And whereas Your High Excellencies have pleased to charge the Malabar Ministry with the procurement of an equal quantity, with orders to us, in case one were informed from there that the same was not to be obtained on that coast, to purchase 200'000. lb: here, and as no information has been received regarding this up to the present, we shall at the first opportunity communicate the aforementioned impossibility further on. The 25 indigenous soldiers stationed on each vessel thus returning again, we flatter ourselves that it will be to Your High Excellencies' satisfaction our arrangement to take no Passes nor to give any Presents, as also did not take place this year, until such time as it shall be decided who will mount the Maratha seat as legitimate supreme ruler and be acknowledged as such everywhere, and as stands noted in the general letters of 30th April, being conformable to Your High Excellencies' now received orders; while with respect to the disposition postponed by Your High Excellencies regarding the wrecked ship Valcheren until the requested return regarding it should have been sent over, we take the liberty to report that this writing, signifying the just-cited description, has already been offered to Your High Excellencies and is now sent over once again. Likewise concerning the remark made by Your High Excellencies, namely that it had nowhere appeared that one had requested the protection of the British against the demands of the Nawab in the year 1772/3, but that the same was said to have been declined by letter of 7th March 1773: That at the time of these trumped-up, improper demands, understanding very well the design of the English Chief at that time, Mr. Price, and the Nawab, to give the Honorable Company 111 Company, just as in the year 1762, again a sensible pinch, it was deemed necessary to secure oneself against that snare by all precautionary measures, and consequently not to embrace any offered mediation, as had taken place at that time to considerable detriment and disadvantage, but steadfastly to reject the same, and solely to keep urging to maintain and protect us according to their engagements and solemn assurances, pursuant to their public guarantee, against all violence and unlawful demands, as indeed took place and was done in all outgoing letters conformable to the successive resolutions of that time; and that the English gentlemen, seeing their aforementioned forged wicked design frustrated thereby, and also being brought so far by this firmness that they feared to support the Nawab's unfounded pretensions openly any longer, finally, and yet to lend their ill will some semblance of justice, devised the point of the production of the Firmans, and continued to insist upon it with all eagerness, without our being able to cause them to desist therefrom otherwise than by the orders of their superiors at Bombay, to whom the necessary remonstrances were made through the second, Sluijsken, who was on a commission there at that time, and by whose untiring care and effort, as appears from the letters exchanged with him and the report of his proceedings, matters have been brought so far; although one has by no means been able to induce them to oblige the Nawab to cease all violent proceedings except under this engagement: that one should leave the dispute between the known Deanaet [or otherwise called Baemnaet Raemaat] and the former 112 former Warehouse Master Holmberg to the decision of arbitrators, and thus deprive the latter of his natural and competent judge. Likewise that, however unjust this demand and procedure might be in itself, one nevertheless consented to it immediately, as appears from the resolution of 19th April 1773, being well forced to sacrifice the interests of a private individual to those of our high Masters, notwithstanding that the English gentlemen in the years 1764: and 1765 regarding our lawful claims against the French free merchant under their protection, Boucard, understood this entirely differently and absolutely maintained that the Honorable Company would be obligated to institute its action before the Court of Justice at Bombay. Furthermore having the honor most obediently to elucidate to Your High Excellencies with respect to the dispute between the said Holmberg and the Banyan Rettengjie Gokel [commonly called Boltoesa], that one accepted the solemn declaration of the former, mentioned in the resolution of 18th August 1773, in accordance with legal practice, in place of oaths, and thereupon awarded him the ownership of the 45 candies of candy sugar in question, regarding which one believes to have acted according to justice, since this Boetoesa [although indeed not a subject of the Honorable Company], by his address to our assembly, had chosen the same as his judge, and at that time one could not see outwardly otherwise than that he was content with this verdict, as he did not raise the least objection to it, but afterward, seeing his chance and noticing that by fishing in troubled waters he could frequently obtain that which the law with equity

113 denied equity, he addressed himself to the city Governor, who then also made this complaint and claim—out of self-interest, as he enjoyed one-third of the whole—into one of the points of grievance, as can be found in the letter from the English ministry dated 29th December 1772 and under resolution of the 24th February 1773; and finally that the affair, although according to what is noted in the resolution of the 22nd September 1772, in accordance with the agreement made with the Director and Mr. Price, was indeed left in statu quo until the return of the bankrupt Bania Tabiaas Nagerdas, as the only one who could convince Boetoeder of his unlawful claims, and subsequently in accordance with what is mentioned in the further resolution of the 19th March 1773, was left to arbitration, the same was however by no means decided thereby, but was settled amicably by mutual agreement of the parties, as is stated in the resolution of the 17th March, and the General Description of the 10th April 1774: at which time the Nabob, by the orders from Bombay, was forced to desist from his intended violent procedures and to give up his demanded exaction of money. And now hoping that our more than once repeated demonstrations will finally convince Your Right Honourables that we have done, in all the circumstances of that time and with mature deliberation, everything that could ever possibly be done to maintain the Company's glorious privileges, we can further not conceal our reasonable grief regarding the refusal by Your Right Honourables of our respectful solicitations, made by letter of the 2nd January last, for relief from the ordered restitution 114 of half of the Rs. 25,080 contracted for the charter of the small vessel De Wilhelmina in the year 1773, which however, conform the just cited order, was consigned into the treasury under the ultimate of August last with Rs. 12,500. The provisioning of medicines to the ship De Vrouwe Geertruijda, announced in the aforementioned letter of the 2nd January, having only been granted because upon departure from Batavia it was equipped for only 100 men and 8 months, and was to depart from here again with a number of as many as 300 heads, we very humbly request excuse for the erroneous report of 60 instead of the aforesaid 100 men. And while we, regarding the compensation imposed upon the former Equipment Overseer van der Wlegge at our session of the 2nd January of this year on account of his prematurity in the differing reports regarding the condition of the small vessel De Mosselschulp, very respectfully refer to the resolution of the 11th April, where the decision thereof was referred to Your Right Honourables, and the proceedings in the humble letter of the 30th following thereafter, we shall, in accordance with Your Right Honourables' very esteemed orders, have that vessel put up for auction to the highest bidder immediately after the departure of the ships, and thereafter most obediently present to Your Right Honourables, along with its proceeds, a required distinct account of all that was spent on that small vessel since it was recovered after many representations and efforts from the Marathas, as well as of what was successively spent on it, with the respectful remark that the Honourable Company could still have had some years of service on the coast from this small vessel without considerable extraordinary expenses. 115 We offer Your Right Honourables our humble thanks for the settlement passed on the accounts of the Honourable Company regarding the Moorish sailors shipwrecked with the vessel Scholtenburg in the year 1771, and the forwarding of a list of those returning hither this year, while with each of the vessels currently departing the required 150 men are being transferred, in addition to one Sarang, one Tindal, and 38 similar heads demanded by the Ceylon administration, and who have been placed on the ship Overhout in order to be disembarked there. But since the Pay Bookkeeper de Passij, by report on the 5th of this month, made known to us that he was subjected to many difficulties regarding the discharge of a crew of Moors returned with the ship Ouwerkerk belonging under the Sarang Fatjoe Soejaat, given that this Sarang with his men, during their stay at Padang, obtained an extraordinary disbursement of 6 1/2 months of wages, and therefore having no more than 6 such months due, under denial that the former was received by them, continued to refuse the acceptance of the latter, and absolutely demanded more, and were also supported herein by the Government; also that he, the Pay Bookkeeper, on behalf of the aforementioned Government, was also very much troubled to ensure that the Sarang Pier Mhamet Annedaar, sent from here towards the Coast with the vessel De Jonge Lieve in the year 1774 and still present there, was transported back hither, on the grounds that he is accused of enriching himself in an unlawful manner with the wages of such Moors.

Moors who serve either at the Equipage Wharf or elsewhere, and which pay was to be reimbursed to him and has continuously been claimed. Thus, we most urgently request Your Right Honourables that, in view of the aforementioned excessive disbursements, it may subsequently be ordered, whenever Moors are dispatched to any other factory, that they should be credited with no more than at most 6 months, which, together with the two-month advances, amounts to 8 months in the year, which is even very generous and absolutely necessary to keep us in this regard free from unpleasant encounters and disputes with the Government; and in which matter we have presently, upon the representations of the first undersigned, succeeded particularly well with merely paying the 6 months' pay that had been due to the aforementioned crew; and further, that Your Highest Selves will be pleased to give orders that the previously mentioned Sarang Pier Inhamet Annewaar may be sent here at the earliest opportunity, likewise for the prevention of difficulties and the consequent results thereof, while we note here that we have also submitted the aforesaid request regarding the disbursement of monthly pay to the Ceylon Ministry. That we have not executed more promptly Your Right Honourables' order of last year, namely not only to note distinctly in the trade letters the quantity of pounds, jugs, and bottles that are written off on the discharged cargoes, but also to specify how many percent this amounts to on the imported parcels, being solely caused by a misunderstanding, we have, with respect to the currently discharged cargoes, acted more accurately and, as we hope, satisfactorily in that regard, and the findings thereof, together with the relevant extract resolution, are sent over to Your Right Honourables with each vessel separately; whilst regarding the sworn report of the warehouse master required by Your Right Honourables to show the shortage found upon weighing out or in of the Japanese bar copper imported with De Vrouw Geertruyda in the past year, we shall have the honor to present the same to Your Right Honourables as soon as this weighing out shall be completed; but as only a beginning has just been made herewith, because the brokers had to assess this copper at such a high price that they are for the present entirely unable to sell anything more than a small part thereof without substantial loss to themselves; we therefore take the liberty further to report here that the calculative estimation which had to take place regarding this mineral was made because more time was required for its cleaning than the short stay of the aforesaid vessel permitted, and the same could not be detained for so long. Notwithstanding all our constantly applied efforts to collect the debts of the brokers and to bring those people onto a level footing, this has been utterly impossible for us to do all at once, but we nevertheless have the pleasure to bring to Your Right Honourables' knowledge that the same were again reduced on the ultimate of August last by fully ro/a 27451:35:, and that consequently on that date the old debt amounted to only ro/a 82090:12:— and the new account to 38224:13:—, or together to ro/a 120314:2:5. We trust that Your Right Honourables will do us the justice of believing that our cares and devotions to acquire the precious satisfaction, both of the Right Honourable Masters and of Your Right Honourables, are tireless in this matter, but that it is at the same time certain that we are not able in any other way than by installments further to reduce, and thus finally to settle, these now much diminished debts; and to which reduction the amount of the outstanding balance in the estate account of the deceased Secunde Bangeman will also contribute, as the Director, in the capacity of principal attorney, has undertaken to collect those monies in due time. Regarding the estate sugar imported in the past year and then initially left unsold, Your Right Honourables' expectation has been so far fulfilled that we have indeed stipulated 12½ Pas per 100 lb for it, yielding a considerable advance of 807¾ percent, as shown by our resolution of the 28th of January and the particulars in the repeatedly cited description of the 30th of April last; so we hope that this will serve to Your Right Honourables' satisfaction, just as we on our part feel no small satisfaction that the sale of the Japanese copper at 180 percent profit was able to obtain this high favour, but we experience, on the other hand, the keenest sorrow over the inability in which the fatal circumstances of the times place us to be able and permitted continually to enjoy this altogether precious contentment concerning this article, at least as long as serviceable profits can be obtained for it at other western factories, and wherefore we have also not dared to make any other than a conditional requisition thereof; proceeding now, in compliance with the high pleasure of the Gentlemen Masters.

In our Resolutions of the 14th of June, 3rd and 19th of July, also 14th of August of this year, it being detailed and to which, in order to avoid duplicate accounts and prolixities, we very humbly refer regarding a demanded advance of money of ro/a 30000 provisionally claimed by the city Governor, in the beginning in a friendly manner, but afterwards by sharp threats and the placing of a Tjotkie or guard at the houses of the Company's brokers, by which they were even prevented from going outside their houses, to be deducted successively from the tolls due to His Excellency, in the exact same manner as was unwillingly paid by both the European and generally by all the merchants of this city; as well as the manner in which we endeavoured by the strongest arguments to excuse ourselves from this loan, or rather advance, and to decline the said claim, with the resolve not to yield thereto except by extreme force; yet we were, according to what is noted in the further Resolution of the 28th of August following—when the nabab reduced this claim of his by rea 10000, and His Excellency had bound himself by a bond signed by his own hand that until the end of the debit, which with the remainder of the funds previously advanced to him according to the resolution of 133 the 31st of March 1774 at ro/a 821500, would then amount in its entirety to a sum of Roa 19692, he would levy or demand no tolls, either from the Company or from private parties, for His Excellency's and the Marhettas' share, and this obligation had been most solemnly guaranteed by the English Chief and Mr Gambier—compelled in the last instance to consent, seeing absolutely no possibility of being able to excuse ourselves therefrom any longer, and this for the following reasons: 1st That the Honourable Company never has any disadvantage to expect from this advance, since these funds were not to be delivered for the nabab's, but for the common city's use, and all of it, if only two Company ships should arrive and private shipping picks up a little, could be recovered from the tolls within a year. 2nd Because by a further refusal one would alienate both the castle and the city Governor very much, the more so since all other foreign nations and merchants residing here had each also advanced something for the aforementioned service, and in such a case one would have to fear, if not open violence, at least endless obstruction in trade, gathering, unloading, and loading of the ships, etc. And 3rd Because the interest of the Honourable Company and the peace of its servants required that in a place like Soeratta, all such conveniences, when they can be granted without apparent disadvantage

Respectfully referring to the letters dispatched by us under date of 22nd December 1771, the duplicate of which we have taken the liberty The Company's welfare Copy Secret 144 to present to Your High Excellencies via the Veldhoen, both with regard to what was notified therein, and in respect of the instances mentioned therein, insofar as no explicit mention of them or any of them is made herein, we have the honor to inform Your High Excellencies briefly: That although upon sending our aforementioned letters we were indeed of the mind to make a start on the construction of a warehouse for storing the return cargo after the four stone dwellings were finished, we have departed from this to the extent that, after the aforementioned houses were completed, we first built the rooms for the clerks, in order to be able to have all the Company servants together on the wharf; and we have succeeded so well in that regard that both the fourteen clerk rooms and the four stone dwellings have been completed, as detailed in the specification thereof treated in our general letter dispatched today, and also that all those dwellings are already occupied by 19 Company servants with their households, there being at present no one outside the wharf other than the single purveyor Monte, whom we have still allowed to remain there, as it would not be advisable to abandon the lodge entirely as long as the return goods still have to be kept there, while the house built by the modi outside the gate of the wharf, the specification of which we have not yet received, we have had occupied above by the head surgeon van der Sprenkel and the bookkeeper Smit, and downstairs we have had it appropriated into a very good hospital as well as housing for the assistant surgeon and third surgeon; and thus now finally, having brought this important work so far—which others have repeatedly and very misleadingly represented to Your High Excellencies in separate letters as virtually completed—we hope that this will meet with the approval of the same, while 145 we shall not fail, now that we will have the warehouses ready, to do everything that may serve to obtain the right to also market and pack the linens on our wharf, etc. To the Moor merchant Molna Fagger Uddien we did indeed, following Your High Excellencies' qualification in their highly respected letters of 2nd August 1771, have a small present offered, with the announcement that we would return to him, at a further opportunity, his note granted concerning the island of Premeger to the late Lord Councilor Extraordinary and Director of Surat, Senff; however, he having refused acceptance of the aforementioned gift with the declaration that such a trifle of 2 to 300 rupees was not sufficient for the use that had been made of it for seven years, while the assurance of the said Lord Senff that the Company would pay a good sum of money for it had persuaded him to assure by the aforementioned note that he wanted to sell the said island to the Company for the fixed price, and after this, at least as long as the aforementioned Lord Senff remained here, he had not enjoyed even the slightest revenues from the aforementioned land, so we have had to appease him for now with fair words; and we pray Your High Excellencies to authorize us to return his note to him, because the aforementioned island of Premeger cannot be of any use to the Company anyway, and further to satisfy him as best as possible, as it is otherwise to be feared that we will get into great and arduous difficulties through this affair with the government here, to whom the said Fagger Uddien will not fail to address himself otherwise. The matter here with the English and the Nawab concerning the outgoing toll, circumstantially described in our more cited humble previous letter of 22 December 1771, having now been settled, as is related at length in our resolution of the 15th of this month and in today's general letter, we hope that this will meet with Your High Nobles' high approval, both because we were unable to delay the settlement of this affair until we could be provided with Your High Nobles' much esteemed instructions on the matter, to which our resolution of 3 February fully bears witness, and also especially because the said dispute has been settled according to equity and in such a manner that the Company henceforth shall pay no more than its exact obligation of 2½ per cent. And although we regret that we shall now be unable to continue to procure for the said Company the small advantage that it was able to profit annually on the tolls, it is nevertheless a great blessing that such a manner of trade was never discovered, in which case it might possibly have cost more in fines than the profits gained thereby ever amounted to; for which, now that the matter has been placed upon this firm footing, nothing further is to be feared. Next, humbly soliciting Your High Nobles, following your usual goodness, to accommodate us with the merchandise and requisites requested in the outgoing formal requisition, and among these also especially with the Japanese bar copper, as this often serves us as a means to dispose of the other merchandise at better prices, we would herewith have reached the end of this letter, had we been able to dissemble the grief we feel at seeing ourselves openly accused, in a certain letter from the Governor and Council at Cochin of 31 March 1771 dispatched to Your High Nobles, the extract of which reached us with Your High Nobles' much esteemed letter of 1 October following, by the late Councillor Extraordinary Senff, as if we had wished to trouble Your High Nobles with entirely false citations, useless requests, and without reason, and had wrongly aggrieved ourselves over the lack of an alleged document which would not be worthy of being spoken of, when in our secret respectful letter of 20 December 1769 we made request that it might please Your High Nobles to order the aforementioned Mr Senff to furnish us with such written permission for the transfer of the spices from the inner warehouse to the wharf, or rather to be permitted henceforth to unload the spices at the last-mentioned place alongside the other goods, as the Town Governor was said to have granted to His Honour, as appears from the postscript of a letter from the aforementioned Councillor Extraordinary Senff to Your High Nobles of 18 April 1766, whereas we made the said request at that time out of necessity, with much reason, and solely for the promotion of the Master's service. We consider this affair of such great importance, both for our honour and especially for the interests of the Honourable Company, that we find ourselves obliged to prove to Your High Nobles as briefly as possible that we made the aforementioned instance in our cited letter of 20 December 1769 on good grounds, and that what was posited against it by the well-mentioned Councillor Extraordinary Senff in the aforementioned Malabar letter—be it said with respect, and reserving the esteem due to the character borne by His Honour—is in every respect beside the truth. the well-mentioned Mr. Schiff had fallen into error by being able to believe that no such grant had ever been made; we could do nothing else than respectfully request Your High Nobilities, in our often-cited letter of 20 December 1769, to be pleased to order Mr. Senff to send this written permission to us at the earliest opportunity, so that we might make the necessary use of it in further incidents against the Nabob, who on that occasion had indeed been persuaded to grant permission to unload the spices at the wharf by a gift of some large mirrors presented by the first signatory. Thus Your High Nobilities see that, far from wishing to trouble you with utterly false citations, useless requests, and without reason—as Mr. Senff is pleased to characterize this urgent request of ours in the frequently cited Malabar letter of 31 March 1771—we have done nothing other than what necessity and our duty required of us.
