165. Inspection of Siamese ticals Inspection of the pay books the like, but especially the merchants who have no debts, were not in the least willing to incline. Pursuant to the decision taken at the session of 8 October last, the Siamese silver ticals received with the ship De Pallas, on account of the excess weight discovered in them as mentioned in the resolution of that day, having been counted piece by piece and also weighed accurately, and it having now appeared from the report submitted thereof, that not only 10 ticals in number, but also 10 marcq in weight are in excess, being, instead of the recorded 1779 17/16 marcq and 29998 pieces, found here to be marcq 1789 3/16 and 30008 pieces, thus more than the number and weight cited here before; it is approved and agreed to credit the same to the Indian headquarters Batavia by invoice 30 December 1774 yet without money, as well as, but with money or f62. 12. —, the 500 leaguer staves, which were indeed received here by the sloop 't Loo, but were not recorded by invoice. The Poor Fund, alongside that of the Lepers, having already been submitted according to what was recorded in the resolution of the 6th of this month, it was approved and agreed, in order to examine the same according to order, to choose and commission for this purpose the members of this assembly Jan Appengh and Joan Daniel Simons. Subsequently was read and resumed the written report submitted by the commissioned members of this assembly Pecacules and Jan Appengh, concerning their actions in the examination and inspection of the 30 December 1774 pay books of this Government for the year 1774, in compliance with the highly respected order of Their High Mightinesses contained in the regulation of 30 July 1753 and the extension thereof under the date 19 October of the said year, the report reading as follows. To the Honorable Sir Reynier van Vlissingen, Governor and Director of this Coast of Coromandel with its dependencies, Honorable Sir, The pay books of this Government for the year 1774 having been accurately examined and inspected by us the undersigned, according to the order of the Honorable Henricus Leembruggen, Senior Merchant and Chief Administrator here, we have the honor, according to the venerated command of Their High Mightinesses the Honorable High Indian Government at Batavia by regulation of 25 July and extension of 12 October 1753 regarding the keeping and inspecting of the books, to initially report that which was written off at the expense of the pay and trade books to the amount of f124129. 16. 8, amounting according to 30 December 1774 those of the pay books or with the premium on the wages provided to f165276. 14. 14, in the following manner, namely: Trade: Pay: On account of charges to various servants, as well as the commanders of the vessels, for goods to be accounted for by them, on the outward estates of the Company's deceased servants f475. 4. f475. 4. The 30th of December 1774. the provisions were made, as can be seen in the said Journal pages 248 to 256, to an amount of ƒ23354. 9. 2. and to be your obedient servants, was signed: S: Mossel, and J: Appengh, in the margin: Nagapatnam the 29th of December 1774. Hereupon being brought to the table, the prepared advices addressed to the Lords and Masters in the fatherland, and Their High Noble Excellencies in Batavia, containing a report of affairs of all that has occurred and been accomplished in the service of the Honorable Company here on the Coast since the dispatch of the last advices of January of this year, in so far as it could take place and be sent beforehand to Colombo for delivery of address, were resumed, approved, and signed, and it was also resolved to send the continuation thereof, with which they are still busy due to the late receipt of papers from the subordinate factories, by the 10th of the forthcoming month of January. Thus done and passed in the Castle of Nagapatnam on the date aforesaid; was signed: R: van Vlissingen, H: Leembruggen, P: J: E: G: Haselman, Mossel, J: Appengh, J: van Tessel, Wm Duynevelt, J: D: Simons. The Junior Merchant and Mint Master Willem Duynevelt. The Junior Merchant and Second Warehouse Keeper Joan Daniel Simons. Absent: The incoming Chief Administrator Hendrik Ambrosius Johnson, The Titular Major, Commandant, and Head of the Militia Johan Ernst Godlob Haselman, The Merchant and Fiscal Martinus Koning, and The Junior Merchant and Assayer Jacob van Tessel, all due to indisposition. To begin with, the Governor informed the meeting that the accounts of the Porto Novo merchants, who arrived here a few days ago, having been examined and settled, according to the same and the compilation of their debts drawn therefrom, an amount of ƒ6817. 15. 8 was paid off during the past trading year in reduction thereof, thus leaving them still owing ƒ65500. 7. —. That upon entering into negotiations with those merchants regarding the new requisition for this year, amounting to 179 bales for the Fatherland alone, as nothing fell to their share in the distribution of the Indian requisition, the same was accepted by them to be delivered on the conditions of the previous year, and likewise, as stipulated in the past year, to pay 8 percent on the delivery of textiles for the money advanced, in reduction of their aforementioned outstanding debts, and that in return it had to be granted to them that of the required 100 bales of ordinary bleached Guinees, 66 pieces would be delivered with the increase of 8 percent, and the remaining 34 bales for the ordinary price of 86. 12½ pagodas, and 173. thereupon, pursuant to the recent resolution of the 30th of December last, a sum of 10,000 pagodas having been advanced to them, wherewith those merchants were dispatched back early this morning, having requested to depart as soon as possible because their Pongal festival begins tomorrow, in order to celebrate that festival with their family and relatives after signing the contracts prepared for the aforementioned contracted orders, which having also been presented, it was resolved to conform fully with the aforementioned transaction and treatment, and furthermore to insert the said trade contracts, along with those of the merchants of this main settlement mentioned in the resolution of the 22nd of November last, at the foot or at the end of this document. Meanwhile, the Governor read to the meeting the letter received yesterday evening from the Jagganaikpuram Chief Pieter Baars, dated the 10th of December last, giving notice of the sudden demise on the said date of the Second of that factory, the Junior Merchant Johannes Dumon, whereupon, on the necessity demonstrated by His Honor that the post at that important office ought to be filled immediately, and thereby proposing for this purpose Jacob Pieter de Neijs from Sadraspatnam, it was approved and agreed to appoint him as Second.

[illegible] his replacement, the junior merchant Nicolaes Tadama, who was appointed as overseer of the works here at the latest session of 6 December last, and to transfer that duty, until further orders from Their High Mightinesses, to the titular ensign and land surveyor Adam Gottlieb Henck, so that in the meantime the repairs approved by the aforementioned Their High Mightinesses to the dilapidated and collapsed fortifications, both of the new fortifications and the town walls here, which have already begun, can be completed. Regarding the order requested by the said head of Jagannathpuram, Baars, as to how they should act with the estate of the aforementioned deceased Secunde Johannes Dumon, since the same had died intestate, it was approved and agreed, first, to sanction his handling of that service itself, to have it observed until further disposition of this Government by two commissioned clerks in the presence of the Scriba, and to take all necessary care, and furthermore that he had had that estate sealed, and further to order the same in that regard, having properly inventoried it, to send it here as soon as possible, both with the Company's vessels and with that of the deceased himself, and to address it to the Curator ad lites, to whom in the meantime it was further agreed to have handed over, against a proper receipt, by the chief surgeon of this Castle, Johannes van Walteren, all that which he, having managed the affairs of the deceased 177. Absent: The titular Major Johan Ernst Godlob Haselman, The Fiscal Martinus Koning, The Dispenser Ian Appengh, and The Assayer Iacob van Tessel. All due to indisposition. The Lord Governor stated that he had specially convened this meeting because the Chief Administrator here, the Honourable Henricus Leembruggen, by virtue of the discharge granted to him from that and other duties attached to it, had yesterday morning executed the clear transfer of the chief administration, and had today handed over the presidency of the Honourable Court of Justice of this Castle to his appointed successor, the Honourable Hendrik Ambrosius Johnson, and that consequently he was also to be discharged from this assembly, which His Honour had assisted in the aforementioned now transferred offices as First or Presiding Member. Furthermore, the minutes of the letters from the subordinate stations of this Government having been read since the last sitting held concerning them on 22 November of the past year, in order to provide the chiefs with the necessary orders of this Government, it was found, with relation to the station Bimilipatnam, in answer to the letters received from there dated 15 and 24 October, 30 November, and 21 December last, that there was nothing of importance to reply, especially not to the contents of the first and third letters, since regarding the items contained therein, mostly revolving around the leasing of Bimilipatnam with its dependencies, the necessary resolutions had already been taken on 22 September of the past year, and the servants had already been informed of the intention of the council by letter of the 30th thereof, namely that one would and could never proceed thereto as long as the Princes Visia- and Tjetaramarasoe did not enter into advantageous proposals and conditions in that regard, or show better willingness, to which it was resolved to adhere in reply to the aforesaid letters. Regarding which it was resolved to instruct the chiefs to take particular care that the said sum, according to the tenor of the agreement made in that regard with the aforesaid Dewan Ienpenne Jaganasoe Rasoe, also be collected as soon as possible, and that matter thus also be completely settled. [illegible] might be made into money, being specified in a note submitted by her thereof, regarding which it was also resolved to send a copy to the chiefs for their information, and to order them, in accordance with that request, to sell the same there by public auction, and to credit the proceeds thereof, as well as the amount of the 1500 Silver Rupees belonging to the said estate and currently in the custody of the present chief Vrijmoet, pro memoria hither, in order to be paid out to the Sequestrator here, to whom, upon the request made by the aforementioned widow while presenting the copy inventory of the goods still remaining at the Bimilipatnam office, it was decided to surrender that estate as insolvent. Regarding the matters concerning the office of Palicol, contained in the letters received from there under the dates of 15 October, 20 November, and 18 December of the past year, it was deemed proper to state that however much the Second Ian Onste, who solely attended to and observed the affairs of that office during the vacancy of the chief administrator's post caused by the death of Chief Pfeiffen, rejoiced in the vain glory that he had completely fulfilled the demand for linens, 241. The 18th of February 1775. continuation. the assembly nevertheless in all justice and equity could not bestow that praise upon him, but on the contrary found itself as it were compelled to express its utmost dismay and indignation that he had been so precipitate in claiming such for himself and imagining and rejoicing so exceedingly over a performance whereof the outcome caused him little or no honor, since those linens whereof he so boasted to have provided complete satisfaction furnished the government with sufficient and convincing proofs of the contrary, as during examination and resorting thereof here, to the utmost dismay and no less vexation, one had to experience their poor condition, to such an extent even that one was thereby forced to counter and stop such irresponsible practices; nevertheless, it has been resolved for the present not to make a final declaration, but to suspend the matter and await the report of the examination, in order then to proceed to such a decision in that regard as shall be found and judged to be proper, not only for the greatest welfare of the Lords and Masters and the accountability of the assembly itself, but also for the mortification of all such unfaithful dealings as had taken place regarding the collection of those cloths, as being deemed most highly necessary; but in the meantime, in conformity with what was already noted at the beginning hereof, to give provisionally the necessary notice thereof to Their High Excellencies in the letter currently prepared for Batavia, and with regard to the imaginary reduced arrears of the merchants, he was 243.
