S. van Citters, R:s C:s de Vassij, W:m L:k Sontag, E:t Nwiardi and P:r V:n Toulon, in the margin, Souratta the 26th of March 1776. That on the 28th ditto a letter was sent to the Lord Governor and Council at Cochim, with the dispatch of the person of Weyand Beeke van Munnikhausen mentioned in the resolution of the 23rd of January last. And that on the 31st ditto a letter was received from the factors at Brootchia containing nothing of substance. The Lord Director produced a report drawn up by the Secunde and Head Administrator of such various accountings as were recently received from Batavia via Cochim, 339 15 The 3rd of April Anno 1776 Resolution Dispositions taken in the Council of Policy at Souratta on Wednesday the 2nd of April Anno 1776. Together with the aforementioned amount up to ƒ1242:2:—. In dutiful obedience to the venerable resolution of Their High Mightinesses dated the 9th of August 1774, conforming to the Copy Extract of the Minutes, having already been treated, it is thought proper to write the same back onto the general main account. and which were cited at the latest session of the 27th of February, and on which it was understood to dispose as is noted in the margin of that document which is inserted here. To the Right Honorable Worshipful Sir Martinus Joan Bosman Director and Chief Commander of this Direction Together with The Council Right Honorable Worshipful Sir and Sirs. Whereas among the Company's papers received on the 17th of February just past with an English ship via Malabar, and subsequently handed to the undersigned Head Administrator by Your Right Honorable Worships, are found two invoices of accounting and crediting, he shall set down both the one and the other below and with the description relating thereto as briefly and clearly as possible; as: In the duplicate invoice dated Batavia In the Castle the 19th of August 1734, there is entered from the artillery for the excess value of various ammunition goods brought with the ship Westerveld, accounted from Souratta higher than found here, which, upon a submitted report from the Major and Bookkeeper of the Artillery, pursuant to Their High Mightinesses' resolution of the 19th of April 1774, is charged back to this Direction. Of the cited accounting, no original invoice was received here, but according to the invoice sent from here with the private vessel De Adriana, dated in the Netherlands Office Souratta the 30th of April 1775, annexed to the report of J. Dules, S. Wichers, W:t d. Lunderberg and T. van Bulou, together with a copy extract from the minutes of what was dealt with and resolved in the Council of India on Tuesday the 9th of August 1774, the said amount up to ƒ1212:2:— is among other things credited to the general main account and, according to the journal of Anno 1774/5 page 137, settled to the debit of last year's charges and expenses. In accounting: The cost of 735 cakes of Capperbands soap which were found short out of a parcel of 15000:- in 75 well-conditioned chests brought from Souratta per De Vrouwe Geertruijda, and which, pursuant to Their High Mightinesses' resolution of the 29th of August 1775, must be reimbursed to the Honorable Company. The amount of the weapon goods to be mentioned which, among other things, were accounted as fit in the invoice of the aforesaid vessel, but were found unfit upon inspection at Batavia, which also conforms with - - - - - - - - - - - - - ƒ 82: 17: 8. 56. The 3rd of April Anno 1776 To have the aforementioned small amount, or the cost of the 735 cakes of soap found short, reimbursed to the Honorable Company at ro/a 69 1/16 by the Chief Surgeon of this Direction, Pieter van der Sprenkel, as having been delivered by him. And to have the amount by which the weapon goods sent from here were appraised lower in value upon inspection at Batavia, to the amount of ƒ762:16:8, settled in the books to the debit of last year's charges and expenses.

And further, to express satisfaction with a submitted judicial minute demonstrating that, in compliance with the resolution of this assembly of the 27th of February last, the reports of the annual inventory under the last day of August of the current year have been duly sworn before the Honorable Council of Justice. Furthermore, having been exhibited a finding presented by the Honorable Chief Administrator Sluijken, drawn up from the memorandum handed to him by Warehouse Master van Citters concerning the surpluses and deficiencies in such merchandise as was successively weighed out and is now entirely cleared from the lots of the years 1771/1772, 1772/1773, 1773/1774, and 1774/1775, it was resolved, whereas the powdered sugar and candy sugar were weighed out in conformity with the permitted allowances, and 342 61. Translation of an English missive dated Brootchia the 20th of June 1776, and written by the Governor and Council there, to the Right Honourable Lord Martinus Joan Bosman, Director on behalf of the affairs of the Honourable Dutch East India Company, together with the Council here, received the 24th ditto. Right Honourable Gentlemen! We have had the honour of Your Honours' letters of the 26th of March and the 13th past, but have until today been prevented from answering them by a variety of other business. We are sorry that Your Honours should consider yourselves to have just cause for complaint regarding the conduct of our servants at Camboeser, which cause, in the manner we can assure Your Honours, is so far from being well-founded that our Resident there, after the most rigorous investigation, can find no one, whether authorized or claiming to be so, who acts there as an Agent on behalf of the Honourable Dutch Company. It is our desire as well to manage the interests of our Paymasters as to avoid all causes of complaint and dissatisfaction on your part; yet in this matter of general collection or customs duties, we can make no change in the established rules without orders from Bombay, until such time as we shall be provided as soon as possible with the orders of the Honourable President and Council. And whereby it having become apparent that our complaints are considered unfounded because there was no actual Resident or Agent present at Jamboeser on behalf of the Honourable Dutch Company, it was deemed that either our previous letters must have been understood in a perverted sense, or that this objection was merely contrived to lend a semblance of legality to their Honours' unlawful conduct, and thereby to have their conduct applauded by their superiors in Bombay. And therefore it was resolved to dispatch a further missive, prepared by the Lord Commander, to the English ministry at Brootchia, to demonstrate that notwithstanding the Dutch Company itself had no authorized agents at Jamboeser, nevertheless, through our suppliers the 25th of June, Ao 1776 here, to whom the general contracting of all goods was given, linens and other goods were manufactured for the service of the said Company, and these were subsequently collected by our own vessels; and that thus, even though one might have no actual Agent there, this in no way diminished the right of exemption from toll, beyond the 2½ percent which was paid to the Government here; with the request to also forward a copy of this further elucidation to Bombay, in the same manner as was done with the previous letters; while it was understood that the aforesaid missive to be dispatched should at the same time be incorporated herein for consideration. 130 The 25th of June, the year 1726 of the 20th of this month of June, and pursuant thereto we must for now have patience with their final reply. But whereas it has appeared to us from the said letter on the one hand that Your Honours would submit our former missives to Your superiors for disposition, and on the other hand that they have misunderstood our missives, having conceived the thought that we would have meant to claim that the Dutch Company actually had a personal agent in Camboeser, we have therefore deemed ourselves obliged, in order to prevent that Your Honours' superiors, upon this presupposition and the remark founded thereon by Your Honour calling our legitimate grievances unfounded, might make a decision to the disadvantage of the Honourable Dutch Company that would necessitate our further complaining, to elucidate Your Honour further thereupon. That the servants, procurers, suppliers, or whatever one may wish to call them, who procure the annual orders of linens for our Company in Jamboeser, are known to reside and deliver here in Souratta, and that for these reasons they have their servants or suppliers in Jamboeser, through whom, being unable to be present everywhere, they have their affairs managed, and from whom by our Company's vessel there the gathered linens are annually received and collected.
