He has the honour to remain with all high esteem, below stood, Right Honorable, Highly Commending Lord, Your Right Honorable's humble and faithful servant, was signed, W: J: van de Graaff, in the margin, Cochin the last of August Anno 1775, lower, The aforesaid stamp receipt has by us undersigned judicial commissioners, in the presence of the Honorable Fiscal van Harn, been confronted against the balances of the last of February past, as well as against the reports of the stamps that have been manufactured since, and the warrants paid in cash for stamps that were sold from the last of February until the date of this, in my presence, was signed, R: V: Baros, still lower, as commissioners, was signed, S: C: Saffin and H:s Leitner. Subsequently there was brought to the table a written report of two commissioned members of this assembly, who on the 3rd of this month in the Dutch church here, in public, the deacons of this town and outer... The undersigned commissioners, in compliance with Your Right Honorable's honored order, have betaken themselves today inside the Dutch church here, and there by the deacons of this town and outer... Right Honorable, Highly Commending Lord! To the Right Honorable Lord Adriaan Moens, Extraordinary Councilor of the Dutch Indies, and Governor and Director of the Malabar Coast with its dependencies. ...regents of the leper hospital at Palipport, have seen rendered proper account, proof, and balance of the poor and leper funds, during the expired financial year 1774/1775, and having taken reading thereof, resolved to insert the same herein. The members of this meeting having appeared in the ordinary Council Chamber and having taken their seats, the Governor gave to know that the ship Zeeduijn, commanded by skipper Cornelisz Pieters, arrived here in the roads this afternoon, and that the said skipper, upon his coming ashore, also brought a sealed box with papers addressed to this administration, received from Their High Mightinesses. His Honor had, for that reason, primarily convened this meeting to open the same and to take a reading of the papers to be found therein with the members; whereupon the aforesaid box was opened and found to contain Their High Mightinesses' much esteemed general rescript, both ordinary and secret, in answer to the successive letters (excepting that of the 12th May of the past year, sent with the ship De Princess van Oranje, which vessel, at the departure of the said general rescript, had not yet arrived at the headquarters) regarding the state and interests of the Company dispatched to them here on the coast. The aforesaid rescript was dated the 20th September of this year, accompanied by such appendices as are mentioned on the register. At the opening of this meeting, the Governor made known to the members that the sloops named Colombo and the Sunda, both having arrived here in the roads this forenoon from Colombo with some European military personnel, and therewith, receipt of the homeland packets among the appendices of the letter of the Ceylon ministers, two packets of letters were received, brought thither from the Netherlands with the outbound ships Huis ter Meije and Oud Haarlem; likewise two Cape packets addressed to this administration, and one packet addressed to the Surat ministers. Sunday the 26th of November Anno 1775. The Gentlemen Directors send a proclamation regarding the granted continuation of the charter, with orders to have the same published here. Resolved to order this to be done. Arrival of the ship Amsterdam from Batavia. As well as to keep a record of this, and to forward the packet for the Surat ministers at the first opportunity; Furthermore, since the Right Honorable Gentlemen Directors, in a further missive dated the 8th of December of last year, while sending some copies of the printed proclamation regarding the continuation of the charter of the Noble Dutch Company granted by Their High Mightinesses, provisionally for the period of another two consecutive years, have been pleased to order the said proclamation to be made known at the respective offices and places under this government's jurisdiction, so that everyone may govern themselves accordingly. Thus it was also agreed to comply with this order, and to have the proclamation made in the customary languages and in the places where this is customary here. The ship Amsterdam, destined for this government and commanded by skipper Willem Bruelle, having arrived safely in this roadstead this afternoon, and its skipper upon his arrival here on shore having handed over to the Governor two packets from Their High Mightinesses addressed to this administration; Whereupon His Honor informed the members that he had called this meeting expressly to open them and, together with the members, to take reading of the papers to be found therein; Which having been done, one was found to contain the bill of lading and invoice of the cargo in the said vessel Amsterdam, and the other Their High Mightinesses' duplicate general and secret general rescript, the original of which was read in the session of the 25th of this month; thus it was agreed to keep a record of this. Whereas on the 8th of January next, being the day of the conquest of Cochim, the administration shall, according to custom, have to be rotated, and consequently a specification of the current members and a nomination of a double number of other persons must be drawn up and submitted by the colleges of the Orphan Chamber, petty and matrimonial cases, as well as the fire and ward masters, for the disposition of this Council, it has thus been resolved upon the proposal of the Governor to instruct the said colleges by extract hereof, 251 Tuesday the 19th of December Ao 1775. After which the Governor further informed the assembly that, because of the critical circumstances of the times, he had recently reinforced the garrison at Chettica with some men, whereby the number of military personnel there had again become as large as it had been during the last years that a garrison was stationed there; that His Honour had considered that a lease on the monopoly of the retail sale of suri and arrack could and should be reintroduced there, and having therefore corresponded on this matter with the resident at Chetteia, De Riberto, the latter had looked around for an interested party there and found one Iohan van Ros, who was inclined to take up the said sale of beverages again by way of a lease as before for the period of 8 months, namely from the first of January until the end of August next, for the sum of 48 rupees, for which period His Honour had considered that this excise ought now only to be leased out, in order to be able to lease the same publicly again as before under the end of August along with other Company domains and to incorporate the proceeds. That, as this bid of 48 rupees appeared reasonable to His Honour, the lease was transferred to this man on the usual conditions, and notice thereof was given to the resident at Chettica to take care of the collection of these lease moneys by a letter dated the 14th of this month, which was read by the members and with which the members concurred, whereof it was agreed to keep note.

The nayros Pelicherij Cnenjen Comen and Tareparambil Enje Calwen went with them from home to Papenetti, and the aforesaid murder took place on the way, so that those nayros, if they are not themselves guilty of it, will at least have to know how the said Panikere and his brother lost their lives. They are highly suspected of having committed the murders themselves, and their flight into Your Highness's land confirms us in this opinion.
