From Java's east coast the 5 June 174. timbers both for palisades and building timbers for the new post could be gathered and brought thither, so it did not seem advisable to them to impose a quota on the chiefs to deliver for an agreed price, as it was my opinion that thereby the work would not only be delayed, but one would also run the risk of never reaching completion, for the reason that most chiefs were as yet unable to provide the necessary provisions for their people during that labor, and if any advance of money were given to them for this purpose, poverty would apparently cause many to withhold the wages of the common folk, who then, through lack of food or mainly rice on account of the dearness thereof, would have to abandon the labor, whence it could easily result that they would be followed by the rest, who found the burden falling on them alone too heavy; deeming it most advisable that each chief should furnish as many people for that labor as he could spare from his own, always with a mantri who oversaw them in rotation, who would then be provided with sufficient subsistence, and the wages in cash or otherwise were counted out and handed to the workmen themselves, they being of the opinion that this was the best encouragement to keep the common man at work. That I, whenever the Company finds it advisable or proper to have rice or also other products of the land in its regency of Passum purchased against the prices determined by it in other places, or against the market price, shall in no way oppose this, but on the contrary shall seek to facilitate and promote this purchase as much as possible from my side as is proper and fitting for a faithful Regent, binding myself to this in such a solemn manner that, if I fail in this regard, I will willingly subject myself to the penalties and punishments that shall be imposed upon me on behalf of the Company. Article 10 Furthermore, we promise seriously that we shall continually seek to live in all peace and friendship with everyone, and also make our subjects maintain all peace and friendship among one another, and that we shall not meddle in the least with the governance of the adjacent lands, nor arrogate any authority over such territories, but on the contrary shall live in all peace, friendship, and good neighborliness with those who are appointed by the Company as regents in those lands and with their subjects, all the more so because this is also the Company's command to the inhabitants of those lands, and this thus tends toward mutual tranquility and prosperity.
