But the second Brouwer demonstrated the impossibility due to his services, whereby the trade transferer here, Johannes Schuneman, was named in his place as his replacement. and why and on what grounds he has requested to be discharged from his duties which were held by him, and to be permitted to leave for Colombo, on the grounds that that place was not only considerably healthier and more advantageous for making a living, as he had also there more than once regained his previous health from illnesses from which he could not have been restored in other places through the application of diverse remedies, but also at the same time was a place provided better than this one with good schoolmasters and other means besides, for the complete attainment of the true purpose and end that was pursued by him for the education and instruction of the children, with yet other compelling reasons in that document extensively alleged. And since all that has been put forward by the said Leembruggen consists of actual truth, and it is not unknown to us all how the same, since his presence in this place, has spent the time constantly ailing and several times has been so gravely ill that humanly speaking there seemed almost no hope of recovery, which, added to his advancing years, notoriously must have caused a weak constitution of the body and further other discomforts, as one has indeed been able to observe and perceive from time to time that his strength and bodily constitution were decreasing more and more, so that we can do nothing other than believe that for the aforesaid reasons he is unable to perform and observe his offices any further as required, as he himself moreover judged himself unable to do so, and especially when it was at the same time taken into fair consideration that through the truly so fatal death for him and his children, the care of and over them having fallen upon him alone, his duty requires him above all to care most for their welfare and advancement, alongside other sad circumstances resulting from that decease for him, which must depress still further a person who is already in a weak and debilitated state. Thus we have, upon his repeatedly, emphatically made instances founded upon many other compelling reasons, at our aforementioned session of the 6th of this month, discharged the same from the Chief Administration and the presidency of the honorable Court of Justice here and all that is further annexed thereto, with cessation of salary, board money, and further emoluments, from the day that he shall make proper transfer and conveyance of the one and the other, and have also, on account of the instances made with very great urgency in the aforementioned petition as well as repeated orally in our aforesaid meeting, provisionally granted him permission to depart for a time to Colombo, in order to make and take the necessary arrangements and preparations in anticipation of his upcoming residence there, and meanwhile to await whatever Your High Excellencies shall be pleased to approve in this regard; while we, alongside the said Leembruggen, on account of the necessity contained therein for him and his, hope from Your High Excellencies' benevolence, which is accustomed always to have mercy upon all who need help and solace, to obtain the same graciously, the more so as we most humbly trust that Your High Excellencies will be pleased to take into favorable and equitable consideration his many years of service and the satisfaction given in the important employments which he had the honor to hold in the Honorable Company, which we therefore also request herewith with very great respect, and that consequently the instances of the said Leembruggen as they stand may be kindly granted and agreed to; as the same most humbly begs of Your High Excellencies in the accompanying petition in particular, and accordingly our resolution taken in his regard may be favorably approved; as we also respectfully do regarding our conduct in this matter. Chief Accama of Palicol. principally the post to which he was provisionally appointed by us, yet without consequence for another Head Administrator who might have no inclination towards it. While in his place as First Warehouse Master was appointed the Junior Merchant and Overseer of the Works, Heracules Mossel, and replaced as such by the Junior Merchant and Resident of Portonovo, Nicolaas Tadema, in whose place we have transferred as Resident the bookkeeper B: Brouwer; yet all, as said before, subject to Your High Excellencies' favorable approval, which we request with great respect regarding this, as well as with regard to the minor changes among the lower servants resulting therefrom, and most humbly recommend with special urgency the aforesaid appointed persons, as all meriting Your High Excellencies' precious favor, into Your Highest's benevolence; just as we likewise do for the Junior Merchant Johannes Accama, to obtain his confirmation as Chief of Palicol, to which we appointed him on the 22nd of November last, in place of the Junior Merchant Jasper Theodorus Pfeiffer who died previously on the 18th of August; to which end his petition, and those of the aforementioned appointed persons, have the honor to accompany this. 445 As well as of the minister Gebhard, requesting an increase in salary. One from the Merchant and Fiscal of this Head Settlement, Martinus Koning, humbly requesting to be permitted to act as Head Administrator here. One from the Junior Merchant and Second Warehouse Master, Joan Daniel Simons, applying for the trade bookkeeper and the first warehouse mastership here. 447 to prevent on this voyage, and how the transmission of the same, as well as the trade books, is specifically determined for 30 October, yet they are always dispatched just as late, so that from these delays one is virtually in a position where no proper report of affairs concerning the Company's trade and other principal articles can be made as required, and the same is always dispatched defectively; but in order to avoid such execution on this voyage as much as possible, and not to importune Your Right Honourables as well as the Honourable Masters in the fatherland each time with defective and unpleasant reports concerning this, which are delivered, so to speak, in bits and pieces in this manner, it was thought best to suspend this until at latest the 8th or 10th of the coming month of January, the more so because the missing papers from Paliacatta, from where no letters or any news have been received since 6 September last, these having now been virtually closed, have finally been received; but not to delay these on that account, but to send them ahead to Colombo with all the secretarial papers that are ready and able to be dispatched, for the purpose of obtaining further address, as is done today; to be followed, as aforesaid, by the trade papers and our further respectful report belonging to the same. 448 Expression of grief over the continuous neglect. continued. except only that the chiefs of the offices where debts are still to be collected and liquidated make promises and assurances that they will further exert all possible diligence to collect the remainder of the debts as well. The chiefs of Iaggernaijkpoeram, on the occasion when their letters were answered and we earnestly pressed them therein regarding the reduction of the debts there, indicated in their letters of 19 June of the past year that success in that regard would have been achieved according to wishes long ago if the merchants of white linens had been allowed to negotiate each separately, and had not been bound in a general contract since the administration of the chief Fredrik Jan Lovenaar, since the most destitute relied on the others and applied themselves not at all, whereby the others were also deprived of the inclination to apply themselves with zeal to both the collection and the reduction of the arrears, as the wealthiest and most vigilant could gain no particular honor thereby, and this served only to cover the misconduct of the indolent; along with several other reasons regarding the disadvantageous nature of that contract, which were cited at large in the aforementioned letter of the chiefs, and which we all—when considered in their essence—had to accept as being founded in truth. For that reason, at the session of 22 September thereafter, the servants were authorized that, if the wealthiest of the merchants, at the new contracting to be undertaken, should urge the dissolution of that general bond, as they had already strongly done in the years 1765 and 1766 (which, although authorization had already been granted for it, nevertheless had no consequence, because, as shown by the chiefs' letter of 30 January 1776, the merchants were then already advanced with half of the requisition, and were then persuaded to sign the general contract again, without any further movements having been made about it since, as they subsequently always contracted in such a manner again), and as the merchants together have now again earnestly opposed it and strongly complained about the negligence of their fellow merchants Badam Ramalingam and Daseri Riddij in delivering their share, to simply dissolve the same, and to let each trade on his own, provided that in this regard they observe what was ordered concerning this by the letter dispatched from here on 6 October 1766, namely: that first the debts incurred by them in company must also be paid by all, or jointly and severally, as otherwise the society, of which the members have bound themselves one for the other, could not be dissolved; and this having taken place, then to expel the most destitute and those who are insolvent or decayed, as the merchants Badam Ramalingam and Daseri Riddij appeared to us from the aforementioned writings of the servants, and to require each of the merchants remaining in the trade to provide sufficient guarantors for a sum of 5000 pagodas, or else for the amount of monies that are advanced to them upon delivery; and since, outside the merchants themselves, few or no well-to-do people will be found whose suretyship can be accepted with peace of mind, we have written to them that the wealthy traders may indeed remain guarantors one for the other, and thus mutually, so that in this manner the odiousness of that general contract, which weighed upon the well-to-do like a burden and about which they had previously complained with so much urgency, may be removed, and the Honorable Company may at the same time obtain a settled account with those traders, and at the same time remain protected against further damage; however, to this we have as yet received no answer, nor any report on how matters ended with the new contracting.
