The presidency of the Orphan Masters has been taken over by dE Challier. the secretary de Raef has taken a seat in that Board. and Secretary of Police de Raeff most humbly to solicit Your High Noblenesses hereby that it may most favorably please the same to favor them with the qualities of Merchant and Junior Merchant standing to their services, and to that end to nominate their persons for that to the Lords Majors; they testify, through an uncommon zeal and observance of their duty, and the care for the interests of their Lords Masters, not to be entirely unworthy of this High favor. For the sent comforter of the sick, ten Europeans and thirty Buginese, we most humbly thank Your High Noblenesses. And we express to Your High Noblenesses our humble thanks for the received authorization for the payout of the 5 natives discharged from service, and that it has so favorably pleased Your High Noblenesses to approve the further proceedings of this council concerning that, while we shall dutifully observe in future to give Your High Noblenesses no further displeasure regarding dispositions outside the bounds of the prescribed limits and entrusted power. Further, in our meeting of 22 December last, upon a submitted petition, we have taken into service as Junior Surgeon at ƒ 8. Johan Godfried Wouters, who also dropped out at the reduction on 4 January 1775, and since then has done his service in the hospital here to the great satisfaction of Chief Surgeon Sluijter, without salary or board money, which is why we also take the liberty to solicit Your High Noblenesses to grant this engagement into service with a favorable approval, the more so because the number of assistant surgeons here has been reduced by the departure of one. We also humbly request Your High Noblenesses to grant a favorable approval to the accompanying humble petition of the Corporal at the pen Lodewijk Willem Bachman to obtain the Clerk's board money, as he has acquitted himself well and has always maintained very good conduct, both in the service as Corporal and also presently for more than a year in the pen service. Finally, at their request in our meeting of 20 and 31 December past and 8 January, we have discharged from the service the Buginese soldiers Dulla Kampong Baroe, Koenang Meenting, Radjab Campong Banda, Hoemor Papotong, Limpo-Patojo, Mandas Ankee, Soera Pienang Sia, Galong Campong Baroe, and Draman Campong, who, together with the Christian having served among the Buginese under the name of Jsmael Patoeakan, presently serving among the Europeans under his true name of Pieter de Bruijn, humbly request Your High Noblenesses for their wages due; the remaining released Buginese warriors, numbering 15 heads, along with 1 Corporal and 3 European soldiers, are presently crossing over towards Batavia with this vessel according to the accompanying muster roll, we at the same time respectfully referring to the usual pay papers concerning the servants currently being transferred. And having herewith arrived at the domestic affairs, we find in this aspect only to respectfully report to Your High Noblenesses that upon the arrival of the First Administrator Challier, the Presidency of Orphan Masters was conferred upon His Honor according to orders, and also that the Secretary de Raets took a seat in the mentioned Board at the same time. Capitals of the orphans and the Diaconate poor according to the transmitted statement of account, as well as a first bill of exchange on the Orphan Chamber at Batavia amounting to rds 3218. 20. — To renew, amplify, and post all around the placard concerning the circulation and passing of counterfeit and clipped coin species, as has indeed been done, with orders to the Honorable Fiscal to ensure that it is observed most strictly, and to act against violators thereof without connivance according to the tenor of the placard. According to Your High Excellencies' honored orders, we have caused the prolongation of the charter to be properly published, and likewise have had the unpaid wheat satisfied into the Company's treasury, as it is incumbent upon it. — Furthermore, we have the honor to inform Your High Excellencies that the capital of the Orphan Chamber of this place currently consists of the sum of rds 24014: 45. 8, of which money a sum of rds 17477: 24: — is placed on interest under good mortgages; the separate interests for the maintenance of various pupils amounting to a sum of rds 4615-7. —, with the amount of rds 1922: 14: 8 remaining in the orphans' cash. Dated Middelburg the 30 September Anno 1776, containing the subject matter of Sumatra's West Coast. We have the honor to report to Your Right Honorable Noble Respects that Radja Talliel, now living very quietly as an old Panglima, resides in this negorij, and that vigorous inquiries have been made in vain to find the writer of those slanderous writings against Commander Palm. Among the native affairs of Sumatra's West Coast, it has appeared to our satisfaction, on the one hand, that the returned Radja Talliel, together with the chiefs of the Tigoblas Cotta, have solemnly spoken to Commander Palm to clear him of the accusations made against him in their name in letters to you. But on the other hand, we have seen, not without indignation, that those letters were fabricated, and that both Radja Talliel and the chiefs of the Tigablas Cotta have solemnly declared that they knew nothing whatsoever of the writing of the same. Being unable to refuse belief in that declaration, we regard such assaults against the honor and good name of a chief commander as dangerous enterprises of people who seek discord and employ even the foulest means to achieve their malicious purposes. And since the interest of a well-ordered government demands that such disturbers of the peace be discovered, we trust that no means that could be fruitful to that end will be left untried. The pardon granted to Southan Kinalij we approve. According to unanimous reports, there seems to be nothing more to fear from him; but that this pardon will be a means over time to encourage the coming down of the Rauwers, this in our view is not likely. The lack of a prospect of profit seems rather to have held these peoples back from this, as we pointed out more broadly in our letter of last year. The raids of the robber Samarang, who still stays in Sicou and thereabouts, has for the present prevented the coming down of the Rauwers and thwarted the good success that was expected. The dismantling of the factory at Aijerbangis having already taken effect, as well as that at Baros, which latter Your Honors have now also noted as a useless burden, we gladly approve this one and the other. Together with the fact that Your Honors have offered the buildings of the Company at Baros to the King for his use, provided he obligates himself in writing to return them to the Company whenever it should at any time wish to settle there again. The dismantling of the factories of Aijerbangis, Baros and the posts of Poeti boeboer and Sicou, which had become a burden to the Company, contributes much now to the reduction of the general expenses of this Commandery. The reasons for this notable increase already shown to Her Right Honorable Nobles in our resolution of 6 February 1775 and our letter of the 23rd of the same month, we humbly request to be permitted to refer to that. The withdrawal of both those factories, as well as of the posts at Poeti boeboer and Sicou, will necessarily serve to lighten the burdens of this Commandery. And with respect to the necessity of that relief, we refer to what we said in our letter of 29 September Anno 1775, the necessary remarks having already been made therein concerning the collection and trade in the financial year 1772/3. We must, however, mention here briefly that it caught our eye, no less than Your Honors', the excessive amount of the vessel expenses, which in the memorandum of free housekeeping expenses were fixed at f 5775:-, but in 1772/3 increased to a sum of f 16829:16:8, or rather f 9008 more than in the previous year. But since Your Honors have demanded from the ministers a further and distinct indication of the reasons for this so notable increase, we shall await that statement from them before pronouncing upon this. The total outstanding balances on this Coast having been reduced by the end of February 1778 down to [illegible], we hope this will favorably appear to Your Right Honorable Noble Respects, as well as that of the old outstanding debts. The outstanding balances, which at the close of the books of 1771/2 amounted to a sum of f 676515:-, having risen by the end of August 1773 to a sum of f 718294:-, this presents a very unpleasant picture. We entirely endorse your remark that by this oppressive burden the small profits that the Company gains on trade on this Coast are completely consumed; it therefore also meets with our approval that Your Honors have devised means to relieve the Company of this encumbrance. Yet reducing these outstanding balances down to half, in accordance with your intention, will in our view for the time being be more to be wished than expected. Among the same, the outstanding debts in gold, as they are called in the balance sheet, amount to a sum of f 212309:-:-. And the textiles that still lay unsold, both at the main factory and at the subordinate factories, amount in money to a sum of f 284647:9:-. We doubt whether both these items will soon be able to undergo the necessary reduction. We must furthermore remark, with respect to the first-mentioned item, that as the same seems to stem from advances made to the natives for the delivery of gold, the sum of f 212309:- strikes us as being quite large in comparison with the quantity of that metal that annually from this Coast to [illegible].

And with regard to the remaining linens, we cannot fail to remark that on the memorandum of what was not left over at this office on 25 March, 150 pieces of Tuticorin are noted as already brought here in 1772, yet not listed on the memorandum of 1773. Upon comparing both of those memoranda, we have also found several other varieties which are noted on that of the last year, but not on that of the previous one, although already received before 1773. And whereas by this careless course of action there has been a direct departure from our explicit order contained in the letter of 6 October 1756, we must express our displeasure over this and most earnestly recommend a strict observance of that order for the future. One shall carefully guard against causing Their Right Honorable Nobilities any displeasure through such inattention, just as one shall endeavor to comply with this point as far as possible to the satisfaction of Their Right Honorable Nobilities. On this must depend the choice of means for the restoration or support of the latter, and we shall look forward with anticipation to the outcome of the trial that is being made of the sale of the Tuticorin linens on this coast. Although the Priaman troubles in the beginning of new ruptures, why before that time one did not dare to resolve to sell this highly necessary article for the settlement, or to send it towards Batavia, for which indeed we have not been able to find any satisfactory reason. At least, as it appears to us, the dearness of the gold could not have justified this disadvantageous sale, because, as is evident from the marginal reply of the Ministers to our Missive of 5 October 1772, the gold had returned to the old price since the unpopular currency was brought into circulation, partly through the acceptance of the same for the salt, partly, and as we think mostly, through the reduction of the annual demand for currency. We can by no means regard it as proof of orderly housekeeping that, upon taking inventory of the warehouses at the end of August 1773, there were found in the same three barrels of salt beef, containing 1200 lb and amounting in money to ƒ395:19:—. Those barrels, which were demanded during the troubles of the year 1772, came to an end, remained behind in the Priaman district for consumption there until the end of 1873 in continuous fear, provided that upon the end of those troubles they remained lying in the warehouses because one could not sell them on account of their dearness, and consequently became entirely spoiled. But since the Priaman troubles ended already in the latter part of 1771 or in the beginning of 1772, and yet the Ministers only on 15 December 1773 decided to authorize the administrators to have the aforementioned spoiled meat thrown into the sea, and provisionally written off subject to your approval, there seems to have been sufficient opportunity during all that intervening time to send the meat to Batavia before it turned bad, or else if necessary to sell it for the current value, and it surprises us that Your Honour left that point untouched in their reply to the Ministers. We hope that the administration of the judicial matters since that time and for the future will give Their Right Honourables greater satisfaction. With this we could presently consider concluded the matters that appeared to us during the examination of this subject as objects for a reply, were we not in the unpleasant necessity of speaking another word concerning the work of Justice and the remarks made by Your Honour on the administration thereof. Unable to enter into a discussion of the particular cases concerning which revolved the proceedings upon which those remarks were made by Your Honour, we must limit ourselves to this general reflection: that it is extremely regrettable that matters of such great weight and of such particular delicacy were treated in a manner that Your Honour found yourself obliged to give them designations which imply the exact opposite of the requirements that ought to be found in a judge, and of which wordings Your Honour without doubt would not have made use except in the utmost necessity, as being of such a nature that the handling of matters concerning Justice could not be entrusted, except with great apprehension, to the persons to whom the same were applicable. Having answered Your Right Honourable and Most Worshipful Lordships extract missive as much as was feasible for us, we come, in the first place, to report respectfully to Your Right Honourable Lordships with relation to ships and vessels, that the ship Beemsters Welvaren lifted its anchor on the 18th of January last and was out of our sight the next day, and also that the same, according to the report of the Chinco servants, after loading the returns on hand there, sailed onward on the 25th ditto and continued its voyage to the main settlement, where we hope that it will have arrived safely. The bearer of this, the sloop the Ida Wilhelmina, we have, for the conveyance of the books, designated in our session of the 2nd of March, in order to transport the books and papers along with the returns on hand to Your Right Honourable Lordships, pursuant to which that small vessel departs from here today with such crew as the accompanying muster roll and inventory indicates. And we have the honour to report to Your Right Honourable Lordships concerning the condition of the vessels currently on hand according to the report of the master attendant, and in the first place of the presently departing sloop the Ida Wilhelmina, carrying approximately 20 lasts, which arrived here on this coast in the year 1762, which is becoming old and worn out, but nevertheless is still in a condition to be able to make a voyage to Batavia. The Tanjongpour the Snoek, arrived here in the year 1776, carrying approximately 10 lasts, had a considerable repair last year and is still in a good condition, as is also the lighter Utrecht, which arrived here last year in good condition and likely will not need any repair for a long time. Express sorrow over the unfulfilled requisition of Guinees Coast, the most prominent branch of commerce on Sumatra, all the more because the lack thereof predicts for us a poor outcome of trade in the current financial year, since the former remainder of only 15 packs of that cloth, now that the wear and tear thereof has increased so much for some time past, cannot suffice for three months. We express to Your High Noblenesses our gratitude for your supreme approval concerning the settlement made in the books in the past year; and with regard to the trade for cash, we have the honor respectfully to report to Your High Noblenesses that in our session of the 12th of June of the past year we have already resolved to trade directly with the mountain people, who come with their gold into the warehouse, for the reason that they complained that they could not succeed with the merchants in getting what they needed, and although this was indeed in some respects contrary to our measures taken in the previous meeting, we were nevertheless compelled thereto, without entirely discarding that method of trade with the merchants, because they did not comply with paying two-thirds of that which they took anew, and thus the trade as it were stood still, and the mountain people would have been forced to go to market with their gold to our competitors, the English. As also that this method of trade is considerably more secure, and the merchants, when they see that one could manage with the mountain people without them, would be all the more encouraged to the discharge of their arrears. Of the favorable license from Your High Noblenesses to deliver anew 250 rixdollars in goods to a debtor who pays off 500 rixdollars in reduction of debt, we have been able to enjoy little benefit, because the merchants possessed nothing more with which they could pay in advance for those goods which they required, and the settlement already made to negotiate directly with the mountain people in the warehouses will, under well-wishing and hope of Your High Noblenesses' favorable approval, need to remain in effect. But in order not to offend the merchant entirely and to provide him with a small livelihood for his sustenance, we shall, as it is practiced at present, let it continue in that manner and permit them to appear together with the mountain people in the warehouse, in order to be able to stipulate from them, if possible, above the sales cost a small and modest profit as a reward for their trouble. Now proceeding to our transactions since our last writing of the past year regarding this matter, we have the honor to report to Your High Noblenesses that in our session of the 12th of June of the past year we were compelled, after all trouble taken for the sale of the remaining stock of Hamans on hand, to authorize the administrators to dispose of the said cloths for 7 thl 2 per corgie, as, considering their common quality, it was impossible to stipulate more for them, which nevertheless yields a profit of 31½ percent. We also had to resolve, in our meeting of the 13th of September of the past year, upon a submitted report of the commissioners in the warehouses concerning various linens, broadcloth, armozeens, and chintz ginghams, which, because of their damaged state, poor quality, and high prices, had already lain for long years in the warehouses, and there was thus not the least probability of being able to dispose of them for the set price, to order the administrators to sell those said goods, such as the black broadcloth, armozeens, plain white and brown-blue betilles, at the highest price, but to offer the 114 pieces of ginghams and 11 pieces of Bengal chintz to the merchant during the then upcoming Malay fast days, if possible at the prime costs. According to the enclosed return, various of those defective goods were sold at a loss of 75. 3. 8 florins, or 32¾ percent, which by resolution of the 7th of October of the past year we had written off to the profit and loss account. Being unable to sell them, the merchant offering no more than t: 2. 7. —, the Administrators were authorized for their sale at th 2. 8. A humble request that the requirements may be fulfilled, especially the woodwork and necessary materials, together with 50000 pieces of bricks; requested that the agreed craftsmen may come over with the sloop. Of ƒ 47466. with a gross profit of ƒ 12445:12:—. That which on the other hand has been collected in general on this coast in barter of merchandise consists of 3318 th:le 1 1/128 of gold, 177650 lb of pepper, being black winnowed, and 375 lb of extra ordinary white benzoin. And since in the preceding financial year there had been collected 2108 th:le 12 and 105181 lb of pepper, black winnowed, alongside 500 lb of extra ordinary white benzoin, it thus appears from this that in the latest financial year there has been collected more in gold by th 1209. 5 3/12 and 2469 lb of black winnowed pepper, but less by 125 lb of extra ordinary white benzoin. Which we hope will meet with Your High Noble Honors' favorable approval. And having herewith concluded this main section, we proceed to that of requisitions and remaining stocks, regarding which we have the honor to present to Your High Noble Honors our requisition for Padang for the year 1778/9, as well as those for Poelo Chinco and Adjerhadja, with a humble request to honor the same with a complete fulfillment, as they have been drawn up with evident mature deliberation and arranged in all respects in such a manner as is strictly required for a full year for the benefit of trade and administration; most of the linens still on hand will apparently be sold off before the arrival of the ship, and especially the ordinary bleached Guinea linen, of which almost nothing remains in stock at present. Your High Noble Honors are also beseeched for the complete fulfillment of the respectfully demanded woodwork and other materials, as no more thereof has been requisitioned than the ship can conveniently load, and which will be used here in a full year. Likewise, for the ongoing repairs, a favorable fulfillment is requested for the 50000 pieces of bricks demanded with all respect, or as many more as the ship departing hither this year and the sloop will be able to take in without hindrance as ballast, considering that the brickworks is no longer capable of producing as much as the Company needs in a full year, and the poor inhabitants, to their considerable detriment, remain forced to leave their houses, which burned down in the month of July 1776, unbuilt and lying as a heap of rubble. Regarding the craftsmen whom Your High Noble Honors have been pleased to favorably grant, and who are extremely necessary, it is respectfully requested that they may come over with the sloop, if possible, when it departs early from Batavia. Also that the 30 soldiers being demanded may be granted, being likewise very much needed to replenish the garrison, among whom one already finds 18 men whose contracts expire in this year and 7 men who are missing from the established complement, while the remainder are estimated to pass away in a full year. The requisitioned iron and nails it is requested in all respect may be unloaded within shipboard separately and away from the salt, in order to prevent severe rusting in the future; that which was received in the past year was entirely spoiled by the said cause and delivered nearly half unusable. Just as we, with regard to our latest Placard against the spending of clipped payment, whereof we had the honor to inform Your High Nobles in our latest letter, now report with regret that, notwithstanding all endeavors for the strict observance thereof, many disputes still arise daily between the inhabitants and merchants, both here and at Priamang, regarding clipped payment, to the noticeable obstruction of the salt trade and scarcity of provisions, stemming mostly because by the aforesaid Placard the exchange of the clipped payment has been set at 48 stivers the tael weight, amounting to 32 stivers the real weight, to which no one will submit on account of the exorbitant loss the public thereby comes to suffer, who, when they receive only 32 stivers in current money for 21 1/2 double or 54 single stivers, lose 22 stivers per real or 40 1/2 percent. And as it appears very necessary to provide means to remove this clipped payment from circulation in order to prevent the consequences thereof, we have, upon the proposition of the Lord Commander in our session of the 21st of this month, resolved to request Your High Noble's authorization, as we now very respectfully do: that, since no one wishes to bring in their clipped double stivers below 42 1/2 percent per real weight, we may be allowed to exchange the clipped payment at 42 1/2 stivers per real weight, just as took place in the year 1754, which according to the aforementioned calculation gives only a 21 percent loss upon exchange, to which we think the public will be very willing to be brought.
