The 30th of September The 30th of September 1773. therewith A letter to Their High Nobilities sent the arrival hither of the junior merchant Heijdeman and company by Mr. Shaw as detained whereof one shall complain here proposal by the director hereabouts resumed and signed, a letter prepared by the Director for Their High Nobilities the Gentlemen of the High Indian Government in Batavia together with the Duplicates of the Respectful Letters dispatched to the Same on the 30th of April and the 29th of May last, and A letter for the Cochin Ministry. Finally, it was also made known by the Director, How that, notwithstanding all applied efforts, it had been impossible for His Honor, according to what was recorded in the Resolution of the 20th of this month, to persuade the Broach Chief, Mr. Shaw, to let the junior merchant Heijdeman with his Family depart from there, as he on the contrary had not only persisted in this interdiction, by giving orders at all the city gates not to let Heijdeman go outside, but even not to let the aforesaid Heijdeman be questioned outside upon Interrogatories by two persons dispatched to him. That therefore no other way now seemed open than that of public complaints, and if those did not help, that one would then again have to address Bombay, but that this way appeared to him, the Director, not only to have a very long delay, but in addition so odious, that great dissatisfaction and frequently many inconveniences were likely to arise again from it, at an Office like Broach where the English are now complete and the Only Master, and one should not take this course unless all other avenues were found to be in vain; That His Honor had therefore indeed considered proposing to this Meeting to send a public Commission to Broach to settle this matter, but being dissuaded from this, as well on the grounds that this might bring us into embroilments with the English

English Ministry here, as they might possibly maintain, as one is informed, that all matters which cannot be settled directly by the Company's servants at Broot Chia with their Chief there, should belong to their Council here; as well as that Mr. Schaw himself had declared that he could not await any public Commission, although he was not disinclined to settle the matter amicably with someone who came over there as a good friend; thus the said Lord Commander submitted for consideration, as the only way that still remained, whether it would not be convenient and very necessary that someone from this Council be appointed to proceed at once to Brootchia, as if for a pleasure trip, or under some pretext or another, and without, unless necessity demanded it, making it appear that he was deputed directly from this Council, in order to inform himself there beforehand as much as possible regarding the nature of the accusations brought against the Junior Merchant Heijdeman, or his family, by the wives of the former Nabab concerning the concealment of certain quantities of goods at the time of the siege of the city, which are now being reclaimed by the latter, and subsequently, according to the findings thereof, to attempt to settle these claims through the path of friendliness with Mr. Schaw, at least and in any case to persuade his Honour to desist from his initiated proceedings against the repeatedly mentioned Heijdeman, and to let him and his family depart hither promptly and unmolested. And that although the aforementioned statement made to the Warehouse Master Holmberg occurred in the presence of as many as 3 to 10 trustworthy persons, Mr. Schaw nevertheless refused to pay any heed to it, but maintained the first testimonies of the Moorish women; which obstinacy the said Warehouse Master believed also arose from a secret bitterness of Mr. Schaw against the Dutch nation, and that he therefore had very little inclination to oblige them in particular. Having become very dejected and exceedingly troubled about this, I nevertheless did not consider it advisable, since Poena was only 25 Cossen away, to turn back and betake myself to Your Right Honour, but rather to continue my journey in all haste. Having proceeded thereafter to the deliberation on Their High Excellencies' most revered letter and enclosures received via Surat with the ships Beemster Welvaaren and Westerveld, it was in the first place approved and understood with regard to the ships and vessels that, in accordance with the orders of Their High Excellencies, the ship Westerveld with the returns for the Fatherland, and among them 6,000 lb of Caatchouw and 1,000 lb of Carmanian wool—in case the latter, due to the misfortunes that have befallen those lands from the plague that raged there, should still be brought in so early from Mascat, from where it was ordered by the Company's brokers—shall be allowed to continue its voyage precisely on the 15th of December to Ceylon, even if one would have to retain some linens on account of this repeatedly ordered early dispatch, although nothing shall be left undone toward the speedy fulfillment of the entire requisition, but all possible means shall be employed to that end. But regarding the shipment of 200,000 Rupees for Ceylon ordered by Their High Excellencies, to write back to the same in all reverence that such is an absolute impossibility for this year, since, notwithstanding that the debt of the brokers was much reduced as of the ultimo August just passed, one was unable, due to the virtual standstill in the trade of spices since the month of December last, to dispose of so much merchandise as to provide the required funds for the administration and the collection of the returns, but, as appears from the resolutions of the 4th of March and 15th of June, was forced to borrow a sum of 140,000 Rupees, which amounts must now be paid off from the first funds to be received, above what is required for the daily administration. Whereby one shall at the same time very obediently request Their High Excellencies to cast a favorable reflection on the reasons that have rendered this assembly unable to comply with their esteemed order in this matter. 584. 585.
