86. 87. The 11th of April Anno 1775. The 11th of April Anno 1735 with a Batavian ditto from the Vrouwe Geertruijda Samples and patterns for 1775. disposition regarding the aforementioned papers etc. to the Marhattas coming to the Vrouwe Geertruijda together with a packet of Batavian papers containing the duplicates of those received here with the ship De Vrouwe Geertruijda, as well as an account attached of the encounters regarding the attack made for two days by the Marhattas on the aforementioned vessel during its return voyage hither. And finally also an original and duplicate packet with papers from the fatherland, together with some swatches and patterns of the goods requisitioned for the year 1775. All of which papers having been read and deliberated upon, it was resolved: 1st, to satisfy the Ceylon requisition with the Company's ship to depart in upcoming December, as well as to dispatch thither the requested one sarang, one tandil, and 38 Moorish sailors; 2nd, to deliver the received final settlement of assistant Wolff into the hands of the pay bookkeeper in order to proceed therewith according to order; furthermore, in view of the expectation of the aforementioned ministry that 100,000 rupees shall be sent thither annually, to reply by the first opportunity that one is now relieved regarding the order issued in that respect; 3rd, to send to their High Noble Excellencies a copy of the obtained account regarding the attack of the Marhattas on the Company's vessel, while the Lord Commander declared that because of this faithlessness of those peoples and the breach of the contracts made, he would emphatically remonstrate with the Marhatta hereditary prince, just as His Honour, having prepared a letter for the same to that end, communicated its contents to the meeting, although one may also reasonably presume that this assault was primarily caused by the change of government, as the grantor of the passes and the one with whom the agreements were made, Rago Bawa, is now a fugitive and actually in arms against the triumphant party; and secondly, because the Company's ship, according to the aforementioned account, kept its course contrary to its orders too close inshore; and 4th, to have the received patterns from the fatherland delivered to the Honourable Head Administrator in order to regulate himself accordingly. There was subsequently presented by His Honour a report submitted by the pay bookkeeper De Vassij in compliance with the business transacted on the 7th of December last, in which he indicates that, notwithstanding all efforts made, he has been unable to recover the least amount from the families of those shipwrecked on the ship Scholtenburg and who remained in debit in the books of 1771 for the sum of 687 florins and 3 stivers, but that on the contrary these families had come forward with claims regarding monthly wages earned by those people, adding several slanders against the said pay bookkeeper and threats that when the crews sent from here in the year 1771 with the ship Alkemade returned, they would then properly settle that matter; wherefore it was resolved to authorize the aforementioned pay bookkeeper herewith, for the reasons given by him, to write off and balance in the books the aforementioned debit balance amounting to 687 florins and 3 stivers, and further to insert his report here. 88. 89. Having been produced in the same manner a report submitted by the aforementioned Pay Bookkeeper De Vassij, containing a request for authorization to count into the treasury a sum of ro/a 2046 1/8, being the proceeds from the estate of the Boatswain Benjamin Beetjes, who died during the voyage from Batavia to this place on the ship De Vrouwe Geertruijda, because, due to the speedy departure of that vessel, it was impossible to have collected that money so quickly and to have credited the deceased's account in the ship's book. The undersigned gives to know with all respect that the effects of the estate of the Boatswain Benjamin Beetjes of Dansig, who died on the ship De Vrouwe Geertruijda, were sold by him here at public auction, and that the same together, after deduction of all other expenses, have yielded net a sum of ro/a 2046 1/8; that since it was impossible, due to the sudden departure of the said vessel, to collect this amount and thereby to have been able to credit the deceased's account in the ship's ledger, he therefore, in his capacity as Curator ad lites, very humbly requests that your Honourable Worships please permit him now to bring this sum into the Honourable Company's treasury, to the end that the deceased's pay account may be properly credited for it at the main office. The undersigned Master of the Equipage, having been ordered by Political Council resolution of the 7th of December of the past year to provide a report on whether it might not be possible, by coating the tiles on the roofs of the buildings with lime, to save the annual expenses of relaying them, has the honour dutifully to obey the aforementioned revered resolution, and very humbly to inform your Honourable Worships hereby that, although his presence at this place has been short, he is nonetheless already fully assured through experience and accurate inquiries that such is utterly impossible. Firstly, because the tiles that are generally made and used by everyone here are not at all of the size of the European ones, that is, large, strong, and with an upturned edge running upwards; whereas here they are of a very loose substance, and only 10 inches long and 4 inches wide, and tapering downwards in an oval shape, which causes that if one is to preserve the roofs from water penetration or leaks during the rainy season, one is obliged to cover them with double rows of tiles or four layers on top of each other; and if one would, in addition to that, want to have them bedded and mortared with lime, for a mere coating cannot be done at all, such would cause a weight that the roofs could not possibly bear, as well as totally forcing the timberwork apart and causing great expenses. Secondly, one finds here such a great multitude of heavy wild monkeys, which repeatedly jump in whole troops with such force from one roof to another, that by the time one is accustomed to relaying the tiles, it turns out that fully two-thirds of the whole are already shattered and broken to pieces, which is indeed principally the cause that, if one wishes to keep the buildings dry and usable on the inside, their roofs must be repaired and relaid precisely every year and provided with the addition of a large quantity of new tiles; and lastly, when

With the payment of 2 1/2 percent on all arriving and departing goods, as this has already, since 150 years until now, in accordance with the Mughal Royal firmans that were successively granted to us, always taken place and remained valid without hindrance, and with an added request that His Honour would please oblige the Nabab to let the trade of the Honourable Company continue undisturbed and to withdraw the aforementioned tax in their respect. However, that the said Lord Gambier had answered to this that, however much he was prepared to be of service to the Lord Director in particular, and the whole Dutch nation in general as much as possible, His Honour was nevertheless at present entirely unable to do so, because the Nabab, being Master of the city, had the power to levy such tribute as he might deem necessary, just as this also occurred with respect to us in Batavia and other places where we held direct command; while His Honour had further declared that he could receive no verbal messages on this account, but that if one considered oneself aggrieved, one must address oneself in writing. And since His Honour was thus rendered incapable of accomplishing anything further regarding this, His Honour gave it to the assembly for consideration how to act in this matter, notifying them at the same time of the authorization of Their High Mightinesses by separate secret missive directed to His Honour dated 12 November 1773, to be allowed to show the Company's firmans to the English gentlemen in case of necessity and requisition. The 14th April Ao 1775 which was about to be established would give the Nabob reason to suppress the said trade more and more subsequently with similar taxes or otherwise, in such a manner as the English ministry might see fit according to their caprices: That one should therefore address oneself to the same, and demand of them to protect us according to our privileges against this unlawful pretension, as they are obliged to do not only in the capacity of possessors of the Mughal Castle, but according to their solemn assurances given to us in their letters of the 18th February 1759 and 25th January 1765, namely that this same possession would in no way infringe or diminish any privileges or otherwise which the Noble Company has obtained in Souratta, but that their constant endeavour would be to preserve the same inviolable, as well as those of all other European Nations established here, and therefore to persuade the repeatedly mentioned Nabob to abandon this unfair demand and let our trade proceed unhindered. And that in order to remove all delays and exceptions, there should be presented to the same, according to the aforementioned authorization of their High Noble Honours, a reading of our firmans obtained regarding this, if they would please depute a Committee from their meeting for that purpose, and in the meantime to offer their Honours the copies thereof in the French Language, along with a letter. Proposal of the Lord Director concerning the vessels. solemnly have assured that their possession of the Castle would in no way infringe upon or diminish any privileges in trade or otherwise that we have obtained at Soeratta, and that it would be their constant endeavor to preserve inviolate the privileges of the European Nations residing at Souratte, in order to persuade the aforementioned Lord Town Governor to abandon this new unfounded demand, and to let us enjoy freely and unconstrained those ancient customs and privileges which were granted by the sovereign Lords of these Lands, and the maintenance of which is commended to Your Honours as Governor of the Castle by that same sovereign, whilst these privileges very expressly order and entail that in whatever places it might be, no one shall be permitted to take anything whatsoever more from us than the fixed 2½ percent Toll once in Soeratta, and that no one shall be permitted to demand anything else or form any covetousness, as our Firmans from King Sja Jchaan of 1643, from Orangseeb 1662, from King Jehaan Daarsja of the Year 1742, and from King Mhametsja of the Year 1729 expressly dictate, and which original Firmans we hereby offer to Your Honours for inspection and reading whenever Your Honours please to depute a committee from your assembly to us for that purpose; while the copies of the translations thereof, and which original Firmans—none among us being sufficiently proficient in the English language to translate these—and we are prepared, should Your Honours require it, to provide Your Honours with the copies of these aforementioned firmans in the original Persian language. Furthermore, upon the proposal of the Lord Director, it was resolved not to dismantle the Company's vessels for the present, nor to haul them ashore at Attua, but to leave them under their rigging until the end of this month, and also to keep the crew in service for them for that duration, and this principally for the following three reasons: First reason thereof. First, because if the vessels were hauled ashore, they would lie exposed there to the fury and wantonness of the Marhetta troops roaming about the area, as they would often not hesitate to set them on fire at night and untimely hours, as was exemplified in the Year 1752 with the vessel De Speelman. Second. Secondly, because if this city remains enclosed in such a manner, they will be needed to obtain provisions hereabouts before the bad Monsoon. And thirdly. And thirdly, because they will be needed in the highest degree in the event that Soeratta should be formally besieged, of which the fear in general is very great. Initially, it was recorded herein: A missive to Kenotehia, that on the 16th instant a missive was dispatched to the Brootchia Factors with orders to have proper bails prepared in accordance with what was resolved on the 11th instant, and qualification to the First Factor to proceed in conformity with the approval granted. In the same manner having been produced the statement of account drawn up and subsequently delivered by the Honourable Chief Administrator at the aforementioned trading posts, from which it becomes apparent: 1st. That the true profits of the financial year 1773/1774 have amounted to ƒ 237425:13:8. And those of the previous year to ƒ 243049:13:8. Thus now less by ƒ 5624:—:—. The expenses have amounted to ƒ 115030:10:—. And in the past year ƒ 102848:5:8. Consequently now more by ƒ 12182:4:8. And these lower achieved profits being added to the higher incurred expenses, it thus appears that this office has advanced less in this financial year than in the previous one by ƒ 17806:4:8. While a general drop in prices, especially of Japanese copper, as well as an incomparably smaller delivery of sugar than in previous years, contributed not a little thereto. 2. That the expenses of this financial year, in comparison with the previous one, have amounted to more by a sum of ƒ 12181:15:— is caused by the reasons that are noted under each main section. That the gross profits have amounted to ƒ 179468:15:— and the losses and write-offs on the other hand to ƒ 42043:1:8, so that only a net profit remains of ƒ 237425:13:8. That the account of the previous year's expenses and charges was in arrears by ƒ 72:15:8. Whereas among the Company's papers recently received from Ceylon and Cochin, and subsequently handed over to the undersigned Chief Administrator by Your Honorable Respectedness, was found an invoice of debiting dated Batavia in the Castle the ultimate of August 1774 for such expenses and what more as were made and paid here in obedience to the orders of Their High Excellencies contained in the circular letter of the 14th of June 1773 and the decision taken thereupon dated 27th of October following in the Council of Policy of this Direction for the celebration of the most joyous birthday of a young Hereditary Prince according to the specification framed thereof and approved by the resolution of Your Honorable Respectedness of the 17th of March 1774, and which expenses, as appears from the very venerated general rescription of the said Their High Excellencies of the 18th of August following, were charged to the account of those who gave their consent to the payment of those costs, the undersigned finds himself obliged to report most obediently by this to Your Honorable Respectedness concerning the said debiting: 1st. After the Director had caused to be recorded here: That on the 25th of May last and the 2nd of the present month, two letters were received from Brootchia, by the latter of which the factors gave notice that the supreme ruler of the Marhattas, Raggoe Bawa, currently expelled from the capital Poena and allied with the English, is now residing before that city, requesting authorization to present some gifts to him; Resolution on the request for authorization to give a present to Ragoe Bawa, and the reasons for its rejection. Regarding this, the matter having been considered and it being noted that it in no way suits the Honorable Company in these times to make extraordinary presents, at least so long as they can with any propriety be avoided; and that although one was indeed forced here to make a present to the same Ragoe Bawa, such should nevertheless have no place in Brootchia, as a subordinate factory situated in a place belonging to and under the protection of the English Company; it was accordingly decided to reject the aforementioned request. Note that the papers recently dispatched with a grab have been lost; resolution to have them prepared anew. That on the 20th of the said month of May, the very fatal news was received here that, on account of a fierce hurricane that raged on the 17th and 18th preceding, both here and along this entire coast—the like of which within human memory has never been experienced here, and which resulted in the total destruction of all ships and vessels that were at sea in this vicinity and at that time still lying in the roads—the private grab D' Adriana, which sailed from here on the 13th ditto, also ran aground off Belimora with the loss of all the crew, with barely a foot of her deck above water, and with the loss of the Company's letters and papers dispatched therein, as recorded at the recent session of the 20th of May. And since, to the particular regret of this council, the Supreme Government of the Indies is thereby for the present deprived of the annual reports of this Directorate, it was nevertheless decided to instruct the respective heads of the clerical offices, by extract hereof, so far as each is specifically concerned, to prepare copies of the aforementioned lost papers.
