287 The 8 June 1774 The 8th June 1721 with which declaration Insertion of that letter governor regarding the extradition of those runaways would be able to effect nothing, had immediately complained thereof to the Lord Governor of Pondicherij, Law de Lauriston, and had broadly demonstrated the groundlessness of the assertions and apparent conduct of the said Karical Governor Hocquart by the following letter, with the declaration that if His Honour or his nation would no longer or no better bind themselves to and observe the cartel established for mutual tranquillity, as had been done in several instances and was now done anew in this case, one would also be placed, and would come to be, under the necessity of acting in the same manner, and of considering means to justify such actions on this side in every respect, the whole being more fully contained in the aforesaid dispatched letter, which reads as follows To the Right Honourable Lord Pondicherij 8 G Law de Lauriston Maréchal de camp, and Governor General of the French East India Company and the Gentlemen of the Council there Right Honourable Lord, and Gentlemen Five of our soldiers, named Gabriel Brunou of Turenne, Tobias Rike of Manheijm, Philip Rijke of Schoendijk, George Trougool Loser of Eleven, and Baltus Everleijn of Alsum, having deserted from our garrison here on the 3rd of this month and betaken themselves to Carcal, the Governor of that place, Monsieur Hocquart, upon my reclamation made on that account, refused to extradite them, on the grounds not only that all were Frenchmen, but also that some of them had served in the French armies. This has surprised me to the utmost, the more so as the reasons that have moved Mr. Hocquart to detain those runaways can by no means be valid, since the names and birthplaces of those faithless men show that they are not Frenchmen, except for Gabriel Bronou of Turenne, for whose detention there does indeed seem to be some reason, because his name and birthplace give some appearance of his being a Frenchman. But whether the detention and the resulting refused extradition of the four other persons can be justified because they have served in the armies of the French, I leave to the decision of equity; for if this is to be of consequence, or can be drawn as a precedent, then I or my nation shall have the right to reclaim from Your Honour's garrisons all those who have served the Dutch, just as Your Honour's nation will also be entitled to demand from our garrisons all who have been in French service, or to detain such deserters on both sides. In doing so, one will then not be able to rely upon the garrison, or be at ease regarding it, since upon examination it will be found that most will have served one or another power in Europe, and thus be entitled to go over to that nation with which they have served, or upon arriving among them, be able to be detained for that reason, as Mr. Hocquart seems to wish to take as a conclusion in the case at hand. I could not, nor would I, refrain from bringing this case and the inequity of the conduct regarding it to Your Honour's attention, in the trust that Your Honour will have the goodness to provide that no infraction be committed against the mutual agreement existing in this regard between our two nations; to which end I must furthermore declare that if Your Honour's nation does not wish to bind itself more to the cartel made for mutual tranquillity than it has done in several instances, and now comes to do in this case, one will then be brought under the necessity of acting likewise on our side, and of being mindful of means that may justify our actions. With which I have the honour to be with very great esteem, was written below: Right Honourable Lord, and Gentlemen, Your Honour's humble and obedient servant, was signed: Reijnier van Vissingen in the margin: Nagapatnam In the Castle, the 7 May 1774. obtained answer thereto Whereupon, however, it was solely answered by His Honour in his letter dated the 14th May aforesaid, that those five deserters had not arrived there or at Pondicherij, and regarding the conduct observed by Mr. Hocquart in respect of those deserters, Whereupon the matter has also rested since then, and the Lord Governor had also let it rest there, having noticed that nothing of that surrender would come. I have received the letter that Your Honour did me the honour to write on the 7th of this month regarding the 5 soldiers who have deserted. They have not appeared here. Concerning the conduct that Mr. Hocquart, Commandant at Carekal, has observed in their regard, as he has not yet written anything to me that relates to the contents of Your Honour's letter, I shall write to him on the matter at once, and in the meantime I order him to conduct himself strictly according to the cartel passed between our two nations. Proposal by His Honor for carrying out a collection among the members and at the subordinate offices. The well-mentioned His Honor therefore proposed now to proceed with the collection that had been postponed at that time until a further opportunity, among the Members of this assembly as well as at the subordinate factories of this Coast, in order to assemble and gather as much as possible the funds still lacking from the calculated amount of 6000 Pagodas, which was required for the completion of the aforementioned new church. Whereupon it was approved and understood to proceed with the said postponed Collection, by Tuesday the 14th of this month, and by a Circular Letter to order and exhort the chiefs of the subordinate factories to likewise hold a collection at their Offices, and to have the proceeds counted into the Company's Treasury, in order to be remitted hither by bill of exchange. Why the Trincomalee boat mentioned arrived here. Its cargo unloaded and brought into the river. The boat the Krop Gans belonging to Trincomalee, having been dispatched from Jaffnapatnam via Punto Pedro to the first-mentioned factory, found itself compelled, on account of heavy weather encountered and adversities, as well as several defects obtained thereby, to turn hither, and furthermore, by order of the Governor, discharged its contained Cargo of Palmyra wood etc., and was brought into the River, and the defects to be found thereon inspected, and that which is required for remedy surveyed. Being surveyed, the well-mentioned Governor spoke concerning the Report received thereof, reading as follows: To the Honorable Sir Reijnier van Vlissingen, Governor and Director of this Coast of Coromandel with the dependencies thereof. Honorable Sir: Pursuant to Your Honor's highly respected order, we the undersigned, together with the master carpenter stationed here, have proceeded aboard the boat the Krop Gans, and thoroughly inspected the same, and found according to the statement of its master and the mentioned carpenter the following defects, namely: 3 pieces new gudgeons on the stern for the Rudder. 6 chain plates and 6 deadeyes. the wales being unbolted, new ones are required. several new planks in the fixed hull. new deck and door to the forecastle. 4 ring bolts on deck for the Galley. 2 New Ring bolts for the backstays. 1 hatch and the others to be repaired. False keel. Gunwale planks all around. planks above the wale, and inside the hull the ceiling planks repaired. Hoping to have fulfilled Your Honor's highly respected order, and taking the high Honor to be with the deepest respect and high esteem, below stood: Honorable Sir, Your Honor's humble and obedient Servants, was signed: Pieter Matthijs and Michiel Kiend, in margin: Nagapatnam the 6th of June 1774. Whereupon, after reading of the same, upon the proposal of the well-mentioned Governor, it was approved and understood, before having any Repairs done thereto, to give notice of the condition thereof, with transmission of the Copy of the aforementioned received Report, to the Jaffnapatnam Councilors, and to look forward to their answer as to what they desire to have done in that regard, because it was thought they might sometimes wish to have those repairs done there themselves, in which case that little keel could be sent thither with a slight caulking, and by which time it was also hoped the winds would blow more favorably for that purpose, the more so since they have already been given the necessary notice of the occurrence of that vessel here, and its condition. Proposal by the Governor regarding the sale of Company carriages. There being at present two Company carriages on hand here, namely one received from Batavia in the Year 1771 at the request of this Government, for a state carriage.

The 8th of June 1774 Under which expectation of the dispatch of the vessels from here to the north was at hand, although the Government hoped that by that time the supply of linens would so increase and accrue that the entire demand for the Motherland would be completely fulfilled and ready in due course to be shipped with the expected return vessel; approving in the meantime the provision made to the two express catamarans dispatched from here with letters for Palliacatta, which called in passing at Sadraspatnam, of 6 cobidos of linen each for repairing their damaged sails, just as the contracts concluded there with the merchants were reviewed and approved, which it was also understood should be inserted at the end of this document; as well as the trade agreements entered into at Palliacatta with the merchants there, which are also properly drawn up and phrased, were likewise approved, as was the chiefs' management concerning the contracting of the aforementioned new deliveries; and consequently it was approved and resolved to admit the native Tjiwa Sangra Aroenassalam Chetty as a merchant partner in the trade there in place of the deceased merchant Ekoloe Gobaal Chetty. Upon further review of the rest of the contents of the chiefs' letters from the 22nd of March to the 22nd of May last, nothing was found to note regarding the vent of trade goods other than that it is still very meager and proceeds hesitantly, under the declaration that it were to be wished otherwise, just as with similar displeasure was observed the continuing disputes between the Right-Hand and Left-Hand castes over a trifle, namely the beating of a Left-Hand dancing girl by an inhabitant of the Right-Hand caste, without their having been able to be reconciled with one another, notwithstanding the pains and means applied and exerted by the Chief toward its settlement, as all had thus far been fruitless due to the corruption and the intrigues resulting therefrom of and by the Brahmin Godaal Rauw, who had been expressly dispatched from Arcot by the Subah or on his behalf to mediate peace and unity between those two castes, of which that of the Right Hand, having withdrawn from the city, still remained away; and it was deemed fit to approve that the Chief had, in that regard, directly addressed the Subah, the outcome and good success of which one would then also continue to await with anticipation; and to add force and weight to those further grievances, the Governor stated that he had also represented and written what was necessary to the Subah. In reply to the letters from Palicol of the 15th and 26th of April, as well as the 6th of May last, it was deemed fit to consider resolved the departure of Chief Wijmoet to Bimilipatnam, as well as that the gathering of linens continued without any interruption, so that the Government hoped that by the appearance in the north of the expected return vessel and the ordinary Batavian country-ship, the demands, if not entirely, then at least for the greatest part, would be fulfilled in good quality goods, and the bales thereof packed and delivered in time to Jaggernaijkpoeram for shipment in those two vessels, and at the same time, through that opulent collection and delivery of linens, the debts of the merchants—which, at the time of the transfer by the retired Chief Wijmoet, still amounted to a total of 6785 pagodas 15 7/8—will be fully settled upon the completion of the order. Regarding the letters from Jaggernaijkpoeram dated the 25th of February, 26th of March, 4th, and 7th of May last, it was resolved to inform the chiefs, upon their request for Japanese copper, that they could not be accommodated with that mineral until relief of it had been received with the expected Batavian vessels. The appointment of the native Gansala Wenkoe as merchant on the thonij De Orange Spruijt, in place of the deceased Singadalla Riddij, was approved and deemed well done, as the thonij De Jonge Pieter had already been dispatched thither from here early in April. Likewise, the delivery to the English Ministry at Masulipatnam of the customary annual lease and gift monies for the Nawabship of Rajahmundry was approved, as was the granting in return of the necessary parwanes and safe-conduct letters for the free and unhindered course of Company affairs there. For the rest, as regards both the vent of trade goods and the collection of linens, nothing was found to remark upon, other than that one expected from the zeal and attention of the servants an uninterrupted progress in both these items, to such an extent that care should be taken by them to have sufficient linens on hand by the arrival there of the expected return and Batavia contra-ship, for the full loading of both those vessels. The 8th of June 1774. Upon resumption of the Bimilipatnam notification letter dated the 28th of April last, it was agreed to note for the information of the Chiefs that, instead of the advised 25 @, no more than 11¾ @ of green velvet had been received there, which was no shortage for which the commander of the sloop De Walvisch was accountable, but a clerical error in the bill of lading. Therefore, no more than the aforementioned 11¾ @ had to be taken in and accounted for. Furthermore, the notification given to the Jaggernaickpoeram Chiefs to send the aforementioned sloop—which had been dispatched to that factory with a full cargo of packs—back again to fetch and transport a similar cargo of cloths, was considered a well-done matter. For which reason it was agreed to order the Chiefs that, if there is any possibility whatsoever, they must ensure that all the linens that are ready be conveyed to Jaggernaickpoeram for transshipment onto the expected ships. 311 The 8th of June 1774. Regarding the sequestration by the former Secunde Isaac Brouwer in the Company's treasury of two title deeds of his houses to an amount of Pagodas 1136, besides a small sum of Pagodas 129 in cash, which had occurred due to a lack of jewels, etc., in order to comply with the resolution of this Government of the 11th of April last, and the order resulting therefrom to both Chiefs by letter of that same date, dictating that before their departure from there sufficient sureties or other security must be provided, or else sufficient jewels, gold and silverware, etc. must be deposited in the Company's treasury to the satisfaction of the new Chiefs, not only for the entire amount of the overdue instalment payments, but also for all other matters that might still arise or be deemed necessary upon making the conveyance, for the indemnification of the Honorable Company: It is, after deliberation of the necessity, judged that the houses mentioned in those title deeds could not be worth as much as was stated by the said Brouwer. From the 27th of May and the 3rd of this month, nothing was found to remark upon, except that the pantjalling De Goede Verwagting was looked forward to with longing, and it was resolved to instruct the Resident concerning the packages of linen taken in, and that in the meantime the merchants there should be unceasingly urged towards the prompt delivery not only of the 13 bales still lacking from the previous year's demand, but also of what was undertaken for the new collection; and furthermore to forbid the Resident of Cuddalore henceforth from purchasing any bunting there, but to requisition what is needed from here, as it could be procured much cheaper than what was bought there, since it had appeared to the dissatisfaction of the government that the same had been charged to the Honorable Company at roughly 19:3. Thereafter were further resumed and validated for write-off the following monthly expense accounts, namely: of Sadraspatnam, Paliacatta, and Palicol for the months of February, March, and April; of Jaggernaikpoeram for those of February and March; as well as of Bimilipatnam for January, February, and March (Bimilipatnam for 3 months); likewise the expense account as well as the income earned by the sloop De Walvisch incurred there. The 8th of June 1774. From Bimilipatnam to Warehouse Master, and P: J: Dormieux Junior Scribe there. Trade transferrer. Discharge to Batavia of the Chief Surgeon and Quartermaster, with promotion of an Assistant to Scribe there. Appointment of the Jag: Surgeon and of an Under-Surgeon there. Readmission of an Assistant. Nicolaas Campe having left that post vacant on the 27th of April last, there was, to fill the same, upon the proposal of the Honorable Governor, appointed the Bookkeeper Johannes Schuneman, who was on the 11th of the said month of April elected Secunde of Bimilipatnam; and he, as Secunde, is to be replaced by the Paliacatte Warehouse Master Johannes Marcus Dormieux, while his post is to be conferred upon the Scribe of that factory, George Jacques Francois de Ravallet, and the latter again to be replaced by the Bookkeeper Philippus Jacobus Dormieux Junior. Furthermore, there was chosen and appointed as Trade Transferrer here, regarding which the decision had been postponed at the meeting of the 11th of April aforesaid, the Bookkeeper Petrus van Grol, and to the post of Trade Auditor, in place of the deceased Jan Hendrik Struck, was named the Bookkeeper Wouter Pietersz:. Furthermore, the request of the Paliacatte Chief Surgeon Jan de Jager was granted, to depart for Batavia due to the expiration of his time, with the expected ship together with his family, as well as his son, the soldier Jan de Jager Junior, though with canceled pay, as his time has not expired. Appointed as Chief Surgeon was the Surgeon of Jaggernaykpoeram, Pieter van Holt, and he in turn is to be replaced by an Under-Surgeon from here, Oltman Fehr. In place of the deceased Scribe at Jaggernaykpoeram, the Bookkeeper Johannes van Heuven, it was resolved to let the Assistant Librecht Cornelis Topander, presently stationed there, step forward as such, with promotion to Bookkeeper. After this, the following persons were admitted into the Company's service, promoted, and increased in pay: namely Jacobus Wynand Saalfelt, from Jaffanapatnam, who formerly served the Honorable Company as Assistant, but by Resolution of the 24th of July 1765 had to leave the service for a time for his recovery because of a chest ailment and indisposition, was, upon his urgent request made thereto, readmitted into Their Honors' service with his formerly held rank of Assistant. Likewise, in his former rank of Quartermaster at f 14, Barend Andries Jansz, who was discharged from the service in Bengal to support himself with the free trade. Admitted into the Company's service as soldiers: Hendrik Leonard Pietgens from Nagapatnam, and Laban Alwerij from Sadraspatnam; as sailor, Jan Jansz:; and as boy, Gabriel Appor, both from Nagapatnam. Further increased in pay from 8 g to 10 g, the soldiers Harmanus de Croes from Nagapatnam and Jan Pieter Heenbagh, also from Nagapatnam; and changed to soldier at 8 g, the cooley Moses Theodorus, also from Nagapatnam. Fifthly, he remains obliged, if the cloths and linens brought in by him are of lesser length, width, and quality than the demands require, to yield them according to their reduced value, just as he particularly binds himself to yield also to the Company, according to the valuation to be made thereon, all linens found not to contain the full width, but to be too narrow. Sixthly: if the cotton and yarn decrease in their cost price during procurement, and provisions also become cheaper, the merchant binds himself to reduce the prices of the cloths Contract of Procurement for this year 1774. In the name and on behalf of the General Dutch Chartered East India Company, by order of the Right Honorable Sir Reijnier van Vlissingen, Governor and Director of this Coast of Coromandel with its dependencies, together with the Honorable Council at Nagapatnam, by the Senior Merchant Philippus Jacobus Formieux, and the Junior Merchant Hendrik Foffier and linens not yet collected before that decline pro rata, and likewise also the dyeing wages of the blue cloths, whenever indigo may be obtained at a more reasonable rate than hitherto purchased; on the other hand, if the aforesaid crop, spinning, and dye-stuffs should become considerably more expensive, such that it is found impossible to fulfill the contracted quantity or to procure what is still lacking for the agreed prices and dyeing wages, the Company shall accommodate him, or he shall be at liberty to cease further delivery. Seventhly and lastly, for the trading of indigo he shall, according to the custom here at the factory, be assisted with the necessary cash on behalf of the Company, provided that he declares and specifies the parcels to be purchased by him along with the purchase prices, and exhibits what has been brought in, so that one may be assured that the money advanced for that purpose has effectively been spent on the intended dye-stuff. Specification of the expenses and disbursements incurred in the mission, approved by the Government of this Coast, of the undersigned; and the Gentlemen Willem Blaaukamer, Merchant and Chief at Sadraspatnam, and Hendrik Ambrosius Johnson, Merchant, First Warehouse Master, and Trade Bookkeeper at Nagapatnam, as Commissioners to the Lord Nawab of these Carnatic lower lands, Mahomet Ali Khan, residing at Madraspatnam, to greet, congratulate, and present gifts to His Highness on behalf of the Honorable Dutch Company upon the conquest of the Principality of Tanjore, which expenses were incurred by the undersigned for his share as unavoidable necessities, and are hereby particularly brought to the gracious yet most respectful notice of the Right Honorable Valiant Sir Reijnier van Vlissingen, Governor and Director of this Coromandel Coast with its dependencies, Extraordinary Member of the Council of India, together with the Honorable Council at the main station of Nagapatnam, for the crowning with His Honor's most gracious approval, for which most humbly and sincerely is beseeched, as follows: 46 coolies employed for the speedy journey on the 28th of October last of the undersigned, followed by the Mullah or Persian Writer and a servant acting as interpreter, from Paliacatta southwards to Moetoekarra Choultry, and having arrived there to join with the gentlemen fellow Commissioners, and returning together on the 30th thereafter from there to Madraspatnam, for carrying three palanquins, furthermore trunks of clothes, canassers with provisions, camp cots, field table and chairs, kitchen utensils, rondels, torches, and other baggage, paid in wages at 3/8 pagodas each, amounting in total to Pagodas 17¼. Amounting in star pagodas: To battas or traveling money to the said coolies, Mullah, and servant: Carried forward: Pagodas 17¼ 230 3/8 Brought forward: Pagodas 17¼ together with 2 subedars, a sergeant, with 12 sepoys armed for escort, and 14 ordinary peons, with an under-head peon, taken along for use in duties as they arose, paid for three days on average at 2 pagodas a day, amounting to Pagodas 6.
