letter entered into the beginning of this cited missive of 30 August, whereby the said prince among other substantive matters, presenting in an inquiring manner how they could know to discharge their debt if the account were not examined, indicates that since the 100,000 rupees require further or Madras pagodas, and they must settle their remaining debit balance here, they will therefore send with Ienpenne Padmanaboe Rasoe, who is a brother of the aforesaid Quan Ienpenne Iaggoenada Rasoe, occupying the post of great havildar of some villages subordinate to Visianagaram, Cottie China Panteloe, who is under-havildar of Visianagaram. Making the request at the same time to have the account examined and that whatever is found that those princes are in arrears under the cited date of 30 August, the said Padmanaba Rasoe would then reimburse to us in current rupees, provided that after the same is received, we shall hand over to him, Padmanaboe Rasoe, the bond of the above-mentioned borrowed 100,000 rupees. Pursuant to the aforesaid report given by the Prince Sittaramarasoe, on 19 September last, Ienpenne Padmanaboe Rasoe, accompanied by Cottie China Panteloe, appeared here and subsequently the next day in the fort. After the account had first been exactly examined and agreed with them, being in the meantime, or at that very same time, honored with Your Right Honourable's separate letters dated 22 August, we repeatedly questioned Moetoe Annanda Poele, without however giving him any light on that received mandate, whose confidentiality we still judge best for the interests of the Honourable Company, whether he finds himself in a position to conclude an agreement on the old footing with the Princes, subject to the exceptions mentioned in Your Right Honourable's highly respected special letter dated 15 January of the past year, and not on such precarious supports as the offered surety of Wannamalidas, to which the humble signatories for their account and risk could never ever consent, much less to any provision whatsoever of granting a letter for obtaining funds, unless the princes pledge Bimilipatnam and its dependencies for it, in such manner that the same debt would be settled annually with the lease, just as we could enter into no agreement whereby the Honourable Company was obligated anew to any loan of money. And having been answered by the same more than once with a resounding no, and the aforesaid Padmanaboe Rasoe being unwilling to lend an ear to anything of that nature, professing that he had not come for that purpose, but rather to settle the account and also to bring about that Moetoe Ananda Poele, according to the Prince's desire, might proceed overland to the south with the Iuan Ienpenne Iaggoenadoe Rasoe, we have judged best for the interests of the Honourable Company to direct matters in the present circumstances towards this end: First, that one gain the necessary time to be able to correspond back and forth, or wished to hold us responsible for the magnitude of the recompense that the promoter of the Company's interests among the Prince's courtiers had to expect upon concluding a new agreement, but that such must be entirely left to the benevolence of Your Right Honourable, or Secondly, for a favorable opportunity to bring the affairs entirely under the wise judgment of Your Right Honourable's decision, and in the meantime, in conformity with what was ordered by Your Right Honourable's highly venerated letter dated 28 April last, take care that the arrears of the Prince were liquidated by obtaining some extension; Thirdly, that Bimilipatnam, Commespalium, the mouth of the river, etc., remain thus far directly and on the old footing under the Honourable Company; Fourthly, that nevertheless, to prevent all disputes in case of a surrender of the outer villages, on which the Company will always lose here in leasing out due to a lack of wealthy and honest inhabitants, and the chiefs will always have to undergo accountability and disgrace in leasing out or retaining them for the account of the Company, one and the same person on behalf of Their Highnesses and two ditto of the Honourable Company remain appointed in those villages to supervise the same and collect its revenue, just as has taken place from the end of the old contract until now. To obtain this and that, in virtue of Padmanaboe Rasoe having brought into account in advance one year's lease and gift money for the year 1773/4 in liquidating the account, as will appear here, we have reciprocally demanded a cowle for the same financial year and under the enjoyment of our ancient privileges, with the announcement that Moetoe Ananda Poele, in whose departure overland to the south as well as regarding his further interests the often-mentioned Padmanaboe Rasoe seemed particularly concerned, upon obtaining such a document would obtain permission for that journey, along with the palanquin and parasol requested by the prince in his favor, but that

Since the said prince Sittaramarasoe in his above-mentioned letter requested us, upon sending Moetoe to Their Highnesses, to deliver to him a letter of recommendation for obtaining the aforesaid 100000 rops as said at Madraspatnam, we take the submissive liberty hereby to beseech His Excellency that, in case the agreement is concluded and its delivery is consented to, that amount then be paid out at the aforesaid English capital. 774 but the importance of its contents has caused us to proceed to a contrary decision, and to resolve to hand over to him, Moetoe, on that occasion, only a brief covering letter, of such contents as the duplicate marked Lr T shall show to Your Right Honourable, and to draw this up in detail for the respectful communication of all that which is aforesaid, trusting that our proceedings will be crowned with that highly decisive approval of Your Right Honourable, which we likewise look forward to receiving with regard to the offered interposition as surety by the Prince Tjettaramarasoe for the arrears of Moetoe, under such a condition as is more fully contained in the aforesaid letter of His Highness, which meanwhile has been finally rejected by us pending the receipt of such a positive order, both for the reason that it was presumed there would be more trouble and vexation, and thus more danger to face, if that debt had to be recovered from the Princes or their court dignitaries than from Moetoe Annandapoele, especially so long as his possessions remain under sequestration by the Honourable Company, and also on the grounds that it is considered that no sureties can be regarded as valid except those who, on the one hand, possess the required means to be able to discharge that debt, and on the other hand, falling under the jurisdiction of the Honourable Company, can in case of unwillingness be compelled by legal means to fulfill their promise. Concerning the 60,000 rupees which the Jaggenaikpoeram chiefs were obliged to hold in readiness to assist us in case the Princes here had wished to receive the requested 100,000 rupees, we have informed those chiefs that, through the aforesaid arrangement, that amount is not required here, and thus, in case they can employ the same there for the benefit of the Honourable Company, not to leave it lying without interest, which serves for humble notification. While, in further respectful reply to Your Right Honourable's highly esteemed letters received by us at the desired time on the 22nd of August, we take the liberty to submit in all submission that, just as the humble second signatory experienced repeatedly during his presence at Visianagaran Bony that the Princes no longer wish to hear any mention at all of the old contract, much less are inclined to enter de novo into a similar agreement, we likewise up to the present have not been able to perceive any such inclination from the successive missives received from Their Highnesses since then, but on the contrary, at the conference cited hereinbefore with Padmanaboe Rasoe, we also had to learn to our regret that he would not have a single sentence inserted in the receipt, or Sanad, in which the old contract was cited in a direct sense, and thus not without reason fear that there will still be difficulty involved in concluding such an accommodation, unless the same were happily effected through the arrangement now planned under the highly wise direction of Your Right Honourable there with the Duan and Penne Jagganadoe Rasoe. Yet as regards the offered Saukaar Wanamalidas as surety, in that respect we must testify to Your Right Honourable in all respect that we not only do not consider that person at all so solvent that we could recommend him as guarantor for such a considerable amount, but we would not even dare 776 venture to present to Your Right Honourable the entire project of making an advance of money to the Princes as something certain or profitable, or on that account assume any responsibility for the future, but rather as something unavoidable, for the recovery of which, in case the Honourable Company on that account might resolve upon its disbursement, we shall gladly do everything in our power, sacrificing even if necessary property and blood should it unexpectedly happen that the Princes, failing to fulfill their obligations, might force the Company to use force of arms, and to qualify us for this, just as we have shown hereinbefore that the renting of the outer villages of Bimilipatnam, according to our humble opinion, upon continuation can cause the Noble Company nothing but considerable losses, and the chiefs an unavoidable responsibility, so we consider ourselves no less obliged to bring further to Your Right Honourable's attention that, although the Honourable Company, by the mere leasing of Bimilipatnam, Commerpalium, Nagamoeloepalium, the mouth of the river, etc., will likewise derive no profit, but similarly will have to suffer some annual loss, the retention of that district is nevertheless most necessary and advisable, in order thereby to protect the merchants and inhabitants, at least as much as possible, from the extortions of those Princes, and consequently the Company from greater losses, to be able to maintain the prestige of the factory before our co-competitors, and sooner or later, whenever one has need of the same, to be masters of the catamarans for the loading and unloading of the Company's vessels, all of which rights

The answer to be obtained from his Excellency concerning the new conditions, and particularly the 100,000 Rupees requested on loan for your Highnesses from the Honorable Company, we shall communicate to your Highnesses at the earliest opportunity, and we request his Excellency for a further term of 3 months, or until the end of September next, in order to have the opportunity to communicate what is necessary to our said superiors, as has already been done, and to be able to obtain their Honorable orders here, as well as to let all further matters have their proper progress during that time. The dispatch addressed to us under date 18th current by his Highness Sjittaramarasoe alone having also been duly delivered, we reply thereto that whereas the aforesaid Moetoe Anandapoele upon his departure from Nagapatnam bound himself in writing to discharge the outstanding lease moneys of the year 1772 at once upon his arrival here, but until today has not complied therewith, and moreover also bound himself to satisfy the lease moneys of the recently expired lease year by the end of this month, we therefore cannot and may not permit him to travel up to Madras and Nagapatnam alongside your Highnesses' Duan Jenpenne Jaggoenada Rasoe. Much less is it in our power to surrender without previously obtained license anything of the goods sequestered on account of those debts by order of the said Honorable Governor, as well of the said Moetoe Ananda Poele. And whereas, as aforesaid, your Highnesses to our particular joy have decided to let Jaggenada Rasoe depart for Nagapatnam, there not only could all matters be settled with the said Honorable Governor himself, but it could also be regulated where the 500,000 Rupees demanded again on loan should be counted out, provided that the aforesaid Duan Jaggoenada Rasoe be given written authority by your Highnesses to terminate those affairs in one way or another with the said Honorable Governor of Nagapatnam. That these proposals had been made by Jaggoenada Rasoe for entering into a contract, and that the Secunde had communicated them to Nagapatnam, the princes have informed me. To which I replied that when the Right Honourable and Valiant Lord Governor sent me from Nagapatnam, His Honour had been pleased to have a contract drafted and placed in my hands, which I showed to Their Highnesses and made known; after they were shown this, they made known to me in this manner, namely: In the future no other accommodation will be made; the arrangement we made with the Secunde is properly the contract; in case the Company finds no satisfaction therein, Their Highnesses will in that case take their villages, along with the mouth of the river, back under their control, and whatever those princes then find that they remain indebted to the Company after examining the account, they will settle. To which I made known the following: because the 100000 ropias loaned to the princes at the time of the Most Honourable and Highly Esteemed Lord Haksteen was not approved at Batavia by the Company, it was indeed ordered that this item shall henceforth be omitted, pursuant to which respected mandate to the Right Honourable and Valiant Lord Nagapatnam Governor together with the Honourable Council, they being likewise not inclined to that proposition, how will the Company thus be able to be content with the 150000 ropias desired by the princes? At the same time I requested, since the Honourable Company annually loses 4000 ropias on the lease, to reduce the same; and also made known that Their Honours will not be satisfied with half percent interest, as well as with what those princes come to request, namely that the Company's merchants shall deliver brokerage to them: in the contract made between Their Highnesses and the Company at the time of the said Right Honourable and Highly Esteemed Lord Haksteen, it is expressly stated that henceforth the princes shall not be permitted to request anything from the Company's merchants, which having also been observed during the period of five years, I gave those princes to understand that in case they wish to demand everything in that manner, the Company will not consent thereto. In order to conclude this matter through the mediation of the Duar Jenpenne Jaggoenada Rasoe, I promised him 500 pagodas, whereupon he said the following to me, besides: when the old contract was entered into, 1000 pagodas were handed over to Tandua Narsaya and Cotie Paggewanloe; what reason is there then for you to say that 500 pagodas will be given to me? Is this the favour of the Company, that in consideration of Their Honours' friendship I shall take the trouble to promote its interest? To that I replied that at that time the lease had been ceded for 5 years and 3/4 percent interest, and that now the same is only for 3 years and reduced to 1/2 percent interest, so I promised him 600 pagodas, whereupon that Duar made known: When I say that previously 1000 pagodas were handed over to Tandua Narsaya and Cotie Paggewanloe, you speak of 500 to 600 pagodas; therefore this matter shall not be settled through my channel. I did my utmost, by all persuasive arguments, to dissuade him from those thoughts, but since I perceived that he remained unshakeably insistent on those 1000 pagodas, I, knowing well that without him this matter cannot be settled through others, had to promise him that a letter will be written to Nagapatnam to the Right Honourable and Valiant Lord Governor and arrangements made so that those 1000 pagodas be handed over. When in the beginning of my arrival here I was at Visianagaram, I spoke with the princes that from the 100000 rupees being lent by the Honourable Company the annual lease payments to be provided in advance will have to be deducted, with which Their Highnesses were also pleased at that time, which having reported verbally to the gentleman the Chief upon arriving one day at Bimilipatnam, I departed the following day for Visianagaram, where, coming to those princes, they having perhaps listened to the words of some evil people, informed me that the annual lease payments must not be deducted from the capital being provided as a loan, but paying the same annually in advance, receipts must be taken, and that thus the 100000 rupees by the Honourable Company should be lent separately. I replied to Their Highnesses that in accordance with what they had told me the first time, I had informed the gentleman the Chief, and thus requested that it might remain as I had told the gentleman the Chief, upon which insistence they finally declared that they would make no change regarding this, thus they were not to be diverted from that concept. When I said to Their Highnesses that henceforth the Honourable Company would make no money loan to them, those princes spoke in substance to me, in the old contract it was written beforehand that when we request money again, 100000 rupees must be provided to us; if it is now said that in consequence thereof the Honourable Company and the Right Honourable Valiant gentleman Governor together with the Council will not be pleased, indeed, for the sake of the good intelligence that we maintain with the Honourable Company, such cannot be done; that those princes will lease Bimilipatnam and its subordinate villages, together with the salt pans, etc., to the Honourable Company itself, and if Their Honours might not be inclined to keep the same under their control, in that case it will be leased to others, or else kept under Their Highnesses. But since Their Highnesses were not content to return their lands to those regents and to release them, the said English Chief departed very dissatisfied. Good Friends, Whereas the term of the five-year lease of Bimilipatnam and its dependencies, stipulated in the contract made thereof dated 28 April 1768, is to expire by the end of next May, and the Princes have not yet accepted the advance of 100,000 Rupees, granted upon the urgent instance and monetary embarrassment of those Regents as so emphatically presented to you in letters of 31 October and 8 November 1771, on a five-year lease of Bimilipatnam etc. to be prolonged, on condition of deducting from it whatever they should remain indebted in principal and interest upon the expiration of the present five-year lease; which, however, upon the notification thereof given to them according to your letters of 19 June 1772, those Regents postponed to a more convenient occasion, because in the meantime, being provided with some cash by the sowcars and assisted by the English with ammunition of war and men, they had for the time being escaped from their embarrassment, without anything further coming of it, except that Prince Sitaramraja in his letter addressed to you under date 20 March 1772 wrote that as one year of the lease term still remained to expire, the further agreement on that account could therefore remain postponed until that year was over, which is now soon to happen; therefore it will also be necessary that a new contract regarding that lease be made, especially because the Princes, according to a demonstration drawn up here from your books, will still remain indebted by the end of next May in an amount of Rupees 60,302.-.-, we have thought fit to recommend the same to you herewith, referring ourselves fully in this regard to our writing of 15 January of the past year, as therein you were not only amply prescribed our intention and desire concerning this, but also virtually everything was granted which you had proposed on behalf of the Princes, except that in the new contract to be entered into, not the least money loan should be mentioned or stipulated any more, to which we still adhere; however, you shall beside this have to do and apply your utmost to insist on some reduction in the lease monies to be paid, especially on the liquidation of the previous debt; and if, contrary to expectation, the Princes cannot be moved to a five-year lease, you must then at least try to extend it for one or two years, so that the aforementioned arrears of the Princes may thereby be liquidated, which must be the principal aim of your dealings with the same, whilst in the meantime we shall await whither the affairs are to be directed, and also learn what those Regents further have in mind, it being understood that the condition of the withholding of 4,000 Rupees a year, ending with the present lease, lapses, and thus must be omitted from the new contract; if any presents are to be given, you can use from the present-goods on hand such as you shall deem necessary for the welfare of the Honorable Company, yet observing frugality in everything as much as possible; you shall further be obliged to give us notice on each occasion at the earliest of your proceedings and how far you have advanced therein. 810 To authorize you, as you are authorized by this, to farm out Bimilipatnam and its dependencies for the period of three years for 18220 rop. per year, on the conditions and terms stipulated in the contract of 28 April 1768, except the article of the 4000 rops since that has already been satisfied, and having been stipulated for longer than the expired 5-year lease, it goes without saying that this now lapses. Yet with regard to the point of the new loan of money upon entering into a new agreement, we would gladly see that not the slightest mention was made of it in the present contract, as the Honorable Company wishes to have not the least obligation in this respect, nor to be under any requirement to do so, just as was very clearly written to you in our separate letter of 15 January 1772. But as we see and experience that without the inclusion of such a clause no agreement can be reached, and we nevertheless judge it advisable for the present and in accordance with the interest of the Honorable Company to prolong and maintain that lease provisionally, you must direct matters in such a way that the lending of money in the future is left directly deferred to the will and pleasure of the Honorable Company, which you are earnestly commended to observe and take into account. But concerning the money loan on the lease now entered into, we have decided to consent to it, and consequently you are authorized by this to advance to the princes a sum of 100000 Rupees at ½ percent interest per month, including therein the debit of the princes as of the end of May of this year, in which we can also well 811 well concede the advance receipt of 18220 Rupees, or the amount of the lease money for the first year, and after deduction of that sum the bond be drawn up, provided that it is ordered therein that the princes had applied the aforesaid amount of 18220 rops as a deduction for the first year, so that they remain genuinely indebted only for 81780 rops, and so forth until the end of the contract, at which time the princes will ultimately be in arrears for the sum of 57615 rops, for which the sowcar Wannamalidas will have to bind himself with everything he possesses to pay the same with interest to the Honorable Company whenever that principal is demanded. It will therefore depend solely on you to judge the sufficiency of the sowcar to satisfy and indemnify the Honorable Company, for although he possesses a house and other real estate at Bimilipatnam and occasionally resides there for some time, that nevertheless does not give enough security to simply rely on his word and promise. But since nothing is brought against this, and it must be inferred from it that he is solvent enough to honor his promise, we therefore leave that final liquidation entirely to your direction, being well assured that you, attending dutifully to the Company's interest, will at the same time take care and provide security against its loss. With respect to the gift that will have to be offered to the Duan Tenpenne Iagoenada Rasoe for his trouble in concluding the agreement, and which he also stipulated for himself, just as was done and presented upon entering into the now concluded agreement to the village head 812 Tandawa Parsayja and the havildar Cotti Pagawanloe, this is also an article that ought to be left to the discretion of this government, wherefore you will have to try to direct matters to that end. Meanwhile, everything that belongs to concluding and signing a formal agreement with the princes on the conditions discussed here before, and the advancing of money thereon, together with the taking of an act of surety from the sowcar Wanamalidas, will not need to be delayed because of this, but must be proceeded with immediately, and the necessary papers relating thereto must be sent to us, and that as swiftly as is ever possible. In the meantime, we cannot fail to express our surprise that the promised letter from the princes has not yet been received here, which we therefore, along with the final outcome of this affair, look forward to receiving as soon as possible. Translation of a Gentoo letter written to the Right Honorable Mr. Reijnier van Vlissingen, Governor and Director of this Coast of Coromandel, with the report thereof, by the Princes Visia and Gittaramarasoe, dated the 1st of August, year 1773. After preceding compliments. We have duly received Your Right Honorable's letter sent by Moetoe Ananda Poele and understood its contents, and given him the answer thereto, to the effect that we had written to Your Right Honorable to send him here, but that in the meantime, or before that took place, orders had arrived to negotiate with the Mr. Secunde; whereupon we brought forward what we had to say, and the Mr. Secunde having argued the case on behalf of the Honorable Company, Jenpenne Jaggenadoe Rasoe had concluded an agreement to mutual satisfaction, just as all the same was then also written to Your Right Honorable, but that the answer sent in response was unknown to us; but that we in any case would grant nothing more than what we had already contracted with the Secunde. He thereupon demonstrated to us the obligation we had toward the Honorable Company, and the affection which the same bore toward us, as well as the manner in which we now had to deal with Your Honors, and we considered at the same time that we had written to send him over, and that the letter from Your Right Honorable contained that the Company's affairs should be acceded to as he would request the same. Wherefore we then also agreed to his request to yield Bimilipatnam with its dependencies for 18,195 rupees per year, the customs duties included therein, and that indeed on the following conditions, to wit: To pay the lease money after the end of the year, and to take a receipt for it. That the lease should last for three years in this manner. To lend us 100,000 rupees against half a percent per month, and that we shall grant a bond for this, as well as that the Bimilipatnam sowcar Wandramalidas should pass an agreement to satisfy the principal with the interest every year. And that whenever we should need money again after that repayment, he shall then notify the Bimilipatnam chiefs thereof, and they shall be required, without making any delay under the pretext of having to write to Nagapatnam first about this, to advance anew 100,000 rupees on loan, to be demanded from him, the sowcar, and paid by him according to the time to be determined in the bond thereof. All this being agreed to by us upon the urgent and repeatedly made request of Moetoe Ananda Poele. We request Your Right Honorable, on behalf of the Company, to write to the chiefs of Bimilipatnam to return to us the papers which we previously granted to the Honorable Company, and in exchange to receive from us the writings which are kept among us on behalf of the Honorable Company; as well as to accept from us now a paper granted to the Honorable Company concerning these matters, and to hand over to us another on behalf of the Honorable Company, properly signed and sealed. request to the Fatherland, we nevertheless attach hereto the duplicate of our respectful letter to Your Right Honourable Worships of the 10th of the aforementioned month of September, wherein we also had the honour to inform Your Right Honourable Worships not only of the receipt of Your most highly venerated missives of 14 October and 5 November 1772, but also of the distribution of the demand for returns for the year 1774 among this Head Office and the subordinate factories; which, specifying where the requested linens have been commissioned for procurement, was further shown in detail in the provisional response thereto, offered to Your Right Honourable Worships along with our respectful letter of yesterday's date, to which we take the liberty humbly to refer, sincerely wishing that the troubles that have arisen, and the upheaval in affairs caused thereby in this southern part of this Coast, which has not without reason long been feared through the conquest of the Principality of Tanjore by the Subah of the Carnatic, the Lord Mahometh Alichan, may soon cease, and that everything may be restored to order, so that the collection of linens, which has been subjected to a dreadful impediment through the flight of the inhabitants and the labourers and other inconveniences, may be set in motion again. And although these refugees are beginning to seek out their abandoned dwelling places once more, this proceeds so slowly and gradually that months may well pass before they are all settled again, provided they are not in the meantime once more troubled and driven away by the Maratha peoples, who, it is said, are marching this way with a large force to take Tanjore and the land of the Thevar from the Moor, and to restore it as before under the rule of the Heathens, just as an invasion by those peoples is also threatened on the side of Bimlipatnam, to the aid of the lesser princes and land-renters who have been mistreated by the prince of the country, Visia Sittaramarasoe, through the seizure of their lawful hereditary lands; yet they have not yet passed the narrow mountain passes, as these are everywhere well garrisoned to date to prevent their penetration into these lowlands. In the meantime, this and the confused state of affairs in these lands cause such fear among the inhabitants everywhere that they are constantly on the alert and ready to seek their salvation in flight at the slightest movement, and as a result all supply of cotton and yarn has completely ceased, and the brokers and factors of the linen-producing places stay away, whereas this is normally the time of their arrival and the transport of the aforementioned spun goods to the weaving villages. Yet we hope for the best, sincerely wishing that the unfavourable prospect arising from these detrimental circumstances may, through a speedy change for the better, work out well, and that the efforts and actions undertaken to that end may be blessed. Although we cannot give Your Right Honourable Worships a precise and complete report regarding the result of the past collection of 1773, owing to the non-receipt as yet of the relevant papers from Pulicat: We nevertheless respectfully present to Your Right Honourable Worships the threefold formal answered lists thereof, wherein regarding the collection of the said Pulicat, as well as that of Porto Novo, for reasons cited in their answers, it has been taken and set down calculatively; these papers, as well as the separate statements attached thereto, show that the general collection along this Coast has amounted in total to a number of 2,712 packs, and thus 90 packs more than the previous year 1772. Of the 4,000 pieces of chintz contracted for procurement at this Head Office, no more than 1,000 pieces could be made ready.
