the 12th June Anno 1777 to which recently the extreme maliciousness had been added, namely, to persuade and incite the other merchants and warehouse debtors not to settle any of their arrears with the Honorable Company. Wherefore the Lord Commander submitted for consideration whether prudence did not demand ordering the Fiscal to arrest that malevolent debtor and place him in secure custody in the Company's irons, as well as to have his movable and immovable property inventoried in the presence of two members of this Meeting and subsequently sold as soon as practicable at public auction, in order to prevent him from squandering more of his property and at the same time render him unable to continue his malicious conduct. The Meeting, considering this proposal and noting that this debt was not only liquidated, but also recently, upon the General Transfer of this Commandment, had been declared valid by the debtor himself; and that with a longer delay one would finally, so to speak, fish behind the net, and that by setting this example other slow payers would be all the better encouraged to settle their arrears, resolved fully to agree thereto and consequently, by extract hereof, both to authorize the Fiscal to make the aforementioned arrest and to qualify the members Van Citters and De Raeff to inventory the possessions of the often-mentioned debtor and thereafter sell them publicly to the highest bidder, and to report on both matters to the Meeting. Finally, it was noted that two remaining English sailors from the ship the Hercules, which had arrived here from Bengal, named Willem Braun and Richard Von, were taken into service at their request as soldiers at 19 per month. And that the collective Ponghouls of the Tigablas Cottas had paid their visit, performed their customary honors, received their gifts, and, having departed again with great satisfaction and promises of loyalty to the interests of the Honorable Company, whereupon this session came to an end. Thus done, resolved, and decreed in Padang on Sumatra's West Coast on the day, month, and year as above signed: J. Siberg, I. Challier, J. Chaentraut, P. D. van Citters, Jacob Saml de Raeff, Jan M. Schiffer. Friday the 27th June Anno 1777. All Members Present After the prayer, having taken their seats, the latest passed resolution was properly resumed and signed. Thereafter the Lord Commander presented for reading a letter from Pulo Chinco, whereby the Residents report that the cargo of the chaloup the Ida Wilhelmina had been safely discharged there, expressing thanks for this supply, and further transmitting 95 sch. of gold dust collected by previous Residents, requesting that their office might be discharged for this amount. The first matter being noted for communication, it was resolved to discharge their office for the gold dust received, at the expense of the previous Administrators Mallier and De Raeff, and to have the same melted and assayed for the account of the aforementioned. Thereafter a received letter from Ayer Radja dated the 21st of this month was reviewed, whereby the Resident in the first place transmits an original receipt roll of the distribution of salaries made there as of the last day of February past, with respectful thanks of the recipients, together with a requisition for required cash and linens both for the purchase of pepper and the continuation of trade. Noting the first matter for communication, it was agreed, in accordance with the request of the Resident, to satisfy the aforementioned requisition with the cargo prahu of that office, and to send the requested cash and linens thither with it. 45 The 27th June Anno 1777. Regarding the reports received from there on this occasion, the one being a further elucidation concerning the necessity of the repairs required there, reading as follows: To the Right Honorable Johannes Siberg, Senior Merchant and Governor of Sumatra's West Coast, together with the Honorable Members of the Honorable Council of Policy at Padang. Right Honorable Sir and Honorable Sirs, Whereas by Your Right Honorables' respected letter of the 3rd of last month further information was requested from the undersigned concerning the calculative estimate of the repairs to be made here recently sent by him; and furthermore Your Right Honorables having expressed your surprise at the exorbitant estimate presented by him, given that this small office was only built from the ground up in Anno 1771, and moreover from the time of this renewal until last year the sum of ƒ837:9:8 had been expended on repairs, according to the report and statement of the trade transferor, wherein it was further remarked that the atap thatched roofs over there cost fully half as much as had been entered in the aforementioned calculative estimate. He therefore finds himself obliged, for his own discharge, first of all to remind Your Right Honorables with all due respect that in the report concerning the condition of the buildings etcetera here, made by two specially appointed commissioners on the order of the Right Honorable Governor and submitted under oath, dated 4 November 1776, it is clearly mentioned that on all the collective buildings, the beams and planks of Malay forest timber felled locally, fitted here and there between the teak wood, June Anno 1777 the 27th forest timber, are already inside so eaten away and gnawed through by white ants, woodworms, etc., that some can be pierced through with a bare finger. Which is also to be expected from nothing other than the bad quality, well known through daily experience, of the forest timber felled on this Coast, especially if buildings are constructed from it on grounds situated such as the place where the post stands here. For the same, being somewhat elevated and surrounded at a distance of barely a musket shot all around by low swampy land which is overgrown with dense forests, the buildings, which are raised rather high, stand especially exposed to winds, rain, and the abundant wood-destroying vermin which at certain times come storming out from the aforementioned forests and swamps in entire swarms, and besides all this, this entire tract of land is thoroughly infested with white ants. Furthermore, he takes the liberty to note herewith: 1. That although this small office was only fully completed in Anno 1771, the construction thereof was nevertheless already begun in the year 1768. 2. That from the specifications since that time, or from the report formed therefrom by the trade transferor, it does not appear that such defects have been remedied as the undersigned has made known in his calculative estimate, but rather that from time to time repairs have been made to prahu sheds and other small outside dwellings, as well as to the roofs. 3. That notwithstanding that the latter are maintained daily, the same nevertheless cannot well remain in good condition beyond three years, and that consequently private individuals also usually have their atap thatched roofs entirely renewed after the expiration of that time. And 4. That the renewal carried out in the month of December 1775 of all the small dwellings standing outside the palisade of this fortress and the erection of a new flagpole on the beach was not performed by the undersigned, but by his predecessor, who also in accordance with obtained authorization charged for it a small sum of 80 Rds. or ƒ158:8. 47 The 21st of June, in the year 1777 Having adequately demonstrated how this small trading post has fallen into such a state as described in the aforementioned report, despite having stood for only a few years and having had repairs done to it from time to time since, he now has the honor, in dutiful obedience to Your Honorable Worships' highly esteemed command, to demonstrate further in this respectful report the necessity of what was requisitioned in his calculated estimate for the restoration of the buildings and roofs here; to that end respectfully informing Your Honorable Worships: 1. That within this fortress there are 3 wooden buildings: A. The Resident's house with the small warehouses and dwellings underneath it, without a roof, two stories high, being 54 feet long and 36 feet wide, consisting of 12 rooms of various sorts, under which the salt warehouse is provided with a double plank partition, alongside a front and rear gallery and three wooden staircases. B. The linen warehouse and pepper attic, 30 feet long, 18 feet wide. C. The military guardhouse with the armory and corporal's dwelling, being together 3 rooms, 20 feet long, 12 feet wide. 2. That, according to the memorandum drawn up by the trade transferor during the construction of the aforementioned and further buildings, among the teak beams and Chinese planks specified therein, a rather lavish amount of timber felled here was utilized, namely 667 native beams of various sorts and 2400 native planks. 3. That these native timbers, as previously shown, cannot last very long, and that it also does not appear that any repairs have been made to them since the establishment of this small trading post or since the year 1768; therefore, it is also necessary that a large part thereof, which in that time has completely rotted away, must be replaced with other good timber if the buildings are otherwise to be preserved from greater ruin. 4. That the undersigned, believing that if teak beams and Chinese planks were used instead of this jungle wood, it would turn out to be more profitable since the latter timbers are not so easily subject to decay, has judged as necessary, strictly considered, that which is stated in his frequently mentioned calculated estimate. Hoping that it will be apparent to Your Honorable Worships from all the foregoing that he has proceeded therein with all possible frugality, he only takes the liberty to note, with respect to the ataps entered at half the price as they cost: that the high price of the same is caused by the fact that none at all can be obtained here or at Indrapoura, and must therefore be fetched from the Coast or Cambung and used for that purpose, in the first case with the cargo prahu which can sail with no fewer than 8 crewmen, which usually incurs 15 to 16 rixdollars in expenses that cannot be charged to the Company's account, or in the other case with smaller Malay vessels, which, in proportion to the little they can load, cause even heavier expenses. Having set down here to the best of his knowledge and in truth everything that, in his humble judgment, can serve for the further elucidation of Your Honorable Worships regarding this matter, he submits the same in all deference to your wiser judgment. 49 The 27th of June Anno 1777 on that occasion discovered an error, the earlier perception of which had been prevented both by the good confidence in the known accuracy of his predecessor, the late Honourable Nicolai, and by the many affairs that fell upon his shoulders after the latter's decease; and that this was certainly caused by the distressed state in which the same found himself at the time it was committed. Respectfully trusting that what has preceded may be sufficient to obtain a favourable excuse in this regard from Your Honourable Worships, he takes the liberty to inform Your Honourable Worships thereof, and to demonstrate from the adjoining extract from the aforementioned Trade Journal that therein, on page 10, the Cash account in favour of the Head Office was erroneously debited by the late Honourable Nicolai for the 7 bags of payment New Netherlands brought here on the 27th of November 1775, with Rds 1993 3/4, Ducatons 196 1/4 or f 3947:12:8, and furthermore that the said Head Office Padang stands credited to the debit of this imported payment New Netherlands for the excess debited to Cash over what was charged, with f 183:15:8; yet that these bags of payment at Rds 156 1/4 each amount to no more than Rds 1093 3/4, Ducatons 656 1/4 or f 2165:12:8; and that consequently the Cash account of this small office, through this mistake, would be indebted to the estate of the late Honourable Nicolai for the over-debited Rds 900:—:—, Ducatons 546:—:— or f 1782:—:—, and furthermore the Head Office Padang would erroneously have been credited with too much by f 1782:—:—. Which aforementioned error, tending to the disadvantage of this estate, the undersigned very humbly requests permission to redress in the current trade books of this small office to the debit of the General account; and awaiting Your Honourable Worships' respected orders thereto, he further has the honour, with all due respect, to subscribe himself, underneath stood, Right Honourable Worshipful Sir and Honourable Sirs, lower, Your Honourable Worships' humble and obedient servant, was signed, Johan Fredrik Ziegel. In the margin stood, Payerhadja on Sumatra's West Coast, the 15th of April Anno 1777. One and the other having been duly considered, it was resolved on the first report to place the papers relating thereto, exchanged up to this day and requested for repairs there, The 27th of June Anno 1777 in the hands of the Honourable Challier, who had resided there for several years, particularly at the time of the renovation of that frontier post, with instructions to see from them whether the reasons given in that report are genuine and sound, and thereafter to elucidate the same to this assembly. While on the second report it was decided to place it in the hands of the Trade Transferer and to have it examined against the books, so that after the return of both, further disposition may be made thereon. This being concluded, the Administrators delivered for review the return of the damaged Salempores brown blue Sadraspatnams sold at public auction on the 12th of May, whereby it appeared that the same had yielded net an amount of f 253:10:8, with a loss of f 48:14:8 or fully 15 3/4 percent. And since the aforementioned linens were brought here in the past year by the skipper, the Honourable Dekker, it was decided, in order to protect the Honourable Company against this loss, to charge this amount to the Head Office with 32 percent, to be further debited to the account of the said skipper Dekker. Since this was in accordance with authorized practice, it was agreed to keep a record of this, as well as that the Sailor Jacobus van der Hoek, who had transferred to soldier, and Jan Bonk were increased on their current contract from f7 to 9, as well as the transferred Sailor Zijbrand Jacobs, and the Drummer Johannes Niewenhuijsen from f5 to 9, the first on a contract of 3 years and the latter for 5 years. While in the hope of Their High Nobles' favorable approval, it was agreed to promote the Sailor Ferdinand Fink, on account of his competence and vigilance in navigation, to quartermaster with the salary of f 14. The first point having been noted for information, it was agreed to order the Pay Bookkeeper to write off the salary of that Buginese as of the day of his desertion, and further to accommodate the Residents with the requested stamped paper at the earliest opportunity. Furthermore, it was resolved from the contents of the Adjarhadja letter to note with satisfaction the good delivery of the cash and merchandise sent there, and that the ordinary muster as of the last of June past had also taken place there according to order. 54 The 22nd of July Anno 1777 [illegible] outstanding debts [illegible] write debtor comes to it committed side stood: Padang on Sumatra's West Coast the ultimate of June 1777 From this, alongside the presented inventory statement and extracts from the vendue book, it having appeared that this insolvent estate had yielded an amount of rds 2343:30:8, it was resolved to charge this amount to the Vendue Master, the aforementioned Raeff, and to book it in favor of the outstanding debts old account in the Padang trade books, to be collected, so that it may be counted into the treasury by the aforementioned Vendue Master after the set period of 2 months, after which the remainder of the debt of that debtor, up to Thaijl 18:1 2/5, shall be recorded as gold debts of Paroerat at the head office, as a completely hopeless debt of which nothing more will be recovered. The meeting having seen in the aforementioned statement and inventory the counterfeit coins found in the estate and noted therein by memorandum, the Fiscal was ordered to make inquiry with the repeatedly mentioned Radja Intang as to how he had obtained them, in order to report thereafter to this assembly, so that such measures may be taken as deemed proper to curb the counterfeit coin currently circulating so heavily. July Anno 1777 the 22nd By your last session of the 27th ultimo, the undersigned having been instructed, from the papers delivered to him regarding the necessary repairs to the buildings of the trading post Aijerhadja, the initial estimate submitted for this, and the elucidation on it submitted by the Honorable Razoux, to examine whether the reasons given in the latest report received from the Aijerhadja Resident, Zugel, dated the 30th of May last are genuine and valid, and to give an elucidation on the same to Your Honorable Worships; therefore I have the honor to serve regarding this: First, that I judge their estimate dated the 6th of January of this year, pursuant to the previously sent report on the condition of the buildings dated the 4th of November Anno past and what was repeated in the latest report, to be well-founded and very little can be deducted from it, unless some alterations are made in the woodwork, and the required atap is sent to him from here; regarding which it should, however, be noted that although they cost more than twice as much at Aijerhadja, since they cost 50 per hundred there and 24 lb here, those first mentioned are also 2/5 larger than the latter, and it may well be assumed that when transported from here to there, at least 1/4 of them will be found unusable upon delivery. Secondly, that in the statement of the Honorable Razoux on the 14th of February of this year regarding the costs of the construction of the said small trading post, already begun in Anno 1768, but only completed in Anno 1771, an error has crept in, since although ƒ10125:6:8 is entered in the specification, the ƒ3324:1: refunded into the cash funds by high order on the ultimate of August Anno 1771 is deducted from this, whereby that expense entry actually remains ƒ6801:5:8. Thirdly, that in reality, since its construction, not the least repair has been done or charged to it, its atap roofs excepted, but that almost all the carpentry expenses since that time have been incurred on the flagpole, the guardhouse on the beach, Bugis guardhouse, military kitchens, the same guardhouse before the gate, brewery shed, quartermaster's residence, or equipment warehouse. Fourthly, that for all the aforesaid reasons, I judge it necessary to grant the said Resident Zugel, for his submitted highly necessary repairs, at least, Honorable and Worshipful Lord and Gentlemen, to grant the amount made known in the annexed estimate drawn up by the undersigned, to a sum of ƒ510:1:-, being ƒ168:11:8 less than he demanded. And herewith hoping to have complied with Your Honorable Worships' esteemed intention, I remain with all high esteem, underneath stood: Honorable and Worshipful Lord and Gentlemen, lower: Your Honorable Worships' very humble servant, was signed: Joseph Challier. 58 The 22nd of July in the year 1777 carpentry amounted to ƒ 618:- the flagstaff in front of its gate remaining [illegible] the ship. — for swifter progress shall delivered. From the first it was established that the Honorable Challier had found the reasons which the Resident gives for the necessity of the carpentry to be done to be well-founded, and that according to his Honor's calculation the materials serving that purpose would cost an amount of ƒ 610:1. But before a decision was reached on this, the Master of Authority remarked that the flagstaff before the gate of that post was unnecessary and had been placed there successively by the former Residents without the prior knowledge and authorization of the Honorable Company, and could be dispensed with, since the one standing on the beach, which was completely renewed in the past year, was sufficient, and by which one would save ƒ 100 each time and at present. Which having been considered, it was understood to prohibit the Resident from making this flagstaff, but nevertheless to grant the remaining costs still to the amount of ƒ 510:1, included therein 118¾ rixdollars for the purchase of attap, etc., for covering the buildings, wherewith he can make a start, while the rest will have to wait for the arrival of the ship expected from Batavia and the receipt of the required timber, upon which it was then understood to send over another carpenter to get that work done more quickly, and to give notice of this to the Resident at the first opportunity. 61 The 29th of July Anno 1777. the goods ought to be inherited from his deceased uncle Malim Maget, who at that time still owed R 553:- 1/8 to the Honorable Company's warehouse, and that the said Malim Maget had left most of his wealth, both in lands, pledged persons, slaves, gold and silver works, etc., in the hands of his wife left behind here, named Satia, according to a memorandum found among the papers of the aforementioned merchant; by which improper disposition, he, Pakki Moedo, declared to have been rendered unable to satisfy the debts of his uncle to the Honorable Company as Camanackan, or successor in his trade affairs, and for that reason had requested assistance from his Honorable Worship in order to find his recourse upon the estate of the aforementioned Malim Maget, all the more because he had noticed that this widow of his was gradually making away with one thing or another of it. The Lord Commander and Members, taking into consideration thereupon that the frequently mentioned merchant Malim Maget ought not to have made such a disposition before and until his debts to the Honorable Company were satisfied, or that he should have left these frequently mentioned assets behind to his Camanackan aforesaid, who had taken over his debts. Secondly, that this Pakki Moedo, to satisfy the debt, and that without touching those assets, would not be in a position to protect the Company from damage, which being understood, it was agreed to take the opinion of the Landraad before coming to a decision regarding this. Which then having taken place, they collectively judged such a transfer without payment of the debts to be [illegible], and these assets and other matters having been maturely considered thereupon, and what the 29th of July Anno 1777. would be best to preserve the Honorable Company from damage through the alienation of these assets, it was unanimously agreed to take the same into sequestration and, after inventory, to have them sold publicly for the benefit of the Honorable Company, and [illegible] van Citters and de Raeff were ordered. Honorable Worshipful Lord, and Gentlemen, Johannes Pieter De Bruijn, a soldier currently still belonging under the Company's Native Military stationed at the office of P. Chinco, makes known with the deepest humility and due submission how he, petitioner, previously served as a drummer under the Company's European Military stationed at the Commandment of Bantam. That he, petitioner, after the expiration of his contracted time in the year 1767 on the Batavia Coast, wished to come hither as a soldier at the time of the Passaman troubles, but no other opportunity presented itself to him for that purpose than to cross over hither with the Native Military who were sent to this coast, in order to be able to satisfy his desire for battle, under which troops the petitioner has had to continue serving until now under the name of Ismael Patoeaekan. The 20th August Anno 1777 [illegible] requests to continue with current pay [illegible] which doing etc. The other from a Bugis soldier, Januarij Tanna Sareal, who was discharged from the service at his own request about 2 years ago, in order to be re-employed in the service of the Honorable Company. And the Residents further report that the Bugis Dul Patoeka, who recently went missing from there, returned to his garrison shortly thereafter, with intercession made for him to the Meeting in order that he might be permitted to continue with retention of his pay, and be pardoned for this offense committed in a state of mindless folly. Whereupon it was resolved to grant the first request of the Residents to effect a payment of pay there, as well as to grant a favorable approval to the petition of the mentioned Christian, Johannes Pieter de Bruijn, and to order the Pay Bookkeeper to transfer him among the Europeans as a soldier at the pay of 9 guilders a month, to take effect from the 1st of September next. While it was deemed fit to reject the request of the Bugis Januarij Tanna Sareaal, as it is well known that on account of old age and infirm condition he is incapable of serving the Honorable Company as a soldier. However, in contrast, to pardon the Bugis soldier Dul Patoeka for this time, on account of the vigilance he has always displayed in his service, and after receiving a severe military punishment, to permit him to continue with retention of his accrued pay. To The Right Honorable The 20th August Anno 1777 The estate of Sathia has yielded 1561 rixdollars 20 stivers to be written off the debt of Malim Maget Honorable Sir; Johannes Siberg Senior Merchant and Commander over Sumatra's West Coast Together with The Council. And Honorable Sirs Pursuant to your Right Honorable's highly respected orders in the meeting of the 22nd of July last, we, the undersigned, have taken the estate of the Malay woman Sathia into sequestration, inventoried the same, and on the 6th of August past sold it by public auction, yielding a sum of 1561 rixdollars 20 stivers according to the attached inventory and vendue extract, which we have the honor to present herewith to your Right Honorable. He thereupon assured the undersigned that those coins had been sent to him about a year ago by a Dato Poetie, from the village of Kadjie located in the Doude poulo Cottas, in order to dispose of the ducatoons and [illegible] mixed together for the price of one rupee per piece, if possible; but that he had left them untouched and had deceived no one with them. Concerning the counterfeit dubbeltjes also found in his estate, he answered that he himself had been deceived with them by people who had purchased goods from him. Furthermore, that the minting of counterfeit coins in the mountains formed a branch of trade, and that upon investigation more Malay merchants would likely be found who had received counterfeit money from the mountains in the same manner. And as here not only very much counterfeit, but also very much clipped money—which latter likewise comes from the mountains—is in circulation: the undersigned requests that it may please your Right Honorable to renew the Plakaat which was promulgated against it on the 4th of March of the year 1761, or else to devise such other measures for the suppression of that trade so disadvantageous to the Honorable Company's subjects, as your Right Honorable shall deem appropriate.

Whereas it appeared from this and other obtained reports that the circulation of such false specie and debased money by the Malays in general was practiced again as much as possible, to the noticeable obstruction of trade, and was considered by them as a branch of commerce, it was resolved, for the prevention of this harmful evil, to amplify and renew the edict proclaimed against it on the 4th March 1761, and to have it posted in the customary place, and further to order the Fiscal Ehrentraut to watch as much as possible that the same be observed most strictly; and it was subsequently resolved to keep the aforementioned Radja Intang, who is still sitting in custody, in detention for some time longer to see whether his family living in the mountains would still be willing to pay anything for him, and if not, to dispose of him in such manner as shall be found most expedient. Lastly, the Administrator produced an account of proceeds of 19 pieces of damaged Salempores brown-blue Sadraspatnams brought here with the ship the Maria Iacoba Anno 1776; and, according to the authorization of this Council of the 24th July passato, sold at public auction, having rendered rds 20 5/6 with a loss of 65½ percent, it was therefore The 20th August Anno 1777 understood in this regard, in order to protect the Honorable Company from damage, to charge the lesser amount to the Main Place with 32 percent, to be debited to the account of the ship's officers of the said vessel. Saturday the 13th September Anno 1777 All the members having taken their seats, the Administrator informed this council that certain Malay relations of Radja Intang had approached his Right Honor with an offer to pay for him a certain sum as far as lay within their means, and declared that all they had been able to collect together consisted of no more than the 40 tahil of high-grade gold, which they wished to hand over to his Right Honor, provided that he, Radja Intang, were thereafter set at liberty and freed from further demand. His Right Honor submitted to the consideration of the members that, since it is fully known this Malay owns nothing more in property upon which any recourse could be had, whether one should not accept the voluntary offer of these people and accept these 40 tahil in reduction of his debt to the Honorable Company, whereas one could otherwise have not the least hope of being able to obtain anything more. Which having been taken into consideration, it was deemed best to accept these 40 tahil and, after deducting them, the 13th September 1777 to enter them into the books in reduction of the desperate debts in gold. Yet with regard to that merchant, repeatedly mentioned as so dangerous to his fellows, it was resolved to release him from the Company's irons, under this condition, nevertheless, that within 24 hours he shall betake himself to his village Cotto Baro, and no longer show himself here or in the surrounding area, in order to prevent his previously practiced deceitful manner of trading from being put into operation again to the detriment of his fellows. And although one could assume with great reason, on account of the false coins found in his estate, that he had also made himself guilty of trading in bad money, and one would on that account have reason to place him in the hands of Justice, it was nevertheless deemed proper to leave that matter unnoticed, because if he were to fall into the hands of Justice over it, such would cause all too great an alarm among the remaining merchants, whom one could with good reason suspect had all more or less tainted themselves with that crime, and thus could easily be spurred thereby to take flight with bag and baggage and leave their debts unpaid; furthermore, that otherwise the general welfare would not come to suffer much thereby, as since the recently made proclamation of the edict against the trade in false coins, one no longer had to fear those frauds so much. Whereupon the Landraad having been called inside, our established decision was announced to him in their presence, and the Cotto Baro merchants along with the Poonglima and Bandhara were recommended to see to it that he no longer appears in the village, and if, despite our prohibition, such should happen, to apprehend him and once more secure him in the Company's irons. Which having been promised by them, Radja Intang, upon the requisition of this Council, took the oath in the manner of his country that he directly or indirectly possessed no more property wherewith any reduction of his debt could be secured.

September 1777. The 13th. This being dealt with, they proceeded to the resumption of a letter from Ayer Hadja dated the 22nd of August, wherein the Resident Zugel gives advice that the English Resident of Mooco Mooco recently in writing had stated that some families, absent from his territory for some months, had established themselves in the district of Indrapoura, with the request to forbid the Regentess of that district from allowing such fugitives onto her territory in the future and to turn them back immediately. That he, the Resident, following the respected orders of Their Honors dated 28 October 1770, had urged the Regentess to turn those deserters back again, as such were the explicit orders of Their Honors, but that she had shown herself unwilling, replying that she could well understand that Their Honors would never have given such an order if it had been presented to Their Honors at that time that from the district of Indrapoura and other districts standing under the Company's protection, hundreds of families from time to time had absented themselves who until today were being held back by force at Mocca Mocca and other English places; but that she was willing to promise never to tolerate such deserters in her realm if the English would also return her run-away subjects. At the same time, the Resident requested to submit these grievances of hers against that nation and her well-founded reasons to this assembly, and the said Resident requested further orders from this Council on how to conduct himself herein; and that in the meantime he had answered the Resident of Mooco Mooco that since the aforementioned Regentess had refused his request for the reasons already cited, he could for the present do nothing in this matter before and until he had received orders concerning this from this Council, and therefore requested to leave things in status quo until he should be provided therewith. There lay in hand circa 200 ounces of gold and ƒ1000 at the office in goods, with a request to obtain a sloop for collection. Which was in the first place granted, and it was decided after the arrival of the expected ship to send the sloop the Ida Wilhelmina thither, both for the transport of the goods expected for that office, and the collection of the aforementioned gold and pepper. The Commander gave this assembly to know that His Honor, on the basis of the respected orders given by Their Honors, had already made every effort by writing to the Regentess to persuade her to the restitution of those runaways, but all such had been fruitless, she absolutely demanding to counter the threatened danger by forcible means, saying at the same time that if one always had to accommodate the English therein, Indrapoura would run the risk in time of being depopulated by cunning and force. The Council, judging this statement not unfounded, and being well aware that if one complied with the request of the English according to the content of Their Honors' respected order, one would not be able to induce Indrapoura to conform thereto, it was therefore deemed best advised to accede to the insistence of the Regentess, and to inform the English Resident of Mooco Mooco of this, while in the meantime doing everything to prevent hostilities. Finally, the Mr. Commander informed this meeting that on the 6th of this month 5 soldiers of this garrison set out to desert by sea to Natal, which, notwithstanding all diligence used to overtake them, would certainly have succeeded had not the prahu in which they departed been driven onto the beach near Anai by a strong squall and thus fallen back into our hands; and that His Honorable Worship had immediately caused them to be strictly punished according to military law by running the gauntlet, but that two of them, named William Braun of Surrey and Philippus Coenraads of Etterbeek, being known troublemakers and leaders of the 3 others, he had caused to be secured in irons until the opinion of this Council had been taken as to whether it would not be best to remove these two bad and dangerous subjects from this Coast. Which being deemed necessary, it was approved to deport the said William Braun and Philippus Coenraads as sailors at f9 per month, and to send them to Batavia with the ship expected, in order thereby to prevent all further seduction that they, remaining here, would undoubtedly practice. October Anno 1777 the 7th. It was taken into consideration that if one were to place this already mentioned delinquent, who for the adjacent reasons is placed in the hands of the fiscal, into the hands of the regents of that district to be sentenced by them, he in all presumption would not receive his deserved punishments because this Malay priest has from time to time usurped such authority over the regents in that region that they dare undertake nothing without his consent or against his will; and thus it was to be feared that if such were nevertheless to take place there, disturbances might arise in those villages through the machinations of this priest. This having been considered, it was resolved to place this murderer, who already by order of the lord commander was transferred to the lord's chains for safekeeping, now into the hands of the fiscal in order to proceed against him, while it was furthermore deemed proper to charge the incurred judicial costs to the account of the native regents, to the end of not causing the Company to bear such unnecessary expenses; which having been noted, A return was reviewed of various textiles sold from the small shop according to the authorization of this Council by resolution of 13 September, from which it appears that those substandard goods sold from the small shop were turned over with an average loss of ƒ75:3:8 or 32¾ percent, which, for the reasons given in the report of the administrators inserted in our session dated as aforesaid, it was now deemed proper to have written off to the profit and loss account. Thursday the 6th November Anno 1777 All Present Initially, the Honourable Lord Commander produced two letters from the office of Adjerhadja dated the 11th and 24th October current, in the first of which the resident expresses thanks for the granted sum of ƒ510. 8. for repairs there, further reporting that the error committed by the deceased Resident Nicolai, to the prejudice of his estate, has been redressed, and that he had notified the Resident of Mocco Mocco and the Regent of Indrapoera of the decision of this council concerning the disputes pending between them, as well as his subordinate peoples of the price increase of pepper, and that on that occasion he had most forcefully urged them to increase its cultivation; and the resident further testifies that the esteemed orders of Their High Honours, both regarding the settlement of the outstanding debts at his office within the six months, the dispatching of the empty powder barrels, and the presentation of His High Honour, would serve for his dutiful guidance. Which, having been noted as communicated, they further examined the trade and other papers that had arrived therewith, consisting of an inventory under ultimo August last, two accounts of turnover of trade, the list of collection of produce at that office, together with a list of the wastage that occurred there, and a declaration concerning unfit and destroyed goods, with a request to be authorized for their write-off. From the first mentioned, it was found that in this past financial year only a purchase amount of ƒ11324 was turned over there, with a gross profit of ƒ4371:12:8 or over 38 3/5 percent, and the collection only consisted of 435 thail 1 1/20 gold dust and 41965 lb black pepper, so that the collection of pepper in comparison with the previous year had increased, but on the other hand, the sales, gross profits, and collection of gold were less, which according to reports from the resident is to be attributed to the disturbances caused by the brother of the Sultan of Mocco Mocco, strengthened by a Tuanku Minangkabau and a party of rabble adhering to them, who have continually unsettled the region through which the mountain people must come down with their gold. 91 the 6th November Ao 1777 Upon resumption of the resident's second missive, communication was found of the arrival of the sloop Ida Wilhelmina along with the good delivery of its cargo there, and sends along with it the 25000 lb of pepper and 300 thails of gold that had been on hand, requesting that after melting of the same and obtaining the assay, the amount of both may be credited to his office. The first matter having been noted for information, it was understood to have the crediting of those returns take place at the first opportunity, and to allow the resident the write-off of the cost of a male slave who died there according to the declaration.
