been of no effect. Consequently, considering that conduct and the tenor of both letters, one may well presume, as has also since been secretly investigated from the side, that if that Duan should appear here, he will be instructed with such orders that nothing shall step outside the contract or any diminution of the lease be tolerated, but at best only the period of a new money loan to be made. Against this, on the other hand, the fourth article of the same contract, stipulating that Their Highnesses would validate 4000 Rupees a year or 20000 Rupees in 5 years for the losses and extortions formerly inflicted on the Company's merchants and other inhabitants, must necessarily be omitted after the expiration of these 5 years, when according to the contents of that same article all pretensions of that nature shall cease, lapsing of themselves. Nevertheless, upon the appearance of the said Duan or otherwise, we shall still continue strictly to insist on all that was recommended, and accept no proposals except subject to Your Right Honourable Worships' honoured approval and wiser correction. The reason why the Prince does not proceed with haste in this matter we think to be that, having been provided to some extent with cash by the soucars and with ammunition and men by the English, he has some time ago, alongside his army reinforced by 18 Companies of English Sepoys, each of 500 men, and some European Commanders, betaken himself to the forts of Cattacotta and Poeloegonda, both situated in dense bamboo forests, and has forced those Regents, namely Lingaboepaldie and Erroebopattie, to produce some extraordinary contribution moneys, or upon refusal to turn those strongholds into heaps of rubble, as it has also since been reported that both have surrendered to the Prince, though the aforementioned Regents retired in time to the high mountains and thus escaped the hands of their enemy. Nor is it heard to this day that the Prince has had those forts razed. Thus, as soon as those troubles are somewhat quieted, we await the further application of the prince and the arrival of his Duan, on account of whose non-appearance, having expected him daily, this has been delayed until today. That although the Right Honourable gentlemen consider Your Highness's alleged request for obtaining the advance provision as a matter entirely and directly contrary to the five-year contract, since it is clearly stipulated therein that when the contracted five-year lease period has ended or expired, and the borrowed money has been paid along with the interest accrued thereon, and furthermore Your Highness should again be in need of money and the Honourable Company should be inclined thereto, a similar amount shall then be lent under the same conditions as have been drafted in that regard; yet the Right Honourable gentlemen, out of consideration for the friendship that has subsisted for a very long time between Your Highness and his ancestors and the Dutch Company, and because of the present need for money, have resolved to condescend for this time to his request for the requested 100000 Rupees; Provided that, in conformity with what has already been agreed upon, the Honourable Company shall in the first place retain what Your Highnesses, on the date of the new provision to be made, still owe of the previously borrowed capital; And that His Highness Prince Visiaramaravoe and Your Highness on their part, in consideration of this friendship enjoyed once again from the Honourable Company, will have to enter into a new contract for 5 years, which after the expiration of the present one, or from the first of June Anno 1773, shall take effect until the last of May Anno 1778, or else extend the present one by a special bond until the last-mentioned year and date. Moetoe, who will meanwhile depart again tomorrow for Visianagaram, will return here as soon as possible and bring with him the answer of their Highnesses to the letters written to those rulers by Your Right Honorable Sir, as well as by me and my said second, in which, although they have already made their intention known orally to Moetoe, they will communicate further; after the receipt of which, without the slightest loss of time, Your Right Honorable Sir will be informed most respectfully. could report concerning the entering into of a new accommodation by the Honorable Company with those princes, the aforementioned writings were not answered sooner; and while one is now informed of the decision and intention of Their Highnesses, we have the particular good fortune humbly to advise Your Right Honorable Valiant that, upon the highly honored order of the Right Honorable Valiant Governor of Vlissingen to the humble last signatory, to make every practicable effort, assisted by the former Company interpreter of this office, Bandane Letje mee Naraijna, in order to come to an agreement with those princes, nothing was committed by the same that could in any way serve to promote that beneficial objective, and indeed with such success as he had the honor to advise the highest-mentioned fully in private, to which he respectfully refers, just as, upon a further order issued privately to the first humble signatory hereof and upon the express summons by the aforementioned princes, as is evident from their letters, his servant Moetoe Annada Poele—who not only was employed at the concluding of the recently expired five-year contract as a contracting party alongside the interpreter of this office, Oepoe Rengappa, but is also knowledgeable in those matters—was sent to travel to Visianagaram with the letter and gifts received from the highest-mentioned Governor for those princes, together with the spices added from here, as well as two letters directed by us to Their Highnesses and the said Dewan, in order to use his utmost endeavor to achieve an advantageous accommodation with the princes. Just as he also, proceeding thither in conformity therewith, while he was effectively in negotiation with the princes regarding that contract matter, Their Highnesses became embroiled with the Visagapatnam English Chief Mr. Aratton, who had arrived there, over such matters as are distinctly stated in the report submitted by the said servant, so that he was detained by those princes from time to time until the 21st of this month, when, having received his dispatch, he also returned here the following day, having, as mentioned, delivered a written report in the Telinga language dedicated to both of us. From the aforementioned document Your Right Honorable Valiant will see that the said servant, not without the cooperation and support of the party of the often-cited Dewan, after many arguments back and forth and appropriate harangues, has endeavored and brought it so far that the princes are inclined to lease Bimilipatnam with its dependencies, and for the term of 3 years, to the Honorable Company for a sum of 18198 rupees per year, provided that this amount is paid annually in advance, or at the commencement of the lease year, and that moreover the Honorable Company shall provide separately to Their Highnesses, under such terms and conditions as are clearly expressed in the said paper and in the following item, 100000 rupees at the interest of 1/2 percent per month, which reads verbatim in this manner, namely: That the Honorable Company shall provide on loan 100000 rupees to the princes, for which those rulers shall grant a bond with the interest of 1/2 percent per month, and the Bimili sowcar Wannamalidas shall grant a certificate to the Honorable Company, of the following contents: That the Honorable Company shall deliver to Wannamalidas the 100000 rupees for which the princes shall grant a bond, which amount he shall pay off together with its interest according to the time that will be stipulated at the final conclusion of the contract by the Honorable Company with those princes; and that he, Wannamalidas, in case the princes should require money again, shall announce this two months in advance to the gentlemen at Bimilipatnam, whereupon, without delay, it shall be written to Nagapatnam that the Honorable Company must advance 100000 rupees by way of loan on behalf of the gentlemen; and in case, according to the limited time in the contract, the sowcar Wannamalidas should not pay off the money, the gentlemen of the Company shall then demand the same; and in that manner the Honorable Company and the princes shall mutually lend money, and Their Highnesses shall restore the same to the Honorable Company. entirely refuse to consider, but have devised this pretext—to regard the Company as much as one of their saukaars—in order to be able once again to satisfy their unholy purpose under the pretext of having a right thereto, and indeed in such a manner that their demands would have to be obeyed even without awaiting the consent of the Illustrious Coromandel Government; a proposal not only in the highest degree detrimental to the Company, but also most perilous for the present chiefs of this factory and their successors, who have nothing else to expect than that it is the Prince's intention always to have that sum among them, paying it off annually only to request it on loan again shortly thereafter, and thus to be and remain perpetually indebted; wherein we humbly pray Your Right Honourable Rigorous Worship kindly and favourably to provide. Regarding the article of the lease moneys to be furnished in advance each year, the aforesaid Moetoe, on the occasion of his arriving here back and forth from the residence of the aforementioned Princes, verbally reported to the humble first undersigned of this document that the same would be deducted from the capital being provided on loan to the Princes; but when he came before Their Highnesses a second time, they said to him that the annual lease moneys would not be deducted from the capital to be borrowed, but that by paying the same annually in advance, receipts could be taken; from which it most clearly appears, as was alleged in the beginning of this document, how variable those rulers are in their sentiments. From the aforementioned report submitted by Moetoe, it will appear to Your Right Honourable Rigorous Worship that he says that however much he did his utmost to encumber the aforementioned capital promised on loan with an interest of 4 per cent, Their Highnesses nevertheless could not be moved thereto, nor likewise to the omission of the article of a new money loan written in the contract concluded in the year 1768 and now expired, but that the remaining conditions contained in that agreement shall remain maintained in their full force, except the period of 4000 rupees which the Princes annually ceded as compensation for the damages suffered by the Company's merchants, as well as the article of a new money loan, which is now stipulated differently by those rulers; it being self-evident that the further alterations—namely, instead of 20220 rupees that the lease shall now be ceded for 18198 rupees, instead of 3/4 that it is now only 1/2 per cent interest, and instead of 5 that the forthcoming lease shall be only for 3 years—will have to be made therein.
