Hartman occurred with the greatest attention, and finding the same in all respects in accordance with the dead reckoning kept on that voyage, which the skipper also submitted, and which was acknowledged by his officers to be the true one, just as they kept it on board, and furthermore, so far as can be traced from the journal, discovering nothing in which any incompetence, negligence, or lack of seamanship appears, but on the contrary that the sailing orders given were punctually observed and followed, and thus the fall of that vessel below Ceijlon can be attributed to nothing other than the head or fierce westerly winds encountered, which he encountered very early or still south of the Line, namely at 2 degrees south latitude, accompanied by very unexpected oncoming squalls, which entirely took away the chance to gain any westing with the winds south of the west, because the same, if one wished to exercise any caution at all, did not permit the use of any force or press of sails, despite the fact that these somewhat favorable winds were of very short duration and completely slight force, which, as well as the vehement easterly storms encountered on that route, the cause of which is unknown and regarding which no estimate could therefore be made with certainty, caused him to be able to hold no more than north a quarter westerly from the latitude of Ille de Jamo, or 3 degrees south latitude, to the latitude of Ceijlon, or 6 degrees north latitude, instead of the course of N.W. by N. and N.N.W. required by the sailing orders, because of which he was also forced, after discovering that he was below Ceijlon, to resolve to steer through the Line once again, as can be seen in its particulars in his journal, and principally in the ample report submitted by him, to which we respectfully refer, and furthermore we here state that for the error found regarding the west or more westerly than was supposed in sailing around the south to cross the same for the second time, and thereafter to the west to reach Ceijlon, no other reason can be supplied than that the current was then turned so far around to the south, and must have set the ship further to the west than was calculated. All declare, when we departed from Batavia on 8 June Ao 1774, safely reaching the open sea on the 13th of the same month, and on the 19th of the same reached the steady east winds, when we set our course to the west according to the Honorable Company's respected sailing orders, found in this route generally 1 3/4 to 1 degree northeasterly variation until we estimated to have the longitude of 95: 1/58, where for the first time we discovered northwesterly variation and west-northing together. On 3 July Ao 1774 at 4 o'clock in the evening, we had according to our reckoning reached the ordered longitude of 93 degrees, found here with both azimuth compasses, averaging 4 bearings, 1 degree 6 minutes northwesterly variation; what concerns the aforementioned distance up to this point, we have performed with all our abilities according to our best knowledge and science in the style of seamen, as we were accustomed to on our outbound voyage, where we were nowhere mistaken by more than 2 1/2 degrees. We then resolved together and steered north according to our sailing orders, in which route we could still have gained enough westing up to the south latitude of 3 degrees, but it was against our orders, although the same differ slightly here from the sea-book, which does make mention of scant westerly winds north of the Equator, which we found as such amid much stormy weather; which is the true reason that we could not comply with the Honorable Company's sailing orders to steer N.W. by N. or N.N.W. by day and N. by night. All declare that when we departed from Batavia on 8 June in the year 1774, reaching the open sea safely on the 13th of the same month; and on the 19th of the same reached the steady easterly winds, when we set our course westwards according to the Honourable Company's esteemed sailing orders, we generally found in this route 3/4 to 1 degree north-easterly variation until we reckoned to have reached the longitude of 95 degrees 15 minutes, where for the first time north-westerly and west-northerly variation were discovered together. On 3 July in the year 1774, at 4 o'clock in the evening, we had, according to our reckoning, reached the ordained longitude of 93 degrees, finding here with both azimuth compasses, averaging 4 bearings, 1 degree 6 minutes north-westerly variation. Because we are of the opinion that, if this had been permitted to us, that mishap would not have befallen us; the second and worst is that one often cannot know until too late whether one falls to the east or to the west of the Maldives Islands. If this latter had happened to us, with such weather as we had, although the outcome shows that we were to the east of them, it would, naturally speaking, have cost vessel and lives. Because from the south latitude of 2 degrees, where we still had 18 minutes north-westerly variation with both azimuth compasses averaging 5 bearings, the easterly winds left us, which while sailing north prevailed strongly with approaching storms and rough weather with high east and east-north-east seas, and began to become variable and calm to west-south-west and west-north-west. So that at one degree south latitude we had to lie hove to with the head to the north for an entire twenty-four hours, seeing a piece of husk of an old coconut drifting, as well as at 2½ degrees north latitude an entire old coconut drifted past. From one degree south latitude and 92½ degrees longitude on the tenth of July up to the latitude of Ceijlon, our course fell north a quarter west 105 miles; the current, the speed of which is unknown, was able to carry us in this distance and route as strongly as its power is great, because we could not resist it either by force of sail, which we could not carry, or against the suddenly arising scant storm squalls, which did not permit tacking to the westward. The winds we had in this distance were generally these: westerly, west-north-west, variable, south-south-west, south-west; with the winds south-by-west we tacked high to the west when they permitted it under full sails, even at night when they were favourable to us and visibility permitted such. However, these winds were of dwindled, short duration and force, added to the sails we dared carry, so that they were of little use to us. On the other hand, the suddenly arising storm squalls from the west-north-west and west-north-west accompanied by thick and rainy weather, which we must admit to having rarely experienced such weather on one tack, came on so fiercely that the topsails could barely be kept lowered with three reefs in order not to blow to pieces. To which contrary circumstance we attribute this mishap that befell us, and state that when a ship or ships encounter it thus, it is only by good fortune that they make Ceijlon. Under these circumstances, having on 17 July reached the given north latitude of 6 degrees 17 minutes, and thus having reached the latitude of Ceijlon, we had not the least visibility, nor a reliable latitude in two days; thus we resolved at noon in God's name to bear away and tack our course eastwards, on which route we sailed according to reckoning 71 miles or to the longitude of 97 degrees, and now had to determine that we were east of Ceijlon, in order not to end up entirely at the Nicobar Islands. And since we can now place no reliance on our longitude to undertake the voyage east of the Maldives for the second time, we resolved to steer west of them, where the magnetic variation serves as reasonably good beacons. It appears that the subah still fears this; therefore he makes not the slightest change in the Tanjore territory, everything remaining in the state it was at the time of the conquest; treating the Prince and his fellow prisoners neither too harshly nor too softly, allowing them to enjoy a moderate maintenance; only the country, as far as its products and revenues are concerned, is administered by the former secretary of the Prince and one of his principal enemies, but the seat of Government has been transferred to Conbagonam, while the Castle of Tanjore is guarded only by a castellan and a small number of militia, from which one infers that the subah does not yet consider himself firmly enough established in his aforementioned newly acquired conquest; nevertheless, he draws as much advantage from it, or tries to enjoy as much as can possibly be done and the products of the country can yield; but nevertheless, although the country still enjoys considerable peace, trade in the same is declining more and more, the reason for which can be attributed to nothing other than the dispersal and ruin of many wealthy inhabitants and their impoverished condition, together with a general decay in everything; those who are still wealthy keep quiet without meddling in anything, so as not to become compromised again in the event of an unexpected rupture, and be subject to further loss and damage, of which they already have the most painful experience. The rumor of the descent of the Marattas, which was presented as merely doubtful in my latest respectful letter of the 31st of December last, has since then been more and more confirmed, the advance troops of which, having already crossed the River Kistna, appear in the lands situated on the other side of the mountain passes or Cannawaijs: being followed as well by the main body of the army of the Maratta himself, as by the Golconda Grand Subah Nisamalijchan, who is with them, and is alleged to have been forced to this march by the Maratta. The army of the Maratta is estimated at 150000 men, both on foot and on horseback, and that of the Nisam at 30000 cavalry and infantry. The flight of the inhabitants and others from the lands of the subah begins to become general; 8 to 10 villages situated close to Tritjenapalij are completely razed to the ground, in order to prevent the advancing enemy from encamping in the vicinity of that place; while the same, as well as the Castle of Tanjore, are being put into a state of vigorous defense; and the subah is on the point of moving into Madras, where a house is being prepared for him and his family. He is, in the meantime, no less intent on means to prevent, if it is at all possible, their further march to and the invasion of these lands; and has therefore made many offers of money, but it is not to be thought that the Marattas will let themselves be bought off so easily, as from all the movements they make, and their combination with the Nisam, to whom the subah owes submission, it appears to be in earnest to either completely deprive him of the Government, or to set limits to his conquered lands and usurping power; they are therefore said to have demanded of him, through a Vakil or emissary, not only the restitution of the Tanjore but also of the Marava lands, besides

These prospects make the further advance of the Marathas into these lands certain and indubitable; although the Subah has stationed his entire force, which is estimated at 20 to 30 thousand sepoys and cavalry, supported by the English auxiliary troops under the command of Brigadier Smith, before the mountain passes, which are very strongly fortified for that purpose, to prevent the intrusion, so that this will likewise not be able to happen so easily without some blood first being shed, and the Marathas will have to master the strong artillery of the English; although they, or the first-mentioned, on the other hand, have to their advantage not only their superiority in numbers, but also the narrow passage situated in the south of the Mysore country, whither it is said a strong corps of thirty thousand cavalry from the grand army has been detached in order to penetrate from that side; this happening, which is also very credible, the Subah might get between two fires, or even be forced to divide his presently united force in order to confront the aforesaid corps, which will certainly head directly towards the Tanjore country, for the principal care of the Marathas is to manage the matter in such a manner that no misfortune of being massacred befalls the captured prince of Tanjore or his brother. From this it certainly appears, as I have already said hereinbefore, that the Marathas are in earnest, and once having penetrated, the Subah will have his hands full, and they will not leave these lands before and until they have restored the dethroned prince or his aforesaid brother to the Tanjore throne, unless the Grand Prince himself might perhaps be seized with the desire to keep it for himself, which will be no wonder because of the great advantages which that kingdom yields and can further produce, and is thus the bride around whom everyone dances; moreover, it would be no novelty, as the Maratha Empire, which the present Grand Prince rules, does not belong to him by inheritance, but his grandfather Madhava Rao, who was only First Minister, dethroned the legitimate prince descended from Shahu Raja on account of his effeminacy and bad governance, and has since brought the realm to him and his descendants; just as was done in the same manner by Hyder Ali Khan in the Mysore country. 81 most respected instructions as soon as possible on how I shall have to conduct myself, in case the ruler of Tansjoer, or the Maratha on his behalf, should make a request for money and other types of assistance, as well as what I shall have to do in case the Maratha, having become master of Tansjoer, should keep that realm for themselves. For it is certain that they will make an application for assistance, however they might view it upon its conquest. Yet, although it cannot be foreseen as of yet what turn affairs will take, it nevertheless causes much deliberation and anxiety, in view of the critical consequences that may arise from it. The Maratha, it is said, has forced the Nisam to hand over to them the Europeans who were in his pay, estimated at 4 to 450 men, mostly French and having formerly served under Mons: Bussij, in addition to the Europeans who are in the service of Haijder allichan and will be joined to them if their armies unite with one another. The French reason in general—and this has been confirmed by the former Governor of Carcal, Mons=r de Boistel, who was here for a day a few days ago to conduct his affairs—that if the Marathas should have invaded these lands, they will certainly force the European nations on this coast to show them help and assistance, and whether in such a case it were not better to condescend thereto as far as possible, rather than let the lands be plundered and ruined by those robbers, or be besieged and harassed by that nation. And although these are as yet only conjectures and opinions, they may nevertheless be of consequence. Although I wish for the best, and at the same time hope that my answer 82 given to the letter of the Grand Prince, according to what was noted in my recent humble advices of ult=o December last, will free us, or the Company, from all applications of that nature. Having perceived from certain circumstances that arose previously the displeasure conceived by the Lord Governor Falck regarding the promotion here of some officers under the Ceylon detachment, I have not been able to refrain, concerning the differing opinions between here and Ceylon, from respectfully bringing to Your High Noble's attention that this did not happen without necessity, and thus not arbitrarily. For as soon as the resolution of the 21=e October 1773 was taken to cover the town against a formal siege or blockade, or sudden surprise attack, by means of a detachment outside the town, and thus to proceed to the division of the garrison, it was found that the officers on hand were not sufficient to command as required the posts within the town as well as the detachment that had marched out and was posted to the north and west of the same, which, being divided into several posts and detachments, formed a line and covered the same. For which reason, upon the representations of Major Hazelman and Captain Wohlfarth, to which latter the command of the aforementioned detachment was also assigned, one had to proceed to the appointment of some officers: namely, for the command outside, under the Ceylon detachment, Lieutenant Maus to Captain-Lieutenant, Ensign Weerman to Lieutenant, and the Sergeants Raaijt, Korhman, Trip, and van Wulffen to Ensigns, as well as fellow Sergeant Ulmbeek to Adjutant in place of the aforesaid van Wulffen; 83 further, under the garrison here, and thus for the posts within the town, to Ensigns, the Sergeants Aarnous, Thoorn, and Smith, besides the Ensign Gorge Rijnhard already appointed previously according to the joint resolution of the 20=e August and submitted for Your High Noble's revered approval in the joint letter of the 16=e October following, as well as in his place and in the place of the aforementioned Smith, Sergeants Jan Lagoes and Adolph Zehl to First and Under Adjutant. Since then, Ensign Rooth has been appointed Lieutenant in place of the deceased Bishausen, and Sergeant Hofman has been appointed Ensign in place of Rooth, likewise belonging under the Ceylon detachment. The same is the case with the appointment of Jacob Kraus to Extraordinary Lieutenant of Artillery, in place of the deceased Ordinary Lieutenant Muller, and again of the Bombardier Erik Holt to Extraordinary Fireworker to fill the place of the said Kraus. So that, upon the return of the aforesaid Ceylon troops, that government will receive back one Captain-Lieutenant, one Lieutenant, and four Ensigns more than it detached hither, if not prevented by illness or other circumstances, provided they should all still be alive at that time. And Fifthly, I further propose to dismiss the Brahmin Wedanta Aijen, who is known by the name of Courantier and stays at Sadraspatnam, but is completely useless for the service of the Honorable Company, since he performs nothing for the Honorable Company and nothing can be executed by him, because whatever is to be handled with the Subah, or should anything of that nature occur, must and can be done by others, while he in the meantime enjoys his fixed salary here of 8 pagodas per month or 96.-.- pagodas, ƒ 460.16.- per year, above what is still provided for him at Sadraspatnam; this native servant was formerly of some use when the Nawab of these lands always held court at Arcot, at which the Courantier constantly had to reside, because at that time one always had this or that to negotiate with the Nawab or his grandees of the court on account of daily occurring services or otherwise, but since matters have changed and the Nawabs have been attached to this or that foreign European nation, that salaried person has become a useless boarder. The foregoing being the principal matters that have occurred to me in the short interim for reducing the expenses, I shall on a closer occasion or in the future be further mindful of means to reduce the same more and more and to cause the state of this Government to present as favorable an appearance as possible, mentioning here only that by the resolution taken under the ultimate of September last, 50 peons in the Sepoy Corps were dismissed, and not only reduced to the number of 435, but also their ordinary pay was reduced from 35 to 33 fanums. In fulfillment of my humble promise made in my letters of the 15th of October last, the duplicate of which I have the honor to present to Your High Excellencies herewith, now proceeding with my dutiful reply to Your High Excellencies' revered secret dispatches of the 13th of December 1773 and ditto June of this year, I take the liberty to submit, with respect to Your High Excellencies' esteemed recommendation to endeavor to obtain from the Subah a free purchase of paddy in the Tanjore territory, both for Ceylon and for this government, that such is not yet necessary for the present, because our free trade in general has been confirmed through the confirmation of the old and the granting of a new parwana, which also includes the purchase of as much paddy and rice as one needs, all the more so since the necessity for it is not yet present, for it is certain that if one does so, the same Subah, who after all exerts all his power to extract and gather as many treasures from Tanjore as will ever be possible for him, will set and keep paddy at a fixed price, 94 and his subjects, and particularly the monopolists, will regulate themselves accordingly, whereas on the contrary, they will and must dispose of their harvested paddy as quickly as possible and in the best possible manner in order to get cash in hand to pay the tribute of the landlord from it; up to now, not the slightest obstacle in that regard has occurred, although otherwise the renters, toll collectors, and other lesser officials of the Subah in the Tanjore lands are not as tractable and complaisant regarding what is exported from and imported into the same as they formerly were under the rule of the previous possessor, as more toll and imposts are demanded and collected for everything, and trade is attended with more hindrances than before; yet this still restricts itself only to private trade, regarding which the Honorable Company indeed suffers no direct disadvantage, although the trades and handicrafts, both in the country there and here, imperceptibly decline more and more, while private persons make their advantage and fortune from it. To sound out whether one could not obtain from the Subah that he would lease the nearby village of Nagoor, calculated according to the revenues which it yields, I consider it my duty respectfully to bring to Your High Excellencies' attention that the attempts one might make in that regard will be fruitless: First, he will not enter into any negotiations regarding this as long as he is not better and more firmly established in the Tanjore conquest, all the more because he has revoked and annulled all leases and gifts, etc., that the dethroned prince made successively, even of the eleven villages to the Moorish temple in 95 Nagoor. Secondly: he will not want to agree to this for the sake of the English, in order to give them no cause for dissatisfaction; since at the conquest of the Tanjore principality, especially the private English traders indeed harbored high hopes of obtaining the largest part in the possession of the principal lands, and thus at Nagoor, yet so far experience the contrary; at least the Subah as yet makes no change in that regard and professes only to have conquered Tanjore because of the bad management of the prince, who ought to care for the welfare of those lands as being tributary to him, in order thereby to throw some dust into the eyes of the Marathas, until such time as he has succeeded in his objective and has completely corrupted that nation or its leaders, who are divided into various factions, and whom the Subah supports more and more through his machinations, for which he spares no money, Tanjore being capable enough of supplying him with the same. I pray Your High Nobilities to remain fully persuaded that in the purchase of the lands etc. now ceded again to the souba, I had nothing else in view and as my goal than to bring an important advantage to Your Nobilities' Company in general, and with respect to this Government in particular; and therefore I made use of such a favorable opportunity as presented itself in the deplorable and confused state of the internal affairs of Tansjoer, for the best and the welfare of the Company, whose interest and concerns my bounden duty required me to turn to advantage, since it cannot be foreseen that so good an occasion will ever 97 present itself again, in order thereby to be able to find that which one was on the verge of losing due to the ever decreasing trade, which now, with the conquest of Tansjaer by the Souba, has virtually been knocked to the ground, as one now also comes to experience noticeably. Yet misfortune has willed that I was disappointed in my as sincere as good intentions and truly disinterested endeavor; for if one had been able to remain in possession thereof, as Your High Nobilities are pleased to remark with good reason, the revenues of the same would have increased noticeably, and added no small luster, as I took the liberty to remark in my previous letters, to the advantages of this Government, for which the leasing of those lands immediately upon their purchase already gave great hope. 7. With respect to the principal which the Company paid for those lands to the Prince of Tansjoer, and which the Souba by the contract undertook to reimburse, I have the pleasure respectfully to inform Your High Nobilities that the same has already been collected, and they are currently busy settling and liquidating the account of the interest; and thus the Company has suffered no loss in that regard. As soon as the account has been fully liquidated, I shall have the honor of presenting to Your High Nobilities a specific account of the same as well as of the paid interest on the advanced principal. With regard to the remarks that it has pleased Your High Nobilities to make, both concerning the concluded but not executed acceptance of the provisional and conditional deeds of purchase of the lands, and on account of 98 the granting of deeds of purchase of different prices, and the paying of less money on those of Kiwaloer and Tripondij than the contents of the same dictated, may I kindly be permitted respectfully to submit to Your High Nobilities' consideration how confused matters already were at that time at the Court of Tansjoer, due to the division among the principal courtiers who sought to ruin one another; in particular, those who stood well with the prince and had good intentions toward His Highness ran the greatest danger, being made hateful both within and outside the country, and therefore all their actions were decried as sinister and treacherous. 19 99 envoys in their negotiation regarding it, and could make such use and employment of it as would best accord with the greatest interest and the predicament in which the prince found himself; and His Highness, being as it were surrounded by many secret enemies, and finding himself already betrayed by them, was obliged to acquiesce in everything, and in the dire situation in which he found himself, had to show forbearance toward those rebellious courtiers, and let them have their way in their arbitrary opinions and dealings regarding the drawing up of the aforementioned deeds of purchase with varying prices, for fear of being entirely betrayed, since his circumstances at that time did not permit him to resist them; just as all this subsequently became known. And it is those very courtiers who made that purchase suspect to the Souba or his son, and produced all manner of fictions, and likewise gave cause for the writing of those fabricated letters, and thereby sought to strike fear into me and the Council, who had been brought into suspicion with him through the aforementioned false reports. But the purity of our conscience in the conduct of that entire affair has preserved us from the snares that were sought to be laid for us, as has subsequently appeared most evidently through the agreement made with the Young Nabob, in that he undertook to reimburse the monies paid out for those lands and the recognitions, which he would not have done if he had been able to find the slightest reason to give weight to and assert the suspicion instilled in him to our disadvantage; for which, if his suspicion had been based on 100 truth, there was no lack of opportunity, as the First Ministers of the prince were not only already in his power at that time, but even some are in his service to this day, particularly the Dabhier; and this latter, as well as the imprisoned first minister and his two sons, having been the greatest antagonists of the prince and the courtiers who adhered to him, His Highness therefore negotiated and managed almost all matters without them. Yet the Dabhier in particular cannot be unacquainted with the reasons for granting those deeds of purchase that differ from one another, having himself written and sealed them in his own hand; although I am quite willing to grant and believe that not all the cash that was paid here was received in Tansjoer or came to the knowledge of the courtiers regarding the actual size of the sums remitted thither, because the envoys did not send them all at once, but dispatched them incognito in installments, and no further remittance was made before and until they had been informed and assured that what had been sent first had been brought to safety and received by the Prince himself. Regarding the remark concerning the small number of warriors who were in Naver, and who, upon the approach of the Nabob's army and that of the English, had to retreat from there, I take the liberty respectfully to show Your High Nobilities that this garrison was not placed there to repulse the Young Nabob upon his entry into that village, but had already been detached thither beforehand or in the month of July, when that place was taken into pledge, and since or after the surrender of Tansjoer that detachment was reinforced solely to protect it, as well as the inhabitants of the Company's surrounding places, as much as possible against the marauding of the thieves, Caleros, and other coolie rabble roaming about at that time all around, indeed even in sight of this city, who came down from the Tansjoer and Triwaloer areas in droves, both armed and unarmed, to plunder, from which our villages had to suffer much, just as many of them, having been overtaken and apprehended, were punished and, after the cessation of the troubles, driven outside the Company's boundaries again; the aforementioned troops stationed at Naver had orders that, if the Nabob's army should approach that place, they were to withdraw in good order after handing over the protest, as was done; and one would never have been forced to make that retreat had the English army on that occasion not joined that of the Nabob, and without that, the Nabob would also not have invaded those new lands. I would also have wished with all my heart that I had not been forced to offer such a considerable gift of 15000 p/o, but I experienced more than too well that without making that expenditure, no ground was to be gained, so whether I wanted to or not, I had to proceed to bribe the ill-intentioned courtiers, the more so because this was intimated to me underhand, just as immediately after granting the request in this regard, the broken-off negotiations were not only resumed at once, but also took a different turn, and the Young Nabob became much more manageable, to the extent that four to five days thereafter an agreement was reached; and that I stated in my respectful advices of last year that this necessary expenditure could be met from the interest money that had already been obtained by the Prince of Tansjoer and was still to be paid by the Soubah, was done only on the premise that if the principal on which the interest was calculated and to be received had not been disbursed, but had remained lying in the Company's treasury, since it was not so badly needed for trade at that time, the Honorable Company would also not have obtained any profit or advantage from it, and thus that calculated interest could be considered as a great advantage for the Honorable Company; it being stipulated and understood under that expenditure made that the Young Nabob would have to renounce all his unreasonable claims, no further claim was made for the valuables belonging to particular persons of the Tansjoer principality and the pagan temples that were secured in this city among private individuals, the greatest part of which have successively been transported from here and brought to safety inland. From the general letter currently departing, Your Excellencies will observe that we have been compelled to remove the Chief Pfeiffer as well as the second-in-command Brouwer from Bimilipatnam, on account of the discords and disputes arisen between the two of them, to such an extent that their prolonged stay there was judged to be nothing but very detrimental to the Company's interests, since thereby all negotiations with the Princes concerning a new lease of Bimilipatnam etcetera, as well as the liquidation of the outstanding lease payments, were repeatedly frustrated, just as the Princes themselves have complained more than once about their conduct and manner of dealing, in the letters written both to me and to the present Chief Vrijmoet; this latter immediately upon his arrival at Bimilipatnam took great pains to obtain that lease, and after much correspondence back and forth brought it so far that the Princes have resolved to surrender the villages of Bimilipatnam, Commerpalium and Nagamaijapalium, together with the mouth of the river, to the Honorable Company for 3 years, at 8331.-.- rupees per year, and wished to add thereto the salt pans for 2700 rupees, making together 11031 rupees, but on the condition that those lease payments would have to be paid annually in cash in advance, and in addition, upon entering into the contract, a sum of 50000 rupees be given on loan to the Princes at ½ percent interest per month, to be refunded together with the accrued interest upon the termination of the three-year lease, but should the Princes not be able to do so, the Honorable Company would then have to keep the aforementioned villages etcetera in lease until that debt would be settled with the aforementioned contracted lease payments; but since according to a statement drawn up and attached hereto for the honored consideration of Your Excellencies, it would easily take and require 13 years to recover the aforementioned 50000 rupees to be advanced on loan; I have finally rejected these unacceptable proposals and written to the Princes that one could never enter into such a contract, and therefore Chief Vrijmoet has also been instructed not to proceed with that contracting if the Princes could not be moved to more advantageous or more acceptable conditions, and meanwhile to stall the matter as much as possible until it could be seen which side the Princes would lean towards, all the more because Your Excellencies' intention is to abandon Bimilipatnam in time, as it is considered unnecessary for the Honorable Company; moreover, the Princes, or rather their Dewan Jenpenne Jagoenadoe Rasoe, are trying to enforce their old claim upon the two merchants currently engaged in trade, Wisiappa Sitana and Daatjerij Coermaua, on account of their obligation to contribute 5000 rupees per year to the Princes as a present, as can be seen from the translation of a letter written by the Prince Sitaramarasoe to the Chief Vrijmoet on the date 6 October of last year, which induced the said Chief, even though those merchants had a credit of 1377:10:8 florins upon the transfer of the chiefdom, nevertheless to make no advance to them other than only 500 pagodas on the delivery of the betilles, on the one hand because the Princes intended to seize them in an underhand manner in order to force those traders to make the payment, for which this would indeed have been the opportune moment as soon as they had received money on the delivery of textiles, and on the other hand because it was already late in the season to make any further substantial advances to them; this affair having been deliberated upon in the general resolution of 22 November of last year, on the occasion when the business of the subordinate stations was dealt with, and there being no doubt that those merchants, who took upon themselves the debt of the former Chief Bronsveld almost of their own accord, will have liquidated their account by the end of August of this year, the proposal of the said Chief, which was urged by him with much eagerness to exclude those traders from the trade,
