93 November Anno 1777 the 6th The Governor expressed his sentiments regarding his proceedings; the iron provided to them; Their High Mightinesses favorably disposed regarding the outstanding debts; received; to have the measuring in and out take place, while also, in compliance with Their High Mightinesses' orders, it was resolved to have the 17¼ measures of rice compensated by those who enjoyed the benefit of the large measures. And to have the proceeds of the benzoin applied in favor of the outstanding debts charged to the former Chinese Residents currently present here, who on this occasion requested to convey heart-felt thanks in the outgoing letter to Their High Mightinesses for the favor obtained in this regard. Just as the First Signatory shall respectfully do for the praise from Their High Mightinesses and their supreme approval of his proceedings, while testifying that he will continually direct his efforts toward making himself more and more worthy of this acquired honor and glory. That Their High Mightinesses shall be humbly thanked for the favorable write-off granted for the ammunition. And respectfully to reply to the same with regard to Native Affairs that the natives have since been refused several times in their requests for guns and weapons; just as also with the refusal of any assistance or interference in their so frequently occurring disputes, it was hoped in the future to remain free from their troublesome solicitations, having sufficiently shown them thereby that there was no further intention of meddling in their disputes. Regarding the favorable approval with respect to the iron provided to them, it was resolved to thank Their High Mightinesses, respectfully mentioning that a desired effect was already beginning to be seen from it in the cultivation of their pepper gardens. Concerning the outstanding debts, it was particularly gratifying to this assembly to perceive Their High Mightinesses' satisfaction over the collection of thl 672:2½, and since up to the end of last month an additional 386 was received from the outstanding debts of the old account, it is hoped this will appear no less favorable to Their High Mightinesses, and it was resolved The 6th November Anno 1777 to recover, as has already been put into effect, yet the debtors are in a poor state, and there seems little prospect for what still remains, which will appear upon the departure, which may well be considered hopeless. in this regard respectfully to inform Their High Mightinesses that the Governor and Council wished for nothing more than the recovery of the remaining thl 1373:11, at least of two-thirds of the entire debt, and to assure the same that every effort, care, and diligence is applied daily to that end, both through amicable means and strong threats and the actual application of coercive measures, as is evident in this regard from our resolutions of June 12th and July 29th last; but since from day to day the poor and insolvent condition of the debtors is increasingly revealed, who divest themselves of everything to pay something on account, and almost nothing more remains among them upon which one might with any certainty hope could serve to reduce their debts, this assembly nonetheless finds itself under the necessity to confess to Their High Mightinesses, to their grievous regret, that little prospect remains for a complete collection of the two-thirds part thereof stated in the previous year, for which one seemed to have every prospect, not yet being sufficiently certain of the bad condition of the debtors, and most solemnly to assure Their High Mightinesses that nothing more can be done and performed to that end than what has already happened, and that one will continue to proceed therewith until such time as one is certain that no further prospect remains, the outcome whereof, and of the trouble and care which this assembly devotes to the collection, and what will be received in total thereby, will certainly become evident upon the departure of the sloop and chaloup in the coming month of March, in which intervening time one still hopes to receive something from those who are about to sell the remainder of their meager possessions, consisting of slaves, to the private merchants departing for Batavia, in order to pay the proceeds thereof to the Company; after which time, since they, the debtors, will then possess nothing more, one may well consider the remaining debt as hopeless and desperate.

95 The 6th of November Anno 1777 Estates of Palm and Adami The Mountain man mostly on new credit to note, in order that according to Their High Excellencies' command, it will be reimbursed to the Company by whoever incurred the debt, for which, in accordance with our last respectful letter, one can hold no one else responsible than the estate of the late Commander Palm and that of his former first administrator, the merchant Adami, while with submission to Their High Excellencies' highly wise judgment, it is very humbly understood that the junior merchant and present second administrator Pieter Duwelaer van Citters, according to his representation made in the past year and sent over to Their High Excellencies, cannot be held to participate further therein. Regarding the sale to no one other than to the debtors paying in reduction of their debt, one shall most respectfully inform Their High Excellencies that this Council found itself obliged, by its resolution of the 12th of June past, to qualify the administrators, without completely rejecting that method of trading, henceforth only to trade directly with the mountain people, for the reasons mentioned therein, which one shall take the liberty to bring to Their High Excellencies' attention. Furthermore, this Council saw with due submission that Their High Excellencies could by no means agree that the newly incurred debts should not run for the account of the Commander. His Honour and the administrators thus attested to this assembly that however much they are always obliged to acquiesce in the wise arrangements, orders, and commands of Their High Excellencies, which serve as a guiding rule for them, they nevertheless, with favorable indulgence, very respectfully took the liberty to bring to Their High Excellencies' attention how they, in obedience to Their High Excellencies' arrangements made in the past year—namely, upon payment in reduction of the old debts, to furnish half of that amount in goods on new credit—had thereby entrusted an amount of 36016 guilders, which is now running at their own accountability and risk, and that, because The 6th of November Anno 1777 yet according to Their High Excellencies' order one shall, and that which has already been paid, give 250 rixdollars credit on previous debt and 246 in goods. they were assured that this amount had already served to satisfy the old debt, it would take a great deal of effort to get it collected from those who now possess nothing more. And this having already been foreseen by Their Honours, it was for that reason that the Commander and this Council in their previous respectful letters had requested Their High Excellencies' favorable and generous provision in that regard, in which Their High Excellencies could not consent. Regarding Their High Excellencies' standing order henceforth to trade only for cash, one will punctually observe it, to which, under favorable approval and in order not to fall into greater distress, a beginning had already been made since our session of the 12th of June. But since that which has already been entrusted afresh and for the account of the Commander and his administrators in order to collect the old debts will come in only very hesitantly, it was resolved most humbly to request Their High Excellencies favorably to permit that this amount may for the present continue to run at their expense, in order gradually and in small parcels, whether in gold, pepper, or benzoin, to get it collected from the debtor. 9 The 6th of November Anno 1777. yet at the same time not entirely to offend the merchant and to provide him with a small subsistence for his livelihood, it was understood to allow this to continue in the manner as is presently practiced, and to permit him to appear in the warehouse together with the aforementioned mountain dweller, and if possible to negotiate from the latter, above the sales cost, a small and modest profit as a reward for his trouble. Regarding the matter mentioned, the members have been written to, and one expects them dutifully to comply with that highly honored order to settle everything within six months. In the outgoing letter, Their Right Honorable will be respectfully thanked for the satisfaction that Their Honors were pleased to take in the handling of the estate of the late former Commander Palm, as well as for paying the bill of exchange to the Orphan Masters without charging for exchange loss; and Their Right Honorable will be informed that, pursuant to Their most venerable order, the joint executors have been released from the posted security, and the deed executed thereof has been canceled. Concerning the remaining deficit charged against the late First Administrator Adami of ƒ922: after the receipt of rd. 3258: 15 or ƒ6451:9: on his debt of rd. 3723: 46. or ƒ737:: 9., which according to the favorable letter from Their Right Honorable was charged to this office, it was understood to inform Their Right Honorable with all respect that, since the late merchant Adami never posted security here /his earned salary having been withheld instead, pursuant to Their Right Honorable's very respected order dated 20 July 1767, during his stay until his death/, consequently no one can be found here who can be held accountable for the aforementioned credited sum of ƒ922., and therefore this amount will, subject to favorable interpretation, be written off to the account of the General Main Ledger. Touching the debt of Sijffert, it will dutifully the 6th of November Anno 1777 be dealt with dutifully according to what was written in the trade books, and although not a glimmer of any possibility remains that anything will ever be recovered from the unknown debtor to that estate, the debt will nevertheless be kept active and every possible effort will be applied toward the collection, as has been ordered from time to time and most recently again in the most emphatic terms to the Resident of Adjerhadja. Concerning the item of carpentry and repairs, it was understood firstly to requisition the sheet copper in the future from the main capital, and care will be taken that a sufficient stock thereof is always at hand so that such an expensive purchase may no longer take place. That Their Right Honorable will be respectfully thanked for the granted repairs at Po Chinco and Adjerhadja; and care will be diligently taken that the costs thereof do not exceed the submitted estimate, which order will be most earnestly recommended to the respective Residents whenever a beginning can be made there. That Their Right Honorable will also be thanked for having been pleased to excuse the retention of the two craftsmen who arrived in the previous year. That Their Most Right Honorable will be respectfully informed that the three carpenters and two masons who, according to Their letter, should have appeared here, have not arrived, and therefore Their Right Honorable will once again be requested in the most emphatic manner that this fulfillment may take place; as well as that of the missing woodwork and materials mentioned in the humble requisition to be made, everything being extremely necessary under the present circumstances, since one part of the military guard, which had been requested to be renewed according to the submitted plan, has already collapsed, and the salt warehouse is in danger of collapsing, in which no one can enter with any peace of mind any longer. 6

9 the 6th of November Anno 1777 but since of 15 vessels cargo here have been which cannot amount to any rixdollars, must be rebuilt from the ground up, as well as the hospital, which threatens to collapse daily, not counting many other defects to which one has not yet had the opportunity to turn one's hand, while assuring Their High Nobilities that all possible economy is being observed and will constantly be kept in view, and that the requested craftsmen will be sent back at the first opportunity by ship after the completion of the work. Regarding the Lord's Dues, this council saw with great pleasure that the increase in import duties, and in particular the lease of the boom, was agreeable to Their High Nobilities, and one shall declare to the very same that this will serve as a guide for this council to leave nothing untried so that it might become a means to present a more advantageous showing of this coast, which solely constitutes the heartfelt wish of this council, and for which one initially hoped that the renewed edict, which it pleased Their High Nobilities to send us for publication in the month of May last, would have a fortunate success; but since private traders, notwithstanding such proceedings against them, continue to practice their previous practice and custom of trading with Bencoolen instead of Padang, as in this year, out of the known 11 vessels that departed from Batavia with passes for Padang, only 5 arrived here with a small and almost negligible cargo; thus one shall communicate to Their High Nobilities with profound regret that one will probably not be able to auction the lease for the coming year at rds 1000, all the more because the lessee suffers a significant loss thereby this year and is, with everyone, of the opinion that, due to the large and strong increase of the Chinese in Bencoolen who have settled there in large numbers to dwell since the opening of free navigation and trade on Sumatra, the trade between them and their countrymen in Batavia will increase rather than decrease. Regarding the half-toll of the ship's crews, one shall include the same in the upcoming lease under the general import and export duties. With respect to commerce, one shall most respectfully express to Their High Nobilities the sorrow this council feels concerning their utmost displeasure regarding the sale price of the Nagapattinam and Porto Novo Guinees blue broadcloth, with the most solemn assurance of not being able to negotiate anything more for them, and that even if one wished to offer those cloths at cost price, one would nevertheless, on account of their poor quality, still find great difficulty in disposing of them directly to buyers; while, with regard to the losses and the profits obtained in the past year, one dares to flatter oneself in this book-year that, through a better showing, more satisfaction will be given to Their High Nobilities. One shall respectfully express thanks to Their High Nobilities for the favorably approved price increase of pepper, assuring the very same that nothing will be left untried to encourage the native to fulfill their made promise, so that after the lapse of three years they may deliver a shipload of that product, for which the likelihood now seems great, because many are presently immediately setting their hand both to the restoration of the dilapidated and to the laying out of new pepper gardens, while one simultaneously hopes that this may be a means to a greater turnover of merchandise, since the pepper cultivation attracts many inhabitants who, receiving the money for the pepper, spend it for the most part back with the Company for the required linens. the 6th November Anno 1777 can stipulate, and that a moderate price for the linens is the only means to entice the native to trade with the Company, and to disaccustom him from the smuggling that is so much in vogue. While one shall hold before Their High Noble Lordships in the humblest terms that, when from the Price Current of the past year are deducted the unwanted Nagapatnam and Portonovose Guinees, and then on the [illegible] of the current fabrics, instead of the stated 35¾ percent Dutch or 54¼ percent Indian money, on average well over 42½ percent Dutch or 62 [illegible] money is gained. For the sent linens, which are all desired and of the required quality, one shall thank Their High Noble Lordships in the most humble manner, but at the same time express our heartfelt regret over the unfulfilled demand for Guinees, namely bleached Coast, the most prominent branch of trade on Sumatra, the lack of which foretells a poor outcome for the trade in the financial year 1777/8, as there are now only 15 bales left in stock, which, now that the sale of that cloth has increased so much for some time past, will barely be sufficient for three months. That one shall also very humbly thank Their High Noble Lordships for Their highest approval regarding the arrangements made in the books. And with respect to the judicial matters, it was understood to note herein that what was written regarding this shall in future serve as a rule and plumb-line, which was likewise commanded to the Council of Justice with the delivery of an extract hereof for obedience. Regarding the servants, it was seen that it had pleased Their High Noble Lordships to approve the provisional appointments of the young assistants Van der Scheijde and Karsseboom, as well as favorably to confirm in their offices the junior merchant Iosep Mallier as 1st administrator, the junior merchant Thomas van Kempen as chief of Poelo Chinco, the bookkeeper Iacob Samuel de Raeff as secretary of Police, the bookkeeper Zacharias Bastenst as second at Poelo Chinco, together with the assistant surgeon Iohan Mugst Coenraad Sluijter as chief surgeon at 36 guilders per month in place of the chief surgeon Dirk Stolting, who was discharged from the service. 103 The 6th of November Anno 1777 and will humbly express thanks for the sent comforter of the sick, ten European and 30 Buginese soldiers; the native warriors who are due to be relieved shall be sent towards Batavia with the first available ship. Also, Their High Excellencies will be respectfully thanked for the received authorization to pay off 5 discharged natives, and that it has favorably pleased Their High Excellencies to approve the further actions of this assembly in that regard, while this assembly in the future will dutifully ensure not to give Their High Excellencies any displeasure regarding dispositions beyond the boundaries of the prescribed limits and entrusted authority. Regarding domestic matters, it was resolved to note that the Baker has been informed that it could not please Their High Excellencies to grant his request; and that the amount of the unpaid provisions shall be compensated, either by him or by whoever is incumbent, in order to protect the Honorable Company from damage. Also, it was resolved that the lower yield of 10 helmets sent over and sold at the capital, and of three others placed there in the Leper House, shall be written off to the account of previous shipments. This having been dealt with thus far, it was noted from two submitted balance accounts of the Orphan Chamber and the Diaconate Poor of this place that the capital as of the last day of August of the former amounted to a sum of rds 24014: 45: 8, and of the latter an amount of rds 1734: 29; of the Orphan Chamber funds invested on mortgages bearing interest consisting of an amount of rds 17477: 24, and without interest for the maintenance of various wards a sum of rds 4615: 7, with a remainder in cash in the orphan treasury amounting to rds 1922: 14: 8; and of the capital of the Diaconate invested on bond and mortgage a sum of Rds 3850: —: —. Whereupon it was resolved to refer respectfully to the mentioned balance accounts and to transmit the same as usual to the capital. Likewise, a price current submitted by the Honorable Administrators, in order to respectfully request Their High Excellencies' favorable approval of the recently imported trade goods; wherewith this session came to an end. Likewise, that the price increase of the pepper seems gratifying to them and that the natives have been granted this. Furthermore, the Residents find themselves encouraged here and through Their High Excellencies' approval in their services to the pursuit of their duty, and thank Their High Excellencies very humbly for their promotion. 105 the 12th December, Anno 1777. together with a Corporal and 7 ordinary Buginese all the same for communication there has been turned over in Anno 1776, a or fully 43 1/8 percent — charges 8832. 6. — thus balances have decreased by ƒ46492. 18. 8. in custody of First Administrator to have examined there is still outstanding ths 123:½ together with a Corporal and 7 Buginese, for whose dispatch thanks are given. All of which was agreed to note for communication. Subsequently, the Residents sent over the books and trade papers of the financial year 1776/7, in purchases of ƒ24373:13:8 was traded there, with a gross profit of ƒ10546:5:8, or fully 43 1/8 percent, according to the statement of accounts, indicating there were more profits than charges of ƒ8832:6:– as more there are more profits, than that office compared to the previous financial year came out ahead a sum of ƒ746:10, the charges being less than the allocation by 192: 17:8. The balances as of the end of August were ƒ47212:11 and thus 46492:18:8 less than at the end of the previous financial year, and the Residents hope to see these considerably reduced further through the dispatch of returns. The meeting having taken complete satisfaction and great pleasure in the conduct of those ministers, it was agreed to note this hereby and to praise the Residents in outgoing letters regarding their actions in this matter, in the expectation that in the course of time even more reasons will be found to commend their zeal for the interests of the Honorable Company, and it was furthermore agreed to have the small books of that office examined by the First Administrator, and to submit a report of his findings. Saturday the 20th of December Anno 1777. All Members Present except the Secretary, Jacob Samuel de Raeff, on account of illness. To begin with, the Commander produced a Letter from the Resident at Ayerhadja dated the 9th of this current month written to this assembly, wherein he notified that the sloop the Ida Wilhelmina sent thither had arrived there on the 2nd of this current month, and thanked this assembly for the pleasure taken in his performances during the expired financial year 1776/7, with the assurance that he will leave nothing untried to answer to the good trust that one was pleased to place in him. Furthermore he notified that the male slaves sent thither, 10 lasts of salt, etc., were duly delivered by the aforesaid vessel, and that the soldier Paul du Mont expressed his humble thanks for his obtained increase in pay, which jointly was accepted for Information. Further, the Resident made known that of the Bugis relieved from the northern quarter, two named Dulla Campong Baroe and Koenang Meenting requested their discharge from the Honorable Company's service and the payment of their retained monthly wages, and that the other two according to the order on the name list went over towards Padang. Whereupon it was resolved to grant the two aforesaid soldiers their discharge from the service upon their request, and to communicate with Their Right Nobilities in the first departing letter concerning the payment of their arrears in pay and request authorization for it, as well as to send the two native soldiers who came hither to Batavia according to the order with the ship Beemster Welvaren lying here in the Roads. And as the Resident subsequently reported that although the vendible brown-blue Bethilles sent to him were very bad and defective, and no buyer for them had presented himself as yet, he would nevertheless do his utmost to dispose of them in the most advantageous manner, just as he also promised to make his utmost efforts to collect as much as possible of the outstanding debts contracted there by the former Resident van Cijffert, even though according to him there was little hope for it, because the debtors still alive were residing outside the Ayerhadja district and in the mountains of Songipagoe, the assembly therefore resolved, both with respect to the brown-blue Bethilles and with respect to the said outstanding debts, to adhere to the decision taken here concerning this matter, and to what had been emphatically written to the Resident about it in previous letters. And the Resident finally notifying that he had entered in his books the amount of the intrinsic value of the dust Gold received here on a previous occasion which was subsequently credited to him, and that he is now sending over again 100 t. or 16 2/3 marks of that metal, together with 11870 lb of black sharp Pepper, with the request that the gold be melted and then, as before, credited to his office according to the value of the assay found; it was therefore resolved to accept the first-mentioned for Information.

From two returns submitted by the Honorable Administrators, it appears, firstly, that 8 pieces of common bleached Guinea Paliacols, reported as choked, decayed, and unsalable by the resolution of the 7th of October last, were publicly sold here at the auction of the 13th of November for ƒ69:12, or with an advance of 28 3/4 percent above the purchase cost of ƒ69:7; and secondly, that 15 pieces of common bleached Guinea Paliacols, according to the submitted report of the commissioners in the Trade Warehouses, Andriesse and Bachman, found in a bale No. 1217 brought by the ship Popkensburg, being choked, frost-damaged, and almost entirely decayed, with a purchase cost of ƒ130:1, were sold at public auction on the 10th of December last for ƒ134:19, or with a profit of 3 1/2 percent. It was therefore resolved to take note of this herein and to write off those linens from the books, and to have the proceeds thereof remitted into the Honorable Company's treasury by the vendue master. Furthermore, the Master of Authority produced two extracts from the Civil Roll and two sentences from the Honorable Council of Justice here, dated the 8th and 29th of November last, passed in the case of the Fiscal against two Batavian Chinese named Hio Sjanglo and Lim Sjongko regarding their trade carried on at Bancoule. 112 The 20th of December Anno 1777 Jesaias Ehrentraut, Fiscal Officer, Plaintiff, against the Chinese Lim Tjongko, former master, Defendant; having heard the response of the Defendant, and having given attention to everything that in this matter ought in any way to be considered; Administering Justice in the Name and on behalf of Their High Mightinesses the Lords States General of the United Netherlands, Condemns the Defendant Lim Tjongko to forfeit his sloop brought here and cargo with appurtenances, to which end that vessel and cargo, after a proper inventory thereof shall have been drawn up, shall be sold here at public auction to the highest bidder, and the proceeds thereof, after deduction of all expenses, shall be counted into the Company's treasury; referring otherwise the Honorable Fiscal with regard to the distribution demanded by him of the proceeds of the aforementioned sloop and cargo to the Honorable Council of Policy of this Coast, so that this distribution may be presented to Their Right Excellencies the High Government at Batavia and Their Excellencies' decision may be requested, denying the further demands of the Honorable Fiscal. Whereas it appeared that from both of these Chinese found guilty, their cargoes and vessels brought here were seized and declared forfeited according to the order, which after deduction of all charges 113 The 20th of December Anno 1777. according to 2 accounts submitted thereof, have rendered a net sum of Rds 2576: 36. 8. whereunder separately from the first Rds 1494. 13. 8. and from the second Rds 1082. 23. — besides and not including 3 lasts and 14 maten of salt brought by the first-mentioned; and whereas it also appeared from the aforementioned sentences that the fiscal had demanded a third part of that confiscation for his own use, and had been repeatedly referred by their honors to this assembly in order that Their Right Excellencies' disposition thereon might be requested; upon which the present fiscal requested that favorable recommendations be dispatched in the letter to Their Right Excellencies to obtain the third part of those seizures; it was thus resolved to enter the proceeds of the sales, amounting to Rd 2576. 36. 8. and the redemption value of the salt at Rds 50 the last, amounting to Rd 163. 23. 8. or together Rd 2748: 12: — into the Company's books in a separate account under the name of Sequestrated Confiscation Moneys, and to let it remain pending until such time as Their Right Excellencies' disposition regarding the third part requested by the Fiscal shall have been obtained, and in the meantime to have the amount of the sales deposited by the vendue master into the Honorable Company's treasury, and also by the next outgoing letter to make humble petitions to Their Right Excellencies, that it may please Their Excellencies to grant the Fiscal, for his zeal and diligence shown in his office, the requested third portion of those confiscation moneys, and at the same time, in any distribution to be made by Their Excellencies of these moneys, to cast a favorable consideration upon the needy condition of the church and deaconry poor of this place, whose buildings must be repaired this year at great expense, 114 The 20th of December Anno 1777 and who are moreover burdened with the support of a great multitude of children. Finally, it was also resolved, in the outgoing letter, to respectfully bring to the attention of Their Right Excellencies that of the eleven Chinese who, according to private information received, departed from Batavia in this now nearly ended year with passes for Padang, only seven have turned up here, among which are four small gontings whose cargoes, as is known, are of little importance; and that the Farmer of the Import Duties here, from the two aforementioned seized large vessels, because they had sold everything off at Bengkulu, has also drawn only a small sum of Rd 141. 18. —, and through this abominable conduct of the Batavian Chinese has this year fallen considerably in arrears on his promised farming fees, and that this part of the Company's revenues on this Coast will, for that reason, be impossible to yield as much in the coming year as it did this year. This having been dealt with, the Governor produced [illegible] to be employed as Junior Surgeon with the pay standing for it, which, because according to the testimony of the Chief Surgeon of this Commandment Jan [illegible] he has practiced in surgery for several years and made good progress in that science, was granted to him with the pay established for it by the regulations; and in the outgoing letters to Their Right Excellencies, it will be humbly petitioned to favorably approve this appointment.

115 To approve Corporal Bachman requests by petition that his humble supplication to Their High Mightinesses to obtain the penning kostgeld may be forwarded, and for the adjacent reasons that his prayer with a favorable recommendation was delivered with 1752 lb on the 20th of December Anno 1777: because the number of assistant surgeons here has been reduced by the departure of one of them, after Corporal Lodewijk Willem Bachman presented a petition to this meeting, requesting that his humble supplication annexed thereto be forwarded to the High Government at Batavia to obtain the penning kostgeld, accompanied by a favorable recommendation, which the meeting found no reason to deny him, as he has performed his duty well both previously in his service as corporal and now for more than a year in the pen-service, and has otherwise always maintained very good conduct; for which reasons Their High Mightinesses will be humbly requested at the next opportunity to grant the petitioner's humble prayer with a favorable assent. Lastly, the Honorable Administrators produced a report from the commissioners of the Trade Warehouses, showing that the pepper cargo of the chaloup Ida Wilhelmina, recently brought here from Adjarhadja, after deduction of one percent spillage, was fully and completely delivered at 11752 lb, with the noting of which the meeting was adjourned. Thus done, resolved, and decreed at Padang on Sumatra's West Coast, on the day, month, and year as above. This meeting being seated and opened in the customary manner with prayer, the Governor first produced a letter from the Residents of Poelo Chinco dated 16 December 1777; from which it appeared that there were also forwarded here 12 assay pieces cut from the foot of gold bars, weighing Taels 565. 4 1/2, which lie ready there for dispatch to Batavia, and the formal requisition of the Indian Main Office regarding what is needed for that station during the financial year 1778/9, together with a list of textiles and a separate requisition of 10 packs of ordinary bleached Coast Guinees to be supplied from here, requesting that the gold be assayed and its fineness reported to them, and that the requisition be supported with a favorable recommendation and sent to Batavia, and furthermore that the requested Guinees be supplied, as none of that linen remained in stock at Chinco, and for that reason they are compelled to turn away traders. It was thought proper, in the first place, to note that the assay on the gold has already been made and the fineness reported to the Resident, while the forwarded requisition for Batavia, after proper review, together with that of Padang, will be sent to the Main Office with the requested recommendation, and the requested 10 packs of ordinary bleached Guinees on a separate requisition from here are excused, writing to the Residents that Padang itself is destitute of that linen, and that Their High Mightinesses at Batavia will be requested in the next outgoing letter for a speedy relief. Furthermore, the Residents communicate that the soldier serving there, Johan Fredrik Volmach, had deserted on an English Company brigantine named the Luconia, commanded by Captain Joseph Kosing.

[illegible] to receive the wages, since the lease term of 1777 has expired today, the present lessee [illegible] would include half the toll of the crew [illegible] much less for 1000 Rds. in which vessel was lying at the roads there at that time, that they immediately reclaimed the deserter upon it, and received him back in a promised and civil manner, and subsequently strictly punished the criminal according to the military laws; thus it was approved to take this as a communication, and furthermore to consent to the request of their Residents, with the provision that Johan Fredrik Volmach be debited on the salary account for 5 Rds. which were paid for his transport from on board to the shore. Lastly, the Residents make known that the Buginese soldier Radjab Campong Banda requests his discharge from the Company's service, and together with the soldier Pieter de Bruijn, who was recently transferred from the native militia to the European one, requests the payment of their retained monthly wages due to them as Buginese soldiers; concerning which it was resolved to request Their High Excellencies' authorization in the first outgoing letters regarding the Buginese upon his request, alongside the case of Pieter de Bruijn. This having been settled, the Governor further communicated that the lease term for the import and export duties for Anno 1777 had expired today, and that one must therefore proceed to auction these revenues anew for the year 1778, to which end the present lessee and Captain of the Chinese Nation, Lauw Tjouanko, was invited beforehand, with the communication that under the previous lease conditions would also still be included half the toll of the goods which the crew of the Honorable Company's ships and vessels bring here. This proposal having been made to the Chinese Captain, he declared not to be inclined at all to retain the lease for 1778, as he had suffered considerably much loss during 1777, and could even less proceed to accepting the lease for 1000 Rds., for which it had meanwhile been offered to him at the beginning of this session. This assembly, taking into consideration that no one besides him, Lauw Tjouanko, is to be found here to whom this can be entrusted with any peace of mind, it was decided to reduce the demand of 1000 Rds. to 800 Rds. and to offer the lease for 1778 for this latter amount under the further conditions as in the preceding year. The Chinese, encouraged again by this reduction and flattered with good hope of success, showed himself finally willing after numerous debates, so that then, with the joint consent of the Honorable Members, being convinced that nothing more can be negotiated for it, the lease of the import and export duties for the year 1778 was ceded to him, Lauw Tjouanko, for the sum of 800 Rds.; whereof it was further decided to keep a record hereof, and to notify Their High Excellencies of this in the first outgoing letters, noting that as long as the Chinese traders do not cease calling at Bancahouloe, there is also no prospect that more will be obtained for the import and export duties. Concerning the disputes between Indrapoura and Moco Moco, we have resolved in our session of the 13th of this month to comply with the request of the Regentesses of Indrapoura to submit this matter to Their High Mightinesses and to request their further orders; which you will serve to notify to the aforementioned Regentesse and the Resident of Moco Moco, while you must in the meantime prevent as much as possible that it erupts into any hostilities on either side. The ship Beemster Welvaaren having arrived here on the 17th of this month, you are to receive one of these days the goods brought for your office by the sloop De Jonge Wilhelmina, whereupon we shall expect with its return the gold and pepper on hand; Furthermore, you receive herewith a circular letter from Their High Mightinesses, along with an act of authorization and form of oath, in order to present His High Nobility the High Noble Right Honourable Lord Governor-General Jeremias van Riemsdijk in this eminent dignity in the most solemn manner on 18th October next to the servants and peoples resorting under your office. We at the same time most humbly urge your Right Honorable favorable recommendation and the forwarding of our petitions to Their High Mightinesses in order to obtain both the confirmation in those offices and the associated ranks and salaries, with the promise that we shall employ all diligence and possible means so that each of us, in his own sphere, shall dutifully acquit himself, and by giving all possible satisfaction, render ourselves more and more worthy of the favor of our high masters.
