Appointment of a Captain, a Captain-Lieutenant, a Lieutenant, and an Ensign in the Company's Topass Burghery. Appointment of two commissioners to inspect the materials needed for the replenishment of the fortification works. Specifications and nominations of a double number of members. helped, since it has been learned from experience that from holding public sales on the Company's behalf, nothing other than loss is to be expected. Furthermore, on the proposal of the Commander, it was approved and agreed; instead of the Captain of the Topass burghery, Joseph Pereira, who recently passed away here, to allow to advance: the Captain-Lieutenant of the said burghery, Ignatio Rodriques, as Captain; the Lieutenant Anthonij Monteiro, as Captain-Lieutenant; the Ensign Lazaro Nuenes, as Lieutenant; and the Sergeant Salvador Viveiro, as Ensign. It was also further agreed, in accordance with the conditions for the work on the Sloterdijk canal, inserted in the resolution of the 15th of October last, for inspecting the materials and to keep further watch over them, to commission two members of this assembly, so that their commission may have all the more authority and weight over the contractor, namely the Warehouse Keeper Saffin and the Purveyor van Spall, for which they can adequately attend daily and without neglect, as their administrations, namely the warehouse and dispensary, are situated near the Sloterdijk canal; And finally, whereas on the 8th of January next, the day of the conquest of Cochin, the administration shall, according to custom, have to be rotated, and consequently there shall have to be drawn up and submitted by the Boards of the Orphan Chamber, Petty and Matrimonial Affairs, as well as the Fire and Ward Masters, a specification of the present members and a nomination of a double number of other persons, at the disposal of this Table; it was agreed to order the said Boards by extract hereof, as well as the Church Council, to elect new elders and deacons according to the annual custom, for the approval of this Council: Thus done, resolved, and decided in the Council of Malabar in the city of Cochin, on the day, month, and year aforesaid. The Lord Commander having circulated among the members for reading and review a finding drawn up and delivered by the Honorable Chief Administrator Willem Jacob van de Graaff regarding the discharged cargo of the ship De Barbara Theodora, with the reports pertaining thereto, and having thereby put to the vote whether one shall dispose of the deficiencies, suffocated, and unfit goods noted therein in the manner annotated in the margin of the finding, the members have fully concurred therewith, and it was agreed to insert the finding herein, with the dispositions in the margin. Insertion of the forms. as is done elsewhere annually on such occasions, and therefore ought to take place here as well; and therefore had caused to be drafted such forms of oaths of purgation, namely one for the Council of Justice, one for the orphan masters of this city, and one for the Board of Civil or Small Affairs, which, having been read aloud and approved, it was deemed good and agreed to introduce that method here as well, and to have said oath taken annually by the said boards upon the change of the administration, except for this time; but on this occasion to give notice thereof to the said boards, and to read the forms of the oath to them, in order that they may govern themselves accordingly in the discharge of their duties and be able to take that oath with all the more peace of mind at the next election day, the said forms reading as follows: Oath of purgation for the Council of Justice. We declare and swear that during the past year 1772 we have honestly served the office of Councillor of Justice, properly and faithfully defended Their High Mightinesses' right, received directly or indirectly no gifts or presents from anyone who has had or might expect to have lawsuits before our court; and administered good and prompt justice and equity to everyone without connivance, hatred, or favor, as is proper and fitting for an upright and honest judge. The Fiscal van Ham and the Shopkeeper and Dispensator Ian Lambertus van Spall having duly provided sureties, the former for his recently assumed office of Small Cashier and the latter for both of his aforementioned offices, and the surety bonds having been presented today by the Commander in the assembly, it was resolved to make note thereof, and to store the bond documents themselves with the other surety bonds. Furthermore, upon the proposal of the Commander, it was approved to promote the corporals Daniel Bakker, Willem Crans, and Anthonijns Breel to sergeants at 20:—:— guilders each per month. Next, the Commander stated that he had reflected on the fact that fire and ward masters had no fixed time appointed by the authorities for when they must conduct the census of the households; that he believed this ought to take place annually at a specific time so that it may be known when the rolls thereof must be submitted; and he therefore proposed that the annual survey and census of the households should always take place under ultimo June. This proposal having been embraced by the members, it was resolved to notify the fire and ward masters thereof by extract of this document. Further was produced the following memorandum of write-off on the pepper shipped at Calicoilan, since the 15th of March 1772 to the last of February last past, sent hither by Resident Gosenson with the request to be permitted to receive the amount of that write-off from the Treasury, and since the quantity stated therein was in accordance with the regulations, it was decided to have the 1½ percent on 98554 lb. or 1478 lb. of pepper written off to profit and loss, and to have that quantity, on account of surplus pepper delivered to the Honorable Company, paid to Resident Gosenson from the Treasury at 24 Dutch guilders per 100 lb., to be charged to the debit of that account. Monday the First of March Anno 1773. Appeared among the annexes of the recently received general rescript, a copy report submitted by the Bookkeeper General was received. Therein it is demonstrated that in the Cochin trade books of Anno 1768/9 the account of Mr. Weijerman was wrongfully credited for a bill of exchange amounting to ƒ 31812:–. –. The same should have been done on the general account. The discoverer requests that the 1/6 part may be granted to him. Insertion of the request. A copy was requested of the former keeper of those books, who thereupon served with a request. Whereafter the Commander informed the meeting that among the annexes of Their High Excellencies' recent general rescript was also received a copy report submitted by the Right Honorable Extraordinary Councillor Jan Arend Meijer, as former Bookkeeper General, to demonstrate that in the Cochin Trade Books of 1768/9 the Account of Mr. Weijerman was credited for a bill of exchange with ƒ 31812:–. –, instead of the general account having properly been credited for it, and containing a request that this administration might be ordered to settle that amount on the general account, and that the premium of 1/6 part might be granted to the discoverer; that a copy of that report was delivered to the former Senior Merchant David Kellij as the former keeper of those books, and the same had thereupon served with the following request: To the Honorable, Worshipful Mr. Adriaan Moens, Commander and Supreme Ruler of the Coast of Mallabaar, Canara and Wingurla, together with the Honorable Political Council. Honorable Worshipful Ruling Mr. and Gentlemen! David Kellij, former senior merchant and former secunde of Mallabaar, very respectfully makes known by this that he has received a copy of the report of the Bookkeeper General, the Right Honorable Jan Arend Meijer, Extraordinary Councillor of Dutch India, containing a request for a sixth part of the amount of an assignation granted on behalf of Mr. Weijerman on account of the same having been improperly entered into the books of 1768/9; but since this error was discovered by the suppliant upon the closing of these books, and was specified in a report, just as the same was also immediately redressed in the new books of 1769/70, vide Journal page 52, he takes the liberty through this to turn to your Honorable Worships with a very respectful request that this may be shown to Their High Excellencies the High Indian Government for his discharge, to the end that he may favorably remain liberated by the same from the aforementioned penalty. Which doing, etc. That he had placed this request into the hands of the Head Administrator Willem Jacob van de Graaff, in order to confront the same with the books and to serve with a report, and that the same had submitted the following regarding it: Insertion of that report.
