High Noble, Rigorous, Most Venerable Lord, Noble Rigorous Lords! Since the Pangeran of Madura has so far made no application for the consummation of his marriage with one of the daughters of the Adipati and head regent here at Samarang, which is mentioned in the memorandum of the noble rigorous lord Johannes Vos, former Councillor of the Dutch Indies as well as Governor and Director at this coast, and your High Excellencies' secret resolution adopted thereon on 27 September 1771, but without giving me any reasons, declared that he renounces it entirely, and the Adipati has also not insisted on it, nothing has come of it, but the matter has long been regarded as settled between both parties. Since then, however, the lawful wife of the Sumenep regent, Raden Tumenggung Noto Kusumo, has passed away, and he has subsequently shown himself inclined toward a marriage with that same daughter of the Samarang head regent, and has accordingly come hither with my prior knowledge, I take the liberty respectfully to implore your High Excellencies' permission for this as well, because, submitting to your High Excellencies' far wiser judgment, I am of the opinion that this match, in view of the Company's interests, is by far to be preferred above the first one, in order to maintain the balance, both within the eastern salient itself and between the eastern salient, Madura, and the western coastal districts, considering the extensive connections that the house of Madura already possesses on Java through the marriage of princesses to the first regent and wedana of Tegal, to the first regent of Surabaya, to the regent of Kudus, and to a son of the Pasuruan regent, as well as to the regent of Pamekasan, while Sidayu is even governed by a Madurese prince, whereby the balance currently tilts heavily toward the side of Madura. Plettenberg In margin: In the Castle of Good Hope the 8th of July 1774. — Because Your High Excellencies, by much respected general letter of the 19th of July last, were pleased to grant authority, upon the least apprehension that Batavia might not be sufficiently provided with rice, to forbid again most strictly the export and transport to other places, upon my proposal to promote transport to the capital, the export of rice and paddy to other places outside Batavia, Amboina, Banda, and the jurisdiction of this government has been prohibited, as appears from the enclosed extract resolutions and the circular letter flowing therefrom to the subordinate offices of the 15th of this month; yet that apprehension itself finds little ground with me, Right Honorable Grand Worshipful Lord, Honorable Worshipful Lords, To His High Excellency The Right Honorable Grand Worshipful Lord Petrus Albertus van der Parra Governor-General, and the Honorable Worshipful Lords Councillors of the Dutch Indies, etc., etc. From Java's Northeast Coast the 17th of October 1774. — no place now that the Company's demands are more than completely fulfilled, and the private transport of rice to the capital also continues moderately well; but on the contrary the representation of the native does find acceptance, that whereas it has rained so heavily here and in these surrounding areas especially over the past eighteen days, as if one already had the west monsoon and rainy season, those rains will fail when the ordinary time to plow and plant the rice fields shall have come, and that this could be of very detrimental consequences for the coming rice crop; and having deemed it actually necessary for this reason that in good time the export of rice and paddy as aforesaid was strictly prohibited again, I hope that Your High Excellencies will be pleased to approve this, while the respective regents have in the meantime also been encouraged, just as was done with much fruit in the past year, to have maize planted in places where it can be done without prejudice to rice fields for the sustenance of the common man, and at the same time to be mindful of making bandongans and clearing the watercourses, so as to be able to irrigate the rice fields in due time. Having been detained for some time by the Landraad: Wero Cromo, former chief at Kangean, upon strong suspicion of having conducted smuggling in nutmegs and cloves and of having given orders for various murders. Wito Coestemo, his son-in-law, for smuggling as above. Semahil of Sumbawa, Strooms of Kangean, Godo of Sumbawa, Djemur of Sumbawa, Bassoe of Makassar, Djoema, Buginese, Soeboe of Sumbawa, and Koetil of Sumenep, because they are said to have helped carry out the one and the other. The general shortage would also have been considerably less if Houque's debtors had all paid off their debts: and if the Ambon debt had not been increased afterwards, for instead of Houque's account at Ambon, according to the ministers' separate letter of 25 May 1773, being ahead by an amount of more than two hundred and fifty Rijksdaalders, I have now learned to my surprise from Your High Nobilities that on that account there is still a deficit of one thousand three hundred seventy-four guilders and two stuivers. Honorable Mr. Breton, together with the former Governor Munnik, had done regarding the aforementioned Prince, the same was, pursuant to Your High Excellencies' qualification, solemnly declared in our assembly on the 30th of July as King and Vassal of Ternate, under the name of Amirie Dul karnam Iskandar Alimoedin Sjah kitchili Hairoen Saha, in the manner comprehensively described in the general Resolutions of the 29th and 30th of July. Following this, the contracts between the Company and the Ternatan Realm were renewed in our assembly of the 16th of August, and sworn and signed by the King and the Greats of the Realm, with a copy of the Contract now being transmitted to Your High Excellencies among the annexes to the general letter. On this same occasion, His Highness was also publicly presented in this Castle, in the presence of a great multitude of onlookers who had gathered together to witness this solemnity. I will not delay Your High Excellencies with an unnecessary detail of the particulars of this presentation, since they are described in the general Resolution of the 16th of August, but will merely say that all the Ternatans, both small and great, were exceptionally pleased with the precaution taken by Your High Excellencies to immediately appoint a successor to the Ternatan Realm, whereas otherwise during the interregna manifold disadvantageous divisions arise and far-reaching disorders are committed, which have now been prevented by Your High Excellencies' salutary arrangement, and which, during the reign of this King Hairoen Saha, one will in all probability not have to fear, since I can testify to Your High Excellencies that, in my opinion, he is still the same virtuous and well-meaning person as he was described by Messrs. From Maccasser, the 22nd of October Anno 1774. has caused it to be forbidden to rule over the Boniers living in certain nine Wadjorese villages, known by the name of Pitoe Panoea, or to demand court services from them, whereby that nation, being enraged, is said to have conceived the aforementioned intention, as appears from what was noted in the daily register under the dates of the 20th, 21st, and 24th of August, and a translated letter of the Poenlipoe of Soping transmitted in copy, together with the oral conversation held by me on the 28th thereafter with the former Bonij Pongauwa, who indeed added on the one hand that the son of Arou Betting Pola, one of the Wadjorese head kings, severely mistreated the Boniers residing in the said villages and that this had been the cause of the mission sent by the grandees of the realm, but also at the same time that the prince's children, being in the interior, uncommonly vexed the Wadjorese and committed all kinds of extortions, extorting excessive sums of money from them instead of the customary toll upon passing the river Tjinrana, while they acted with no less violence against the Boniers themselves, on account of which a number had taken flight both to Wadjo and elsewhere (as was also told to me by Fanet's queen, who estimated the same at a thousand heads), further adding that although he could not yet think that it would come to an extremity, it would nevertheless be desirable that His Highness should summon them from the interior to prevent further consequences, the more so because the confusion on all sides, through their doing, was already uncommon, so that everything would be turned upside down should the prince happen to pass away. This last point, fully agreeing with what was noted in my respectful previous communication, has long made me hesitate to confer with His Highness on that point, although I could expect less fruit than displeasure therefrom, and that to the Company's disadvantage; but in view of the aforementioned reports, I intended to put this into effect upon my return to the Castle. If in my previous letter I made passing mention of the confused state of Tanette, I now find myself obliged to speak thereof in somewhat greater detail and respectfully to inform Your Right Excellencies how the Queen, continuing her residence here, her son Aroe Pantjanna, together with her nephew the soelewattang or stadtholder Aroe Popao, increasingly give themselves over to the utmost outrages, mistreating the good subjects in the most abominable manner, whereby a great part have taken flight, both to Soping and elsewhere, and almost nothing but all kinds of rabble have remained in the country, so that its downfall is as much to be feared as that the Queen herself might well be cast out from the government just as from that of Loewoe; and that the King of Boenij would gladly see this does not seem improbable to me, seeing that his daughter Datoe Rijetta, married to Her Highness's son Magoesila, has recently in childbed given birth to a prince of whom, by her own testimony, he thinks very highly, whereas against this the father is a youth of not the least expectation of being able to maintain himself if he should ever come to the crown, such as the condition is. Meanwhile that prince knows how to lull Her Highness to sleep in such a manner that I cannot sufficiently marvel at it, since she lacks neither knowledge nor judgment, and through experience knows only too well that everything is duplicity, while on the other hand she remains so infatuated with her son Aroe Pantjana, notwithstanding all his evil deeds, that she will believe or hear nothing of what is presented or caused to be presented to her concerning it, however convincing it may be; so that two of her best-disposed realm's grandees even declared to me on the 11th of this month—to whom I pointed out the necessity of setting before Her Highness's eyes, together with the other grandees, the consequences to be expected from what has already been cited and what will further come before Your Right Excellencies under the heading of the Company's lands and subjects, and therefore to awaken her to the employment of all useful means to prevent the same—that they have promised me, and I also wish to hope, to be able to do likewise subsequently, as was already my intention at that time, which however I did not find very practicable because of Her Highness's statement that she would submit what she had to say on a further occasion and had only come to inquire after my welfare, thus indicating that she also did not gladly wish to treat of matters; but what has chiefly restrained me has been the illness of the license master Voll, without whom almost no one can manage with that princess on account of her defective and difficult pronunciation, as she likewise gave to understand. Concerning Soping, I have the honor to present to Your Right Excellencies, besides the Poenliepoe-E's letter mentioned under the chapter of Boni, a second one from the same and a third from him and the assembled realm's grandees, with my reply dispatched thereto in two letters under date of the 21st of the past month, as proof on the one hand that although the said Poenliepoe E promises to remain attached to the Company with all faithfulness, to such a degree that he even testifies in his first letter that he would not wish to be Mattaua of Wadjo even though it were offered to him, on the other hand he makes such complaints about the vexations inflicted upon him by the court of Boni, as well as by the Tanette princes Aroe Pantjana and Aroe Pao Pao, together with the Adatouang of Sedeenring, and even by his mother the Queen of Tanette, that I have reason to fear whether all my efforts to quiet and calm him and the realm's grandees will have the desired effect in the future as has been the case hitherto.
