The inner side of the outer moat of the city. of last year, in response to mine of 18 June prior. I thank Your High Excellencies very much that, although my aforementioned letter of 18 June only arrived there after the departure of the Malabar and Ceylon ships, Your High Excellencies were nevertheless so good as to decide upon it immediately, and to authorize me to fortify the inner side of the outer moat of this city, according to the design sent over for it. It is a pity that the aforementioned letters were so long in transit, for although, in accordance with what was noted in my separate letters of 18 June 1774 and 10 February 1775, I had already had a beginning made in advance, I nevertheless did not dare to make as much haste with it as I otherwise would have. Thus, upon receipt of Your High Excellencies' aforementioned authorization, I immediately had the further materials brought together from all sides in order to be able to proceed with the work speedily and without hindrance, and I do not doubt that it will indeed be completed next year. I would have wished to have been able to contract out this work, because one then does not need to exercise such double supervision, and it suffices to ensure that the materials used for it are good, and that the work is made solid and strong according to the plan; but since work had already been done on it in advance prior to the obtained authorization, I have had the completion of the remainder continued on the same footing as it was begun; and I can assure Your High Excellencies that a close supervision is kept over it. The construction of the same is being carried out by the overseer of the Artillery van Asbeek, alongside the overseer of the armory van Eijk, assisted by the Surveyor De Graaf; the latter properly to ensure that everything is executed according to the plan made by him for it. Besides this, I have assigned the further supervision over it to the Chief Administrator and ordered him to go and inspect the work time and again, which he also does, as do I. As soon as it is completed, I will submit to Your High Excellencies how much it cost, presenting a distinct specification of everything that was consumed and expended for it; which I shall also do The remaining part of the curtain along Sloterdijk. for the elevation of the parapets and the deepening of the city moats still underway, and I hope that Your High Excellencies will remain assured that I, on my part, exercise all possible supervision and frugality, to which I am not only bound by my duty, but am also more and more encouraged by the trust and the gracious manner of thinking which Your High Excellencies are pleased to have in and for me. It is therefore also on account of this that, in the hope of a favorable interpretation, I have also put in hand the last defect of this city. By this I mean what was already noted by me in a separate letter of 10 February of this year, namely the remaining part of the curtain along Sloterdijk, extending from the river gate up to the bastion Stroomburg. I promised then to give further thought to it; but since that part of that curtain, which consisted only of a single wall, was truly too untenable, and it was therefore very necessary to double it by making another inner wall and filling it with earth, whereby not only the bastions Overijssel and Stroomburg will have proper communication with each other, but that wall will also no longer be exposed to being shot down from the opposite side of Baypin, which would leave the city open on that side, as the river there is no more than 110 rods wide; and since the Surveyor De Graaf constructed the other work of Sloterdijk, or properly the bastion Overijssel and the curtain from there up to the river gate, I consulted with him as to how much he could undertake this work for, provided that the wall would also be placed on piles and on a frame, just like the other part towards Overijssel and on those same conditions; whereupon he undertook the same for 7000 rupees, which sum, proportioned to the other work, is very modest, so that I have assigned the same to him for that amount, with which he then also immediately began, and is already very far advanced. I will have this work examined by the same commissioners who examined his previous work, and the same supervision that was kept over that is also kept over this.

The Portuguese The Nabab's new or second claim on the king of Cochim and Cranganoor. Now concerning what might be going on between the Portuguese and the Nabab Aijder Alij Chan, about which Your High Nobilities, among other things, also specially recommend me to be attentive; I leave nothing unexamined in order to discover the truth thereof, but have on that account learned nothing of importance other than what was communicated to Your High Nobilities in mine of the 12th of May last, namely what our Commissioners Safin and de Riberto at Seringapatnam had heard there from an English Doctor and a Frenchman; except that I have since been informed that emissaries constantly go back and forth between the Portuguese and the Nabab, and that Bishop Norinha, since he had met the Nabab at Barssaloor or Mangaloor, was recently on a mission with great state to the Nabab at Siringapatnam, and also that the Nabab on the side of Goa had likewise formed some claims on a subordinate ruler under Goa, almost in about the same manner as he did last year with the kings of Cochim and Cranganoor; which latter is not improbable, being consistent with the nature of the Nabab, who seeks in all kinds of ways only to obtain money, just as he, although currently seeking our alliance with so much earnestness, nevertheless these days has once again approached the kings of Cochim and Cranganoor for a second contribution, with the warning that if money was not promptly forthcoming, the same would then be collected in an unpleasant manner. Concerning the king of Cochim, who still corresponds heavily about this with the Nabab, I have kept myself ignorant, but concerning the petty king of Cranganoor, I have tried to prevent various things, and indeed principally to keep the Nabab's people out of the territory of Cranganoor. The king of Cranganoor was so alarmed that out of distress he came to the city, with the intention of seeking a safe refuge somewhere, so that with great effort I got him back in all haste to his little realm, and gave it the appearance as if he had come to speak with me; meanwhile the Governor of Calicoet tries in all kinds of ways to merely gain a footing in the territory of Cranganoor; for although the Nabab acts as if he knows nothing of it, his Governor appears to have orders to simply push it forward as long as the Nabab remains uncertain whether we shall engage ourselves with him, and quite possibly to imperceptibly force us to enter into the proposed engagement with him. For in the month of August, I received yet another polite letter from the Nabab in French, of which the translation, with my answer thereto, reads as follows: From the Nabab. The letter which Your Honour wrote to me with your harkara has been delivered to me. I was glad to see that Your Honour, as well as the Gentlemen Saffin and de Riberto, enjoyed perfect health. I wish Your Honour and all our friends the continuation thereof. It is also very pleasing to me that Your Honour informs me that the letter I wrote to Your Honour and the sent present goods have been received by Your Honour. Your Honour also writes to me that the letter and the box with presents, which I sent to Your Honour for Mr. van der Parra, were about to depart within two to three days, counted from the date of Your Honour's letter, with a ship that lay anchored in the roadstead of Cochim. I long with the utmost joy that the same may safely and properly reach his hands, so that the settlement of our affairs may not be delayed. If the articles of the Treaty which I have proposed to conclude with your Honorable Company, and of which I sent Your Honour a copy with the Gentlemen Ambassadors of your Company, take place and are accepted, as I hope with the help and grace of God, and as Your Honour gives me to understand, then between your Honorable Company and me—I repeat it once more, Sir—an unbreakable friendship will exist forever, and this is what I most sincerely desire for the happiness of you and of me. Regarding that which Your Honour writes to me concerning the Eliphanten, I say thereupon, My Lord, that four are sufficient for me: two tusked and two untusked, 8: to 8½ Cobidos long, and 7: to 8: Cobidos high, young, strong, and of the price of eight to nine thousand Ropijen. As soon as I shall be informed that they have arrived at Nagapatnam, I will send people thither to pay for them and bring them here. In an article of the treaty it was stated that we shall grant each other help and assistance, and I hereby request Your Honour to be pleased to provide me, with the consent of your Governor General, two hundred infantrymen, and also if possible one hundred cavalrymen, who are well trained, with their officers and a commander for each of the two corps. The salary of the said officers and commander I will pay according to that which My Lord van der parra or Your Honour, My Lord, will assign to me. Your Honour's missive of the 1:st of Julij which I have received showed me a negligence on the part of him who served me as secretary, and also of him who was charged with delivering the letter to Your Honour. have also informed me that Your Highness wished to have two long guns that are solid and good; I have had people search for such here in vain; thus I have written to Ceijlon for two such guns and obtained from there two such pieces, which I have the honor to offer to Your Highness on this occasion, in the hope that they may be to Your Highness's satisfaction. And since I am very inclined to maintain our mutual correspondence, I shall let no opportunity pass by to contribute my part thereto. While with the most perfect sentiments of high esteem I have the honor to be. From which letter of the Nabab one would indeed have to conclude that he knows nothing at all of the demands that are again being made upon the kinglet of Cranganoor; but this is his way of acting, and also the way of most native princes, who generally just let their ministers take bold action and, depending on how the matter turns out, then cast the blame on those ministers, which is then called a misunderstanding by them; and it will appear below that the Nabab seeks to delay his answer to my grievance made since then, regarding the demanding of money from Cranganoor, for as long as possible, whereas otherwise for some time he has been much more ready than before to answer my letters, just as it then also subsequently appeared from a letter of the Governor of Calicoet that he certainly did have orders from the Nabab to demand money from Cranganoor. The aforesaid movements actually began with the change in the Calicoet ministry, as the former Governor named Criniwasa Raijer, who was a heathen, was recently replaced by one Charder Chan, being a Turk, a man of a harsh disposition. This new Governor had no sooner arrived in Calicoet than he let the king of Cranganoor know by an ola through Aijderoos Coettij to send two Ragiadoors to Calicoet in order to treat about some Cranganoor matters. The king, who had given me notice thereof, excused himself, under the pretext that he, standing under the Company, had no freedom to enter into negotiations with anyone concerning matters affecting his country. Meanwhile the well-known Aijderoos Coettij began to meddle with the inhabitants of Cranganoor, Paponettij, and Chettua, and to write to the Residents of the aforesaid places about this and that domestic matter; I ordered the Residents to let him know once and for all that he was not to meddle in such things, and that they also expected no letters on matters of that nature from him. At the end of August, when the annual Nelij farming out takes place at Paponettij, unsigned olas were found hung up here and there, whereby the inhabitants were warned not to lease anything, with the addition that they would be well protected by the Nabab's government; yet I had the pleasure that the farming out fetched fully 2000 parras of Nelij and 2300 Cochim fanums more than anno passato. Meanwhile, news arrived from all sides that Aijderoos Coettij had received a commission to demand 50,000 rupees from Cochim and 25,000 rupees from Cranganoor; and that he would be assisted therein by a party of armed men; this also agreed with a written ola sent to the king of Cochim by two Cochim ministers (who were on a commission at Calicoet on behalf of their king) and which came into my hands; the kinglet of Cranganoor also learned of this, and it was on that occasion that he, as mentioned hereinbefore, abandoned his little realm and came hither. Up to this point I had acted as if I took no notice of all those rumors, and merely considered Aijoeroos Coettij as a person who does not deserve to be paid any attention. However, since Aijderoos Coettij was also employed in the troubles that existed last year in Cranganoor, and most inhabitants in that area were very alarmed, I wrote on the 21st of September to the Governor of Calicoet as follows. and to place the same under contribution; I did not disturb myself at first over those rumors, in the understanding that they were merely scatterings of Aijderoos Coettij, because I cannot believe that Your Honour would do such a thing, but because I hear those reports more and more from various sides, I have deemed it necessary to converse with Your Honour about it and to inform you, namely, that the little kingdom of Cranganoor has not the least relation to the kingdom of the Samorijn, but that this little kingdom of Cranganoor has already since the year 1717 been ceded to the Honourable Netherlands Company by a lawful treaty, and has also since resided in peace and quiet under the Honourable Company, so that the same cannot with the least right or reason be placed under contribution, although Your Honour's predecessor did indeed make the petty king of Cranganoor pay a sum of money; but I must at the same time inform Your Honour that we, on the occasion when our emissaries recently were with the Nabab for the transaction of affairs, specifically complained thereof, and obtained there the most solemn promise that the petty king of Cranganoor would in no manner be molested any further, so that we can firmly rely thereon, just as this petty king has since been left in peace and quiet, until recently, when Aijderoos Coettij made several attempts to make this petty king send emissaries and regulate matters, for which we nevertheless could not and were not allowed to qualify the repeatedly mentioned petty king. Having brought this to Your Honour's knowledge beforehand, I request to inform me whether Aijderoos Coettij has the aforesaid qualification from Your Honour, so that I could take my measures accordingly, and Your Honour could not say afterwards that it was a misunderstanding and happened without Your Honour's order or foreknowledge. And because such could be of great consequences, I request at the same time to know, in case Your Honour should have such an intention, whether Your Honour has express orders thereto from the Nabab, your master, or whether it is at the instigation of the repeatedly mentioned Aijderoos Coettij, a person very ill-intentioned with respect to the Company and whose aim has long been to disrupt the friendship between your master and the Honourable Company, and why it could easily happen that this Aijderoos Coettij has misled Your Honour and made you believe many falsehoods, solely to get into Your Honour's favor and to force himself into a kind of authority, and thus play a role that is entirely no good, thinking that if evil consequences should come of it, he can always take flight and wait for a change of times or revolution of affairs. I do not know whether Your Honour has knowledge of what was recently transacted between our emissaries and the Nabab; but I know well that if Your Honour causes new troubles to the king of Cranganoor, such is directly contrary to the given word of your master, with whom we currently have negotiations of great weight. I request a prompt reply to the above and, after offering my services, commend Your Honour to God's protection. As soon as this letter had departed, a letter arrived from the said Governor, with a request for some more carpenters and blacksmiths, as well as serving to accompany a Persian letter written to me by the Nabab, likewise still very polite and just as if he knew nothing of the Cranganoor matter; of which the translation reads as follows: I have received the letter that Your Honour wrote to me on the 24th of August, and the news of Your Honour's well-being. that Your Honour lets me see, and if Your Honour had done this act on your own authority, it would not have been as agreeable to me as when Your Honour will be qualified to do so by permission of the Lord Governor General. I therefore repeat, Sir, my request to please give notice of this negotiation to Batavia and, upon the answer thereto, to please send me 400 men, infantry and cavalry, and 100 hands skilled in the artillery, with an officer of distinction, capable of commanding authority. I find nothing in this that could hinder the fulfillment of my desires, and everything that I foresee can only turn out for the best, both for Your Honour and for me; their payment, as I have already informed Your Honour, will be made on my account. Regarding the elephants, I must inform Your Honour that I have sent a person named Girperam to Nagapatnam with ready money to negotiate their cost, or rather to purchase them at the ordinary price at which they are usually disposed of. I have about 500 elephants of the ordinary sort, and therefore I request that care be taken that those given to me may be in all respects of the first sort; I shall not look at the price. Along with Your Honour's latest missive, I received two muskets, mentioned in said letter. I offer Your Honour my thanks for them and inform Your Honour that at the Sarkar about a thousand weapons of that sort are to be found; I therefore request Your Honour, upon the arrival of your ships from Europe, to please provide me with two others, such as I previously once received from Your Honour when Your Honour sent me an embassy at the time I was in Calicoet; of a strong caliber and of the lightest sort, to be able to serve for hunting. As soon as the 4 or 500 European men whom I requested of Your Honour are sent to me, then only will I hold as certain the friendship that I am entering into with Your Honour and the Honorable Company, and you may then at the same time be assured and convinced that from that time forth my power has begun, and that all the products of my country will be given to you in preference above all other European nations. The expected answer from Batavia I shall have the honour to send to Your Highness as soon as it has arrived, and it will always afford me a particular satisfaction if I, for my part, can contribute anything to make the friendship and confidence between Your Highness and the Dutch nation more durable and unbreakable. Your Highness may be assured that the Ceilon elephants, which are to be delivered to Your Highness's agent either at Nagapatnam or at Nader, will be of the best and most considerable that the Company currently has in stock on Ceilon, and I therefore hope that they will in all respects fulfill the purpose for which Your Highness requests them. 187 To the Nawab The last letter that I had the honor of writing to Your Highness was dated the 5th of the past month, in which I informed Your Highness of the reasons that moved me to confer with Your Highness's Governor at Calicoet concerning the king of Cranganoor. On account of the assurance that Your Highness gave to my envoys on this subject, I am completely confident that Your Highness will not have failed to provide for this through further orders; however, since I have nevertheless received a letter from Your Highness's Governor at Calicoet in which he claims to have received orders from Your Highness in this regard that I cannot reconcile with this, I cannot refrain from informing Your Highness further thereof; the said Governor even asks me in his letter whether I can show him any other written order from Your Highness, but I answered him that I believed no other proofs were necessary for this than Your Highness's given word. I found an opportunity to obtain a hunting gun, which I take the liberty of offering herewith to Your Highness, in the hope that it will not be displeasing to Your Highness. If I can obtain longer guns of a similar kind, I shall have the honor of sending them to Your Highness. I have the honor to be with the utmost respect To the Governor of Calicoet I have received Your Honor's last letter along with the small case containing the two guns. Your Honor asks me for a written proof from the Nawab not to demand any money from the Cranganoor territory; I have no other proof than the verbal assurance of the Nawab to my envoys, and that is as good as the best written document, because the words of a prince spoken to envoys are as credible throughout the whole world as his seal, and I am certain that if I had had the opportunity last year to enter into correspondence early enough with His Highness concerning the extortion of money from the Cranganoor territory, His Highness would also have prevented it then, as His Highness, living in friendship with the Company, will not allow subjects to be molested as long as His 188 Trevancoor becomes perplexed. If there is anything here that might be of service to Your Honor, please inform me of it. Shortly thereafter news arrived that the Nabab had marched northwards with his troops from Seringapatnam to seize some lands there, in order to add them to his other possessions, and that he expressly undertook this at that time to profit in the meantime from the circumstances in which the Marhettas find themselves, who, although, as will appear more clearly below, they do have a cessation of arms, nevertheless cannot easily oppose him now, but must still keep their forces together as long as peace with the English has not yet been concluded; and that he thus still postponed the supposed attack on Tre- vancoor, to see how the war between the English and the Marhattas will turn out; a similar report I also received through the Jew Jzaak Surion, who was in Calicout at the time; and around that same time the King of Cochim let me know that he had received news from his spies that the Nabab with 10,000: cavalry and 20,000: infantry had not only marched against a certain Re- gentess of Bellalij named Coeroembatje, being a very wealthy regentess belonging under the Marhettase chief government, which is why she is also called a Marhettase princess, but had also already conquered that realm. In the meantime, everything on this side has still remained in relative quiet; the Samooryn Nairos, having learned of the march of the Nabab to the north, indeed came out of the woods again and fell upon the people of the Nabab, but upon the received news of the Na- bab's victory, over which victory salutes were fired at Calicout, they retired back into the woods, probably to await a better opportunity of time to undertake something for their restoration. Price increase of the pepper. to make His Highness believe that he must not rely on the Company in case of emergency; if he should therefore persist again, I shall endeavor to answer Him in the most sensitive manner, in proportion to his request and as the circumstances of the time require; but whether our pepper delivery will undergo no further reduction is greatly doubted; it is not firmly known to me that His Highness has promised the English more pepper for the promised assistance; but this has been assured to me through various channels, that the English, by superior orders, have sought to avail themselves of this opportunity to become masters of more pepper, which they have sought for so long: the meager delivery of this year, and that it ceased precisely when the negotiation occurred between His Highness and the English, gives cause to suspect that His Highness has caused the pepper that would otherwise have been weighed in at our scales to be delivered to them. This engagement of Trevancoor with the English gives little hope for a larger delivery; and I also doubt whether the price increase of the pepper, under such restrictions as Your Right Excellencies have been pleased to authorize me, will have much effect for the present. Trevancoor has already made such advantageous arrangements for Himself regarding his pepper that He will not wish to make any change of importance therein for an increase to 80: rop:s the Candijl, provided that one million pounds is delivered for 65. rop:s according to the Contract, and one million pounds for the first-mentioned price; for the pepper that His Highness sells to the Coast merchants and at Colletje, or privately to the English at Ansjenga, He obtains considerably higher prices, and will therefore not reduce that sale: for the Contract pepper that the English obtain at Ansjenga, indeed no more than 80: rop:s the Candijl is paid, but His Highness will not be able to reduce that delivery at present, but will likely have to increase it, in order not to forfeit the promised assistance. The arrears of wages to some Orientals have been paid off. Furthermore, a list of the prices of all those goods as they are sold, citing the quantity, will also be sent annually to the Netherlands, while among the appendices to the general letter your Right Honourables are presented with the copies of the requisitions for equipage goods and necessities sent to the Netherlands. Furthermore, I shall make the content of the memorandum, concerning the manner in which commerce from the Netherlands to the western trading posts in India and back from there could be directed to greater utility and advantage of the Company, along with the marginal answers, serve for my information. Herewith I have the honour to present to your Right Honourables the yield of the commercial wares bought and sold again for the account of the Company in the financial year 1772/3, from which it appears that the Company has gained thereby a net sum of Rop:s 23348:—, which I hope will appear agreeable to your Right Honourables. As soon as the King of Cochin has arrived here at his court and has been complimented on his elevation to the crown, I shall confer with his court concerning the surrender of his portion of the import and export duties for a fixed annual sum by way of a present; and then inform your Right Honourables what likelihood there is of succeeding therein. Regarding the war between the English and the Marhattas, of which mention was made in my previous separate letter of 13 July, I have received news here that the English have since marched with their army and with that of the pretender to the Marhatta crown, Ragaboij, to Poena, in order to capture the said residence of the empire, and to install him, Ragaboij, in the government; that in that advance they have engaged in battle up to two times with the Marhatta army of the ministerial party, and that many men fell on both sides; that the objective to capture Poena was not carried into effect, as the English say, because the Marhatta ministerial party had addressed itself to the English government in Bengal and had requested and obtained from the same a truce of 6 months in order to negotiate peace; but as others maintain, the loss suffered by the English in the two aforesaid attacks would have forced them to retreat and to enter into a cessation of arms; however this may be, this is certain: that the English army, with that of the pretender Ragaboij, did not arrive before Poena, but after having engaged in battle with each other twice, retreated to Brootchia and arrived there with a good third fewer men than there were at the start of the march, and that shortly thereafter a cessation of arms for six months was published; at present the negotiation for peace is still being pursued by the Bengal English ministry; and as rumours have it, peace would apparently be concluded, though on conditions not very honourable for the English; wherefore also a part of the English ministry in Bengal would be very much against making peace, and even more so the ministry of Bombay; what will further come of this, time must tell.
