But concerning the roaming of the Palembangers on the borders of Lampong Toulang Bauwang, in the Way Seputih district, Their High Excellencies declared that these could be nothing other than runaways crossing back and forth, since all the chiefs of the surrounding native villages had been strictly commanded to guard against all wanton acts, but that notwithstanding this, they would once again order them most earnestly as soon as possible, and upon finding the contrary would punish them with death without the least connivance. We thank Your High Excellencies for the granted permission to be allowed, in case the subsequent transport of pepper and tin to Batavia should again proceed so sluggishly and slowly, as well as in such a small quantity as took place this year, to deviate somewhat from the strict observance of the repeatedly reiterated high order to grant no more passes of that nature after the end of April. As also that Your High Excellencies have had the goodness to have reimbursed to the Company the incurred expenses of 44 Spanish reals for the natives named Abekier and Bappa Bantin, captured from the pirates between Batavia and Bantam and sent from here to Batavia by the pantjalling Edam under date of 2 February of this year. In particular, those advanced in rank from among the servants serving here express their deep gratitude to Your High Excellencies: Pieter van den Broek to Junior Merchant Coenraad Los to Chief Surgeon Bastiaan Moleman, Pilot Pieter Iurgens, Boatswain; and Ian Ianszen, Gunner's Mate. To the Right Honorable Sir, Mr. Johannes Robbert van der Burgh, Governor and Director of Java's Northeast Coast, along with the Council of Policy at the aforementioned place Samarang. The contents of the highly respected letter to the King dated 13 August last have remained a deep secret at Court until now, because, according to ancient custom, it was not opened in public but quietly in the evening, and for that reason is known to almost no one other than the King, the Crown Prince, and some of the principal court dignitaries; nor has a single word about it been spoken to us to this day. This vessel, the ship Blijdorp, having duly discharged its goods destined for this trading post according to the invoice, and having loaded here again in their stead, at the requisition of the ship's officers, 846 picols of garbled black pepper, 89 ditto ditto garbled white, and 3000 ditto Banka tin, now departs from here directly for Samarang by your Right Honors' much respected order, in order, after taking in a cargo of timber there, to turn its course toward Batavia. Traveling along on this keel are the mason Reijnier van der Ligt and the house carpenter Pieter Neijs, released from here by your Right Honors; whereas the third, the water bailiff of that vessel, Claas Clement, because of his continuous indisposition, has remained here until the next opportunity, in the hope of your favorable indulgence. I nevertheless amicably presented this case to the Sultan, although entirely fruitlessly; the Sovereign, Crown Prince, and all the court grandees likewise professing their ignorance, both of this deed and of its perpetrator. The King even expressly dispatched a vessel to Bliton and the surrounding areas in order to obtain some information in this regard, but upon its return nothing else was discovered than that the name was not known on that island, but that one continually learned from experience that the Johorese sea rovers made that entire coast very unsafe. Furthermore, I have the honor to proceed to the humble answering of the recently received and below-inserted Extract General Missive written by the Right Noble Lords Seventeen in the Fatherland to Their Right Nobles the Governor-General and the Council of India in Batavia, dated 5 October 1772, concerning the matter of Palembang. The delivery of pepper from the realm of Palembang in 1770 having amounted to 1435 picols more than in the preceding year, this certainly gives cause for satisfaction, and at the same time some hope for a greater delivery in the future; but with respect to the tin, we could have wished to learn that your remonstrances had been of greater effect, since notwithstanding your repeated warnings, the Sultan continues to send off annually a much larger quantity of that mineral than you had intended to accept. It has also not only turned out, regarding the payment of the 4762 picols brought in excess in the year 1768, as we had imagined would happen, but you have even now recently completely departed again from the previous resolution whereby you had stipulated not to accept what was sent above the limit other than in reduction of the delivery for the following year; and since you have at the same time resolved not to pay more than 13 1/2 rixdollars per picol for the 4455 picols sent over in 1771, we shall, without expressing ourselves on those fluctuating notions and resolutions, await what effect that last disposition will have had. the return of the Bangka passes was still consistently complied with at this Court, it being assumed in order to prevent smuggling. We expect that henceforth that prohibition will take effect, so that the already all too copious supply of tin will not be increased even further by that private delivery. Having appeared from the copies sent to us of the passes granted to the king's vessels for the collection of tin, that they contain no limitation of time, we can now easily deduce in what manner abuse was made of those permits. We therefore learned with satisfaction that the Sultan has finally, upon your repeated instances and strong urging, resolved to have those passes returned. And we hope that thereby, and through the further means which the servants have put into effect, smuggling will henceforth be prevented with greater effect than has been done hitherto. But however much we wish this, and however agreeable it may therefore be to us that the Residents endeavor to cooperate toward that end to the best of their ability, we can nevertheless in no way approve their conduct regarding the five Mandharese vessels brought in, since, as you have shown, they were not authorized to detain those vessels and to have the crew assigned thereto transported to Batavia. In the meantime, this conduct of the Residents has had the painful consequence that the bark De Vrijheid was ambushed by the Mandharese, the greater part of its crew murdered, and the bark robbed of its cargo. Wherefore we also conform to that which you have represented and ordered to the servants in that regard, wishing to hope with you that the threats which the deputies of the prince made on that occasion will not have had any further consequence. The threats of the prince's deputies have to date had not the very least harmful consequence, the Sultan on the contrary declaring here each time to the undersigned his steady goodwill regarding the interests of the Honorable Company, and that thus the good understanding that has existed for some time between the Sultan and the Company will have remained constant. The employees attribute the larger profits to a vastly greater turnover of merchandise, but as the return of the sold goods to which the employees refer in their letter of 26 October 1740 has not come to our hands, we cannot judge the origin of that profit, but if we may assume that the employees have arranged their demand for the following year according to the sales of the preceding one, those sales must have been small, as in that demand no merchandise was requested other than only some iron, two bales of Surat blankets, and a few minor items of no consequence. In which case your Right Honourables please favour this Factory with 1 other capable second master, and especially with 1 skilled clerk, as well as 1 ditto smith and 15 soldiers, which men, together with those who have already obtained their discharge or have died in the meantime, will be lacking from the fixed garrison of this Lodge. In the beginning of the past month, there appeared in the Bangka fairway at this latitude Radja Hadjie, belonging to Riau, with a fleet of 12 heavily manned and well-equipped vessels, consisting of 1 small ship, 1 bark, and 10 large and small penjajaps, sending immediately upon his arrival an envoy to this Court with a request to be supplied with rice for his men on account of great shortage. This having been politely refused by this Sultan, he has remained cruising about here until today, being daily reinforced from various places lying to the north, so that, as is assured, it has now grown to 35 to 40 well-equipped vessels. What his actual intention is, both the King and the Crown Prince profess not to be able to fathom for the present, although their Highnesses a few days ago had to hear with grief that right before this river two tin vessels, coming from Bangka hither, had been captured. Upon which news it was immediately decided not only to suspend for the time being the navigation to and from Bangka out of this realm, except in cases of absolute necessity, but also not to permit any merchant vessels here, whether belonging to own subjects or foreigners, to put to sea before Radja Hadjie has steered north again. Also, all of the King's defensible sloops and penjajaps are gradually being made ready and immediately dispatched thereafter to guard and protect these rivers, but especially the Sungsang, in case that fortune-seeker should attempt anything hostile. The King and Crown Prince still speak repeatedly in all respects very favourably of the state of the pepper cultivation, but what will become of its shipment to the Coast under the present circumstances of the time, I cannot as yet communicate to your Right Honourables with certainty, as until today not the slightest evidence is seen of the preparation of the pepper and tin vessels, but rather almost everywhere of war preparations.
