The 10 January Anno 1778. to refer further to what was done in order to avert the dangerous blow with which one was threatened anew in that dreadful and critical circumstance, and to save the Honourable Company from greater damage and adverse consequences. That, furthermore, in this regard one takes the humble liberty to conform to what the Lord Governor, in his aforementioned separate letter of 30 April 1774, had the honour to demonstrate; with a humble plea further to Their High Honours to please remain persuaded that the settlement of that troublesome affair was truly situated thus, and had to be concluded in such a manner as set down in the aforementioned separate letter and hereby brought to the attention of Their High Honours. That one further wishes that what was set down in the Governor's separate letter of the ultimate of December 1773 regarding the aforementioned virtually extorted expenditure may be viewed with an eye of equal indulgence: that regarding the remark made concerning it, it would have been too far-reaching a presumption of this Council if the aforementioned expenditure, without any other weighty reason, had only been made with that intention, in order to recover the money spent from the capital lent to the Prince of Tanjore, which according to the Contract entered into with the Nabob were to be collected: that, in making the obliged report concerning this, one indeed alleged such by way of supposition, namely in comparing the advantage against the disadvantage that the unforeseen revolution had caused, but which had been removed again by the aforementioned expenditure; yet since it is found that this mistaken expression has displeased Their High Honours, this Council most humbly begs their pardon, with the assurance that this can be imputed to nothing else than their well-meaning zeal to lay the matter open as it was. That concerning the late production and insertion of the receipt granted by the emissaries, this likewise occurred neither premeditatedly nor with a faithless forethought, but accidentally or casually, when the emissaries then notified this Council that, although according to that document a final settlement had been made with them and the pledged jewels had been returned, they nevertheless, upon their departure from here, had left the same behind in this city, and that on that occasion, for reasons stated in the secret Resolution of 11 October 1773, it was again resolved to seize the aforementioned jewels. And finally, that not the slightest evil design or unfaithful treatment took place regarding the date of that receipt, since the same occurred after the arrangement that had been made regarding the bills of purchase according to what was set down in the separate Resolution of 6 September previously, according to the desires of the emissaries. Furthermore, at the conclusion of this matter, and for the further elucidation of Their High Honours, it was resolved to note briefly that within the capital of 404545 Pagodas paid to the Prince of Tanjore and accepted for restitution by the Nabob Mahomet Alichan, there was included an amount of 90000 Pagodas which had been advanced by private individuals upon the pledging of a portion of the Prince's jewels to the Tanjore Court, and that consequently the capital that the Company had paid to Tanjore amounted in total to 404545 Pagodas. Furthermore, it was proposed by the Lord Governor to spend the remainder of the time of this meeting and to hold a session over the letters from the respective factories successively received here, insofar as the matters appearing therein relate to the past trade and collection of the most recently expired financial year; since a report thereof must be given within a few days to Their High Honours; but to postpone all the rest, as not being so pressing, to a further opportunity; and this having been proceeded to according to His Honour's desire; With respect to Porto Novo, upon the letters received from there from 25 November to 15 December 1777 inclusive, it was initially resolved to note in the outgoing letter, for the Resident's information, that both invoices for the 19 and 41 packs of Porto Novo cloth accepted here have been received and found in good order. Furthermore, it was resolved to consider as communicated the reported decease of the Company's merchant Papoe Chittij, and at the same time completely to approve that the Resident had caused the deceased's brother, the fellow merchant Rama Samie Chittij, to bind himself in writing to complete fully the portion of the deceased. The 10th of January Anno 1778. of the recently expired book year, no excesses having been observed therein, it has been approved and agreed to pass them for write-off, alongside the expense account of the month of August; but as in the last-mentioned account, the entered provision of 16 ells of bright red Dutch velvet and 11 Pagodas for a sight gift ran somewhat too high in the total, the Resident is at the same time to be ordered to reduce the aforesaid entries by half in the future when making gifts to native grandees. The Resident having submitted in a separate trade list, signed by himself, the completely unusable goods on hand there; it has been agreed to authorize him to have the goods listed in the aforesaid memorandum destroyed, as well as to omit them henceforth from the booklet of unappraised goods; but at the same time to write to him and order him to convert such memoranda henceforth into reports that are signed for examination and finding by appointed deputies, since one cannot otherwise dispose of such papers with complete certainty. The 10th of January Anno 1778. Beside the Resident's letter of the 15th of December received here, with the extracts of Patriarchal and Indian requisitions for the year 1777 answered by him; from which it has appeared to this Council with particular pleasure that the respective requisitions at the aforesaid offices have been completely fulfilled; it has been agreed to praise the aforesaid Resident on this account, in the confidence that he will again ensure in this year a complete fulfillment of all that was requested. Likewise, it having been observed by this Council with no less satisfaction from the sent settlement of the collective merchants that they had reduced their debts by ƒ2912: 13: in the recently expired book year, it has been agreed on that account also to express satisfaction and at the same time the hope of this Council that these merchants will reduce their arrears, which still amount to a considerable sum of ƒ54114:, no less in this year; further mentioning that, since this will primarily depend on the complete fulfillment of the requisitions, the Resident is recommended to be especially mindful of that. Furthermore, upon the communication given by the Resident of the sinking of a two-masted vessel in the Porto Novo roads, it has also been agreed to mention in the outgoing letter that the Master of the Equippage, and through him the respective boatmen, have been notified thereof, in order to beware of that wreck when approaching or passing the Porto Novo roads. Next, taking in hand the Sadraspatnam letters of the 3rd of November to the 2nd of December 1777 and their enclosures; The 10th of January Anno 1778. it has, after reconsideration of the expense account of the month of August, been agreed to pass it for write-off, but at the same time to remark thereupon that there was again very improperly entered 7 Pagodas 1 fanam 12 cash for house rent for the commanding Sergeant, 12 fanams for two measures of lamp oil to the same, and 3 Pagodas for two sepoys entered beyond the regulation; further writing to the servants that, since the entering of the aforesaid items has already been prohibited by letter of this table of the 30th of November last, it is still desired that this order will be punctually observed, and that they will henceforth govern themselves regarding the emoluments of the commanding sergeant according to what was written to them in the aforesaid letter of the 30th of November; and that, according to the order also given then, it is further expected that the granted 2 Pagodas per month for the cleaning of firearms will be entered only once every six months. Further, after examination of the gift and carpentry accounts of the last six months of the recently ended book year 1776/7, it has been approved and agreed to pass them for write-off, as no excesses or errors were observed therein, and to note hereby from the summaries sent thereof of what was gifted and spent on carpentry in the entire year, that at the aforesaid offices in anno 1776/7, ƒ347: 7 was gifted, and ƒ813: 16: 8 was spent on carpentry, or ƒ15: 5 and ƒ107: 10 respectively, more and less than in the previous year. It having been advanced by the said chiefs, in replying to the Extract Demand of returns for the year 1777, to excuse the non-fulfillment of both petitions, on which they had left 64 bales unfulfilled, that the English gentlemen, always the Company's competitors in the weaving places, where in former times they had to trade on an equal footing with the Company, were now far superior, that by this superiority they were not only able to make the Company's trade difficult, but actually did so, by all kinds of hindrances which they knew how to introduce either directly or indirectly, so that the Sadraspatnam merchants had thereby been forced in the year just expired to collect most linens as if in secret, and to have them fetched from the weaving villages by night and untimely hours, because the English gentlemen had forbidden the weavers to make or deliver cloths for Company merchants. 103. The 10th of January, Anno 1778. it being firmly trusted that this will again take place at Sadras for the old prices, without being obliged to grant any price increase on the coarse salempores and guinees, since this Council is very reluctant to do so and will not proceed to it except in the utmost necessity, because of the abuse made of it by the merchants, who, when times change, can hardly be induced to give up again the prices once granted to them. Furthermore, it was resolved to satisfy completely, when occasion offers, the formal demand for merchandise and necessities for this year, sent over with the servants' letter of the 25th of November. May it therefore please your Right Honourable and Venerable Worships to grant me some latitude to that end, and at the same time respectfully to remind your Right Honourable and Venerable Worships that the aforementioned decisions charging the Honourable Schoffier alone are strictly in accordance with the orders and regulations on this matter, and are soundly founded thereon, and consequently 151. The 10th of January, Anno 1778. cannot be overturned and nullified by any arguments whatsoever, especially not by such reasonings as are mentioned in the latest letter from the Honourable Schoffier of the 23rd of May last, namely that it had often been acted in such a manner in matters of that nature as occurred here, as his Honour demonstrates with some examples; and this in conformity with the aforementioned circular order of the 15th of July, anno 1767, containing in substance that although the ammunition and equipage goods fall under the gunner or boatswain, and they have the supervision thereof, the chiefs and seconds, each in his own capacity, are nevertheless obliged to take care of them as well, as standing directly under their accountability, under penalty that the damage arising in that regard shall not be recovered from the lesser servants, but directly from them, without prejudice, however, to their recourse against the guilty parties; so that this order is taken by his Honour in too broad a sense, without paying heed to the words each in his own capacity, and is interpreted to his own advantage; whereas, viewed in its true sense, this is completely contrary to the so clear and further interpretation which the framers thereof, namely this Government, have since given to it by resolution of the 12th of July, anno 1770, and by missive The 10th of January, Anno 1778. of the 11th of November of the same year, issued as a permanent order to the subordinate offices, wherein it is expressly enacted that in case of spoilage, neglect, and loss of ammunition and equipage goods, in the first place the person under whose supervision they are kept shall be held liable, and if he is insolvent, then in the second place the second as administrator, and if he should also not be capable of making the compensation, then in the third place, only then, the chief; just as this was initially introduced together with that clarification, and has since remained in use and been followed. For all of which, as I hope, substantiated reasons, I flatter myself with that favorable outcome: that Your Right Honourable and Worshipful Sirs will be pleased to consider the argument brought forward by the Honourable Schaffier, against two separate decisions of His High Honours, as erroneous, and to persist in His High Honours' aforementioned well-taken resolutions, while completely exempting me from all accountability in this regard; the more so because his ignorance of the regulation of this Government of the 29th of April Anno 1768 can serve him as little for a defense with respect to me, as that regarding the interpretation of the order of the 15th of July Anno 1767, which was circulated by circular letter of the 11th of November Anno 1770; since His Honour, as second in command, has access to all papers of whatever nature, notwithstanding that all orders relating to his service are always extracted separately and delivered to him.
