With regard to the request of the Secunde by letter of the 28th of March, that it might please this Government to absolve him of the counting into cash imposed upon him for the increased debt of the washers at the closing of the books of 1773/4 amounting to pagodas 284. 23. 74; and the demonstration made by the chiefs in the said letter in support of that petition, to show that they were then, instead of in arrears, indeed pagodas 99. 21. 1/4 ahead; it is resolved, first of all, with regard to that representation, to remark that this demonstration has no application to an earlier neglect and is therefore of not the least value in this matter, because the order issued on that subject has not been complied with, since it is expressly commanded therein that the accounts must be liquidated at the closing of the books, or the excess received must be reimbursed, and that in a contrary case the increased debts remain directly for the account of the chiefs; and regarding the request itself, to order him once again to count this uncollected amount of the washers into cash after all. And having herewith proceeded to the resumption of the Bimilipatnam letters of the 7th of January, 2nd, 8th, and 28th of February, 10th and 18th of March, 8th and 9th of April of this year; satisfaction has been taken, with regard to the discharged sepoys of whom the servants had dismissed only 41 men instead of the ordered half, for the reason that the posts which had formerly been occupied could not remain unguarded, and that for the manning of the same, besides the Europeans and Mestizos, 14 sepoys were still required daily, so that if they had dismissed half of those troops, most of those doing guard duty would have only one night off, and other reasons besides; with the aforementioned positions; and upon their communication of the war that has arisen between the Vizianagram Princes and the Marathas, qualification to re-engage discharged sepoys to authorize the servants, in case the same should turn out disadvantageously for the former, and through an invasion of enemies into the lands of Their Highnesses the Company's factory might be threatened with a hostile attack, immediately to re-engage the discharged sepoys into service, in order thereby to enable themselves to defend the Company's garrisons; but The 19th of May 1775. to write to them herewith that they must not proceed to the aforementioned engagement upon loose rumors, but upon reliable news of danger; that if it comes to that, they will have to supply the necessity of that engagement by sound reasons to this Government; and in such a case not to keep those warriors any longer than the danger is present; but this having disappeared, to discharge them immediately, in order thereby to save all needless expenditures. Furthermore, to reply to their advice that the native Coentjang Chittij would still owe 3000.- and the servant of the deceased chief Pferffer still 1000.- rupees to the mentioned renter, that one will compel that servant, who is here, along with Coentjang Chittij, who is expected from there, to pay what they owe to that renter, which one will let serve in deduction of his debit. On the received expense accounts of the months of December 1774 and January 1775, there being nothing to remark, it is agreed to pass the same; but, on the contrary, to have the servants reimburse into the treasury the 4 per cent agio improperly entered in both aforementioned months in the statement of accounts of the petty cash for monthly wages advanced to native servants. Likewise, upon the recommendation of the Chief and upon the expiration of time, it is approved and agreed to promote the junior assistant Daniel Termie to full assistant with ƒ 24, as well as to increase the wages of the quartermaster and flag keeper Ian Dirk Heerman to ƒ 18, And finally to authorize the servants to make payment to the gunner Hendrik Christiaan of all that stands to his credit on the balance of a pay account closed on the 5th of June 1772; and to send hither the soldier Iacobus Theodorus Chasar, who has made a request to that effect. Secondly: they, the merchants, promise most strictly not only not to slacken in the zeal and vigilance shown by them during the last past five book-years, but also to give proofs of a doubled diligence, by the complete delivery in sound merchandise of the bleached Guineas, the Company's old sort, Guinea common raw, Salempores sortings, on the condition that if, in relation to the other advances to be made to them of the said sortings, they do not deliver proportionally as much as of the Guinea fine bleached and Guinea common bleached, they shall then have to tolerate either that some reduction be made in the prices of the last-mentioned two sortings, or otherwise that recourse be had to such suppliers as are capable and willing to fulfill the aforementioned conditions, in order eventually to present the most capable, competent, and vigilant from among them to the Highest aforementioned Illustrious Government in their place as merchants. Order to the servants how to decline the request of the prince for 1000 muskets. to offer to the Company, in order thereby, if possible, to keep his friendship and goodwill toward its interests alive, but not (as the objective of the servants seems to be) by that means to win him over in such a manner as to obtain Bimilipatnam in perpetual hereditary lease for the Company in due course through his agency; concerning which it has also been resolved to instruct the servants not to make the slightest overture or to accept any proposals. Concerning the request of the Prince Sjitta Ramarasoe, presented to the Government by the chiefs, to be accommodated with 1000 muskets at cost price, it has been resolved to instruct the servants to attempt to turn down that request in a subtle manner, under presentation of the following very reasonable grounds: The 26th of May 1775. First, that the Company here at the capital is not provided with any more weapons than it strictly requires for the ordinary garrison, so the weapons would have to be requested from elsewhere, namely from the capital Batavia, with which at least 8 to 10 months would elapse. Secondly, that since Their Highnesses stand in a much closer relationship with the English than with the Dutch Company, they would be able to obtain them much better or more easily from that nation (who, after all, just as other foreign Europeans do, practically hawk them for sale). Thirdly, that the English, seeing that Their Highnesses were supported, aided, or supplied with weapons by the Dutch The 26th of May 1775. Regarding the money demand made by the chiefs for the continuation of the cloth trade, amounting to 10,000 pagodas, it is resolved to reply that it has already been completely fulfilled with the bark Den Arend and the sloop De Papagaai; furthermore, fully to approve the cloth contracts concluded by them with the merchants there for the new demands pro Patria and India for the year 1775, with the notification that one expects from their known zeal and vigilance that they will leave nothing unattempted, but will employ everything that may serve to facilitate that collection, so that at the end of this trading year the demands may be completely fulfilled in good and sound quality, better than that already received, which upon sorting here was found for the most part to be merely passable, as they will see from three findings, which it is understood shall be sent to them for their information. As it is also resolved to send them a demand for Colombo of 200 lb red sealing wax, with orders to send it hither as soon as possible. The 7 pieces of broken muskets mentioned in the report of the inventory under the ultimate of February having since been received here, it is resolved to mention this, and the decision of the Government to send the unserviceable firearms to Batavia, in the outgoing letter to the servants, and moreover to notify them of the receipt here of 5 pieces of pike heads, which, after they have been hafted here, will be sent thither again. 535. Officers' residence, until when. A report having been sent over showing the dilapidated state of the officers' residence, this Government having also expected, but not received, a calculation of the costs that would be required for its repair, it is resolved to order this from the servants as yet. And regarding the 12 lb gall nuts and 6 lb gum arabic not accounted for upon the delivery of the cargo of the bark Den Arend, it is resolved to suspend the decision of the Government until the commander of that vessel shall have accounted for himself in that regard, as it is still uncertain whether the restitution thereof is incumbent upon him or upon the warehouse keeper. Upon the favorable proposal of the servants, it is approved and resolved. In the meantime, it is resolved to authorize the servants to provide for the flagstaff, which according to their advices absolutely must be repaired, in the best possible manner; and at the same time to write to them that, as soon as a topmast becomes available, their request for it will be met, in order to let it serve in place of the decayed flag topmast; with further orders to report to this Government in the meantime how long a time the aforementioned flagstaff has stood.
