237 To His High Excellency The High Noble, Right Honourable, Strict, Far-Ruling Lord Petrus Albertus van der Parra Governor-General together with The Noble Lords Councillors of Netherlands India, etc., etc., etc. Batavia High Noble, Right Honourable, Strict, Far-Ruling Lord and Noble Lords, List of the King's vessels, which, laden with pepper and tin, departed from here on the dates below for the capital Batavia, namely: Pepper - Tin March: Jurragan Taliesa, per brigantine, laden with: piculs 375, piculs 1411 ditto Gedong, sloop: 375, 1300 ditto Sabrang, ditto: 375, 1300 ditto Abdulla, ditto: 437½, 1000 ditto Bato, ditto: 375, 700 ditto Samoesien, pantjalling: 375, 500 ditto Maston, sloop: 475, 1200 ditto Dul wahijt, ditto: 437½, 650 ditto Raesip, ditto: 375, 1100 ditto Dul ghalick, brigantine: 500, 900 ditto Sammal, sloop: 675, 1200 ditto Taboedin, ditto: 400, 1500 ditto Antang, ditto: 375, 1000 ditto Rahim, ditto: 375, 700 Coetjing, ditto: 125, 1000 15 vessels together having laden: piculs 6050, piculs 155161 Palembang, the 29th of April 1775. Signed: W. Carpenter van Westerbeek Agrees. J. Lokman On the 29th of the past month we had the honour, under escort of six of the King's vessels, to dispatch our humble last to Your High Excellencies, appending a duplicate general list of all the pepper and tin with which, this year, 15 of the King's vessels were destined for the capital. However, today the Honourable Company's subject Jurragan Inck presents himself, requesting on behalf of his master, the Pangerang Dipati, brother of the old Emperor, that notwithstanding the appointed time for granting such passes has already expired, he may nevertheless also obtain a licence for the transport of 375 piculs of pepper and 1200 ditto of tin per prahu brigantine to Batavia. And since the King supports the aforementioned Pangerang, being his natural uncle, in this request by letting us know how gladly he would see this granted to Your High Excellencies under a favourable cover letter, we have, by virtue of the very generous permission in the respected dispatch of the 26th of July 1774 to be allowed to deviate somewhat in the case of long-delayed and small consignments of pepper and tin from the strict observance of the repeatedly reiterated high order to grant no such passes after the 15th of April, satisfied this court in this matter, and permitted the said Jurragan to continue his voyage to Batavia with the aforementioned cargo under escort of this letter. By which circumstance, therefore, the general export of pepper and tin this year with 16 of the King's vessels, as appears from the accompanying further list, has increased to 6425 piculs of pepper and 16661 piculs of tin, amounting to 1725½ piculs more of the former, and 5354 piculs more of the latter than in the most recent preceding year. Wherewith we take the honour to be with deep respect, High Noble, Right Honourable, Strict, Far-Ruling Lord and Noble Lords, Your High Excellencies' most humble and obedient servants, Signed: Willem Carpenter van Westerbeek and Isbrandt van Stamhorst In the margin: Palembang, the 3rd of May, anno 1775. To His High Nobility The High Noble, Right Honorable, Strict, Far-Ruling Lord Petrus Albertus van der Parra Governor-General together with The Right Honorable Gentlemen Councillors of the Netherlands Indies, etc., etc., Batavia Per the ship Blijswijk and the cruising pantjalling De Wolff. On the 12th of the preceding month, by the returned cruising pantjalling De Wolff, we were honored with Your High Nobilities' respected dispatch of 30 April prior, accompanied by various duplicate papers and office necessities, for whose favorable supply we express our humble gratitude, with the most humble petition that it may please Your High Nobilities to favor us as soon as possible with the fulfillment of the demand of necessities sent from here on 15 February of this year for the financial year 1775/6: in particular with the cash funds, merchandise, provisions, smithing coals, and sawn beams requested therein for the renewal of the lodge, since of the first item we currently have no more than 7260 Spanish reals remaining in the treasury, and are entirely devoid of the aforementioned other necessities. In the meantime, we take the liberty, on account of expiration of time, to present to Your High Nobilities the humble petitions for an increase in salary of: Frans Joseph Peeter, of Breslau, cabinetmaker, arrived Anno 1770 on the Vrouwe Elisabeth, wage: 14 guilders. Jan Thierij, of Brussels, soldier at 9 guilders, arrived Anno 1761 on the Vrouwe Geertruijde, wage: 11 guilders. And for relief from here to the capital, Peter Lieders of Cleve, 1st Assistant. In place of which latter, may it please Your High Nobilities to crown with favorable approval the accompanying handwritten request of Johannes Ebelie, of Utrecht, apprentice sailor, arrived Anno 1772 on the Westvriesland, wage: 7 guilders, to be confirmed in the administrative service, having now acquitted himself well here provisionally for about three years. This vessel having properly delivered its goods brought along for this office, its bow is now turned toward the coast again, with a cargo of: 694 piculs of black winnowed pepper 600 ditto of white garbled pepper 4000 ditto of tin from Bangka, as well as diverse cajang mats further specified in the accompanying invoice and bill of lading, to which we respectfully refer. The internal and external conditions of this realm yielding nothing this time worthy of Your High Nobilities' attention, save only that here at Court the return of the envoys is awaited with deep longing. While presenting such papers as the accompanying register prescribes, we have the honor to remain with deeply owed high esteem, most submissively, High Noble, Right Honorable, Strict, Far-Ruling Lord and Right Honorable Gentlemen, Your High Nobilities' most humble and obedient servants, Was signed: Willem Carpenter van Westerbeek and Isbrand van Stamhorst. In their residency, Palembang, 16 June Anno 1775. Agrees, J. Lohman Invoice of the following products shipped and loaded here by the undersigned Residents on the ship Blijswijk, departing therewith, under God's guidance and properly signed bills of lading, directly from here to the capital Batavia, respectfully consigned to His High Nobility, the High Noble, Right Honorable, Strict, Far-Ruling Lord Petrus Albertus van der Parra, Governor-General, together with the Right Honorable Gentlemen Councillors of the Netherlands Indies, etc., etc., namely: In the Netherlands office at Palembang, 16 June Anno 1775: 73,200 lbs, or 600 piculs of white garbled pepper, packed under the supervision of two designated commissioners into 600 pieces of double straw pepper sacks, being in each double sack a picul of 122 lbs gross, marked on the outside with P:A and bound with rattans, which pepper was delivered according to custom at 8 Spanish reals in cash per picul of 122 lbs, thus yielding the purchase amount of 4,800 Spanish reals, which at 54 stivers each equals: 12,960 guilders. Expenses incurred thereon: To the Residents here, or 3 percent on those 600 piculs, favorably granted to them by Your High Nobilities in the honored dispatch of 31 May 1769, now amounting to 144 Spanish reals at 2 guilders 14 stivers each: 388 guilders, 16 stivers. For 1,296 pieces of straw pepper sacks used for the aforementioned packing, as well as those torn and rendered unusable during the work, at 13 guilders 10 stivers per hundred: 174 guilders, 19 stivers. 512 bundles of binding rattans used for the binding and fastening of the sacks, at 27 guilders per hundred: 138 guilders, 5 stivers. 1,400 pieces of cajang mats rendered unusable during the garbling and cleaning of that product, at 6 guilders 15 stivers per hundred, makes: 94 guilders, 10 stivers. 251 State of the white pepper collection First signatory's expression of thanks for his elevation to merchant As well as of various other advanced servants Capture of the Company's boat the Spiering and its cargo The King's request Tjalling and that Your High Nobilities have been pleased to grant from the Company's stores to the Sovereign's envoys against cash payment: 20 pieces of iron four-pounder cannon balls 40 blunderbusses 20 flintlocks, and 20 picols of gunpowder in addition to the permission granted both for the purchase from private individuals of 2 vessels with a length of 70 feet each, and for the transport of as much rice as the pepper and tin vessels will be able to take on this voyage, and as the crop on Java will permit, everyone now waiting almost impatiently for the return of the said envoys, at which time Your High Nobilities' undersigned servants will have the honor to exert every zeal and attention in order, in accordance with Your High Nobilities' purpose and instruction, to renew the contract currently existing between the sovereign of this realm and the Honorable Company jointly with the emperor and king, and to settle it amicably. Regarding the collection of white pepper, may it please Your High Nobilities to be persuaded that the same is constantly encouraged in no other way than by friendly ways and means, and especially with the full cash payment of the designated 8 Spanish reals per picol; also, its deliverers are assured that their persons will be kept secret and that they will remain out of danger on this account, for which reason they also take advantage of the opportunities to come and bring the same willingly into this factory with their own hands. The favorable passing of the local reduction of the balance sheet of this factory in the financial year 1773/1774 over the most recent preceding year we acknowledge with deep obligation, while it will constantly be our aim that the trade books in this regard make a better showing henceforth. The first signatory finds himself indebted to express his humble thanks to Your High Nobilities for the favor of his commission as merchant, intending to seek to make himself more and more worthy of that demonstrated kindness, as also do, for their obtained promotions, Hermanus Wennemers, transferred to the clerical staff; Benjamin Hopker, appointed sick-visitor; Haring Pietersse, elevated to quartermaster; Herman Christiaan Ischee, promoted to house carpenter; and Gregerie de Toisa, stepped forward as mason. Concerning the capture of the Company's boat the Spiering and the dreadful murder of all the European seafarers who had been assigned to it, which according to a given deposition is said to have been committed by a certain Palembang Lurah Goedien in the Lampong River, we cannot as yet have the honor of giving Your High Nobilities any information; since the emperor and king in this matter appeal to the return of their envoys, in order to be elucidated in this regard from their mouths, so as to be able subsequently to investigate this enormous case with the utmost rigor and to lay open the true nature of this matter before Your High Nobilities; and we shall, pursuant to the highly honored command, detain the bark the Ida here until it can return again with a good pepper and tin cargo, but because we find ourselves destitute of the cash required for that purpose, as we currently have no more remaining in cash than circa 4000 Spanish reals, we have, in hopes of a favorable interpretation, made bold to send the cruising pantjalling the Snelheijt, which belongs here, thitherward, with the purpose of humbly requesting Your High Nobilities to take a favorable reflection upon the note accompanying this of the cash and principal necessities which are still lacking from our annual requisition for the financial year 1775/1776, while at the same time on this occasion Your High Nobilities are humbly offered: 232 picols of Bangka tin, and 50 ditto garbled white pepper, costing together f 7440: 17:— as appears from the invoice and bill of lading sent herewith, to which we respectfully refer, under humble prayer that the bearer of this may be favored with a speedy return dispatch. The King urgently requests that through the goodness of Your High Nobilities he may still be supplied, for cash payment, with: 50 to 60 pieces of well-conditioned blunderbusses. Knowing nothing further that merits the attention of Your High Nobilities, we refer ourselves most submissively to the further annexes and duplicate papers that are specified in the attached register, and honor ourselves to remain, with deeply owed high esteem. At the foot stood: High Noble, Great Honorable, Severe, Far-Ruling Lord, and Right Honorable Lords. Lower: Your High Nobilities' most humble and most obedient servants. Was signed: Willem Carpenter van Westerbeek and Isbrand van Stamhorst. In the margin: Palembang, the 2nd of July 1775. Agrees.
