Honorable, Respected, Ruling Lord In compliance with your Honorable, Respected, highly esteemed order, I have inquired of the Chinese Limsianko about the reason why the Tidorese ensign named Rano accompanied him on his recent voyage to Misool, who in reply served me with the following: That this ensign had been expressly sent with him by His Highness the King of Tidore, in order to invite the king or some grandees of Onin to Tidore, so as to hold consultations regarding what was necessary concerning the spices growing in that region. That the said King of Tidore had likewise most earnestly requested him, Limsianko, to exert his efforts to that end, and in case of consent, kindly to transport the said persons to Tidore on his sloop. However, that neither he, Limsianko, nor the aforementioned ensign had been able to comply with the Tidorese monarch's request and desire in this matter, because upon their arrival at Misool, they were immediately informed that the people of Onin were opposing the King of Misool, under whom they otherwise fall, primarily because very many inhabitants of Onin had gone to their graves through the infection of smallpox introduced by those of Misool, which bitterness of the Onin people against the Misool people had risen so high that they would not even permit the Misool prince Monkoe, who was sent by the aforementioned Tidorese ensign with three prahus from Misool to Onin, to set foot on land or hold a conversation with him, but immediately turned him away from their shores by force of arms. Whereby, as stated, that commission met with no success, but on the contrary resulted in great detriment and damage to him, Limsianko, because for the aforementioned reasons he had to return directly hither from Misool, and this all the more so because the King of Onin, who was otherwise quite a good man, had died in the meantime. Today, the 26th of May 1775, appeared before me, Koene Koenes, First Sworn Clerk of Policy of this Government, present the witnesses to be named below: The Chinese Limsianko, residing here, who at the requisition of the Honorable, Respected Lord Paulus Jacob Valckenaer, Governor and Director of the Moluccas, and in favor of the sincere truth, 17 June June 1775 47 991 declared to be the truth, that the King of Tidore recently sent one of his subjects named Rano, an ensign of rank, with him, the deponent, to Misool, with instructions to invite the king or some of the principal natives of Onin to proceed with him to Tidore in order to confer there with the king about the spice crop growing on Onin. That the said King of Tidore had also very earnestly requested him, the deponent, if they were willing to make that journey, to bring those of Onin to Tidore on his vessel. However, that he, the deponent, had been no more able than the aforementioned ensign to fulfill the monarch's request and desire, since upon their arrival at Misool they learned that those of Onin had withdrawn themselves from the rule of their head, the King of Misool, because the people of Misool had brought the smallpox to Onin, from which disease a multitude of inhabitants of this place had died, which had made the Onin people so embittered against those of Misool that they would by no means allow a prince of their nation named Monkoe, sent to Onin by the repeatedly mentioned Tidorese ensign with three prahus, to land, but forced him by force of arms to depart again immediately. As a result of which this commission was not only without success, but also very detrimental to him, the deponent, since on account of this estrangement he had to abandon his intended journey to Onin, and thus was compelled to return hither directly from Misool; to which was added that the King of Onin, a man of good character, had died during his stay at Misool: With which he, the deponent, concluding this his declaration, gave reasons for his knowledge as expressed in the text, being prepared, if required, to verify this. Beneath was written: Thus done and attested at Ternate in Castle Orange on the date written above, in the presence of Daniel Brand and J. H. 48 Furthermore, the main point of both these reports amounted to this: that the people of Onin had refused to let the Tidorese envoy Rano come ashore, out of fear that he would bring the contagion of smallpox, of which they are very afraid, ashore there, so that this Tidorese mission has consequently turned out to be fruitless. Since the King of Tidor had never yet made known the outcome of his envoy's journey to the Governor, and since His Honour nevertheless wished to leave nothing untried to accomplish the intention of our High Masters through the destruction of the spice crops on Onin, he had decided to send Commissioners to Tidor in order to inquire from the King himself about the condition of Onin, as well as the experiences of his envoy, just as if His Honour had not yet heard anything regarding the matter. That the junior merchants Beijnon and Gavanon, provided with an appropriate memorandum, had proceeded to the Court of Tidor a few days ago for that purpose, but chiefly with the intention of investigating whether there might not be a possibility of allowing this expedition to Onin to proceed, to which they were to attempt to persuade the King by pointing out to him that he had given good hope for it in the previous year. the 17th January 17 993 June 1775 hope had given. That the said junior merchants, having completed their commission, had submitted a written report on the matter to His Honour, which document was now read to the Council members, and ran as follows: To the Honourable Paulus Jacob Valckenaer, Governor and Director of the Moluccas, Honourable Sir! The Prince also declared himself particularly satisfied with the efforts made by Your Honour, whereby His Highness the King of Ternate had been convinced of the unfairness of his proposal to prevent the people of Tidor from gathering sago on Morotai; His Highness will strictly admonish his Tidorese subjects who go thither not to cause any trouble to our extirpators, much less to the Ternatans. His Highness also expressed great pleasure at the willingness of the King of Ternate to prevent the Alfurs of Tobaru from sailing without a pass to the Tidorese districts; but the Prince added at the same time that although it would be very easy for him, in accordance with the desire of the King of Ternate, to apprehend such vagrants, he would nevertheless be reluctant to proceed with this, so that in the event of further disputes he would not gain the reputation of having been the primary cause of them. Furthermore, His Highness agreed, according to ancient custom, to send deputies to the execution of punishment upon his Tidorese subjects, in order to assist the day after tomorrow at the punishment of the Tidorese Abdul for arson committed in the Labuha village on Bacan. Meanwhile, His Highness seemed not at all satisfied with Your Honour's answer given to his requests to the blow the promote the soldiers Bonfort and Frank to Corporal, saying that he was sorry that he could achieve so little and that he constantly had to be ashamed before the common man, since he could not fulfill his promise to help them. We also inquired closely of His Highness whether, upon the return of his envoy who departed in the past year for the Papuan islands with the vessel of the Chinese Limsianko, he had not received any news from the land of Onin, and whether, pursuant to His Highness's last-made promises, there was now a possibility of mounting the extirpation expedition to the said Onin; to which the Prince answered that he had received no other news from Onin than that which the said Limsianko had brought here, and which he thought would have been reported to Your Honour by the said Chinese, which was also the reason why he had considered it unnecessary to make known the experiences of his envoy. But concerning the mounting of a spice extirpation thither, His Highness could not yet give us a definite answer, since he first had to consult about it with the King of Misool, who was currently on Tidor and under whose jurisdiction Onin belonged; His Highness nevertheless remaining of the opinion that this extirpation expedition was an absolute necessity, in order thereby to prevent foreign nations from the smuggling trade in spices with those far-distant peoples the 17th June 17

Before we took our leave of the monarch, he further requested us to propose on his behalf whether Your Right Honourable would be pleased to grant permission to a certain Gorontalese Khatib currently on Tidore to take passage on the ship Vlissingen, together with his wife and child, to Batavia, in order to be able to continue his pilgrimage from there to Mecca; requesting that he may receive an answer thereto in the coming days. Having obtained no particular answers on the remaining points contained in the Memorandum, but the same having merely been accepted by the monarch for information, we hope hereby to have executed our Commission to the satisfaction of Your Right Honourable, declaring ourselves with due high esteem. underneath stood: Right Honourable Sir; lower down: Your Right Honourable's obedient and faithful Servants; was signed: F. H. Beijnon and P. P. L. Gavanon; in the margin: Ternate the 15th June 1775. — From which it appeared, apart from some matters of lesser importance, that His Highness had given no positive answer to the Commissioners regarding their representations concerning the extirpation of Onin, but had said that he must first consult on this matter with the petty king of Mistoual, which petty king was currently on Tidore and held supreme authority over Onin; for which reason His Highness had undertaken that he would let the Governor know the outcome of his conversation with the aforementioned chief of Mistoual without long delay. From which lukewarm answer of the king of Tidore, the Governor as well as the other Members could conclude nothing other than that the prospect of the expedition to Onin was not very great, which His Honour undertook to report likewise to Their High Mightinesses in the first secret reply. Likewise, the Governor communicated to the Members of this meeting a certain oral report from the aforementioned Commissioners Beijnon and Gavanon, who had related to His Honour that the king of Tidore had expressed himself very strongly concerning the treachery of the notorious Haji Umar, and affirmed that he would gladly see this scoundrel punished, indeed that he would even give 500 Rijksdaalders if he could gain possession of him: which boasting appeared very ridiculous to all the Council members, because the king was suspected by all of them of having permitted, or perhaps even incited, a certain other native named Bassara to desert to the English as well, to which Nation it was now known for certain that he, as well as Haji Umar, had repaired, since the former Gebe Commissioners Hemmekam and Gavanon, in their Daily Journal of the 17th and 18th January, relate that this Bassara departed from Gebe with the English galley of Forrest, with the intention of acting as an Interpreter for the British. Which desertion was moreover confirmed by the Extirpators Stephaan and Out by letter of the 30th May, so that there was no reason to doubt the truth of this news, notwithstanding that the king had never given any notice thereof to this Government. Hereupon it was also resolved to record hereby how the extirpators Stephaan and Out, in their latest letter of the 30th May to this Government, wrote that a man of Weda had brought them the news that around that time, between Pulau Moor and Sayafi, he had sighted a foreign two-masted vessel alongside two single-masted vessels, without knowing of what Nation they were, for which reason the Council members would not vouch for the truth of this news, as it had already often been experienced here that not much reliance could be placed on the accounts of natives. Lastly, the Governor showed the members of this meeting an Extract from the Minutes of Their High Mightinesses' Resolution of the 4th November of the past year taken concerning the arrears of the former Gorontalo Resident Houque, which being read, it was resolved to deliver this Extract to the Trade officials, with orders to proceed according to Their High Mightinesses' decisions: While it was further resolved to express humble thanks to Their High Mightinesses, in the first reply, for Their highest order to have withheld both half of Houque's pay and of his shopkeeper's income toward the payment of his arrears, since it was hoped that this shortfall would soon be settled by this means, and the collective guarantors would be indemnified through Their High Mightinesses' good foresight. Since the pay account of the said Houque, according to a secret Council resolution of the 14th August 1773, was provisionally encumbered with an amount of 655:21:8 Rijksdaalders, it was resolved in this session to discharge his Account again of this debit, upon the representation of the Trade Bookkeeper Meurs that the aforementioned Houque had already been debited for this amount, arising from missing funds in his Gorontalo administration, in the Trade Books under the Gorontalo shortfall. Moreover, it was also resolved to provide our High Superiors again with a clear report of the present state of the said arrears, demonstrating how the same had been reduced again this year to such an extent that the entire shortfall of Houque as of today amounted to no more than the sum of 3186:8:— Rijksdaalders, which remaining balance the Council members intended to collect by all possible means. underneath stood June

Which conduct His Highness maintained was enough to rid him of such a prince and to banish him elsewhere. The prayer having been performed with proper reverence, there was produced by the Governor a report concerning the recent spice inspection on the Poelo Kakeks, performed by Corporal Jacob Semet, together with five common soldiers, in such manner as was resolved to be carried into execution at the arrangement of this expedition, by separate resolution of 25 May. This report, upon being read, was found to be of the following contents: To the Right Honorable Lord Paulus Jacob Valckenaer, Governor and Director, together with The Council of the Moluccas Right Honorable Lord and Gentlemen! Pursuant to Your Right Honorable's instructions dated 28 June past, I, the undersigned, on the 30th thereafter, following the receipt thereof, together with the five common soldiers, proceeded to the kora-kora lying before the sea pier, and in company with the Tidorese commissioners, the kimelaha Tommangjilo Hatibi and the writer Hatibi Abis Kassim, crossed over that same day to Tidore; where I arrived on 1 July, but not finding the king there, as he had departed for the opposite shore of Halmahera, we tarried at the Post until the following day, when, upon the return of the Postholder, a vessel sent by him at our request returned on the 4th with word that His Highness awaited us across the water with him; upon which order we also departed from there on the 5th thereafter, and arrived that very day at Goeroea; having presented the compliments of Your Right Honorable to His Highness, and at the same time made known for what purpose I had been dispatched by Your Right Honorable, I requested that we might not be detained long, but that the journey to the Poelo Kakeks might at once the 2nd might :1

6 1017 September 1774.. could proceed. Upon this, that monarch replied to me that all was well and good, and that we could simply continue our journey. After this we took our leave and departed with the corracorra for Poelo Kakeks, where, after a distressing and very adverse journey, we arrived only on the 2nd of this month, after having previously been provided by His Highness with a metal swivel gun, a half-pounder piece, 40 swivel-gun bullets, and a small barrel of gunpowder, since our corracorra was entirely devoid of small artillery. During our presence on the said island, we searched the forests with all exactitude, but nowhere perceived any spice tree, for which reason, after a stay of five days, we crossed over to the other small islands situated around there, which we likewise inspected with all accuracy, but found no spice plant on any of them. The said small islands are three in number, and lie about a musket shot from Poelo Kakeks, all of them being uninhabited, and without any river or streams, the first, named Wajola, being just as large as the aforementioned Poelo Kakeks; we spent six days searching those small islands, but since, as has already been said, we found nothing to do there, after holding a meeting with the Tidorese grandees we departed from there on the 13th of this month, and on the 22nd thereafter, after having also endured much danger from severe weather, arrived at Tidor. Being unable to speak with the king before the 24th, since he was staying on the south side of Tidor at a place called Pogowaij, we proceeded thither and made our return known to His Highness, which monarch dispatched us on the 27th thereafter together with his emissaries; on which day we departed in the morning and returned here in the evening. Furthermore, I take the liberty to humbly request Your Honorable Worships that, according to old custom, reimbursement be granted to me for four native hired men, who during this expedition were employed in the service of the commission at 6 stivers per day each, calculated from the day of my departure to my return, or from the 30th of June to the 27th of this month, as well as that there may be refunded to us 5 rixdollars, which were paid out on various occasions during the journey for the purchase of tobacco for the natives, and also that write-off may be granted for a pedak and a chopping axe, which according to custom had to be delivered to the malin or guide upon the dispatch of the extirpators. Likewise, the undersigned requests to be relieved of the accountability for the 80 jugs of arrack given to him, which were served out to the natives during this expedition. Lastly, the humble undersigned requests that to him, together with the other five soldiers, the board money and rations that have been suspended here since their departure may be paid out. While he, in the trust of having completed his commission to the best of his ability, has the honor with all submissiveness to be. Underneath stood: Right Honorable and Worshipful Sir and Sirs, lower: Your Honorable Worships' faithfully bound servant, was signed: Jacob Semet, in the margin: Ternate the 29th of August, the year 1774: Where 8 the 2nd. Resolution thereon Approbation From which it was confirmed that the forests on the said small islands, during the period of six days, had been searched with the requisite accuracy, but that not the least spices or spice trees had been discovered on any of them. This having been discussed, it was not unpleasing to the Council members that no spice trees grew on those small islands, since this discovery would presumably forever relieve the Ternate Government of the trouble of requesting the kings of Tidor or Batchian to inspect these small islands, considering that from the oral reports of the commissioners it may well be firmly concluded that no spice plant has ever grown in that place. Since the Council members furthermore could not find otherwise than that the said Corporal Semet, alongside his five subordinates, had performed their duty well and fully satisfied the intention of this Government, it was for that reason agreed to approve their transactions and further also to have their conduct during this expedition confirmed by oath. Whereupon both Commissioner Semet and the five common soldiers were called into the assembly hall, and beforehand the first-named was asked by the Governor whether he was prepared to confirm the truth of his report by oath, and also whether he himself had been present at the search for spice trees and had taken care that this search had been conducted with zeal, and at the same time whether he was fully assured that no spice trees whatsoever were to be found on the Poelo Kakeks; this last question being subsequently also by the Governor E 2 Head 2 1

Whereupon the contrary was attested by the common men, and furthermore it was unanimously made known by all that they had performed their duty in this work as faithful and honor-loving servants; they were further asked whether they felt prepared to confirm their statements with a solemn oath, whereupon they all together showed themselves very willing to do so, and took the oath each individually in proper form. Furthermore, it was resolved to grant the Commissioners' request for the payment of the wages of four hirelings, who, according to custom, were employed on this expedition in the service of the Commission, whose wages at 6 stivers per day each would amount to a sum of 29 rixdollars and 24 stivers. Likewise, it was agreed to write off the 80 jugs of arrack that were given to the helpful natives, as well as the pedak and chopping axe which the Commissioner, according to custom, gave to the guide. It being also resolved, upon the request of the extirpators, to allow the payment to them of the board money that has accumulated here without increase since their departure. However, it was conversely decided to reject the requested reimbursement of five rixdollars for gifted tobacco, since the expenditure of cash without the specific prior knowledge of this Government is forbidden to the Commissioners.
