149 The 20th of January 1774 To offer, and to that end regarding the fortified work at Point Hollandia. Appointment of Accama as member of the civil council instead of the same. Resolved to propose to their High Excellencies the said two persons for emeritus status, and why. Promotion of Bodiman to Lieutenant, one to Sergeant, and one to Corporal. Robyn to Extra-Ordinary Fireworker. To be purchased at the cost of 170 pagodas, 9 fanams, 76 cash according to an estimate also submitted by the Governor, which estimate being understood, it was decided to offer it to their High Excellencies and to request their supreme orders. Item to request authorization for the said purchase, as well as authorization for the write-off of the expenses specified in the submitted account, incurred for putting the aforementioned Point Hollandia in a state of defense, to the amount of 199 pagodas, 5 fanams, 18 cash, to which one was likewise compelled to proceed during the recent troubles with the subahdar. Due to the decease of the Auditor Jan Hendrik Struck, a member being lacking in the Civil City Council and the Commissioners of Marital Affairs of this city, Johannes Accama was again chosen thereto upon the nomination received thereof, who, taking the oath as commissioner in the mint, was thereupon admitted inside, and this having been announced, took the oath pertaining thereto. The Bombardier Bernard Hendrik Jungprink and Gunner Lodewijk de Marthinus, both blind, The 20th of January 1774 and the former moreover being old and decrepit, and therefore unfit to perform any more service, it was resolved to propose both to their High Excellencies to be placed on emeritus status. Just as it was further resolved to appoint the Bombardier Jacobus Robyn as Extra-Ordinary Fireworker with the usual pay pertaining thereto; likewise, in the place of the deceased Lieutenant of the Company's Easterners of Captain Jabar, named Satar of Batavia, the Ensign Bodiman in his place, and the Sergeant Gato of Sura to Ensign; and at the same time resolved, for obtaining the absolute appointments and the pay pertaining thereto, to present their petitions to their High Excellencies. 153 The 12th of February 1774 The 12th of February 1774. merchant Sewasidambara Moddili Insertion of a deed granted in that regard Chittij as surety for him, and having been in negotiation about this, after spending several days thereon and expending effort, it was finally agreed, firstly, that instead of 6 percent, eight percent should be calculated and paid on the cash advanced to them for the delivery of piece goods, in reduction of the debts; and further, that of the demanded 95 bales of Ordinary Bleached Guinees for Europe and India, 45 quarter-casks should be delivered for the ordinary price of pag: 86: 12: 1/2, f 389: 6: 14, and the remaining 50 pieces with an augmentation of 8 percent thereon, together with the further demanded goods for the previously paid prices; as well as that, although the merchant Sewasidambara Moddely had behaved deficiently during the collection of the past year, as he remained partially indebted for the funds entrusted to him for that purpose, or rather actually had left goods undelivered, nevertheless the same, as well as the contracted percent for the reduction of the debts, had been posted as received in the account, because not only for that, but also for his old debit still amounting to f 4711: 14, one Ragoena Chittij, being a brother's son, or nephew, of the solvent merchants Papoe Chittij, Ramalinga Chittij, and Ramasamie Chittij, thus also a person of means and capable of fulfilling what he binds himself to, had stood surety, and has undertaken to liquidate in full the aforementioned recent remaining debit by delivery of piece goods, which are still lacking for the full satisfaction of the share assigned to the said Siwasidambara Poele for the past year, by the ultimate of this month, and further to reduce the old arrears cited above annually by 8 percent calculated on the funds to be advanced, in conformity with the deed granted by him in that regard, reading as follows: Today, the 11th of February 1774. Appeared before me Willem Buynvelt, Secretary of the Coromandel Government, in the presence of the witnesses named below, Ragoena Chittij, inhabitant of Portonovo, who, having been admitted as a partner in the share that fell to the fellow Portonovo merchant Sjewasjedambara Poele for delivery upon the distribution of the respective demands for piece goods, declared not only to bind himself as such hereby, and faithfully to attend to the collection of cloths together with his aforementioned associated partner according to the terms of the contract made thereof, but also specifically, with renunciation of the benefits ordinis et excussionis, to place himself as surety for the esteemed Siewasjidambara Poele, both for what the same remained indebted for, or left undelivered, out of the funds advanced to him for the past collection of 1773, which nevertheless has been posted in the account as received, and for his old debit, which under the ultimate of August 1773 still amounted to f 4711: 14; and accordingly binding himself expressly to liquidate in full the first-mentioned remaining debit by delivery of sound piece goods that are lacking for the satisfaction of the share of the said Sewasjidambara Poele, by the ultimate of this month, and further to reduce the old arrears annually by eight percent calculated on the funds to be advanced; binding furthermore for the prompt fulfillment thereof his person and property, none excepted, and further obligation as in accordance with law. The merchants who are in arrears to the Company, namely Masulamanie Moddeli, Waijtinada Moettoe Chittij, each for himself, Tamboe Naijker and Rengasaaij Chittij, as well as Sjwasidambaram Moddelij and his associate Ragoena Chittij together, bind themselves expressly to reduce their old arrears by delivering textiles to the Company at 8 percent on the cash provided to them, just as it has also been stipulated and agreed that of the demanded common bleached Guineas, in the quantity of 95 packages, 45 packages shall be delivered for the ordinary price of Pagodas 86: 12½ per package, and the remaining 50 with an augmentation of 8 percent thereon, as was granted to them in the past year. Of this contract four identical writings have been made and signed, namely two in Dutch and two in Malabar, of which two shall remain with the Honorable Company, namely one in Dutch and one in Malabar, and an identical set among the collective merchants. the said contracts thus The 12th of February 1774. to be done merchants to advance Jaggernaickpoor and Bimlipatnam contracts order to Bimlipatnam for the redress of some discovered errors therein and no other means being thought possible for this than that which the Governor had devised and arranged with the administrator as mentioned hereinbefore, it was approved and resolved, to follow the said proposal to borrow the aforementioned sum of 60000 pagodas in advance, and to furnish thereof what is necessary to the merchants of this place who had only received 6500 pagodas, and to those of Portonovo as far as necessary. Resolution and approval of the Palicol, Jaghernackpoor and Bimlipatnam contracts Hereafter were resumed and approved, as well as resolved to insert herein, the cloth contracts concluded with the merchants of Palicol, Jaghernackpoor and Bimlipatnam for the requisitions of those factories and for the current year 1774, with an order to be dispatched to the Bimlipatnam chiefs, to properly redress, in the copies of those commercial documents kept over there, as has already been done in those here, the errors committed in the calculation of 165 bales of common bleached Guinees, for which only Pagodas 1320:2¼ was set instead of Pagodas 13236:2¼, and for the 12 bales of common unbleached Salempores, calculated at Pagodas 809:4½ instead of Pagodas 811:4½, together making a difference of 38 Pagodas, reading as follows: The 20th of February 1774. The 12th February 1774 The 12th February 1774. and Guinea common bleached, they will then have to tolerate either that a reduction is made in the prices of the last-mentioned two assortments, or otherwise that recourse is had to such suppliers who are capable and willing to meet the aforementioned conditions, in order that from among them in due time the wealthiest, most competent, and most upright may be proposed in their stead as merchants to the aforementioned most esteemed illustrious government. Fourthly, the pagodas shall be calculated back and forth with the agio of 4 per cent. Fifthly, the rejects of the bleached linens, whether Guinea fine, ditto old sort, ditto common, or Salempores common, which happen to fall out during sorting, shall be stored directly in the Company's warehouse or in the cloth hall, and not returned to the merchants unless they previously deliver sound linens according to the order, or count cash into the treasury, and if they remain in default in this regard at the close of the financial year, they shall then be packed off and sent thither for their account and risk to the disposal of the illustrious Nagapatnam Government, in which manner one shall also deal with the torn and mended pieces, though separately, whereas on the other hand, the linen sorted in the raw state which visibly will not be able to attain 3rd sort in the wash, or is otherwise unacceptable due to lack of length and breadth, shall immediately be returned to them to be placed in the hands of the dyer to provide good linen in its place. The said Homeland and Indian orders consisting of the following, namely: 315 packs of diverse linens, namely: 10 packs of Bethilles, raw, without flowers, length 28, and width 2 covids. For the Homeland, which must be of much better, finer, and more evenly woven quality than delivered during the last three years, or otherwise not be sent; in order to achieve the first-mentioned purpose, each of the merchants will immediately have to have 2 pieces of Bethilles made, 315: 10 packs carried forward 35 packs of Guinea fine bleached, length 50, and width 1 1/8 covids, which must be of good, equal, fine quality like the last delivered, and not made up heavily, but only stiffened or half starched, the pack of 40 pieces, namely: 20 packs for the Homeland 15 ditto for Batavia 35 packs, costing with bleaching and making-up wages per pack first sort: 154 - - - 154 - - or together: With a deduction of 10 pagodas per pack in sort, and 3 pagodas for a reduction in length from 50 to 49 and 48 covids; the breadth must without fail be 1 1/8 covids. 43 packs of Guinea bleached Company's old sort, length, breadth, and contents as above, in respect of which the same improvement and observation in quality and making up, as is mentioned for the fine Guinea, must take place and be observed, lest the merchants wish to see themselves otherwise entirely deprived of the order and delivery of these two just-mentioned assortments. 88 packs carried forward: 5390 - - 315: 10 packs brought forward to serve as new samples upon which the collection is to take place, which, if found to be of a satisfactory assortment and proper length and breadth, they shall first be advanced 500 pagodas towards the collection of three packs, and these being delivered according to the samples, again 500 pagodas, as well as finally the remaining 620 pagodas shall be advanced, but if no notable improvement is perceived in the samples or delivery of the first 3 packs, the further collection shall, conformable to the esteemed orders accompanying the demand, be entirely discontinued, and no more Bethilles sent. The 12th of February 1774. and carpentry accounts from there concerning the mistakes discovered in the invoices of the ship the Jonge Lieve to the second in command verification of the same as no excesses occurred therein, the following expense accounts were passed for write-off: Of Cuddalore for the months of November and December of the past year; of Sadraspatnam, and Pulicat from the month of September of the current year to December aforesaid, inclusive; as also, to the debit of Extraordinary Gifts, the memorandum of various expenses incurred at Sadraspatnam on behalf of the Commission to Madraspatnam in the delegation to the Subah of Carnatica; of Palicol the expense accounts for the months of October and November, item the Carpentry and Gift Accounts for the last 6 months of the elapsed financial year; of Jagannathpuram the memorandum of the repairs done to the Sloop the Walvisch, as well as the Expense Account on behalf of that vessel; of Bimlipatnam the expense accounts for the months of September, October, and November. To express dissatisfaction to Jagannathpuram Item concerning the sloppiness not to reproach and threats thereanent And it was furthermore resolved to convey the displeasure of this Government to the Chiefs of Jagannathpuram, not only regarding the multiple mistakes and errors that have appeared in the invoice of the return ship the Jonge Lieve, but it was also noted as an unforgivable sloppiness and carelessness that those papers were not immediately recalculated, and upon discovery of mistakes, corrected copies were not sent by express messengers to this Government, since one would then have been in a position to give the requisite notice thereof in due time to the High Masters in Europe, as well as at the Indian Headquarters Batavia, which could now not take place due to that abominable negligence. Thus it was agreed to reproach the Chiefs in the sternest manner, particularly the second in command, whose department includes the drafting and preparation of all such papers, pointing out that the exhortations and threats so often made on this subject having had no desired effect for the better upon him to date, one would therefore be obliged, upon further discovery of similar sloppiness, with reservation of the further disposition of this Government in that regard, to provisionally condemn him to a fine of six months' salary, in order first the Jonge to 6

Leembruggen, and Second Warehouse Master J. P. Simonse. The Honorable Governor, having shown from a letter received from Colombo dated the 4th of January last the hope of the Ceylon ministers to receive back the troops detached thither now that the settlement regarding the disputes that had arisen between the Company and the Subah Mahometh Alichan has been concluded, gave to know at the same time that since the south and southeast winds are already beginning to blow now and then, the southern monsoon will apparently turn soon, or perhaps earlier than had been anticipated; whereby one could very easily find oneself in the necessity of having to retain the Ceylon auxiliary troops in general this entire year, or at least until the coming month of October; and whether it was therefore not best that a portion thereof be sent off beforehand, the more so as they could well be spared at present, partly due to the slow march of the Maratha peoples, and partly because of the little danger to be feared directly from them, even should they still manage to penetrate into these lower lands this spring, since their intention, as far as reports indicated, was nothing further than to restore the Prince of Tanjore. Thus, on the proposal of the said Honorable Governor, it was approved and agreed to allow the companies of the Captain and Captain-Lieutenant Christiaan Constantijn Wohlfarth and Jan Scheerken, consisting of approximately 270 to 280 men, to depart for the present, and also to send along at this time the Lieutenant Francois Baron de Mackena, the Ensigns Johan Ernst Sabienskij and Johan Willem Eichler, together with the Under-Adjutant Johan Willem Uhlenbeek; but the remaining Jaffnapatnam and Trincomalee European troops belonging to the company of Captain Jan Philip Kinbergen, numbering around 200 men, with their officers who arrived from there, 197. as well as the Colombo and Jaffnapatnam artillerymen to the number of 66 men, together with the Extraordinary Lieutenant and Extraordinary Fireworker of that corps Jacob Kraus and Erich Holsteijn, as well as the four companies of Malays, together 400 strong, and 5 companies of Seapoys 400 men strong, are for the present still to be retained somewhat, in order to see what turn the troubled affairs along this coast will take. Furthermore, the Governor presented the petition, addressed to His Honour by the citizen Fredrik Rijklof Coeijmans residing at Bimilipatnam, containing grievances concerning the damages suffered in the lease taken over by him at Bimilipatnam for the native liquor distilled there, which he had first leased in the year 1761 for 300 rupees, and had since that time gradually increased, and had leased on the first of June 1769 for four years at 2025 rupees per year, in the expectation that the promises and assurances then made to him—namely that no one other than he alone would be permitted to distil and sell native liquor, as well as that he alone would be permitted to dispose of Batavia arrack, api, and speelmanskrijp by retail or by the bottle—would be observed and fulfilled; but instead of the observance thereof, it had been tolerated, or at least connived at with indulgence, not only The 21st of February 174. the importation and sale of very much arrack at Bimilipatnam itself, but also that the so-called havildar of that place, Moetoe Annandaproele, had separately also distilled and sold strong drink in some of the villages leased by the Honourable Company, to the petitioner's great damage, which was estimated by him at over 3000 rupees, and through which he had become a debtor to the Honourable Company for fully 1332 rupees on account of arrears of lease moneys, notwithstanding that he had contributed all his modest means thereto, which nevertheless had not been sufficient to settle the same; further demonstrating the little regard given to his repeatedly submitted complaints and representations in this regard, so that by all these irregularities, not having been maintained as leaseholder as was proper, he had been reduced to and placed in a complete inability to pay the contracted lease moneys, and moreover the lease conditions according to which he could and should regulate himself had never been furnished to him, regardless of his repeated urgent applications made for them; that furthermore the lease period having expired, which took place at the end of May of the past year, and not being inclined to concern himself therewith de novo, so as not to be exposed to any further damage, the secunde Brouwer, 201. Whereupon, this having been deliberated upon, it was approved and understood upon the proposal of the well-mentioned Lord Governor that, if the contract for the lease of Bimilipatnam etc., about which negotiations were currently underway with the princes of Vesianagaram, should be concluded with them, then the lease of arrack included therein, both in Bimilipatnam and in the villages belonging thereto, insofar as they shall be leased by the Honorable Company, shall be granted to the petitioner Frederik Rijklof Cooijmans for his offer of 2200 rupees per year, for just as many years as the Honorable Company shall obtain the Bimilipatnam lease, with the interdiction that no one other than him alone shall be allowed to distill and sell the arrack produced there, as well as reserving to him, to the exclusion of all others whosoever, the sale of Batavia arrack, api, and speelmansknijp, together with Ceylon talwagen, and all other indigenous as well as European strong spirits by the small measure, by bottle or flask; and to write to the chiefs there at the appropriate opportunity and strictly instruct them that, upon the success of the negotiations with the princes, the lease of Bimilipatnam coming anew under the Honorable Company, the lease of drinks as aforementioned shall then be delivered to the said Cooijmans, and to hand him at the same time, in accordance with the intention of this government, conditions drafted according to equity and justice to protect the lessee against all interference and obstruction, and to that end properly protect him in all matters, putting aside all private interests and personal advantage, both in respect of themselves and of their servants and those dependent on them, but at the same time ensuring that no excesses are committed by him in return; while in the meantime it is further understood that he must provide two sufficient guarantors, and that the extract hereof shall be given to him for his further information. The Honorable Council of Justice here, as appears from the extract from their roll of today, having requested letters of requisition to the French Governor and Council at Carical and the Danish Ministry at Tranquebar, in order that, if the separated wife of the locksmith Johannes de Weber, by name Maria Jansz, who was presumed to have absented herself from here, should be found there or in the jurisdiction of either of those two places, they cause her to be taken into custody and sent here under escort of some men, so that she may appear before the commissioners before whom the said woman was summoned by her aforementioned separated husband, and hear the claim that her husband aforementioned shall wish to make; it was resolved to condescend to that request, as well as to the further request made that, after the dispatch of the aforementioned requested letters of recommendation, it be proclaimed here by the beating of a gong that whoever has her in their house or under their protection, or has any knowledge thereof, shall be obliged to report the same to the said Council on pain of a fine of 25 pagodas for the deaconry poor of this city for anyone who, knowing this, might conceal it and be convicted thereof.
