The Governor further made known how, having been informed that grain in the Commandement of Jaffenapatnam was very scarce and had thereby risen uncommonly high in price, he had directed his thoughts toward assisting that Commandement as much as possible with some rice; and how he had these days accidentally come across a quantity of 85 lasts of Bengal rice, held by a private native merchant, who was inclined to deliver the same with native vessels at Jaffenapatnam into the Company's grain warehouse, free of all expenses and duties, without short weight, with only the sea risk remaining for the account of the Company. Whereupon, having deliberated and considered that by the delivery of this rice to Jaffenapatnam, the good residents there could still be accommodated at a reasonable price, if the Honorable Company should not require that rice for itself, it was approved to make use of the offer of the said merchant; while furthermore, upon the proposition of the Governor, it was resolved to send, besides this rice, another 80 to 90 lasts of paddy with native vessels to Jaffenapatnam, pursuant to what was already promised by us to Batavia by letter of the 28th of March last, since such a quantity of paddy can still be obtained and procured here at such a reasonable price of 120 rupees per last, so that the same can be delivered at Jaffenapatnam for 14 2/5 stuivers the parra. At the beginning of this meeting, the Governor produced a memorandum drawn up by the warehouse master Saffin concerning the pepper and cardamom weighed out and dispatched at the trade warehouses since the month of November of last year until the 15th instant, from the review of which it appeared that the excess pepper weighed out on account of the permitted write-off amounts to a quantity of 4910 lbs, as well as the permitted write-off on the dispatched 4500 lbs of cardamom, amounting to 45 lbs or 1 percent, with the request that the first quantity may be paid to him at 20 rupees per 100 lbs and the latter by buyout, so it was agreed to have both paid out of the Company's treasury, as being in accordance with the regulations, and to insert the memorandum herein. Memorandum of the permitted percentages on the pepper and cardamom that were weighed out by the warehouse master since the month of November 1773 until the date hereof, to wit: 4910 lbs of Malabar pepper, on a delivered quantity of 327361 lbs, preserved and delivered to the Honorable Company, calculated at 1.5 percent within the year, which the undersigned warehouse master humbly requests may be paid to him by buyout at 20 rupees per 100 lbs, and on the other hand to be allowed to write off the said 4910 lbs to profit and loss. 45 lbs of cardamom, on a shipped quantity of 4500 lbs, yielding 1 percent within the year, which the undersigned requests may also be paid to him by buyout. Bad condition of the two lofts on the flag tower brought forward. Defects in the small house for the Court of Justice on the execution grounds noticed. That repair is properly completed. Decided to have the aforementioned sum paid out. After which the Governor informed the meeting that the small house intended for the Court of Justice when an execution is carried out was entirely dilapidated, the woodwork, especially the four columns on which the roof rests toward the outside, being mostly rotten through length of time, rain, and wind; his Honor had commissioned its repair to the master of the shipwrights, Paulus Kip, for a sum of 125 rupees, including the woodwork, nails, craftsmen, coolies, and, in a word, everything that was needed for it. And since that repair has now been properly done, and being visible to everyone, it was not necessary to appoint special commissioners for that purpose, it was therefore decided to have the aforesaid amount of 125 rupees paid out now to the aforementioned Kip from the Company's treasury. The Governor reported some time ago on the bad condition of both the stairs and both floors of the flag tower here, the planks of which were mostly rotted and decayed through age, wherefore it was to be feared, if they remained longer in that state, that someone might suffer an accident, especially those who must work upon it annually at the raising and lowering of the flagpole, as well as those who sometimes have something to perform or repair on the bell house or the bell standing upon it, not to mention the flag watchman who must climb up and down that tower daily; and that His Honour had commissioned this repair to the aforementioned Equipage Overseer Buijs, who had undertaken to do it for less than others, namely for a sum of between 250 and 260 ropias, for which he thought he could do it, and of which he had offered to submit the specification when the work was completed, provided he was merely supplied with 150 lbs of nails; which work was thereupon duly completed by him and a specification thereof submitted, from which it appeared that the same had cost 251 ropias and 15 for materials, workmen, and coolies; thus it was resolved to have the first-mentioned amount paid to him, Buijs, from the Company's treasury, and to have the consumed 130 lbs of nails written off the books, as well as to incorporate the received specification into this resolution. To the Right Honourable Master Adriaan Moens, Councillor Extraordinary of the Netherlands Indies Furthermore, the Governor made known that, the bad condition of the general workshop, which is here called the timber yard, having been apparent to him for some time, he had not yet been able to have anything done to it because other repairs, just as necessary as this one, had to take precedence; but recently having had one and another examined by special commissioners, whereof the following report has come in, as well as that he had offered the repair thereof to various persons, but that no one had been willing to undertake it for less than the Master of the Ship's Carpenters, Paulus Rip, and that for a sum of 850 ropias, provided that he were merely furnished with 350 lbs of nails by the Company. And since this repair could not well wait any longer without exposing the timber yard to a complete collapse, and this sum is also, by the most frugal calculation, very moderate, it was resolved to contract out the aforementioned repair to the aforesaid Rip for 850 ropias and 350 lbs of nails, provided he also pays for everything that is necessary for it, and shall receive no payment until it shall appear from a written report of special commissioners that this repair has been done well and strong.

Decision: to have 50 rupees paid for the agreed amount, as well as an equal amount to the same for the making of a new guard bed. The same was necessary. Upon a received report from the head administrator Van de Graaf, stating that by invoice of the 14th November 1773 from Batavia, this Commandement was charged too much by 3843 pounds of powder sugar on the parcel of Cheribon sugar received with the ship Oost-Capelle early this year, which by subsequent invoice of the 9th December of the same year were again credited to this Commandement. The officers of the ship Oost-Capelle delivered and paid off. The Lord Governor has had the powder magazines repaired. For how much that work was contracted to Asbeek. Subsequently, an account was produced by the Governor from the supervisor of the timber yard, De Graaff, who had contracted to have the roofs everywhere on the bastions and guardhouses re-thatched before the onset of the rainy monsoon for a small sum of 50 rupees; it is decided to have that amount paid to him, De Graaff, out of the treasury. As well as an equal amount of 50 rupees to the same De Graaff for making a new wooden guard bed in the guardhouse at the river gate, which was urgently needed, since previously there was none, and the military personnel stationed in the guardhouse made shift poorly, some with mats on the ground, and some with cots or a kind of couches, which took up much room and often caused obstruction among one another. Further, the Governor made known how, pursuant to the secret resolution of the 26th November 1773, he had provisionally had two of the nine powder magazines situated under the ramparts fitted with doors, doorframes, and laths, in order to make use of them in time of need; that the head of the artillery, Van Asbeek, had undertaken this work for a sum of 55 rupees, and had also already properly executed it; therefore proposing to now let the payment of the aforementioned sum take place, with which proposal the members fully agreed.
