The Fiscal van der Sleijden has submitted a report to us, which we take the liberty of sending in copy herewith, stating that the owners of the private Linens etcetera who are now crossing over with the ship Venus have refused to pay a duty that has existed here of old of 1¾ per cent, hitherto levied partly for the benefit of the Company and partly as a gratuity for the Director and the Fiscal in accordance with what was allocated by the General Regulation regarding the allowance for the servants dated the end of May 1755, in which among others is stated: Title XIX: of Surat § 1. The Director shall receive: 1: of all moneys that are received on account of Purchase and sale, in and out of the Cash, one quarter of a per cent, from the buyer or receiver. 2. of all goods that the private individuals bring in and transport, one per cent, calculated according to the purchase and sale prices. 3. 135 3. of all permitted goods of the crew members, one half per cent, calculated as above. However, in return, the daily court expenses shall be at his expense. 4. for the Native Peons and servants, he may receive ƒ 6000:—:—. per Year, no more, including therein the allowances or board money while the Director is outside the Lodge. § 2. The Second in Command shall receive, of all moneys paid out of the cash for Merchandise, one quarter of a per cent, just as the Director. § 3: — The Fiscal shall receive: 1. of all goods that the private individuals bring in and transport, one half per cent according to the purchase and sale prices. 2. of all permitted goods, likewise one half per cent. 3. of all intercepted smuggled goods, half, provided he satisfies the informants and pays the necessary guards and attendants even out of his own purse. We are somewhat uncertain whether by the stipulated Tolls on the Import and export of goods mentioned in Article 5: of Your High Excellencies' respected Circular Letter of the 27th of May 1774: is meant solely the percentages that according to the Edict of the 13th of May 1774: must be paid upon arrival of the goods in Batavia, and whether consequently, under the prohibition to demand any other Duties however named besides the same, is also understood to be abolished the abovementioned Duties that have existed here of old, 136. detailed more fully in the Report of the Fiscal, and that both for the share of the Company as well as for what is allocated therefrom to the Director and the Fiscal as a Gratuity, in order for the Director to make good therefrom the daily Court expenses.
