From Java's East Coast, the 31st of May 1773. ascribed to the Madurese, the pangeran, upon his request for deportation thither where it shall please Your High Excellencies, has surrendered, together with his Moorish wife, to whom he was married for many years, Alima, Koeroes, her brother's son, and Sara, a female slave. Nooman, a foreign Mohammedan priest, who stayed for a long time in Cheribon, where, having fallen into the disfavor of one of the grandees due to strange notions and deeming himself not safe there, went to the Javanese territory and on his way through Brebes and Tegal stayed up to Pamalang, occupying himself with cleaning graves and administering medicines to the common people, through which he gained much popularity and made a fairly large following, until I put a stop to it and had him, together with Noegie of Cheribon, his daughter, and Kassar and Koero, two youths from Cheribon, his brother's sons, apprehended and brought hither, because of the evil consequences that persons like him can cause when they have first established some trust among the credulous native population, and then one or another discontented person joins him for that reason; and although there is otherwise directly nothing chargeable against this Nooman, I nevertheless request Your High Excellencies that he and his family may be removed from this coast. Taroessoe and Badjoel, both Javanese from Tegal, who were sent to me by the first regent there, together with a third person who was even a cousin of theirs, but who died here in detention, with a request for banishment because they are not only suspected of having taken part in a murder committed some time ago in the Cheribon district, but also of having carried out many other misdeeds, of which they cannot, however, be convicted. Furthermore, the following Balambangan prisoners of war: Pijon and Libbe, two wives of one of the principal rebels, Bappa Larat; Kringdono of Tanatjan, former bupati of the fellow head rebel Ende; Laden of Caratin, former mantri at Bajoe; Bappa Sami of Panassan; Sali, ditto; Tole, ditto, who together were said to have been fellow leaders of the rebels; Oessing of Samarang; Sone of Jampoean; Sampana of Kangian, who, armed together in a native vessel [illegible] in f. 197 399 From Java's East Coast, the 1st of May 1773. Some refreshing rains having fallen here and there in this month, the rice crop in this vicinity stands tolerably well in some places more than others, but east of Joana, and especially in Rembang, Lasem, and Tuban, it has not succeeded; and according to the reports, matters in the lands of the Princes, especially in Grobogan and the Mancanegara, whence much rice normally flows to the beaches, are said to be in such a poor state that for this reason, and because of the current great scarcity of rice, many common people had already retreated to the forests and fed themselves there on roots of trees, which thus gives an unpromising prospect, unless through Heaven's goodness the crop succeeds beyond expectation. From Java's East Coast the 3rd July 1773 to observe and comply with the prohibition of their clandestine stay. But as the largest crowd arrives here from Banjarmassing and Palembang with passes granted by the residents there, just as a few days ago, as appears from the enclosed pass, fifteen Chinese landed here with a vessel belonging here, with which they can thus return from Banjarmassing, I very respectfully insist that notice of the renewed prohibition against the introduction and stay on and along this coast may be given to those offices, and that it may be forbidden to grant passage hither to more Chinese with each vessel than the number of three to four persons determined by the Edict of the 28th June 1750. At the courts everything is outwardly well, and in accordance with Your High Excellencies' intention, I shall take care to keep the princes to the custom that when subjects of the one commit offenses in the other's lands, they are to be handed over by the Company for the obtainment of punishment. The Sultan recently, of his own accord, repaid the five thousand Spanish dollars that had been lent to him by the Company for five years a good year ago, and Pangeran Mangkunegara sent me three runaways who, according to their reports, claim to be slaves and to have deserted from Batavia a good number of years ago. But one of them, named Si Bukit, having died here, I am sending the other two, Langgeng and Si Masik of Bali, over with the bark Den Arend to be at the disposal of Your High Excellencies. Regarding Balambangan, having received Your High Excellencies' order that, in view of the bad situation of Ulupampang and the illnesses and mortality continuing to rage there, whenever it shall indeed be advisable to abandon that place and after everything that could serve for any convenience of the ill-disposed shall have been ruined and destroyed, the further establishment is to be transferred to the healthiest place, I have given notice by separate letter of the 4th of June last to the Surabaya commander Luzac and instructed him, together with the resident Schophoff, to furnish me beforehand with their considerations and advice concerning the time when and the manner in which such an evacuation could best take place, with orders also From Java's East Coast the 3rd July 1773 to have the said Schophoff and two other persons acquainted with Balambangan investigate and report where in that district the healthiest and most suitable place is found to establish another fort, in order that, after proper fulfillment of these requisites, such orders may be given for the formal evacuation and abandonment of Ulupampang, as well as the relocation of the establishment and, if deemed necessary, the construction of a new fort, as shall appear to me to answer the good purpose of Your High Excellencies, the so highly necessary preservation of the people. The Madurese have now all returned home, but the Sumenepers were about to be brought up to strength again at Adrogo to two hundred men, the three companies of Easterners in Balambangan having been completed, while the Sumenepers are also becoming less slow now that it is currently difficult to obtain Easterners because of the general fear and aversion toward those districts due to the illnesses and mortality, which are increasing rather than decreasing even among the natives, to such a degree that some villages have had to be merged into others. This, added to a great scarcity of provisions, causes many to desert to Pasuruan and its environs. Then, as the remark of the resident Schophoff in a letter of the 7th May (transmitted under appendix G) that a good reception of such persons would also entice others thither, and thus Balambangan would become even more depopulated, seemed very well-founded to me, I commanded Commander Luzac by separate letter of the 27th June to prevent the departure of the inhabitants from there as much as possible by gentle means, and also to let the prisoners of war detained at Surabaya until now, first under this and then again under that pretext contrary to Your High Excellencies' special desire in the missive of the 5th November 1772, return as soon as possible, as it is certain that the scarcity of provisions must increase in proportion as the country becomes depopulated. From Java's East Coast, 3 July 1732 From Java's East Coast, 3 July 1732 to end the remainder of his life in peace, with a request first to be permitted to settle in the Pasuruan region and maintain himself and his family through agriculture, and subsequently that the desa Padjarakkan, falling under Banger, might be granted to him for the same purpose. Upon this, by a letter of 26 April, I instructed the commander Luzac to confer with the Pasuruan regent Nitinagara in what manner, not far off, some jonks of land might be assigned to Jaxonagara for cultivation, and since then, by a later letter of 9 May, also demanded information concerning the desa Padjarakan under Banger. But since this place, according to a letter from the Pasuruan commander Van Rijke under letter F of 17 May, lies too far off to be able continuously to keep a watchful eye and supervision over it, and on the other hand, as shown by his earlier letter of the 7th and 12th prior, the Pasuruan regent has shown himself very willing to cede to him the negorij Pouwodessa with the four jonks of rice fields belonging thereto, I also deemed that the latter will indeed be the best and most advisable course, especially as this negorij is said to lie only a quarter of an hour from Pasuruan, and thus, if Jaxonagara were thereby obliged, according to the regent's request, to take up his residence in the so-called cotta, not the slightest concern can remain regarding him. Wherefore I also request Your High Nobilities' authorization to be allowed to assign to the aforementioned Jaxonagara the negorij Parwodetja in the Pasuruan region, in order to find his livelihood there. Concerning the Maas Alit, previously nominated in his stead as regent of Balambangan, and the two mantris managing the administration of affairs, the resident Schophoff writes in his letter of 27 March last, vide under letter Z, that having sounded out the community, he found everyone very well disposed toward Maas Alit, and that the governing mantris continually applied their best efforts to urge everyone to agriculture and necessary services. But since the further information demanded on that matter from the commander, as well as the considerations requested from him from time to time and also promised by him in his successive letters regarding various other points, are still outstanding, I am also not yet in a position to make the necessary proposals concerning one thing or another. For that reason, in my latest letter of 27 June, I renewed my recommendation for greater expedition, pointing out that the favorable season, which one ought to use to make many necessary arrangements in the Balambangan region, is already advancing rapidly and will otherwise pass entirely before I can take his considerations into deliberation, present them to Your High Nobilities, and receive Your High Nobilities' supreme pleasure in return. Because Your High Nobilities have been pleased to suspend the decision on the proposal made to bring the rebellious inhabitants of the island of Nusa to submission by force of arms until such time as you are able to dispatch the necessary force for it at once, I gave the necessary notice thereof by letter of 4 June to commander Luzac, whose further proposal thereto I have the honor of accompanying herewith under letter 3. However, I also instructed him not to sit entirely idle in the meantime, but as far as possible to keep an eye on that island, preventing all traffic to and from it by cruising with small vessels, and thus also preventing all supply and correspondence, and at the same time to ensure that, should the islanders attempt to land elsewhere by force, they meet with resistance; as well as, since my later letter of the 27th, authorizing him from afar to make such inexpensive arrangements as may in time serve to facilitate the work and add speed, and therefore also agreeing to his proposal in a separate letter of the 11th prior to have the forty soekoems already prepared at Sumanap—at no expense to the Company, as I maintain, for otherwise I have left such to the account of whoever unauthorizedly gave the order for it—cross over to Oeloepampang, and in the meantime also to have the commander of Pasuruan, Van Rijke himself, survey the situation at Batoe Oeloe. I hope that all this will be approved by Your High Nobilities, and I most respectfully request that, in addition to the promised sailors and soldiers, a few gunners and four marksmen may also be added. From Java's North-East Coast, 3 July 1773 From Java's North-East Coast, 3 July 1773 and having appointed another, the dismissed one has come hither to make his complaint, having, together with some lesser chiefs, accused the regent and his sons: the former of having settled many matters without informing the landraad or having left them without investigation, burdening his subjects with new imposts, as well as, out of the one hundred koyangs of rice which he must deliver annually against payment, paying only thirty with five Spanish reals per koyang, having paid nothing for the remaining seventy koyangs, nor for the cotton yarns; and the latter of taking, whenever they wished to have something, the same without anyone's foreknowledge and even by force from the negorijen, as further appears and is verified by the papers which I have the honor to present herewith to Your Right Noblenesses under E: E:. I have subsequently called the regent himself to account about this, and because he knew to say nothing else in his favor than that the poor payment was an old custom, I recommended him to abandon it, to keep his sons under proper discipline, and to treat his subjects well, as well as to deliver to me those who had made themselves guilty of murder and other misdeeds; but the one and the other have thus far proceeded without fruit and, on the contrary, further complaints concerning the conduct of his second, or now eldest, and son-in-law Onto Ridjo and Soero Widjojo having reached me, I have ordered both of them to come hither and directed them to remain here under the supervision of the adipati. Yet since Touban already finds itself in a rather unfavorable condition, currently still behind by over eighty koyangs of rice for 1772, and will likely fall into an even worse state if not provided for, while the ever-worthy but now old and decrepit regent lacks the capacity to govern the country well, and much more so to restore what has fallen into decay, I therefore find myself obliged respectfully to propose to Your Right Noblenesses to dismiss him in the same manner as in the year 1764 the first regent of Demak, Marta Nagara, and in 1770 that of Sourabaija, Tjondro Negoro, and thus, with the grant of what is necessary for his sustenance, to allow him to end his remaining years in quiet and peace. He has another son named Soerbo Widjojo, aged according to his statement 18 to 20 years, who is said to be of good conduct and nature, and I think he should be the nearest in line to succeed his father. From the East Coast of Java, 3 July 1773 From the East Coast of Java, 3 July 1773 place or entrance named Tervek is the most suitable, as there is sufficient water at the entrance for the vessels and it is provided with a guard post where an army can be encamped, and on both sides of the entrance it is occupied by mountains or heights in such a manner that it can be fired upon with small arms; therefore, the pantjallangs there can be driven off with bombs. The second arrival place, named Samie, as well as the third, named Boe, and the fourth, named Poto, are not as suitable as the first, but arrivals can also be made at the said places if it should be necessary. This is the report concerning Noessa that I can present to Your Honorable Worships, so that having the said pantjallangs and prau mayangs along with sufficient men and weapons for that purpose, the same island can be brought to obedience without much difficulty or damage. Furthermore, I have the honor to inform Your Honorable Worships that my patrol, which I sent out on the 28th ultimo with the six mantris and Pa Roman, chief of Sabrang, followed the path to the southern beaches and cruised along the beaches there to discover the fled chiefs. But along the same path or beach there are hiding places or inlets where they can lie with their vessels, as I had the honor to report to Your Honorable Worships in my letter of the 13th of this month. At the aforementioned places, my patrol, along with Pa Roman and his brother and the six mantris, was attacked by Juragan Janie, whereupon Pa Roman and his brother immediately fled, but the six mantris managed to flee up the mountain as opportunity allowed and arrived here afterwards on the 7th of this month. However, Juragan Janie overtook and murdered Pa Roman and his brother, and took the common people of Sabaan prisoner, from whom one named Pa Samprit, who had managed to escape from Noessa, immediately came to inform me, as I communicated to Your Honorable Worships in my dispatch of the 5th of this month. However, Your Honorable Worships were pleased to write to me that I should look out for the aforementioned Pa Samprit, as he might have been sent by Juragan Janie to deceive me; but seeing what he has endured and his fleeing from there across the sea, he is very battered and weak, so I cannot believe that he was sent by the said Juragan Janie, because the situation with the aforementioned Pa Samprit would otherwise be different. I also have the honor to inform Your Honorable Worships that, subject to Your Honorable Worships' favorable approval, in place of the fallen Pa Roman, chief of Sabrang, I have appointed his son named Roman. Because he is still young, I have appointed the brother of Pa Roman and the brother of Pa Roman's wife as guardians over him, and I have no doubt that they will achieve a good outcome; likewise, I most humbly request Your Honorable Worships' approval regarding this. Thus, your Right Honorable and Esteemed Attention will gather from this that the commanding mantris residing there, Joeroekoentje and Bawalaxana, continue to give satisfaction, and I therefore believe that, being further urged as bupatis on behalf of the young Maas Slit as their regent, they also provide full proof that one may proceed with peace of mind to a formal election, while arranging the rest. From Java’s East Coast, 3 July 1773 From Java’s East Coast, 3 July 1773 That I now wish that same Centong to fall under Panaroekan again for one reason, namely that it is closer to it than to Lamadjang, in which sense, as it was understood by us, it is not inappropriate, to wit only with regard to the delivery of the products to Panaroekan as the most convenient location, just as Your Right Honourable may also most favourably see from these my remarks in that letter of the 12th, that Centong and Pradjagan, being situated closest to Panaroekan and too far from Lamadjang, while remaining under those chiefs under the supervision of the Company, could be assigned to the post of Panaroekan; and the following words clearly express my opinion, namely where they then could account for that to which they bind themselves, to wit the delivery of the products, and my opinion then agrees with what was done by Lieutenant Rijke, annexed hereto in an extract of his letter, namely that Centong, Djember, and Tradjagan remained under their presently appointed chiefs, but were to deliver their products to Panaroekan. I have only, in the preceding circumscription, presented my reflections concerning a Javanese and indeed one born in Sourabaija, in case no capable subject should present himself, who, as Your Right Honourable will see from the aforementioned extracted Passourouang letter, will be difficult to select, so that I may now flatter myself, with your kind interpretation, that my proposal will not appear to Your Right Honourable to be built on such weak foundations, just as I hope that my further complete considerations will receive Your Right Honourable's esteemed approval. I have notified the regents, as ordered by Your Right Honourable, to allow the women and children who were sent from Balemboang and divided among them to return to their country freely and unhindered, for which purpose I am also to embark them shortly upon any occurring opportunity, both with the bark and the Petronella. I have also most earnestly recommended the article concerning the bird's nests to the resident of Oeloepampang, and asked the Chinese Captain Han Boeijko as well as the Chinese Lieutenant Tan Tinlo whether they were inclined to rent the bird's nest cliffs in Balemboang, Lamadjang, Antang, and Malang, and how much they would dare to offer for them provisionally for the present year. They answered me that they had several times employed their people to Balemboang for that purpose, but each time they had unfortunately perished through disease and hardships, so that everyone was now deterred and they could obtain no people thither; furthermore, that until now they also had nothing to expect from Moesta, and as for Malang, Antang, and Lamadjang, that this was indeed of so little value that it barely merited consideration. Whereupon I answered them that they should not always use the bad times as their excuse, but consider that everything was now about to take on a favourable aspect again, in which they could enjoy those advantages with greater fruit and peace of mind; and if they now, due to the present times, rejected the so favourable consideration of Your Right Honourable, they would also have nothing to expect when it was brought back into bloom. Whereupon the Chinese Captain Han Boeijko answered me that if he might find himself honoured through Your Right Honourable's high favour to be allowed to retain the lease of the bird's nest cliffs over those districts in more favourable times, he would now indeed be willing to risk something and provisionally for the present year dared to offer one thousand Spanish rixdollars, which I then respectfully submit to Your Right Honourable's most kind disposition. The Prince has written to me that he would return the borrowed muskets employed in the expedition, but that some were missing, regarding which I await Your Right Honourable's esteemed disposition as to whether I shall charge the missing ones to the hundred per expedition or debit that Prince for them. And that my position was not so unfounded, namely that His Highness seems to be of the opinion that when he provides warriors as auxiliary troops on Java to the Company, he does not need to provide them with rice, since His Highness did indeed send his pantjallang and two cruising prahu mayangs to cruise there, but gave them no provisions of rice, which is why I kindly requested His Highness to provision them for at least two months. Ensign Fessen has then departed again for Adirogo, and Ensign Jenige has been ordered to Balemboang in place of the officer Oostrouwskij, the latter of whom is expected here.
