167 His High Nobility Riemsdijk Batavia To the Right Honorable, Highly Esteemed, Valiant, Far-Ruling Lord Jeremias van Riemsdijk, Governor General, together with the Honorable Lords Councillors of Netherlands India, etc. etc. etc. Right Honorable, Highly Esteemed, Valiant, Far-Ruling Lord, and Honorable Lords. With the return of the Royal Envoys by the ship Juno on the 19th of the past month, we found ourselves honored with Your High Nobilities' respected missive of the 19th of September preceding, being, apart from the Palembang Royal Highnesses' letter and gifts, accompanied by diverse attachments, according to its register, by which we shall at all times carefully guide ourselves. The aforementioned letter and gifts, on account of the commenced Mohammedan fast, only yesterday being requested at court, and immediately delivered under the customary state, the first undersigned, through the ordering of the Honorable Company's skipper Dona, and the bookkeeper Vorsselman, as the second undersigned was not present due to indisposition, had the same read aloud publicly according to the country's custom under an attentive hearing of numerous court dignitaries and lesser persons, yet neither the Emperor, King, nor anyone let slip the slightest thing regarding this. Nevertheless, we are informed from good authority that the rulers are very resentful about the conduct displayed at the Coast by the Kiai Maas Tumenggung Karta Nagara, the Emperor and King declaring flatly that he exceeded his commission, and in that sentiment we are reinforced because neither of these two Highnesses has granted him an audience to this day, nor, according to ancient custom, employed him to accompany the Honorable Company's missive to court, although such is properly the honor of the envoys here. In this circumstance, the first undersigned takes the liberty to humbly apologize to Your High Nobilities regarding the blame cast upon him by those envoys, regarding the threat of 10 warships to maintain the Honorable Company's rights, as such was never put forward by him in his own person, much less in the name of Your High Nobilities, nor was anything else ever stated to the Emperor, King, or any court dignitaries than that Your High Nobilities absolutely do not agree that the newly erected northern fence shall be torn down again, in accordance with the highest order by respected missive sent hither of the 24th of November 1775; the rulers also testify to knowing of no further utterances, and how much the Kiai Maas Tumenggung Karta Nagara habitually departs from the truth is known to everyone here. Further, Your High Nobilities' first undersigned servant most humbly begs pardon that he, in particular, in a humbly addressed letter to the late Lord Governor General Van der Parra of blessed memory dated 15 May 1776, and not in the Honorable Company's missive then addressed to the illustrious assembly of Your High Nobilities, disclosed his humble opinion regarding the clandestine tin trade, promising after this never again to conceal anything that ought to come to Your High Nobilities' highest knowledge, nor ever to go further with respect to this court than the honored orders require. The pantchiallang de Snoek returning here on the 24th of the past month, we found ourselves honored with Your High Nobilities' esteemed missive of the 9th preceding; by which we were favorably informed that the small vessel de Adriana Cornelia was due to follow hither within a few days with the items requested by us: Timber, 50000 Spanish reals in cash, and 12 sailors, for the service of this office, for which agreeable promise we offer our humble thanks. Meanwhile, we take the liberty to request that Your High Nobilities please cast a favorable reflection upon these accompanying humble requests from: Adrianus Albertus Lokman, of Rotterdam, junior assistant at 16 guilders, engaged in the service in the year 1770 as a soldier clerk at 9 guilders, that upon expiration of time he may be increased in salary; and likewise, Levinus van de Waele, of Ghent, pilot at 24 guilders, who arrived in the year 1753 as a sailor at 9 guilders with Rhoon, that he may be favored with the vacant post of gunner of this office; together with Matthijs Kuijper, of Utrecht, ordinary seaman, arrived in the year 1772 with Woestduijn at the Cape, and in 1773 via Vlissingen in India, earning 7 guilders, that he may be accepted into the clerical service, regarding which latter person we take the boldness to respectfully bring to Your High Nobilities' notice, that the same is assigned to us by the Memorandum of Economizing.

for now 20 consecutive years, almost overwhelmed with sorrow, on the morning of the 17th the first favorite of the King, the Khedemang Astra di Radja, commonly called Japoetza, together with the King's Secretary Wingsaija, entered the Lodge, making known to the undersigned in the name of their Prince the passing of the Emperor; adding thereto that the body had been interred the day before in the tomb of the deceased Emperor's father; that the King wished to request the undersigned to make known to Your High Excellencies at the first available opportunity this loss so painful to him; as also that the same morning all the princes of the blood and other court dignitaries had congratulated him upon his accession and government of the Realm and had shown their submission by kissing of the hand. The undersigned had the King thanked through the aforementioned envoys for the communication given, and that that Prince may rest assured that on the first occasion the undersigned would make one and all known to Your High Excellencies with all due respect, which is now being done with the deepest deference; requesting those envoys to ask when it would be convenient for His Highness to receive my compliments of condolence as well as those of congratulation on the government of the realm. With which message they departed quietly. The next day the King let the undersigned know that he would expect him on the 26th, whereupon on the aforementioned day I was received in the most amiable manner by that Prince, with assurances from His Highness's side never to put out of his mind the teachings of his deceased father; whereupon from my side I requested the Prince to observe the fulfillment of the contracts with the Honorable Company constantly, as being the cornerstone upon which rested the salvation of the Palembang Realm; which that Prince did not reject in the least; and remaining in friendliness replied thereto, we are now just the two of us alone, and I shall with God's blessing contribute to that as much as possible; the undersigned further keeping him always to the admonitions of his father. May Your High Excellencies please interpret this account favorably, which the undersigned cannot pass over, as it is the key to the King's words; the undersigned having already since November 27th suffered from a severe tertian ague, and just beginning to improve a little, yet so to speak lame in both legs because of the severe blistering caused by the Spanish flies; on the evening of the eleventh it pleased the deceased Emperor to have the undersigned summoned to him through an envoy of the King; yet being so weak and with a declining fever, I had the King requested to represent to the Emperor that it was beyond my capacity, but in case the old Prince insisted upon it, that I would do my best the next day to cross over; on the morning of the twelfth at seven o'clock the Khedemang Japoetza entered this Lodge, requesting in the King's name that even if I had to have myself carried in an Orangbaaij, I should nevertheless come over; that his father had cried out for me the entire night; whereupon I then dressed myself and crept over, for walk I dare not say; upon my crossing over being received by the King, who greatly lamented seeing me in that condition; after having sat for a little while, I was led by that Prince into the Dalam and thus onwards before the bed of the Emperor. This has sprung from the prudence which the deceased Emperor had on his deathbed, in reconciling all those princes with one another; and he threatened them with his curse if they should dare to oppose his son, the King. The Keaingo, who was the Grand Cashier of the emperor and died a few days before that monarch, lived in such a manner and managed his affairs with so much order that upon his death 50 Laxa Spanish reals have gone missing. This and several other cases have caused that monarch to resolve to be his own cashier, and he has already had brought inside the dalm all his moneys, goods, etc., which had been kept in custody by his ministers and cashiers, having found that at the death of his grandfather there was 240 Laxa in cash, and now at the death of his late father the Emperor only around forty Laxa remained, and for that reason it is time to establish better order over the prince's management of affairs. That Prince has also turned his eye to the internal state of the realm, having all the cannon, with which forty-one and more vessels are equipped year in and year out, brought inside the dalm, and having a large warehouse built for that purpose. Whoever goes on an expedition must come to request his cannon from the King in person, and upon returning home personally deliver it back to the warehouse. In a similar manner, the King has also made an arrangement regarding the tin. In the future, tin that comes in from Banca, after the King's pepper and tin fleet will have already departed for Batavia, must directly also be brought inside the Dalm into the new warehouse being built for that purpose, and no longer be kept on the vessels as before. Whoever wishes to have tin or money must address the King himself, whereby several grandees stand looking foolish, their former dealings no longer finding a place. That monarch has issued the severest orders against the smuggling trade, and has already completely ruined a pair of Bancanese who were the principal smugglers. That monarch has also dismissed immediately the Sabandaar Kamaloe, the son of the Ambassador Soeta die Paadja who died on Batavia, who was a tyrant and oppressor of the Javanese traders, and regarding whose treatment of the Javanese the undersigned had several times made proposals for redress to the Emperor, always without fruit, and entrusted that post to the old Kredemang Taijandria, who is a worthy, upright, and polite man, who has already several times had the fortune to appear before Your High Nobilities as Ambassador. All the Javanese traders have shown joy over this so greatly desired change. In all matters it appears that this monarch wishes to redress everything simply to carry away the satisfaction of Your High Nobilities; at least that monarch gives the undersigned daily assurances thereof. The Maas Tommagong Carta Nagara, currently being the oldest of all the ministers both in years and otherwise, is greatly distinguished by the king, and nothing can be presented to the king unless it has first been made known to the minister, who then presents his thoughts thereon to the King. He is followed by the Khedemang Astradi ratja, commonly called Japoetra, who is more in favor with the King, but being much younger than the Maas Tommagong, he defers to him. The Maas Tommagong, who takes no part in it at all, and is also dead poor, has promised to give me immediate notice of everything he shall come to know regarding this matter. I have also promised a bonus of 100 Spanish reals to the cruisers that shall apprehend a smuggler, and most humbly request to be favored by Your High Nobles, in the event that one of the Honorable Company's cruisers allows himself to be bribed by a Palembang person and favors the smuggling trade, that I may be permitted to send such a subject, without form of trial, with the first occurring opportunity in irons to the Headquarters in order to receive his deserts there. For this is a canker that has already eaten quite deeply in here, but has always lacked clear proof to convict such a person, because of the great distance from the Honorable Company's fort to the sea mouth, which is indeed well over 16 miles. The bookkeeper Vorsselman having passed away on the 28th of December last, has left the trade work so neglected that the books have been nine months in arrears; and at present I have only two clerks here from whom any work can be obtained, of whom Matthijs Kuijper, who has been so bold as to present his most humble petition to be accepted as a clerk in the Honorable Company's service—being at present still a deckhand at 7 guilders—is the most capable, and is so proficient that he has taken it upon himself to settle the work of the deceased bookkeeper, through which we are at present also busy closing the books. Hoping Hoping to send the same within a short time, I take the liberty to recommend the said fellow to the most favorable remembrance of Your High Nobles, and most humbly to request a bookkeeper in place of the deceased Vorsselman. I am of the promises that their Highnesses, and in particular the crown prince, have recently made again, then it will be most pleasant to us to find in Your Honour's continuation that the outcome has far exceeded our expectation, provided the crown prince has been active with the desired result. The lack of provisions, to which the low collection of pepper was partly attributed, seems also to have had an influence on the delivery of tin, which likewise amounted to considerably less than in the previous year. We must therefore also resign ourselves to that lower delivery, but we must nevertheless observe in that regard: That the arrival of 14000 picols of tin in China; The silence of the Sultan regarding the representations made to him on this matter; The sailing of many of the King's vessels without passes, and other concurrent circumstances, give grounded reasons to suspect the Palembangers of illicit trade, and it therefore does not seem so certain that the lower delivery of tin in this year should be attributed solely to the aforesaid causes and not to smuggling. Regarding the refund of the dues on the vessels that fetched the tin from Banca, attention must therefore continue to be paid; and while the Sultan has been satisfied with the other provision that Your Honour made upon the proposal of the residents concerning the granting of passes without payment, we hope that the returning of the passes of the King's vessels will not be hindered by that further arrangement. Concerning the final payment up to 15 rixdollars of the tin that was delivered above the stipulated 26000 picols, having sufficiently explained ourselves on a previous occasion; And with respect to the unloading of the cargoes of the King's vessels, being of the same mind as Your Honour that no further issue needs to be made about that, we shall further await the outcome of the representations that Your Honour caused to be made to the Sultan for the removal of the difficulties raised by him against the building of the lodge according to the plan drawn up for it. We meanwhile find it, along with Your Honour, rather strange that notice of those raised difficulties was not given to Your Honour sooner, and we even judge that opposition to be of all the more consequence in view of the conduct that the Sultan has maintained for some time with respect to the Company. It has therefore also not appeared beyond question to us whether so much deference ought to have been paid to the complaints of the Sultan about Resident van Campen as to recall that servant from there, whilst, as it appears to us, the displeasure of the Sultan with the said resident has arisen principally from what occurred in 1770, on the occasion of the inspecting and detaining of the five brought-in Mandharese vessels, in which matter Resident van Campen may indeed have acted with too much passion, and perhaps also without proper discretion, but in which case the Sultan also acted on his side contrary to the contents of the contracts. However, since Your Honour reports to us having had to proceed to that measure in order to make the friendly understanding between the Sultan and the Company lasting, we consider the recall of the said van Campen as having been necessary for the interest of the Company, and we therefore also expect that if, outside the aforementioned cause of the Sultan's displeasure, the said van Campen has not been guilty of any neglect of duty, Your Honour [illegible] him. Given to coarse cloth, has been assigned to Corl, and in which no change has ever come; although the residents annually made representations to the Emperor about this, it has nevertheless always been fruitless; as long as the old ruler lived, the great profits on the tin being closer to his heart. But now that that ruler has passed away, the King his son has assured the undersigned to establish better order in this matter, and has already made various arrangements in that regard. That the lack of provisions on Banca contributed greatly to the production of tin is undeniable, for no food, no workers, and the manner in which that mineral must be worked there, and through how many hands it must pass before it comes to ingots, requires strength and healthy working people. All the rice that is consumed there must be transported thither from Palembang; but that far less tin is produced there now than in previous years is also true and is, under favourable interpretation, largely to be ascribed to the changes that have taken place on that island, namely that instead of the Chinese Captains who in earlier times had authority and the delivery of that mineral in those tin-rich places, these are now entrusted to the favourites of the King, which makes the Chinese slower in their work, and the dealings with them are also not as they should be when they have a head of their own nation; of which the undersigned is now daily making it his business to persuade the ruler to appoint Chinese Captains again in those tin-rich places. Regarding the return of the Bancan passes, there is now no reason for complaint, and it is strictly observed by the King's Secretary. All difficulties that these rulers raised against the building of the new lodge according to the formed plan are now out of the way, and that work proceeds with the King's complete satisfaction; hoping this monsoon to build the western or last point, whereby the entire curtain wall will also be practically completed this year.

And to be relieved from here upon the expiration of their contract time: Frans Malleers, of Contil in Normandy, in the year 1772 with the Tempel as soldier at 9 guilders. Johan Hendrik Valing, of Meppel, Corporal, whom Your High Excellencies' humble servant is compelled to send up to the capital, being a subject with whom nothing can be done, the drink having so overpowered him that it is impossible for him to do without it, and being drunk he cares for no one, and no punishment whatsoever has the least effect on him. Having now been compelled for a month's time to let him lodge in the dark hole, for when he was off duty not a person in the lodge could have peace from him by day or night, leaving his mates in peace as little as the seamen. In order to have peace and quiet within this lodge and to prevent all mishaps, I send him up now, hoping to have done well herein, taking the liberty to solicit Your High Excellencies with all due respect that it may please Your High Excellencies to favor, in place of the named Valing, with a Deed as Corporal, Johannes Riel of Darmstadt, soldier, in the year 1775 with the Nieuw Rhoon at 9 guilders, being a fine, elderly fighting man who has already served for many years; as those who will then be missing from the designated troop strength. Upon the departure of the ship Juno in the month of November last, those surviving of the said vessel undertook among themselves to draw up a declaration without informing the undersigned, and declared their ship's boat unfit to make the voyage to the capital, whereupon they then thought fit to leave the said boat against a receipt from the Pilot Bastiaan Moleman at the Gousang. The pantjalling Eaam brought the same hither, whereupon I immediately had that boat examined by the boatswain stationed here, the ship's carpenter, the master journeyman of the carpenters, and the Pilot Levinus van de Waele, who submitted the declaration annexed hereto, which I make bold to offer to Your High Excellencies, and await Your High Excellencies' orders regarding how I shall conduct myself concerning this small vessel, as it cannot be repaired here and the expenses would exceed the value, being decayed and neglected down to its keel. As to the situation of the kingdom here, I can assure Your High Excellencies that it has never been more peaceful, and the King daily displays proof of goodwill, this Prince being so changed that in all his deeds and conduct one would say that he is an entirely different person, both in countenance and speech. It appears that this change, once they themselves obtain the government, is hereditary among the Palembang Princes, the last deceased Emperor having been just the same and even much harsher than this King, having been so when he was Crown Prince, and as soon as he obtained the government he changed just like his son now. This King has openly declared before all his ministers that he would not trouble himself with what had been in use under the Emperor, that it was a different time then, and now also that what he thought was to the benefit of the realm he would maintain, and for the rest not, that he would not concern himself with Adat Lama; for through that, and through his father's all too great kindness, many bad customs had crept in; of which this monarch also gives daily proof, and has curtailed the power of many who had made bad use of the Emperor's all too great indulgence.
