31 August Anno 1776. Upon the remark of Their Right Excellencies regarding the merchant Namboor Wengeta Kistna Chittij, it was resolved to express to Them the circumspection of this Government, for the recovery of whose debts there was thus far no reason to fear. The admission of the requested merchant Namboor Wengeta Kistna Chittij to trade in partnership with the Company's impoverished merchants Ooendapallij Wengelassalam Chittij and Ovenderpillij Wengetarama Chittij, having been approved by Their High Excellencies, but remarks having also been made by Them concerning the condition upon which that agreement was entered into, it was agreed to reply in this regard that, in accordance with Their recommendation concerning that condition, one will proceed with all circumspection so that one does not fall into any inconvenience on that account or prejudice anyone in his rightful claim; yet at the same time to assure Their High Excellencies that there is thus far no reason to fear this, further demonstrating that the private debts of the aforementioned ruined merchants principally consist of funds that they have successively raised under mortgage of their real estate, jewels, and gold and silver works, for which the creditors having sufficient security for their advanced monies, have hitherto left those people in the full possession of their goods without harassing them. 443. 740 31 August Anno 1776. To express thanks for the satisfaction over the profits of 1774/5, and to give assurance that this year it will yield well over 3¼ tons. Concerning the sale of merchandise, it was first of all agreed to thank Their High Excellencies respectfully for the expressed satisfaction regarding the profits of the previous year, and subsequently to inform Them that the profits gained on the trade in this financial year 1775/6, when compared to the previous one, will differ very much to the advantage; since, according to the received yields of the respective factories up to the month of June, one may roughly calculate that up to that time, besides what was profited at this main place, well over 3¼ tons will have been profited on the sold merchandise of the Company on this Coast; together with the humble observation that this profit would have been still more considerable if the stock of spices, 31 August Anno 1776. If Sadras had been sufficiently provided with spices. To communicate the purchase of the candy sugar and camphor brought by the aforementioned vessels. As well as the low price of the [illegible] would be even more considerable, spices here had permitted to supply sufficiently the factory Sadraspatnam, where the sale of those spices has been exceptionally large, since the assistance they received from Paleacatta has only consisted of an insignificant quantity of 199 2½ pounds of nutmeg and 96 ½ pounds of cloves. Now, for reasons mentioned in today's Resolution, the candy sugar and Japanese camphor recently brought here with the return ship De Princes van Orange and the contra-ship De Wakkerheid having been sold again, and this for the previous year's prices of 23 and 80 new Nagapatnam pagodas respectively for the bahar of each item, it was approved and agreed to communicate this sale to Their High Excellencies, trusting that They will kindly be pleased with it. The contract entered into with the shroff Naijtinade Chittij for the period of five years concerning the purchase of spices having been agreed to by Their High Excellencies under certain provisions, it was agreed to reply in that regard that the same has not the slightest relation to the Company's servants, since these, as of old, have the freedom to purchase their required spices for cash payment in the Company's warehouse. And the necessary answer on this article having herewith been drafted, it was, with respect to 2 31 August Anno 1776. Notice that the brought rupees are not sold, but for touch [illegible] will be used in the mint. Assaying performed of 4 ticals brought in 1775. cash and merchandise, approved and agreed to thank Their High Excellencies and Most Respected Lords reverently for the complete satisfaction of our general monetary requisition with the ships De Princes van Orange and De Wakkerheid, consisting of 690000 guilders in bar gold, and 60000 guilders in silver Siamese tical rupees; as well as of the requested merchandise, in so far as the stock at the main Indian place has permitted, at the same time with the humble notification that the rupees brought this year with De Princes van Orange, instead of bar silver, will be needed for touch in the mint, and therefore no sale of that specie can take place this year, as happened in the past year. Application to be made to be assisted with some seafarers. brought parcel of 1774, and two from that of 1775, it has been approved and agreed to present most humbly to Their High Nobles the written report submitted by him in this regard, along with the samples, as well as to note from it here that, according to his report, it appears that those of 1775 contain finer silver than those of Anno 1774. Since the requested seafarers could not be supplied due to a shortage of men at Batavia, it has been agreed to remark with respect in this regard that this failure to comply, coupled with the absence of the outbound ship for Bengal, has caused such a scarcity of sailors here that they were scarcely able to get together the necessary crew for the return ship, to serve in place of the sick who remained behind here in the hospital and the 10 persons who passed away on the journey, together with a humble request to assist us directly from there in the coming year with some crew, whenever and if the stock at Batavia will permit it in any way, as it is far too uncertain henceforth to rely any longer upon the outbound Bengal ship. The 31st August Anno 1776. The order to have the mint work taught by an apprentice has been complied with for several years, and this will also be written to Jagg, with orders to maintain the rupees on the current footing. Regarding the Mint and minting operations, nothing extraordinary having been remarked by Their High Nobles, but on the contrary having been ordered always to have the assay work taught by an apprentice, both here and at Jaggernaykpoeram: it has been agreed to answer respectfully in this regard that this has already been complied with here for a considerable time, and will be written to Jaggernaijkpoeram; furthermore, that the aforesaid chiefs will also be ordered to maintain the rupee minted there, according to Their High Desires, on the current footing, or at 11 pence, 10½ grains, in order that the Company, as well as those of other nations, may thereby enjoy the profits on the silver and the minting. 149. 743 The 31st August Anno 1776. The shipment of the pig lead in Europe having been approved, it was decided the along with the mentioned spelter. Regarding the remaining stocks, the dispatch with the ship De Wakkerheid in the past year of the pig lead that had been lying here and at Palleacatta unsaleable having been considered well done by Their High Nobles, with instructions at the same time that Their High Selves expect a similar treatment regarding all the rest that was not movable here, it has been, pursuant to this qualification, approved and agreed to ship on the ship De Wakkerheid to Batavia 3914 1/8 lb spelter, namely 1961¼ lb from Nagapatnam and 1953 1/8 lb from Sadraspatnam, because the former has been lying here unsaleable since the year 1771, and the other at Sadras since the year 1772, for the reason that the Company's selling price amounts to 30 new Nagapatnam pagodas the bahar, and until now no more has been offered for it than 21 new Nagapatnam pagodas. Representation of the government to Their High Nobles regarding this subject, what appears to them in this matter. wherein it is alleged by him that he would not have committed himself for more than the 37 packs that were transported to Nagapatnam with the sloop Poeyoer to pay the lower yield than 50 percent advance on those that would be sold in Europe or at Batavia, and that consequently the loss on the remaining 150 bales could not be charged to him, to remark in the outgoing letter, with the request that these remarks may be considered as the respectful considerations of this Government, that it appears to this Council that his aforesaid proposition is devoid of all grounds and thus entirely unfounded, considering that by resolution of this Council of the 25th March 1772 it was decided, alongside the 37 packs brought here by the sloop Porijoer, also to place the 150 packs that arrived later and were just as bad as the previous ones, at the disposal of Their High Nobles.

The 31st of August Anno 1776. The Governor has farmed out the Company domains privately, except those of the tobacco and betel and the chank fishery, and according to their High Mightinesses' authorization on the 1st of this month, resolved to purchase for the Company the house standing on the beach built by the Engineer Duntsveld, for the appraised sum of 2000 old pagodas, in order to serve henceforth as a dwelling for the Master of the Equipage. After the business concerning Their High Mightinesses' very revered general dispatch of 5 May of this year was hereby concluded, the Governor informed the assembly that today was once again the usual day for the annual farming out of the Company's domains across the Negapatnam territory, and that one should consequently proceed to the general auction; but that His Honour had, subject to the approval of the Council, farmed out all the leases privately, with the exception of those of the tobacco and betel, and the lease on the chank fishery, which had been granted for three years in the past year, as follows: How much more the farmers have bid than the previous year: The revenues of the Bazaar for 660 pagodas, or 9 pagodas more; The duty on the measuring of paddy for 705 pagodas, or 7 pagodas more; The duties of the Gates for 2760 pagodas; The ferry across the river for 13 pagodas; The duty of the doits for 640 pagodas, or 15 pagodas more; The revenues from goods imported and exported by sea for 3720 pagodas, or 10 percent more; The tavern license for European and native drinks for 3 years at 1150 pagodas per year, or 50 pagodas more than the year before. The 31st of August, Anno 1776. Yet the possessors of the salt channels of the village of Papecoil must pay their duty on the salt pans to the Farmer of the lands, see article 16 of his lease conditions, there being at present at the said village 25 channels at 1 pardau 5 each, amounting to 52 pardaus 5. The aforementioned Farmer of the lands shall also continue to enjoy the toll granted to him by lease condition article 17 of the village of Papecoil on the salt transported inland, namely 8 casjes on every bullock load and 2 casjes on every man's load. Article 2. The Farmer of the salt is obligated to take over all the salt being produced, both from the private owners of the channels and from those belonging to the pagodas, as well as others under the name of Custumado, at the price of 2 New Pagodas per garce of 220 parras. Article 3. Apart from the farmer, no one, whoever he may be, may sell salt, whether by sea, or by land, or by whatever name or under whatever pretext it may be. Article 4. The Master Attendant remains obligated to provide as many chelingas for the shipping of salt as the Farmer shall require, but in return, the Farmer remains obligated to pay the boatmen the wages customary until now, namely: To the boatmen who load at Anthonij Pette, Poetoer, and Papecowil, for bringing each chelinga of 1 1/8 garce on board, 6 fanams 3 3/4; but to those who load at Cadderwellen Cadde, for each chelinga or 1 1/8 garce, 9 fanams without more, as being that which has been paid until now. The farmer is hereby permitted to construct as many new salt channels as may be possible, but for his own account; and for encouragement thereof, he is hereby permitted to manage and retain the same as his own property for the space of ten consecutive years without any tax whatsoever to anyone; but after that time, he is obligated to surrender the salt from those channels to the farmer of that time, receiving for each garce of salt as stated hereinbefore in Article 2. Article 7. The salt may go out by sea without payment of any toll or duty. Article 8. If anyone should attempt to sell salt illicitly without the prior knowledge of the farmer, he shall, upon being caught, pay a fine and his salt shall be confiscated. On the aforementioned conditions, Ramasamie Chittij has become the farmer for a sum of five hundred Pagodas per year, and Ariappa Poele and Tjittambalam Chittiaar have interposed themselves as sureties. The 31st of August Anno 1776. Article 1. The farmer is privileged in the aforesaid villages, and as far as those limits extend, solely to sell and tap all sorts of native drinks, rice suri arrack, for which he may prepare suitable places in the same. Article 2. He alone shall be permitted to distill suri and arrack therein, and when it is found that anyone else had interfered with the distilling and tapping, he shall forfeit one pagoda each time, to be divided half for the farmer and half for the poor. Article 3. Yet on the other hand, the farmer shall be obliged to sell the drinks in the said villages for the following prices, namely: Single suri or rice arrack for 18 cashes the measure. Double suri or rice arrack: 28 ditto. Suri the jug: 8 ditto. Article 4. He shall be authorized to seize the aforesaid drinks from outside that were brought within the limits of the aforesaid villages, however large or small the quantity might be. The farmer shall be bound to pay his lease moneys in two installments, namely the half on the ultimate of February and the other half on the ultimate of August. On the above terms, Moetaija Poele has become the farmer for an amount of one hundred fifty pardaus a year, and have set themselves as guarantors Tirwengadata Poele and Wengadasselam Poele.
