The Resident Rosier has sent hither a specification of what was spent on it, amounting to 9406 7/10 rupees. and further that a stone dam between the sea and the moat was raised to prevent the sea from breaking through into the moat, His Honour had ordered those works taken in hand, which could not well suffer delay without undergoing an irreparable decay, as well as the restoring or repairing of the parapets and embrasures around the walls; that since then, work having been done on it until the very end of the previous good monsoon, at times when the sea and the weather permitted it, because in the bad monsoon and also during stiff sea winds in the good monsoon nothing could be done to it, those works were only then completed, and the Resident Rosier has sent hither a specification of the expenses incurred on these works amounting to 9406 7/10 Rupees. His Honour made a special trip to Coilan last August, inspected those works, and found that the same are made sufficient and as required. Proposal to approve the specification and to write off the 9406 7/10 Rupees under the end of last August. Which specification the Governor produced, further giving to know that His Honour, having received word of the completion of these works from the Resident Rosier, had for that reason expressly made a trip to Coilan recently, namely in the month of August, and inspected and examined those repairs and found that everything was made sufficient and as required, such that both may withstand the beating of the sea for many years to come, as well the sea quay on the bay side as the dam between the sea and the moat; and that His Honour, as far as could be traced regarding works lying under water, had also not been able to discover that the amount charged was excessive, but very reasonable; proposing therefore to approve the said specification and to have the 9406 7/10 Rupees written off under the end of last August, as well as to insert the specification here

I, the undersigned Gerrit Frankena, Captain and head of the militia here, testify and declare that the soldier Johan Reijsel van Stam, during the time he has been under my command, has always conducted himself as a diligent soldier, and is now, through old age, two hernias, namely an umbilical hernia and an inguinal hernia, shortness of breath, and several other bodily ailments, rendered unable to properly perform his duties any longer; which declaration I have granted at the request of the aforementioned Rijsel, and remain ready, if necessary, to confirm under oath. Cochim, the 11th of November, in the year 1777. Was signed: G:t Frankena. A request having been made by the junior merchant and pay bookkeeper Coenraad George Sliffer for commissioners to inspect the pay books of the past financial year 1776/7, there were, on the proposal of the Governor, commissioned for that purpose the members of this assembly, the junior merchants Vernede and Cellarius. After which the Governor further made known that, whereas for known reasons they were forced to throw up two entrenchments before Cranganoor and at Aijcotta, and to provide them with the necessary structures such as guardhouses, officers' houses, dispensaries, and ammunition houses and the like. That these structures, according to the custom of the country, were erected out of leaves, mats, and bamboos, which will consequently need to be maintained as long as they are required; and that His Honour, to prevent the necessary expenses incurred thereby from running too high, had initially entrusted the maintenance of the buildings at Aijcotta for a full year to the postholder sergeant there, Johan Samuel Bouman, and this for a sum of 250 rupees, submitting to the members whether they can conform to this arrangement. Whereupon, having deliberated, they fully conformed to the arrangement made by the Governor. This debt is practically hopeless, because nothing is to be obtained from Adle Ragia; however, the value of the pawned house standing here on the shore may still serve towards a reduction thereof. Which the former Commander of this Coast, Mr. Godefridus Weijerman, has advanced to the Moorish Regent Ady Ragie on the basis of the contract concluded with the same in the year 1755; but, according to the resolution of Their High Mightinesses dated 2 April 1764, already paid to the Honorable Company by the said Honorable Waijerman among a larger sum, yet by a further resolution of 30 August 1770 released therefrom again, and therefore charged hither, in order to be recovered from the said Moorish Regent - - - ƒ14400 – Concerning this ƒ 13:3:8, the necessary notice has been given with the answered findings on the Malabar Trade books of the year 1769/70, sent to Batavia under date of 10 February 1774, wherein it was requested that this office might be relieved of this charge; but as the honored pleasure of Their Excellencies the High Indian Government has not yet been received on this, it is understood to mention it in the General Letter now to be dispatched to Their well-mentioned High Excellencies, and highly to request the same.
