Resolution of 27 June Anno 1777 The latest resolution signed. Letter from Poolo Chinco. The resident sends 95 5/8 thael of gold collected by the former resident, for which their Company shall be discharged. Letter from Adjarhadja and receipt roll of the requested pay, together with a requisition for cash etc., which latter shall be sent to him with the cargo prahu. Said resident sends another two reports: first, a further explanation regarding the repairs to be made, and second, an error discovered by him committed by the late Nicolay. The first delivered into the hands of the Honorable Challier, in order to elucidate this meeting as to its authenticity or unauthenticity. And the second to be examined by the trade transfer clerk against the books, in order to decide further upon it. The salempores brown and blue Madras publicly sold on 12 May yielded f 253: 10: 8, or a loss of 15¾ percent real money, which shall be charged to Batavia at 32 percent, to be debited to the account of Skipper Dekker. Extract from the Orphan Chamber. The sailors J: v: d: Hoek and J: Bonk, transferred to soldier, improved on current contract from f 7 to f 9. The ditto ditto Sybrand Jacobs from f 8 to f 10 for 3 years, and the drummer J: Nieuwenhuysen from f 5 to f 9 for 5 years. The sailor F: Vink promoted to quartermaster at f 14. Petition of a Company's slave servant for his freedom, which was granted to him. Resolution of 22 July Anno 1777. In 2 letters from Chinco and Adjarhadja it was reported: First, at said office under the ultimate past the muster took place, and in the middle of the same, the Bugis soldier Dul Patoeakan deserted from there, folio 41, and a request for some stamped paper. The first for communication; to write off the pay of said deserter, and to send the stamped paper thither at the first opportunity; from which also that the muster took place there, and under the ultimate the change of pay. Report of the Honorable van Citters and De Raeff regarding the seizure and sale of the goods of the insolvent Malay merchant Radja Jntang, from which, together with the annexed inventory and extract from that roll, it appears that the insolvent estate yielded rixdollars 2343: 30: 10, which sum shall be received in favor of outstanding debts old account, to be inventoried by the vendue master after the expiration of 6 months, and to write off the remaining debt of said debtor to the account of desperate debts in gold. To have the fiscal investigate the counterfeit coins found in said estate to see how the aforesaid debtor obtained them. Report of the trade transfer clerk Razoux regarding the error committed by the late resident Nicolay in the Adjarhadja books, No. 45, for notification. Folio 51. Folio 52. Folio 50. Continuation of 22 July Anno 1777. Which, being to the prejudice of that estate by rixdollars 900, this amount is paid out to the heirs of said Nicolay. Report annexed with an estimated statement from the Honorable Challier upon examination of the resident Zugel at Adjarhadja his calculation regarding the repair of the buildings there. The materials for the carpentry thereof amount to f 610. The flagpole before the gate there being unnecessary, one saves f 100 in advance, and the making thereof is refused to the resident; the remaining f 500: 1:, including rixdollars 118 5/8 for the purchase of atap, granted to the resident. And he must wait with the woodwork until the arrival of the ship, when a carpenter will be sent to him for faster progress. Report submitted by the administrator, which spoiled linens are sold by vendue. Petition of Daniel Boudewyns for readmission into the Company's service, which was granted for the adjacent well-founded reasons, folio 60, and he is accepted, subject to the approval of the High Government, as a soldier of the pen at f 9 per month. The general muster took place here under the ultimate of June according to order. Wednesday in the council, 2 July Anno 1777. The debt of the head merchant Pakki Moeda to the Honorable Company, which arises from the debt taken over by him from his deceased uncle Malim Maget, and which Malim Maget had left his wealth mostly in lands and slaves to his wife Satia, folio 61, by which disposition he, Pakki Moeda, is unable to satisfy his debt, the more so because said widow is gradually alienating those goods, and this Pakki Moeda, as the taker-over of that debt, ought to inherit the aforesaid goods, as well as because he is currently almost entirely unable to pay his debt to the Honorable Company; the bequests of Malim Maget without paying off the debts being contrary to their law, and these effects properly belonging to the Honorable Company for the recovery of the debts, and it is resolved to sequester, inventory, and sell the same for the benefit of the Honorable Company, and to this end the aforesaid Pakki Moeda and De Raeff were appointed. The penghulus of Pauw request the governor for assistance in apprehending a murderer, which was refused to them, yet such culprits upon apprehension would be sent to the place where such a deed was committed. Which disposition was announced to the same in the presence of the Landraad, and the latter recommended to see to it that he appears here no more, that otherwise they will not secure him a second time. Resolution of 7 October Anno 1777 Mentioned in a letter from Chinco: The Bugis Dul Patoeaken has been punished, and the resident sends a receipt, as well as a murderer with the documents containing the charges against him. Which, for the reasons stated alongside, has been placed into the hands of the fiscal. The judicial costs are to be charged to the account of the native regents. A loss on some linens sold from the small shop to the amount of ƒ 76:3:8 is to be written off to the profit account. The administrators are authorized to sell the fine chintzes at their cost price. The Betthilles broad blue, yielding 30 percent below the cost price, are to be sent to Adjarhadja. And the resident is to be instructed in writing not to sell the same below the cost price. Report concerning 8 pieces of white Guinees damaged by white ants: To have the same sold at public auction. At the joyous inauguration of His High Honor, the Honorable Raeff and Razour are appointed Masters of Ceremonies, so as to have the ceremonial set forth alongside and recently introduced by them followed accordingly on that day of celebration. Resolution of 18 October 1777 His High Honor the Right Honorable Greatly Respected Lord J: van Riemsdijk proposed as Governor-General, upon a submitted nomination. And after the reading of the adjacent open commission of His High Honor, alongside the form appearing in the margin. The oath taken by the Honorable Lord Commander and the gentlemen members of the Council of Policy, as well as by the members of the Court of Justice, into the hands of the Lord Commander. As well as by the native princes in the manner of their country. After which the aforementioned Act of Authorization was read from the balcony and to the further servants. Subsequently, the salute was fired with 3 volleys from the small arms, followed by the firing of all the artillery pieces of this fortress. Resolution of 6 November 1777 From 2 letters from Adjarhadja: From the first-mentioned letter the adjacent appears. From 2 yield reports it appears that in the past financial year purchases were turned over there to an amount of ƒ 11324: with a gross profit of ƒ 4371:12:8, or fully 38 1/5 percent. The collection was 435: 11 1/28 Thail of gold and 41965 lb of pepper. With which satisfaction has been expressed, and the resident is qualified for the writing-off of his wastage and unfit goods. From the second letter it appears: Continuation of 6 November 1777 The resident sends over 300 Thail of gold and 25000 lb of pepper, which is understood to be credited to his office. The writing-off of a male slave who died there is granted. And the remaining Bugis are expected. The promotion of the soldier Paul du Mont is to be granted according to the regulations. A report concerning 450 pieces of supplied pepper bags, which will be charged to Adjarhadja. Formal session regarding Their Honors' missive: To thank Their Supreme Honors for the Tanjongpour and timbers for a scow. And for the sent wheat mats. The 17¼ measures of wheat will be reimbursed. To apply the proceeds of the benzoin in favor of the outstanding debts at Chinco. The Lord Commander expresses thanks for His High Honor's praise concerning his performance. All of the foregoing was also held to have been communicated. The Resident further sends over the estimated statement demanded of him concerning the cost of the required repairs there, requests authorization for this and for the building materials not in stock there. And as the said estimate of f778:12:8, as stated by the Resident, appeared to the meeting to run rather high, all the more so as this office was completed entirely anew only 6 years ago, it was resolved, before taking any resolution regarding this, to have the trade transfer clerk of the meeting serve a report on the matter, with an indication whether the items stated therein to be purchased for cash could be sent thither from here at lower prices. The former Panglima likewise for the liberation of this dispute the Padang other natives were regarded as though he, the Panglima, lived in disfavor with the North of this Coast. However, His Honour had further learned that at the said cockfight a dispute had arisen between the aforementioned Panglima Staar and the former Panglima Radja Salliel, concerning an honor or so-called Samba performed there according to Malay custom, which on such occasions is daily paid, before the cocks are set in the fighting pit, to the person highest in rank in such negorij where that cockfight takes place, whether he is present there or not; in which latter case, however, that so-called Samba or honoring greeting is directed toward the place where the person to whom this is due has his residence. That further the difference between these two Regents consisted in this, that the often-mentioned Panglima Radja Mangsor maintained that this said honor had to be paid to his person alone, and on the contrary the former Panglima Radja Talliel claimed that this honor had to be given to him as well, and indeed in the first place, on the grounds that the Company had granted him, though outside the administration of affairs, the privilege of having the rank above the acting Panglima. And although His Honour had indeed employed all means to settle this dispute to the satisfaction of both parties, his efforts had hitherto been fruitless; His Honour judged, however, that it would be best if this matter were decided as soon as possible, in order to prevent further disputes between the followers of the parties, which could entail nothing but unpleasant consequences; for which reasons His Honour had judged that, though in itself not worth mentioning (yet because of the quarrelsome and factional nature of the natives), this dispute should speedily be brought to the deliberation and decision of this meeting; His Honour further proposed to admit the Padang Regents present in the gallery to this meeting, in order to deliberate with them what is most expedient. The members, having well considered the ample report of the Honorable Commander and His Honour's proposal, The 28th of Jannuarij Anno 1777 judged, upon a further proposal from His Honour, before the just-mentioned Regents should enter, first to confer with the opposing parties separately about their differences. This having taken place, and the same being urged once more to settle that matter amicably with one another, it remained nevertheless fruitless; however, this dispute was left to the combined Council. And after that, the Bandhasa and the native Regents and Pongkulus having been called inside, the matter was put to the vote. And considering that Radja Talliel, according to the resolution taken in the Combined Meeting on the 29th of September 1773 with the full consent of the Panglima Radja Mangsor, was granted the rank (though outside the administration of affairs) above the said Panglima Radja Mangsor, it was approved and agreed that henceforth at this cockfight this honor should be given to both these frequently mentioned Regents, and alternatively every day the first greeting or Samba shall be paid to one of the two, such that this shall today be given to the Panglima Radja Mangsor, since the cockfight takes place at his expense, and tomorrow again to Radja Talliel, and so forth every other day to each side. Thereafter the following report from the commissioners in the Honorable Company's warehouses concerning 17 pieces of damaged parcallen, brown-blue, was read: To the Right Honorable Johannes Siberg, Senior Merchant and Commander of this Coast, etc. The undersigned commissioners of the Honorable Company's trade warehouses have the honor to inform Your Right Honorable that upon opening a bale of parcallen, brown-blue, Sadraspatnam No. 460, recently brought here by the ship De Maria Jacoba, there were found 17 pieces very heavily stained. Furthermore, a report was produced by the Commander from the commissioners regarding the inspection and examination of the pay books of this Coast, of the following content: Report to the Right Honorable Johannes Siberg, Senior Merchant and Commander over Sumatra's West Coast, etc. Right Honorable Sir, In compliance with Your Right Honorable's esteemed order, we the undersigned repaired to the pay office and there inspected the pay books of the year 1775/1776, and compared them against the trade books according to the order of Their High Mightinesses, whereby we found the sum of f24439:8:5 paid out in that year to be properly debited and in agreement with the trade books. Paid out from the treasury is: Rds 8010:46:8, f28893:14:- The hospital expenses: Rds 170:34:5, f545:14:5 Together: Ducats 4909 7/80, Rds 8181:32:8, f29439:8:5 That which diverse persons, after the closing of these books, have remained in arrears on their balances, we have found not to be caused by any overly generous advances. Thus, no errors having been discovered in the said books, we hope hereby to have satisfied the esteemed intention of Your Right Honorable. 13 The 14th of February, Anno 1777 in place of the beam and knees, as well as timbers for a blind wale, has been so found, and by Your Honorable Worships provided with what was necessary, so that it is now in good condition to sail for some time; this aforementioned vessel arrived here on the Coast in Anno 1762 and carries about 20 Lasts. The Tanjongpour de Peerl, having been provided the previous year with a new doubling and further repair, is nevertheless currently very old and poor in timbers, it is completely eaten through by white ants; this vessel was sent here from Batavia in Anno 1773 and carries circa 10 Lasts. The Tanjongpour De Snoek, which arrived here from Batavia in April, is in very good condition and carries circa 12 Lasts. According to the Regulation, 3 Sloops and 2 Tanjongpours may lie here. The 3 Cargo boats are still in good condition for service. The scow, which was built here in the year Anno 1760, is very old and worn out, being poor in timber and knees; however, with continuous repair by caulking and otherwise, it can still render service here for a little while. The 14th of February, Anno 1777 together with their wives, children, and slaves. Secondly, that in order that the inhabitants living under the obedience of the Dutch East India Company may be so much the better distinguished from the above-mentioned Malays, etc., henceforth all Company servants, burghers, and Chinese, together with their wives, children, and slaves, going out after dark or after the setting thereof in the evening after eight o'clock, shall be obliged to carry a burning lantern, torch, or light with them, on penalty that whosoever after that appointed time is found on the street without such a light shall forfeit for the first offense five rixdollars, for the second ten rixdollars, and for the third offense twenty-five rixdollars for the benefit of the fiscal; and that in such case parents shall have to pay for their children, and masters or mistresses for their slaves. It is to be understood that an entire company going out may suffice with having one such light among them. Thirdly, that it shall be free and permitted to each of our subjects and inhabitants to shoot dead or strike down in any other manner all those who are found by night and at improper hours in their gardens or on their grounds behind and around their houses, and who do not belong there or do not have a burning light with them as ordered herebefore, from which it could appear that they appear there with no evil designs or intentions, provided nevertheless that they leave the dead bodies of such ill-intentioned persons lying at the place where they fall, and notify the fiscal immediately or as soon as possible thereof, so that the same may be examined and subsequently transported by the executioner to the outer place of execution on Po Biesang, and there be hanged on a tree as a prey to the air and the birds of heaven. All of which we have found to be most useful and conducive to the promotion of the public peace and security of our good inhabitants, commanding furthermore the Fiscal of this place to watch and cause to be watched carefully over this. And to the end that no one may pretend ignorance hereof, we order that this shall be read aloud and posted both in the Malay and Dutch languages in the place where such is customary, and that the execution of the contents of this shall take place no sooner than eight days after its proclamation and posting. After the opening of the meeting with the customary prayer, the resolution of the last meeting was in the first place summarized and signed, and subsequently a letter from Adjarhadja dated the 9th of February 1777 was read. Whereby the Resident Zugel informs the meeting that the goods recently sent to him thither by the sloop the Ida Wilhelmina have been duly delivered there, expressing furthermore his gratitude on that account. While he further reports that the orders sent to him will be observed there, and that he is hoping for a favorable disposition with respect to his submitted calculation concerning the repairs to be made there. All of which was considered as communicated. Furthermore, the said Resident reports that with the aforementioned vessel he is sending hither 15,000 lbs of pepper and 16 2/3 marks troy of unmelted gold, the content of which precious metal he requests to know after assaying; while he furthermore forwards a specific memorandum of the balances which remained at the office there on the 9th of this month. Regarding which it was resolved to note that the pepper, after deduction of spillage, was properly delivered, and that after obtaining the assay the content of the aforementioned gold will be communicated to the Resident; in the meantime, the memorandum of the balances will be sent to Batavia. Subsequently, the Honorable Governor informed the meeting that the native regents had requested His Honor for 12 bars of iron from the Company as a gift for the cultivation of the pepper lands, in order to perform that labor; but that His Honor judged that, although it was not at all inexpedient for encouragement in that labor that those people be provided with that iron to distribute it among the community for the manufacture of agricultural tools as was their pretense, it would nevertheless be sufficient if that iron were ceded to the said regents at the Company's purchase price, so as to debit them for it on their account. In regard to which the meeting resolved to fully confirm the thoughts of the Honorable Governor, in hope of Their High Mightinesses' honored approval. The latest resolution signed. with the exception that on the two last-mentioned demands, the gunpowder claimed therein was excused, with which the outer offices will be provided from here due to the sufficient supply thereof at this office; while with respect to the further demands, Their High Excellencies will be respectfully petitioned for the fulfillment thereof; and with respect to the office of Chinco, upon further insistence of the Residents there and for the management of the gunpowder to be expended there upon certain necessary occasions, to humbly solicit from Their High Excellencies that six iron cannon pieces of 3 lb caliber may be sent thither from the North Place with their carriages and further accessories, to be exchanged for 5 iron cannon pieces of 6 lb that are placed on the lower battery there. Furthermore, at the conclusion of this session, the Boatswain and Commander on the sloop Catharina Louisa, Fredrik Gansko, upon the expiration of his term and for his vigilance in the aforementioned service, had his wage increased from 20 guilders to 24 guilders. The undersigned have the honor to inform Your Right Honorable that they received from the Company's Cash Office a small chest sealed and marked 4H, received on the 19th of February 1777 per the sloop Ida Wilhelmina from Airhadja, which upon opening and reweighing was found to contain dust gold, very close according to the invoice recorded, amounting to 16/3. The aforementioned dust gold being delivered to the Assayer, who subsequently melted the same in their presence into 2 bars, weighing and assaying as follows: 1 bar No. 9 assays 22 1/32 carats, weighing 7 [illegible] 4/32 1 bar No. 10 assays 22 1/4 carats, weighing 8 [illegible] 13/32 or together 16 [illegible] 1/128 Furthermore, what was gathered from the bag and crucibles, as well as the crucibles themselves, were stored in our presence in the said Cash Office to be sent back again to the aforementioned Residency. After this, a Chinco letter was reviewed, in which the servants there report that the sloop Catharina Louisa had proceeded on the 20th of this month from there on the voyage to Batavia, after taking in a cargo of 22: 5: 3: 1/92 marks of cast gold assayed at 1½ carats, together with 7400 pounds of garbled black pepper and 52 17/25 piculs of benzoin in assorted varieties; the same letter also enclosing the memorandum of the balances of trade merchandise as of mid-March, including outstanding debts, gold, specie, and trade merchandise to the amount of ƒ51408: 2: 8, all of which was noted for information. Subsequently, the said writing also enclosed a yield of what was traded at that station in the six most recently passed fiscal months, amounting to a purchase cost of ƒ11276: 15: — with a gross profit of ƒ5029: 14: — or 44½ percent, the gold being calculated at ƒ49: 10: — the Dutch tael, which gave satisfaction. Further, on account of the impending departure of the honorable van Kempen, the honorable Administrator took upon himself provisionally to administer the Company's petty cash himself, as well as to retain the presidency of the orphan chamber here until the arrival of the honorable Challier. Furthermore, the honorable Administrator informed the members that pursuant to what was resolved at the session of the 27th of this month, the transfer of the secretariat and petty cash had taken place according to order, and the remaining coin from the latter office had been transferred into his Honor's hands, of which note was hereby taken. Subsequently, his Honor proposed, since the departure of the honorable van Kempen to Chinco to take up his new service as chief there was imminent, to discharge his Honor now from the service as secretary of this meeting and as cashier, as his Honor still had some domestic matters to attend to before that departure. This having been approved, the same was discharged from the said service, while the honorable Administrator and the other members thanked his Honor for the service rendered during his session in this meeting as fellow member and secretary in the same. Whereupon it was approved to have the amount entered to their debit in the Padang trade books. And it was subsequently agreed to note that the provisional first administrator, the Honorable Challier, had taken his seat and session in this assembly according to his rank, as well as the provisional secretary de Raeff, after he had properly taken the oath of fidelity, the provisional interim secretary Leufftink being again discharged from this service and thanked. And after it was resolved to set the transfer of the trade warehouses to the Honorable Challier and that of the secretariat to de Raeff for tomorrow, the 26th, as well as that of the petty cash by the provisional interim petty cashier Hendel to the latter on the last of this month, in order to be taken over under his accountability on the first of May, this meeting came to an end. Tuesday the 27th of May, Anno 1777. Having taken their seats, the Honorable Commander made known to the members that His Honor had convened this meeting for the resumption of a duplicate missive, brought here today by an arrived Chinese, of Their High Nobilities' much revered missive, which being opened was found to be the duplicate of Their High Nobilities' writing dated the 4th of September 1776, received with the ship Maria Jacoba, together with its annexes, consisting among other things of Their High Nobilities' respected orders, both concerning the seizure of prohibited opium and with regard to the free navigation of the Chinese nation to this place; whereupon it was resolved to cause Their High Nobilities' honored orders to be dutifully observed in the strictest manner, to have the same posted in the proper place, and to keep a record of all this in these minutes. Having taken their places and the customary prayer having been said, a letter from Pulo Chinco was resumed, in which the residents request to be accommodated according to the attached requisition with six lasts of salt, 4 ship's pistols, and twelve boring irons of various sorts; further reporting that the enlisted soldier Joan Adam Spingler had passed away there on the 25th of March last. Which being noted for communication, it was understood to fulfill this requisition with the available sloop the Ida Wilhelmina as soon as possible. The Honorable Commander thereupon submitted to the consideration of the meeting whether any reduction could take place regarding the provision of arrack to the surgeon's mate at the aforementioned post for the lavement of the sick, seeing that at the time of the regulation of six cans per month, twice as many military men were stationed there as now, and whether it could therefore not conveniently be set at three cans for the 13 persons who are serving as soldiers there; which being found fair and approved, it was resolved to introduce this reduction there on the first of September next. Furthermore, the administrators made known to this meeting how they had thus far attempted to dispose of the remainder of salempores for 8 [illegible], but that at most no more than Spanish dollars 7: 2: could be stipulated for them, which yields a profit of 35½ percent, requesting, in view of the common quality of those cloths, to be allowed to dispose of the same at the aforementioned price. All members present. The 12th of June, Anno 1777. Which having been taken into consideration, it was understood, since nothing more could be made for them, to authorize the administrators to sell the same at Spanish dollars 7: 2. This being concluded, the Honorable Commander and administrators made known how Their Honors, notwithstanding the resolution taken on the 29th of November of the past year concerning trade with the merchants, had found themselves obliged, in order not to bring trade to a complete standstill and upon the strong insistence of many mountain dwellers who have now come down here to trade, who testified that they could not succeed in getting what they needed from the merchants, to sell linens to the mountain dwellers now and then, the more so because the merchants did not comply with the payment of two-thirds of that which they had newly received; and especially to prevent the aforementioned mountain dwellers from returning to the mountains with their gold or going to the market of our competitors, the English. However, since this is in some respects contrary to the measures taken by political resolution of the aforementioned time, the meeting took into consideration whether one could consent to that treatment, and whether one, seeing the greatest advantage of the Honorable Company, could allow that the mountain dwellers coming down be served directly from the warehouse; whereupon it was resolved, however, without entirely rejecting the merchants, in the future to trade directly with the mountain dwellers; first, because this is much more secure, and secondly, because the merchants, seeing that one can succeed directly with them, will be all the more urged to the settlement of their arrears. After which the Honorable Commander also represented to this meeting how the Malay merchant Radja Intang still owed the sum of 275 [illegible] 1½ mas of gold to the Honorable Company's warehouse here, together with, in addition to that, a considerable sum of 5542 rixdollars, 43 stivers, 8 penningen privately to the estate of the late Mr. Palm, on which he had not yet paid anything in reduction, and had not shown himself inside or around the fort for more than three months, but, contrary to the custom of all native merchants who are likewise still indebted and nevertheless appear daily inside the fort, completely hid himself, keeping himself occupied with nothing other than opium smoking, gambling, and cockfights; from which, with a long delay, it was to be feared that he might become completely unable to pay anything of his lawful debt, besides the fact that he had already for a long time been a very harmful subject for the Company's trade at this place, having always made it his particular business to sell goods below the purchase price, to the end that the other merchants would be left with their remaining stocks, and thus to ruin them along with himself.
