would be added; all of which having been taken into deliberation by His Honour, the same appeared altogether unacceptable, for advancing money on loan and then at the same time having to pay the lease monies annually in advance was regarded as an unheard-of absurdity, as had also been demonstrated by the Lord Governor in a letter dispatched by His Honour on that subject to the said Duan, which was likewise submitted by His said Honour, and it being further remarked that as long as the Princes or their aforementioned self-interested Duan, who pursues his own interests, did not desist from their sentiments or agree to some changes in their aforementioned preposterous proposals, one would never arrive at a proper accommodation in that regard, but nevertheless in order not to let the matter rest here, but to pursue everything that may be serviceable and conducive to the Company's welfare, it was unanimously approved and agreed to have the chiefs directly point out to the aforementioned Princes the unacceptability of the proposals made by their Duan and the impossibility of reaching an agreement on that basis, and for that reason to propose to the said Princes the willingness of the Honourable Company to lease only the village of Bimilipatnam together with the villages of Nagamaijapalium and Koemarapalium (wherein the Company's bleaching grounds are situated), as well as the mouth of the river, for such an amount as the chiefs shall maintain can be given for it, in order to make the loss, should any have to be suffered thereon, more bearable, which was then unanimously resolved to be left deferred to those officials, and all the more so because, according to what was written in their letter of 16 October of the past year, they proposed and suggested the aforementioned separate leasing as the most salutary and least harmful means, and alongside this to authorize them, upon a desired success in and concerning that leasing, to promise the Princes such a sum of money on loan at one-half per cent interest per month as they could best agree upon and stipulate with the same, to the end of being discounted annually against the lease monies to be contracted, and at the expiration of the limited lease years, the remaining principal and the accrued interest to be paid off and settled in full, precisely and in such manner as was found stated in the aforementioned letter of the officials of 16 October 1773, with further orders to be sent to them to immediately employ all their power to obtain the same, as well as to report at once to this Government on its outcome or the likelihood that exists for obtaining it. Monday 25 April Anno 1774, in the morning at seven o'clock. Meeting of Policy, Excepting the Fiscal Marthinus Koning on account of indisposition. The Lord Governor informed the members of the receipt of a letter from the Bimilipatnam chiefs, dated 29 March last and addressed to this Government, mainly containing that on the 16th of that month a Brahmin of the Princes Visia- and Sjittaramarasoe, named Goudala Sjittaramadoe, had appeared there with a letter from the second aforementioned Prince of the preceding day, with verbal orders to that Brahmin to take over Bimilipatnam and its dependencies, since from the letter sent by the Lord Governor to the Duan Jenpenne Jagoenadoe Rasoe, who was staying at Madraspatnam, it had become evident that no agreement could or would be reached, and thus, following the sanad granted recently or on 4 October of the past year for the prolongation of the Bimilipatnam lease for another year, the same had to be relinquished; that notwithstanding this demand, the chiefs, pursuant to the order of this Government contained in its separate dispatch of 12 February last, which happened to have been brought to them at that very moment when they were in conference with that Brahmin about the matter, had done everything and tried to enter into a new negotiation, and thus, in accordance with what was recommended, had demonstrated to those Princes by further correspondence the impossibility of reaching an agreement on the footing proposed by the aforementioned Duan, but that they were indeed inclined to lease Bimilipatnam together with the villages of Nagamaijapalium and Commerpalium, as well as the mouth of the river, on reasonable conditions, and had at the same time attempted to win over the aforementioned Brahmin in favour of the Company's interests by as friendly and polite a reception and entertainment, just as he had promised upon his departure that he would do everything in his power to move the Princes to a new accommodation, and thus preserve the friendship existing between them and the Honourable Company; but instead of a desired outcome of those efforts, with which they had flattered themselves, Prince Sjittaramarasoe, in response to the proposal made to him in that regard, had made known by a letter that because he currently needed no money and was moreover entirely disinclined to cede the territory of Bimilipatnam on lease to His Honourable Company, with further mention that one should not flatter oneself with the slightest hope of reaching any accommodation in that regard, since that lease would not be ceded again to the Honourable Company, they had

even if the Honorable Company wished to present him with a lakh of rupees annually, and that to this end they had made known their intention and firmly adopted resolution in this regard, considering themselves fully authorized to take possession of the lands even before the end of the current lease year, but that this was merely delayed out of consideration that the chiefs, being subordinates, should not be held accountable in this matter, and therefore they would exercise patience for another two months, so that in the meantime these servants might request and obtain the necessary orders from this Government, with the further announcement that after the expiration of that time they would make Bimilipatnam and its dependencies absolutely independent, and thus have the boundary marks or signs of possession erected; and that therefore the matters had to be maturely considered and acted upon in such a manner that the ancient good harmony would thereby continue to subsist unbroken; the chiefs further stating that from all this it became most evidently clear that there was not the least likelihood of arriving at a new agreement, but that after the expiration of the lease year on the ultimate of May next, they would be compelled to surrender Bimilipatnam and its dependencies, unless they wished to be subjected to or face outrages which those regents would certainly commit in case of refusal, and which might turn out to be highly detrimental to the Honorable Company, as neither the dilapidated state of the fort nor the weak condition of the garrison there permitted in the least to offer any resistance of consequence, requesting to be strengthened with the positive orders of this Government as to how they should conduct themselves in this regard, and especially, if this Government should be pleased to condescend to the surrender of those lands, whether it would not then be useful and necessary for the interests of the Honorable Company in the future, and in order to make the Princes change their minds all the sooner and induce them to a new accommodation, that this surrender should take place with all the formalities and civil treatment and reception of whoever the Princes might send to take over those lands, while handing over a document drawn up by way of protest, whereby in the name and on behalf of the Honorable Company it was declared that, according to the desire of those regents, they did indeed for the present renounce the leasing of those lands for the year 1772/3, yet by no means understood thereby to renounce the right which the Honorable Company, according to the last article of the old contract, held above all others, whoever they might be, much less any privileges belonging to them and the Honorable Company's merchants, servants, and other persons falling under the Company's flag on account of the ancient privileges, along with a protest at the same time against all actions that might in time be undertaken against this by those Princes or their regents, whom they might appoint in that district as overseers, Diwans, or haveldars, with a further emphatic declaration on the part of the Honorable Company that such would be taken as sufficient motive and reason to break the ancient friendship and to secure by force of arms those lands whose righteous administration the Honorable Company was inclined to lease from the Princes in the most generous and equitable manner, to the benefit of the Princes, yet without suffering loss themselves. Or else, in case this Government should not consider such a protest necessary or advisable, and might therefore disapprove of it in order not to irritate the Princes and provoke them to commit acts of violence, that then, so that these servants might have the necessary knowledge of the old privileges and customs, as well as the manner and form of government when the lands were directly under the Princes, all such papers as had any relation thereto and might be found at this principal place might be sent to them, especially from the old times before the invasion of the Marathas, when the village of Bimilipatnam was under the Prince, and also under the serlasker or Nabob of Chicacole, as nothing thereof was to be found there. However, if it should be the pleasure of this Government not to consent to the surrender of Bimilipatnam, but to think fit to retain the same and repel force with force, which they nevertheless did not hope for in view of the harmful consequences to be foreseen from it, that then a capable person for the completion of the fort, together with such a reinforcement of militia and artillerymen, might be sent in order to be able to sustain that affair with honor and effect, since it appeared clearly that the competitors also had a hand in this matter, and it was readily to be suspected that in the event of unexpected estrangements occurring, they would render those Princes, albeit covertly, effective assistance, against which one would be able to accomplish nothing with the slight force. All of which, and especially the Prince's unwillingness to lease again or transfer Bimilipatnam etc. to the Honorable Company, having been deliberated upon with all attention, and it being reflected that from the conduct pursued by those Princes in and around the negotiations initiated repeatedly regarding the aforementioned lease monies,

Ropijen to be advanced on loan should remain outstanding in order to be paid off upon the first demand, or when the time limited for its discharge has expired, together with the accrued interest, provided that if the princes again required money and made a request for it, the Honourable Company should have to advance an equal amount anew or in the same manner; without first writing about this to this Government, and requesting and obtaining its authorization thereto, and that furthermore the Duan jenpenne Jagoenada rasoe, over and above the 1000. pagooden for expenses, should have to participate for one third in the Insaam, all being found dealt with more closely and circumstantially in the separate resolution passed in that regard on 12 February of this year, from which not only, but especially from what was communicated by the chiefs in their aforesaid letters of 29 March and recent, the unwillingness of those princes to cede that lease became most clearly evident; And furthermore it being noted that the agreed reduction of 2000. rop.s seems to have taken place solely, and to have been brought about by the Duan aforementioned, in the hope of having a share in the Insaam, and that the money loan should take place on such terms and conditions as had been regulated and agreed upon by him with the servant Noetoe; And it being further brought into deliberation that, everyone being master of his own land, he could act according to his own discretion as he deemed best, so that the Princes could not be forced to cede a lease which had not always, but only accidentally since several years, come to the Honourable Company, especially since no coercion could take place in an affair wherein they could not agree upon the conditions under which it should proceed, the more so as it was very expressly stipulated and agreed upon in the contract of 1768 that if either of the two contracting parties were not inclined to continue with the cession or taking over of the aforesaid lease, they should then have full liberty to abandon it, for which reasons, as well as the other motives cited and set down hereinbefore, it has been unanimously approved and resolved to abandon that lease finally, and thus to make no further attempt to obtain or prolong the same, and consequently to order the Chiefs to return and hand over that lease—which has always been an apple of discord between the chiefs, and through which many have found their ruin, while the Honourable Company has always been the loser in the matter, and thus the suffering party—with the very same solemnities as were observed at the taking over, if such should be necessary, but otherwise not, taking care that the lease moneys that are still outstanding, or collected,

would have to be determined, might be duly received; to which end the necessary security should be provided by the Princes, or those to whom the management of the aforesaid lands to be ceded was to be entrusted, and furthermore, as was customary to observe on such occasions, a neat and accurate record and settlement should be kept of whatever the outgoing possessor or leaseholder was to have outstanding on the land, both on account of the sowing of his time and remaining debts etc., and everything having thus been brought into proper order and transferred, to await how the princes would conduct themselves regarding the establishment and trade of the Honorable Company there; as far as this Government was concerned and could foresee, it had no fear of any detrimental attempts, since the return of those leased lands brought about not the slightest change in the establishment and duty-free trade in the Princes' lands, as these were founded on the anciently acquired prerogatives, first from the Golconda kings, and thereafter from the Mughal emperors, as had served as a basis for the lease contract entered into and concluded with the princes in the year 1768, whereby all those privileges being renewed, those Regents had confirmed them; it was understood, upon the request made by the servants in that regard, to state briefly that they consisted of: That all natives might trade freely with the Honorable Company: That the Regents were to assist in collecting debts: That the Company's dependents are exempt from paying poll taxes: likewise exemption from the duties on permanent laborers: That no road and boy tolls would be demanded: That the Company's merchants and servants would be free from all extortion: That no boat or ferry money would be paid: furthermore duty-free status everywhere in the country: And that deserters would be returned and surrendered: That if anyone of the Company's servants quarreled over accounts, it would be settled with the approval of the chief, but legal matters before the Qazi or Spiritual Judge; And further to promise the chiefs that the regalia here would be examined more closely, and if anything further or more specific should be found relating to Bimilipatnam, it would be sent to them by the next opportunity. It was furthermore resolved to instruct them still to take the necessary care of the possessions both of the present and former leaseholders insofar as they are indebted to the Honorable Company, for the indemnification of the Honorable; And further that the brother of the servant Moetoe Ananda Poele should not be permitted to depart with Chief Pfeiffer to Palikol, but having liquidated his arrears on account of the lease moneys, should be sent over here at once without making any excuses. While the newly appointed chief Vrijmoet should simultaneously be very specifically instructed to use all care and attention for the receipt of the aforesaid overdue lease moneys, and to that end to have all security provided by the outgoing chiefs, as it was resolved to leave whatever was or should be lacking thereof to their own account and responsibility. The further dispatch dated 25th July 1619 is to be seen on page 14, the same appearing to be an order to the Regents to comply with the aforementioned. Farman granted by Abdulla Cotobsjach, King of Golconda, whereby it is permitted to withhold the extorted 16000. pagodas over six years, namely five years at 3000. pagodas each, and the sixth year 1000. pagodas; also granting freedom to all kinds of natives to trade with the Honourable Company and to buy up their gold and silver, without the Honourable Company needing to pay any Shroff money or anything thereof.
