27 27. 265 From Banda Neira the 26th of August 1775. Considering the extension inevitable and very gladly wishing to use the utmost discretion, because he boasts on all occasions of being related to a Councillor of the Indies, the Political Council, upon my proposal, has consented to submit the accusations of this resident, the defense of the postholder of Rosengain, together with my exculpatory remarks, to the judgment of Your High Excellencies without public complaint, with all humility. And regarding which, as an expedient means to settle new quarrels in the course of time, concerning Rosengain, I most respectfully come to propose to have the residency of Oorien henceforth handled by a clerk under the accountability and further supervision of the resident at Waaijer, and to attach the island of Rosengain instead to the main district of Lontoir, which is under the Governor. Firstly, because the short distance between Waaijer and Oorien uncommonly facilitates the neglect of the Company's affairs in these two nearby places. Secondly, since the orders for Rosengain directly from Neira can achieve a more complete and speedier execution than with the intervention of a stubborn resident of Waaijer, who always arranges things differently than the arrangements of the ruler contain. Even less can it be shown in the course of time that this servant did not wish to obey the instructions of 1773, continuing therefore once again to be the resident's own embarrassment, and regarding fabricated pretexts of this nature, it is unnecessary to remark anything for the reason that the same is merely a malicious attempt of the resident to accuse the Governor of unproven familiarities, but above all placing his incompetence for the Company's service as clear as daylight. The humble signatory gave as an answer, when personally with the postholder, that the said Jan Joseph should request the postholder in my presence, and if he were to be refusing, the humble signatory would give a pass to him, Jan Joseph, or his wife. Whereupon the humble signatory stood up, went inside, and was followed by the said Jan Joseph, and requested the postholder for a pass to Neyra, which was answered by the postholder: "When the orembaai departs, I will give a pass." Whom was the signatory to believe in this: the postholder or Jan Joseph? Whereupon the humble signatory departed the following day for Waijer. The orembaai also went about 7 to 8 times to Neyra and to Waijer without hearing of the said Jan Joseph. However, on 12 December, the aforementioned Jan Joseph came as commander over the pool, and informed the humble signatory that he had several times requested the postholder for a pass after the humble signatory's departure, but had each time been chased away by the postholder with the addition: "Now the resident is gone, and he has little to say anyway," and still more such acts committed by the postholder, which indeed came to the humble signatory's ears, but it would be too lengthy to put it all on paper for Your Honourable Worship. For no one on the island dared to complain about anything to the resident, because the postholder uses such military correction there that they truly tremble before it, as was shown to the corporal serving at this office on the resident's third service, first punished with the death sentence, put in the stocks, and banished inside. After a few days had passed, the postholder came with the junior surgeon Bruyning to the office. The humble signatory, having gone ashore fully dressed, was received at the lodge by the postholder in his kebaya, who made his excuses for not having been warned, and was busy distributing the rations. When such a thing happens by day, an orembaai landing without being seen, what might not happen by night with the roaming of the Papuas? And then the humble signatory discovered how great a trust the postholder placed in the Javanese, for the said Javanese were employed by him, the postholder, to guard the island at night, and were provided with half-pikes and cutlasses along with a vice-corporal of the Javanese. In one place he accuses the postholder of having placed too much trust in the Javanese, and in the other place, on the contrary, he declares that the resident entangles himself in the snares set for another's fall.

I will leave aside whether this assertion is truthful, yet I take the liberty to submit for Your High Mightinesses' consideration whether the British brought this disaster upon themselves through their arrogance, or whether the massacre was committed by the Xullok people with the intention of settling their substantial debts with the English at one stroke by this means. Being uncertain of this, I will try to ascertain the true reason, if possible, from the Chinese letter- bearers, and this would have already happened had it not been so difficult to hold a conversation with these people. From Ternate, the 18th of May 1775 In brief, we are being sought after once again on Xullok, now that their friendship with the English has ended; which is entirely evident from the friendly phrasing in which the emperor's letter is framed; so that a suitable opportunity now presents itself to reopen the alliance with the people of Xullok: And since it appears clearly to me from Your High Noblenesses' writings how very much you would also have liked the commissioners to have been able to conclude the planned Exclusive Treaty with the people of Xullok, this consideration prompted me, during our meeting on the 16th of this month, all the sooner to make use of the emperor's friendly invitation, and to send there again on commission, towards the middle of the upcoming month of September, the Translator and shopkeeper Hemmekam, together with the chief mate Van der Staal, seeing that both of these servants are now known on Xullok and, in my judgment, conducted themselves very well there on the last voyage. The pretext of this mission will be, pursuant to the emperor's request and proposal, to come investigate who gave the first cause for the arisen turmoil and the massacre committed against the English: while I will explicitly impress upon the commissioners in their Instructions that entering into a treaty of alliance and commerce is the principal purpose of their departure, which they must therefore promote above all else; just as they will also be ordered to inquire meticulously into the condition and further fortunes of the remnant of the British since their escape from Blanbangan; of all of which I hope to be able to provide Your High Noblenesses with a satisfactory account upon the return of the commissioners; just as I shall have the honor to inform you, at the very next opportunity, of the name of the vessel, along with the crew, that is to be employed for the execution of this commission. This vessel, being a kind of small three-masted galley, was, according to the received reports, manned by three to four national Englishmen as officers, and further by all sorts of natives, consisting of Xullokkers, Bugis, Capaijers, and others, though in all not stronger than about twenty-five men, and for the rest also very poorly equipped. According to the accounts and the description given of these crewmen by various natives, the mentioned vessel was reportedly no larger than a small pantjallang, and the same was, in the commissioners' view, commanded as chief by the Englishman Bartels, who, according to the journal of the Xullokse commission, supposedly intended to come search for spice plants in the eastern quarters in the year 1774: on which grounds I have notified the rulers of the three other eastern governments of the appearance of this English adventurer by letter, in order to be on their guard and to obstruct his designs, if possible, each within his own territory. From Ternate, 18 May 1775 of the Heir to the Kingdom of Batchian to protest against the arrival of the English in his hereditary lands, which proposal having been adopted in the repeatedly mentioned Council meeting of 19 December, the Crown Prince shortly thereafter undertook the voyage on the Caneelboom in the company of our commissioners, in order to jointly deliver the protests upon encountering Europeans. The commissioners departed from here for that purpose on 23 December of the past year, and returned on 15 February of this year, when they reported to us that they had not been able to find or overtake the English either on Batchian or around Gebe, notwithstanding that they had received certain intelligence that the same had stayed for some time at the island of Oempaij, belonging to Gebe, and situated in the southwest of the western point of the Papuan island of Waigeeuw, where they had maintained extensive intercourse with certain inhabitants of Gebe, Batchian, Miscoul, Pattani, and Tidor, and from which island of Oempaij, according to the report of the commissioners, the British adventurers had continued their voyage to Papua ten days before their arrival, under the pretext of seeking the English fleet, which was said to consist of many ships and vessels; although the commissioners not without reason suspect that the intention of the Britons was rather to proceed to Onin, in order to provide themselves there with nutmegs. Likewise, the repeatedly mentioned commissioners on this voyage again discovered new evidence of the treacherous trade of the people of Maba, Patani, and Gebe, as well by their inclination toward the English as by the carrying on of illicit trade in spices, in proof of which the commissioners handed over to the Council two small bags filled with mace and nutmegs, together weighing 10 pounds, which spices they found partly in a Patani prahu and partly in some holes and hollows on the beach, near which two prahus of the aforementioned natives had been staying. I have the honour hereby to present these spices to Your High Excellencies in a small box marked No. 1, in which are also enclosed a red as well as a blue silk Bengal neckerchief, one of which the King of Batchian received as a gift among other goods from the English, and which the Young King of Batchian handed over to me here, having managed secretly to obtain the same from his sisters, who reside with their uncle the King on Casiroeta; the second neckerchief was likewise handed over by the aforementioned Crown Prince to the King of Ternate, and delivered by the said prince here in full assembly again to the Council, as proof of the far-reaching treachery of the King of Batchian. For as sincere and well-intentioned toward the interests of the Company as the said Crown Prince Iskandar Alam shows himself to be, just as many examples of perjury and fickleness, on the other hand, the conduct of the King, his uncle, has recently exhibited again. It is indeed true that the King notified us of the arrival of the Britons on Batchian, but he did not dare conceal this, since he well knew that we would have learned of such a notable event from elsewhere anyway. And yet he sought to deceive the Council, by making us believe that the English galley had turned its prow toward Boetoen, whereas he asserted to the commissioners that the Britons were minded to proceed to the silver-bearing Papuan Island Nowok, with the intention of erecting a fort there. Both obvious lies, likely devised by the prince to throw our men off the track, as they say, and to prevent them from seeking out and overtaking the said Europeans. In addition, the three sisters of the Crown Prince of Batchian, who reside with their uncle with much reluctance, secretly revealed to their brother the Crown Prince, at the time of the commissioners' presence on Casiroeta, how they knew very well that the old King, their uncle, maintained correspondence with the Court of Tidor, in order, if it were possible, to lure foreign Europeans to the Moluccos, notwithstanding that he did his best to conceal his evil intentions from the Company. If we had wished to proceed according to the standing order, the Ternate districts of Gane and Saketa would have been first in line, as those lands have not been visited since the year 1766; but because the Tidore territory where work is currently being carried out is situated not far from Gane, it was judged best, in order to prevent disputes between the subjects of both sides, to give preference to the Morotai expedition, to which we proceeded all the sooner out of consideration that the spice crop could easily be carried off from there by smugglers and which, according to incoming reports, was growing fairly luxuriantly there, notwithstanding that this island of Morotai was cleared as recently as the year 1770; for all which reasons the King of Ternate was also very keen to make a beginning with this island. Which resulted in their proceeding thereupon to the Governor of the English Company, Jean Herbert Schoewer, and after having diverted themselves there also for one or two days without taking up their residence here, they again undertook the voyage without our official knowledge or that of the grandees. We nevertheless did not fail to send after them our letter and presents with a small vessel, but this was in vain owing to the stiffly blowing wind at that time, whereby the vessel of the commissioners could not be overtaken. However, we testify that we cannot comprehend what reason the commissioners had to undertake their journey again in such a clandestine manner without giving us notice thereof; notwithstanding we are indeed of the opinion that they will certainly have made a report to Your Honor our sincere friends of the treason or other reasons that moved them thereto. Following upon this, we cannot refrain from reporting that the Xullok people sailing to and fro on Balambangan on the part of the princes and children of the grandees of the realm to trade with the English Governor residing there, were, without any the least reason, not only treated in an improper manner with abusive words by the English, but moreover seized, their legs riveted in iron chains, and furthermore met with weapons, which caused the Xullok people to resolve to avenge themselves again by running amok upon the English, such that many fell on the side of the Xullok people as well as the English, and from this a major war having arisen, the result was that the English, leaving behind all their merchandise and artillery goods, fled and abandoned Balambangan, whereby we remain awaiting what decision the English Company will come to take concerning this dispute that has arisen, which happened without the knowledge of the Sultan and grandees; thus leaving it referred to Your Honor our sincere friends to investigate, if you please, who gave reason for the origin of this slaughter that arose between the Xullok people and the English. By the commissioners' latest letter of the 30th of May, we were informed that the destruction began on the 25th of the said month on Messa, and thus in the fourth district, where, up to the dispatch of the letter, and consequently in the space of five days, a quantity of 538 nutmeg trees of the kind were eradicated, of which the largest trees were seven feet in circumference, as evidenced by the measurements sent over, which, along with the fruits, bark, and leaves, were burned according to custom by commissioned members at a special meeting on the 26th of June. We have very good expectations that the monarch will keep his word in this matter; at least we have already received tidings from the Commissioners Bartholomeus and Krol that the work on Morotai was already underway with the help of 80 Alfurs, who showed themselves willing to labor and complied very well with the orders of the Commissioners. Following up on the report which I made in my respectful secret letter of the 9th of July of the past year regarding the proposed extirpation expedition to Onin, I can further report that the Tidorese ensign Rano, whom the King sent thither in the past year with the Chinese Lundjanks, returned this year together with the Chinese, from the latter of whom I had the translator Hemmekam inquire into the state of affairs in the said Onin. He drew up an account thereof, which was inserted into the secret session of the 17th of June, together with a declaration given by this Chinese concerning his Onin journey, which for the most part agrees with Hemmekam's account. The main point of these reports amounts to this: that the people of Onin did not want the Tidorese emissary to come ashore, 45 333 From Ternate, the 20th of July 1775.— out of fear that he would bring ashore the contagion of smallpox, of which they are very afraid, so that this Tidorese mission turned out to be fruitless because of this. I nevertheless sent the junior merchants Beynon and Garanon to Tidore in order to persuade the King, if possible, to let this Onin expedition proceed; but His Highness gave no positive answer to this, saying that he first had to consult on this matter with the petty king of Misool. This petty king exercises supreme authority over Onin and is currently on Tidore, for which reason His Highness promised the Commissioners that he would let me know without long delay the outcome of his conversation with the said petty king of Misool; but since this has not yet happened, I cannot report anything further to Your High Nobilities regarding the Onin expedition, other than that I do not believe there will be very great likelihood of it, although I will leave no means untried to induce the Tidorese court to extirpate these lands, if only the slightest opportunity presents itself. Before I conclude my account of the spice extirpations, I cannot refrain from expressing my satisfaction regarding Your High Nobilities' gracious declaration of having found nothing blameworthy in my direction of the extirpation work, which testimony will spur me on to observe my duty in all other respects as an honor-loving servant.
