586. 587. The 27th October 1773. The 27th October 1773. regarding the return of equipage and ammunition goods, the following in the text was resolved: Thanksgiving for the approved retention of the Mosselschulp suffered no losses, as the value of the aforesaid small vessel can amply outweigh the expenditures that had to be made for its recovery. Meanwhile, in respect of the return demanded by Their High Excellencies of the equipage and ammunition goods sent hither in the year 1770 for the construction of a new narrow boat, it was further understood to have the Equipage Overseer Vander Hegge report which of those goods were used for the equipping of the narrow boat De Mosselschulp, which for the service of the other vessels and in the household, which are required for the rigging of the new covered horrijs being constructed pursuant to what was resolved at the session of the 15th June last, as well as which remain and will remain as surplus, in order to then be able to send the latter to the capital pursuant to the aforesaid honored requisition; as well as to most obediently elucidate to Their High Excellencies that all the equipage, ammunition, weaponry, etc., provided to the aforementioned Mosselschulp and entered into the specification inserted in the resolution of the 8th December 1772 over and above what was essentially rebuilt on this small vessel, were already, according to the order, taken into the inventory and books at the time of that provision and remained under the accountability of the Equipage Overseer, whereas by the requested write-off one merely understood the expenses in cash and provisions from the Honorable Company's stock made for the benefit of that small vessel and specified in the aforementioned account of such goods as pertained to the repair and could not be further accounted for, for which failure to have made this properly known, humble apology shall be requested. Furthermore, it was understood to most respectfully thank Their High Excellencies for the highly favorable approval of the decision of this meeting to be permitted to retain the said narrow boat De Mosselschulp here, as well as concerning the gifts made to the court of Pune, and for the dispatch of Mhamet Areff with a gift Resolution for 588. 589. The 27th October 1773. which having been fruitless, such was attempted once again and nothing was neglected therein, however in vain due to unexpected events, to the value of Ro/a 3361:39:- to the court of Pune for the obtaining of passes for the Company's ships, but at the same time to inform Their High Excellencies that this embassy, as appears from what was noted in the resolution of the 26th April and what was transacted in the general respectful letter dispatched across Malacca on the 30th of the same month, turned out fruitless, and the said Areff was sent off again pursuant to what was resolved at the meeting of the 23rd July thereafter, with and alongside a gift to the value of Ro/a 2800:-, and thus far below the granted authorization, while the Lord Director has by no means failed to ensure that the requested passes should not only serve for the ships coming hither from the capital, but in general for all those navigating under the Dutch flag, as in the draft contract formed by His Honor and offered to the Maratha ruler, Art: 1. clearly stipulated that His Highness would have to grant these passes for all the ships belonging to the Honorable Dutch Company and its subjects navigating under the Dutch flag on this side of the Indies from Caab Comorijn to the Gulf of Cambair, and further Art: 3. that His Highness shall grant such an order in writing and issue orders that all the ships and vessels under the Dutch flag and belonging to the Company and its subordinates shall henceforth always be left unmolested; it furthermore being thought fit to mention that while one lived in the hope that this latter embassy would finally have had the desired effect and the aforementioned contract would have been ratified on both sides, this has nevertheless been delayed again until now, on account of the sudden and unexpected revolution in the Maratha Empire, of which one first learned by rumors, as appears from what was imparted in the general missive dispatched to Their High Excellencies with the chartered small vessel De Wilhelmina on the 1st October recently passed, and subsequently by one of the envoy's

The 27th October 1773. which had decided to remit ro/a 1000. and finally to sell the good [illegible] demanded on the employment of the vessels regarding the investigation conducted by the Gentlemen Majores from the received letter from Mhamet Areff, as was informed by the Resolution of the 16th of this month, and which has once again had the unpleasant consequence that at the aforementioned meeting one was obliged, due to the necessity presented by that delegate, to decide to remit him Ro as 1000:- for making the necessary gifts to the new Court Dignitaries; and meanwhile, as one must still await the outcome of this mission and lives in hope that the aforementioned Contract will thus be concluded, whereby at the same time the desire of the Gentlemen Majores—namely that the order of the Marhettas Sovereign over the commander of his Naval Armadas be not merely limited to near Geria, but extended to all places and occasions—shall be fulfilled, one shall not fail, in case it takes effect before the departure of the first ship, to provide Their High Nobilities with the required report thereof, transmitting everything related thereto. Rescription to the satisfaction expressed by Their Right Excellencies after payment thereof caused, because in answering the aforesaid letter from Batavia one made mention only and especially of the old debt left by the Right Honorable, Valiant Mr. Extraordinary Councillor Senff, of blessed memory, which was then reduced to ƒ 101286:-, with this addition however that one on the other hand had also been compelled to credit the merchants on their new account, whereas one on the contrary reported in the letter the total debt, both of the old and the new accounts combined. It being furthermore approved, with regard to the satisfaction expressed by Their Right Excellencies concerning the resolution of this Assembly of the 30th of October 1772, regarding the reserve of trade goods and fabrics, not to deliver any merchandise to the brokers before the amounts thereof are deposited with the moneychanger, with the addition that they may well allow this method to be put into practice for the future as far as practicable, in order thereby to test whether those people can be brought onto a level footing, to answer respectfully that, notwithstanding all efforts made to keep this in practice, one has found it to be impracticable and that it will always remain so, just as one had also foreseen at the time when the aforesaid resolution was taken, as appears from what is recorded there, for although the merchants do occasionally bind themselves to this in times of great demand, and when they can succeed nowhere else, they never agree to it in the hope of such merchandise as is in everyone's hands, and which they can obtain on credit from others; and this has also been a principal motive why one was obliged, at the session of the 11th of May last, to abandon the aforesaid resolution again, and although one then decided to let this deviation take place for no longer than 3 or 4 months in order to keep the 596. 597. The brokers debt under August 1773. further expression of thanks regarding the approved sale one hopes the same for the price obtained for copper the camphor and quicksilver still lying unsold, one continues to await further orders brokers under the impression that one wished to persist with the first-mentioned resolution, one nevertheless finds oneself compelled to give way if one does not wish to lose all merchants within a short time and subsequently see the presently declining trade come to a complete standstill; and while in this matter nothing will be neglected to do everything that is in any way possible and beneficial to the interests of the Honorable Company, so also nothing will be left untried in order, so as to fulfill the expectations of Their Right Excellencies, to gather in the debts of the brokers by degrees, while the frequent bankruptcies and the universally known poor circumstances of Suratte and its surrounding lands render these people entirely incapable of paying their debts all at once, and one would lose more than gain through means of force, as their credit, which must absolutely be maintained, would thereby be increasingly broken, their debt as of the last day of August last having amounted to: the old ro/a 82385:38:-, and the new ro/a 86061:21, thus together roa/a 168447:19:-, about which Their Right Excellencies were informed in the latest letter with ras 159917:11-. That the prices stipulated in the past year for the powdered and candy sugar, as well as the red lead, were to the satisfaction of Their Right Excellencies serves as a special gratification, and one lives in hope that the sale of the Japanese bar copper at the session of the 6th of January of this year at ro/a 51: 20: per 100 pounds net, or with an advance profit of 140 percent, in consideration of the circumstances of the times, will likewise not have been disagreeable; but as appears from the aforesaid resolution and the general description of the 30th of April, since no acceptable prices were offered for the camphor and the quicksilver, at least not corresponding to the limits set thereon by Their Right Excellencies, one has

Answer to the demanded sugar account. Request regarding the same was assigned Thanksgiving for transmitted merchandise one did not dare to proceed to their sale, and thus, according to the respectful letter of the 1st of this month, the same have remained unsold in the warehouses until further orders from the said High Authorities, While it is furthermore deemed proper, concerning the elucidation demanded by the Very Same, namely how it could be possible that of the unsold camphor, the quicksilver, and Japanese copper under the date of the 12th December of last year no remnants were on hand as appeared in the provisional requisition, most obediently to reply in writing that here, according to an established practice, in drafting the requisition all merchandise, so long as it is not actually sold, is always recorded in the column of the latest supply, but not in that of the remnants. Further, it being deemed proper, with regard to the order given by Their High Excellencies both to send over to the Netherlands and Batavia an accurate current account of the sugar sold here since the receipt of the extract of the letter from the Fatherland of the 25th September 1764, and to continue therewith annually without fail, to let it serve as an answer that nowhere here at the Secretariat is such an extract nor a sample account to be found, and it was likely mistakenly taken along among his papers by the Honorable and Esteemed Extra-Ordinary Councillor Lenff, of blessed memory; and thus being rendered unable to comply with this order in all respects in accordance with what was written by the Gentlemen Majores on that account, it was therefore resolved to instruct the Honorable Chief Administrator by extract hereof to draw up such required account to the best of his ability, and to request Their High Excellencies by the first outgoing respectful letter that a copy of the aforesaid extract may be sent over hither, subsequently to serve for information and due observance. Under respectful thanksgiving for the merchandise now sent over, and the assurance that all care will be directed toward disposing of the same with the most favorable profits, 600. 601. The 27th October 1773. Regarding the public tenders, as well as spoiled materials it was resolved to elucidate further to Their High Excellencies that, according to the contracts which are concluded with the suppliers upon the holding of the public tender, they are credited 1½ percent for invoice charges on the linens brought in by water, and that in case 2½ percent should happen to be mentioned in the contract inserted in the resolution of the 21st March 1772, this must be regarded as a clerical error, since only 1½ is recorded here in the original, and no more has ever been credited. With regard to the dissatisfaction shown by the Gentlemen Majores on account of the increase of 4½ percent allowed on the public tender of the year 1770, since there is nothing else to answer than that which was respectfully noted down on that subject in the margin of the recently received extract from the Fatherland of the 5th October 1772, Their High Excellencies will be most humbly requested to be persuaded that in purchasing merchandise, action is never taken otherwise than with the greatest care and attentiveness, from which one shall never deviate as honor-loving and faithful servants, just as it will not be lost from sight to ensure, as much as possible, that profits are continually increased and expenses reduced, as well as to bring the debtors and outstanding accounts to settlement as soon as possible. Their High Excellencies having been pleased to look favorably upon the innocence shown by this meeting of the former Master of Equipage, Pleun van der Kuijl, on account of the compensation imposed on him in the past year for 150 moeda of spoiled mason's lime and 71,000 pieces of mason's bricks, it was therefore resolved, with thanksgiving for this granted authorization for the write-off of these materials, to give effect thereto under the last day of August of the expired financial year 1772/1773, and to clear the account of the aforementioned. However, this consequence having been weighed, it was resolved upon a repair. Regarding the note from the Westerveld: Castle, is so dilapidated that no goods can be stored therein with any peace of mind, seeing that a single person is able to pull down the entire side walls, consisting of bamboos and mats; it was taken into consideration whether—since the Honorable Company now, besides the ordinary Pathijs, possesses a capital stone warehouse on the Wharf, and all the imported merchandise could well be stored in the latter—it might not be possible to dispose of this Pathij altogether, and thus bring everything together on the Wharf; but after mature deliberation concerning this, it was considered that the Surat, both English and Moorish government, obtaining knowledge of this intention and its execution, would oppose it with all force and violence, and would often take such—if their fancies and desires were not immediately satisfied—again as a basis for the utmost acts of violence and outrages, from which one has only just, indeed very fortunately against all expectation, been delivered; thus it was approved in this matter, in order to prevent all disputes, which ought to be avoided as much as possible especially during the presence of the ships, because their policy seems always to seek them at those times, as they are convinced of never having a better opportunity to enforce their views, since one absolutely requires their consent both in the unloading and loading of the ships, to choose the most prudent course: to maintain the Latthij for the present, and until a better opportunity to abandon the same shall present itself, and to have it repaired in the most economical manner. However, since the disposition of this matter was postponed at the recent session of the 27th of October until the report of the Warehouse Master Holmberg concerning his negotiations conducted at BrootChia shall have arrived, and this Assembly will thereby have obtained the necessary knowledge of the origin and circumstances of this matter, and as this report has not yet arrived, it was resolved to persist in that decision for the time being. 628. 629. Yet in the meantime to request the Director that His Honor be pleased to make another attempt to see whether the said Mr. Shaw can be persuaded to settle this matter amicably, for which there is now all the more hope when that gentleman, having obtained a reading of the aforementioned declaration, will see how the complainant against Heijdeman and his family now contradicts her complaint in a public document and declares that all accusations brought forward were false and extorted by coercion. And this having been accepted by the Director, His Honor subsequently produced a report, together with a Draft Ceremonial concerning the public festivities to be held on the 24th of this month on the occasion of the auspicious birth of a young Hereditary Prince of the Illustrious House of Orange and Nassau, Willem Fredrik, as submitted by the commissioners appointed at the session of the 27th of October for the preparation thereof, the Cashier Contag, Secretary Wiardi, and Ensign van den Busch. Whereupon the company departing, the soldiers shall withdraw, and everything shall remain at rest until the evening. At sunset the same salutes as mentioned in Article 2 must be observed, while all flags, jacks, and pennants of the ships and vessels shall be struck, except for that of the flagpole of the Company's shipyard. After the aforesaid salutes have been completed, a beginning shall at once be made with the lighting of the illuminations, consisting of very fine, adorned triumphal arches decorated with flowers and foliage, and an avenue illuminated by 30,000 lanterns, stretching from the residence of the Director to the southwest gate of the Company's shipyard. The corridors, adorned in the most splendid manner with flowers and foliage all around and on top of the residences of the Director and the Second, as well as the railings along the shipyard at the waterside; furthermore, in the eminently finely crafted triumphal arches, illuminated with triple rows of lanterns, around and above the doors and windows of the four residences of the council members situated on the fort of the Company's shipyard, which residences, in addition to their sides, as well as the New Stone Warehouse and Dispensary, shall be illuminated from top to bottom in the most graceful manner; while the clock tower and flagpole, situated in the middle and on the riverside of the Company's shipyard, shall be decorated by itself as a pyramid with various colors of small lamps, over and above the Company's small vessels and lesser craft, which shall be illuminated in the most exquisite manner with various crowns and lanterns, and the further illuminations that each person may please to ignite and prepare in front of or in his own residence. To represent to Your Honorable Worships by this: That upon an exact examination of all the specifications submitted by both the Purser and the Master of the Equippage during the financial years 1768/9, 1769/70, and 1770/1, it has appeared with regard to the lent thonys De Hardlooper and De Lastdrager to the Chief of the English, Mr Price, on 21 April 1769, recorded by the resolution of Your Honorable Worships on the 24th of that month; that by the Master of the Equippage Pieter vander Kuijl, in his monthly specification for the month of May of the aforementioned year, the expenses paid on those two small vessels were entered: To the first: Ro/a 64:— And to the last mentioned: Ro/a 30:—, making Ro/a 94:— Regarding the matter that the smalschip De Verwagting convoyed several vessels of the Company's brokers to Bownagar on 14 March 1770, it has not appeared to me from any specifications that even the least amount was entered for it, for the reason that the smalschepen, in accordance with the necessary custom during the time that the Company's ships are unloaded and loaded at this roadstead, must always cruise to and from the roadstead to protect the small vessels from the Cooly pirates, and thus perform these voyages without any additional or extraordinary expenses. For the same reasons, no expenses were incurred during the convoying of the ship that sailed under the name of the undersigned, destined for Mocha and Jedda, by both smalschepen on 30 April 1770, other than those they would have otherwise run up in that same month, just as nothing has been entered for it in any specifications. Desertion of four sailors from the Westerveld. ... shall be deemed necessary by the arbiters, no molestation, hindrance, or constraint shall be inflicted either by this Council or by anyone under the Company's protection, but rather that safe conduct shall be granted to him to that extent; while the same declaration and promise had also been made by the English Arbiters; and agreed... it was approved by a unanimity of votes to grant hereby the requested authorization and consent for the purpose and in the manner described above. Thus done, resolved, and decreed on the day, month, and year aforesaid. His Honour produced the Report submitted by the Warehouse Master Nicolaas Holmberg regarding the Brootchia Commission assigned to him at the Session of the 30th of September last; but whereas it appeared therefrom that, notwithstanding the aforesaid Warehouse Master in the first part of his commission—namely, after a previously conducted thorough investigation into the nature and original source of a claim formed by the wife of the former Nabob of that place, who had defected to the English, against the family of the Junior Merchant Christiaan Heijdeman residing at Brootchia, and the unjust proceedings resulting therefrom by the English Chief Mr. Shaw against the said Heijdeman and his family—was to attempt to settle those disputes with the said Mr. Shaw by way of friendliness, etc.; but considering that all efforts made and evidence of innocence brought forward in the defendant's case, together with the invalidity and falsity of the claim, which has been fully acknowledged by the plaintiff in a public act, had not been able to succeed as wished, as that gentleman seemed to seek to put the matter on the long finger, notwithstanding his expressions of readiness for everything that law and equity could demand of him, made in a private missive dispatched to the Director; so it was—since the Master at the same time informed the Meeting that His Honour, for the aforesaid reasons and because Mr. Shaw declared that in this matter he had principally to await orders from the Governor and Council at Bombay, had dispatched a private missive to the said Governor concerning this matter, forwarding everything that had any bearing thereon—approved to postpone the formal deliberation on this matter until such time as His Honour shall have received an answer to the aforesaid missive, while it is thought that one will then be in a position to judge whether the disputes could be settled privately or whether one will have to take recourse to the very last resort of public complaints, as well as to file the aforesaid Report with its appendices here at the secretariat, and to be satisfied with what was transacted by the Warehouse Master Holmberg.
