371. The 28th of April 1775. The 28th of April 1775. in the country, as well from the Tanjore prince as others, to be allowed to bring in and export from here all kinds of goods, provided they pay the ordinary toll, and with the exclusion of spices, copper, tin, pepper, opium, just as the Right Honorable [illegible] to declare as contraband whenever such succession also. After the completion of the delivery, the merchants shall be obliged to settle accounts annually with the Honorable Company, and to execute an instrument thereof [illegible] each of them their contingent of the contracted textiles [illegible] and whoever of them does not fulfill their due duty according to the intention. The merchants are permitted, for trade in this place [illegible] no more, except the rice and natcheni that [illegible] for congee, the aforementioned merchants also being allowed to bring in duty-free the cloths, the minor crops, cane sugar, gingelly and its oil, illippe seeds, lamp oil, castor seeds, milk, curd, butter, fruits, vegetables or ground crops, coconuts and dried coconuts, whatever they require of these for their own use, betel and tobacco according to custom, nothing more, and in times of dearness, whatever is provided by them to the washers, the [illegible], weavers, shall be taken outside duty-free by their people, as well as the gift goods which the merchants come to dispatch to the subadars, young lords [illegible]. 3. Whenever the Regents should molest the aforesaid merchants in the country, they shall be protected according to the equity of the Company's maxims, provided no cause or occasion has been given from their side. Of this Contract four identical writings have been made and signed, namely two in Dutch and two in Malabar, of which two remain with the Honorable Company, namely one in Dutch and one in Malabar, and the other duplicate remains in the custody of the merchants. Thus done and executed on the Coast of Coromandel at Nagapatnam in the Castle on the 28th of April in the year 1775. Contract of trade or contracting out of forty-nine bales of diverse textiles, assigned to the residency of Portonovo, entered into and concluded by the Right Honorable Lord Reijnier van Vlissingen, Governor and Director of this Coast of Coromandel, with the jurisdiction thereof, together with the Council at Nagapatnam, with the Company's merchants, Mazulimanie Moddelij, Lapoe Chittij, Ramalinga Chittij, Ramasamie Chittij, and Fwraitinada Moetoe Chitti, each for a one-seventh share, as well as Tamboe Naijken, and Ragasaaij Chittij, further Ljiwasjedembara Moddelij, and his guarantor Ragoena Chittij, the four of them together also for a one-seventh share. It is, after resumption, approved and agreed to dispose of the entries occurring therein for write-in, write-off, and transfer as is expressed in the margin of the same, of which a brief extract is inserted herewith. Deficit 27¼ lb mace, whereof: 18 lb too little, of these: Write-off to Profit and Loss: 15¼ lb on 54 lb or sokkel at the opening for retail loses a full 7/8 percent. 2¼ lb on 272¼ lb at the consumption chest, calculated at 1 percent. According to the incoming report from the Judicial Commissioners, who, pursuant to the resolution of the Government of the 18 February of this year, have caused to be re-weighed and sifted in the Company's trade warehouses the quantity of 7680 lb of pepper sent hither with the thoni De Jonge Pieter from Jaggernaikpoeram, being the remainder left there after the loading of the ship De Jonge Lieve in 1773, from which 1067 lb has fallen to dust; thus it is approved and understood to have this amount bought out of the estate of the deceased Secunde Jan Dumon. Likewise it is understood, from two similar reports of Judicial Commissioners, to note hereby that the aforementioned 1067 lb of dust and rubble of pepper was properly dumped into the sea, and some artillery goods have been destroyed according to orders, just as it is also understood from a report of commissioned boatswains to keep a record of the taking in, writing off, and destruction at the equipment wharf of various equipment goods, consecutively removed here from the sloops the Anthonia Dorothea, the Poeijoer, the Nagtegaal, and the bark Den Arend; all specifically noted in that paper. That he, the first deponent, upon his arrival at Jaffanapatnam, had given 2 mast timbers to the Resident Anthonij Mojaart. All of which the deponents confirm, offering to confirm the same by oath according to their duty. Upon the favorable testimony given by the trade transferor of the clerks Christiaan Hendrik Steenkelder, Hendrik Niboer, Willem Robertus Prins, and Jan Michiel Zeijler, and to encourage them and others to the diligent performance of their duties, it is approved and understood to grant them the benefit of the assistant board allowance. to take the necessary Resolutions thereon and to dispatch them: it is initially with regard to The Residency of Portonovo, upon the letters received from there dated 22 and 28 February, 25 March, 4, 11, and 29 April of this year, resolved to note that this Government has duly received, and found to be in accordance with the orders, the transfer of that Residency made by the outgoing Resident Padama to his successor in said service, Brouwer; and at the same time to order the latter to send here both the 1766 pieces of floor tiles, 2 pieces of copper torches with their jugs, and an unserviceable telescope mentioned in that transfer, as being out of use there, as well as the stamped paper lying useless there according to the advice of 24 February; in place of which it is also resolved, complying with the request made to that end, to provide 24 stamps of 12 and 24 stamps of 6 stuivers each for daily use. The affairs of this Residency having ended herewith, it is resolved, with respect to Paliacatta, upon the letters of the servants of the last of February, 6, 16, 25, and 31 March, 8 and 18 April last, to approve the expense accounts of the months of October, November, and December 1774, as well as January and February of this year; item the schenkage and timbering accounts of the first 6 months of this current financial year, with a written order, however, to bring up no more on the expense accounts in the future, as was done on that of November, anything for temporary helpers to fetch drinking water there. The 19th of May 1775 continued. frugality, and master smith, absolutely cannot be spared, other useless servants must then be discharged; likewise that of the 36 sepoys serving there, 12 pieces must be discharged immediately upon receipt of this order; this Government being of the opinion, however much the chief pleads for their retention and tries to demonstrate the necessity thereof, that the remaining 24 pieces, if they are only employed solely in the Company's service, especially if their employment is done with sensible deliberation, will sufficiently be able to perform the duties that they otherwise perform with all of them together; whereby the wages of those 12 men will immediately be saved for the Company. And as this, or the retrenchment of all superfluous expenses, is a duty about which every faithful servant ought to think, it is likewise resolved to recommend to the aforesaid chiefs to observe frugality in everything, as has already been done by him with regard to the gift account, for which since the year 1769 an annual lesser amount of C. C. 1560 guilders purchase price was charged, which makes a pleasant showing; which this Government hopes to see regarding other expense items as well, instead of their increase, for which it is also resolved to warn the servants to take careful heed, if they do not wish to expose themselves to accountability. 431. Remark thereon. Regarding the sensible feelings with which the Jaggernaikpoeram and Masulipatnam merchants were supposedly affected, according to the servants' letter of 15 January past, concerning the favor shown to them by the High Indian Government by permitting them to send to Batavia a capital of 33000 pagodas in linens, in order to be able to settle their old debt of pagodas 635. 8½ from the freight charges thereof, it is resolved to remark that it is hoped they will demonstrate their obligation by supplying good and proper linens; and regarding the chief's question on that account, as to how the accounting of those freight charges for liquidation shall be handled, to note that as soon as the shipment takes place, and information has been obtained concerning the sale thereof at Batavia, the crediting of the freight charges will take place from here. Regarding the mint and coinage, it having been remarked among other things by the chief that the rupee currently being minted there now circulated everywhere, and thus the long-desired reduction of the standard of that specie could not only take place with confidence, but had already taken place and would still take place: it is resolved to recommend that reduction to the chief in the most earnest manner, as well as the entire operation of the mint, so that this may be handled to the greatest benefit of the Company. While it is likewise resolved to approve the shipment to Bimilipatnam of 20250 pieces of rupees; as well as the disbursement to Palicol for the continuation of the collection of 17747½ new Nagapatnam pagodas with 4 percent agio, and later still of 421 of the like pagodas. It being noted in a transmitted statement of account of the petty cash from primo September to ultimo December 1774, that apart from the pro-memoria sum listed therein, its remaining balance amounting to pagodas 1703 was not shown to the Commissioners who had conducted the audit; and it also being stated in a similar account of ultimo December alone that among the pro-memoria ongoing funds, 100 pagodas debited to the late preacher Carel Willem Gebhardt are also included; it was approved and agreed to postpone the decision regarding the first item until the estate of the late Second Du Mon, under whose administration the petty cash was, shall have been settled here; and regarding the second, until the decision of the High Government of the Indies shall have been received, to whom said preacher addressed himself regarding that item by petition. 437. Meanwhile, it was agreed to pass the expenses charged for it, as well as the ration and board money provided to the seafarers on the sloop De Walvisch for the months of September and October 1774, and to the seafarers on the bark Den Arend for April and May last. Whereas on the other hand, it was agreed to call to account the master of this vessel, Doensen, who signed an instrument for the proper caulking of his vessel. It having been communicated by the chiefs in their letter of the 15th of February that they, not only pursuant to the license of the Government, had cancelled the General Contract concluded until now with the merchants, but in addition thereto, with regard to the latest Requisitions for the Netherlands and India in the year 1775, had contracted with them separately, or on the same footing as takes place with regard to the Mazulipatnam merchants, while at the same time presenting the Contract itself for approval: thus, it having been taken into consideration in that regard that they, contrary to the order, had contracted out those entire Requisitions without causing to serve as a supplement thereto the 127 bales of remaining Linens from the Requisition of the past year on hand with them, which ought to have been done, it was approved and resolved to answer the Servants that, since they have contracted out the entire Requisitions, it is now also beyond the power of the assembly, however valid the reasons adduced for it by the chief Baars may be, to order or approve anything on that account contrary to the prescribed positive order; and therefore provisionally to order him to supersede somewhat the collection of the cloths, whereof the remainders of the previous year could and should serve in deduction, as further orders from the High Indian Government in that regard are awaited. Meanwhile it was also resolved to write to the chiefs that one will continue to await the outcome of the promises made to them by the merchants: namely that, now that they had their satisfaction of being allowed to negotiate each for his own account, the outcome would also show that incomparably better cloths than before would be delivered; with the recommendation at the same time that the care thereof remains most strongly commended to them; as also the settlement in this year of the pagodas 922. 17. 1/4 which the Collective Merchants are still in debit above their old debt. The necessary timbers for the erection of a new washerman's house at Gollepalium being on hand at that office, it was approved and resolved to order the servants to have this necessary building completed as soon as is ever possible, and in the meantime to report hither the costs of those timbers. In the hope that the Revolution in that area among the weavers will already have been quelled, it was resolved to consider as communicated the imparted arrival there of the bark the Arend with the Secunde de Neijs, and of the sloop the Loo with the Palicol chief Accama, and furthermore to pass over the error committed in an Invoice sent to the Government in the beginning of this year per the bark the Arend, writing to them, however, that this Government hopes that in the future somewhat more attention will be exercised in that regard; while with regard to the returned Linen bales of the merchants, it likewise refers to its letter of the 13th of April last. Deferring for the present the disposition upon the request of the Servants to be accommodated with another reader in place of the deceased Godefridus van Willik, it was finally resolved upon the proposal of the servants to increase the wages of the Soldier Salomon Anthonij stationed there, who has served out his contract, to 11 florins. Whereafter, with regard to Palicol, upon the letters received from there dated the 18th of December 1774, 21st of January, 22nd of February, and 28th of March last, after reading it was resolved to note for the information of the Servants that the two pieces of samples of Chintz handkerchiefs sent hither by the Secunde on the order of this assembly have been duly received; furthermore it was resolved to approve the Contracts concluded by him with the merchants on account of the new Requisition of returns for the Fatherland and India for the year 1775, as well as the advance payment made thereon to those Merchants of 4600 three-image pagodas; as also that on Jaggernaikpuram.
