The natives are not disinclined to the planting of cotton. A proposal is made to establish a regulation regarding this. Fixed price of the cotton and kapok that will be delivered in due course. Following the recently interrupted thread of the clove cultivation, upon the requisition of Your Right Honourables with regard to an expedient for the natives by way of compensation for their felled clove trees, I respectfully note that most are not disinclined to the planting of cotton, though those of Honimoa preferably choose the kapok tree, among the commodities that suit the indolent nature of the native and for whom truly nothing else can be devised. However, the aforesaid cultivation most urgently requiring a regulation, and my proposal thereabout having been included in the aforementioned separate resolution, I hereby submit the same for Your Right Honourables' respected approval: 1: To permit the planting of cotton only to the head dati holders and toelong datis, within the limits of the datis, without being allowed to choose other dusuns and gardens far and wide for that purpose; 2: Only in such datis whose clove trees have been extirpated, to the exclusion of all others, in order that, should this cultivation take off in time, it will not be burdened and overloaded with an excessive quantity; 3: or lastly, to grant to the Regents whose subordinates make the delivery out of the delivered quantity of good, sound cotton, as a means of subsistence, 5 percent, in order to somewhat accommodate them as well and thereby oblige them to keep a close watch on the crops and their subordinates. Request to regulate the price. If all this meets with Your Right Honourables' approval, it remains for me to solicit Your Right Honourables 55 Hope entertained in this regard. No connivance is practiced in keeping clove trees beyond the stipulated number. The appointed clove extirpators and registrars have repeatedly been impressed with the importance of the oath. It is therefore trusted that this administration will be recognized as free from vile unfaithfulness. for a determination of the price, which in my opinion should be regulated by averaging the sorts, as one soil will undoubtedly yield better and finer cotton than another. This could, however, more or less be prevented if a good quantity of seeds from Makassar could be obtained, of the so-called kapas Holland, which is the best and finest sorting and which is rarely brought there from Bouton in a sufficient quantity required for weaving and spinning. The price per picul has slipped my mind, yet I believe I know well that a fairly large quantity can be disposed of, more than Bouton and their own meager planting yields. If this cultivation takes off here and the native finds his modest labor amply rewarded, I therefore do not doubt that they will easily be distracted from closely watching their clove trees. That no connivance takes place regarding the keeping of clove trees beyond the stipulated number, I can and dare reassure Your Right Honourables. At least the commissioners, both for the registration and the extirpation, have continually been reminded by me of the gravity of the oath and the exemplary punishment upon unfaithfulness being discovered, in such a manner that I cannot imagine they would be bold enough to submit false reports and expose themselves to an absolute public scandal. Having to rely on these reports, willy-nilly, I also trust that the Gentlemen Majors and Your Right Honourables will be pleased to recognize this administration as free from vile unfaithfulness. Furthermore, to remove all misgivings on this subject, as Your Right Honourables have been pleased to propose to their Right Honorable High Mightinesses to fix the means of subsistence for the servants in this province yearly at 40,000 guilders and, in return, to let the validated 20 percent go to the benefit of the Company, I and my subordinates submit to the wise arrangement of Your Right Honourables. Proposal for the relocation of the Moors of Siri Sori to Bouro or Manipa. Subsequently, occasion having been given to devise more efficacious means for a speedy and sufficient reduction in the crops, and to propose the same to Your Right Honourables, I take the liberty to respectfully submit my considerations to Your Right Honourables herewith, specifically regarding the negorij Siri Sori, sorted under Saparoua, or the Moorish district constituting 44 datis belonging to it. According to the latest clove registration, it possesses a quantity of 5,339 clove trees in total, whereof 3,732 are fruit-bearing, 959 half-grown, and 648 young trees. These are all managed by Mohammedans who, with women, children, and slaves, according to the census of the current year, amount to 500 souls, namely 113 men, 143 women, 230 children, and 6 slaves. Their residing among a weak Christian community cannot be judged otherwise than extremely harmful; moreover, for many years they have never peacefully submitted themselves under the Christian village head as required, but have always attempted to rid themselves of him and force in one of their own, of which various proofs can be found under the administration of the Governors Van Wijngaarde, De Jong, and Kluijsenaar in the years 1697, 1743, 1753, and still

Elimination of the zatanamangs above the reduction in the datijs. recently in the year 176-, during my presence with the Hongi on Saparoua, I believe that no great injustice would be done to them by a relocation to one of the depopulated offices of Boeroe or Manipa, all the more because they could be placed under Mohammedan chiefs there, and they could also find their maintenance from the extinct lands, whereby the entire Moorish district could be cleared of clove trees, and the land along with the other fruit trees could be distributed among the Christians. Should this be embraced by Your High Honours, and the extirpation already put into effect not being sufficient to bring the clove trees to the fixed number of 200,000 fruit-bearing and 193,000 young trees, and to cause the crops to decrease, I must profess to know of no better nor surer means than following the view of the Right Honourable Ordinary and Extraordinary Councillors, Breton and Frockens, in their Honours' posthumous Memorandum. One then prefers to abolish the entire verriti of the tatanamangs by an ordinance, to root out the fruit-bearing along with the half-grown trees, and only to declare the young trees forfeited for the dati holders, which will indisputably bring about the greatest decrease in the crops, and is far to be preferred above the reduction or extirpation in the datijs, considering that the court and lordly services are not made heavier thereby, but the head dati holder is served, although in itself it is to be considered nothing less than the extreme remedy, and especially for those under Saparoua and Noessalaut, considering that these possess no sago Care taken against the planting. The regents are in general treated gently. Summary of this Main Castle and Haroeko. Sluggishness to place in civil arrest now and then. forests of any note and find their subsistence solely from the clove tree, as is demonstrated at length in the posthumous memorandum of the Right Honourable Ordinary Councillor Breton, at the same time indicating what one has to fear regarding them in case the utmost circumspection is not used with the extirpations, deduced from a certain unsigned letter from those of Honimoa and Noessalaut to Your High Honours under date of 30 May 1764, containing a request for the withdrawal of the 20 percent, described in its circumstances so evidently and truly that nothing can be added or subtracted; being also obliged to avow that they have continued with the planting not a little contrary to orders, though not so much in the datijs as in particular to the increase of the satanamangs, whereto they believed those orders had no relation. This having been refuted by me, however, and the instituted penalty added thereto, makes me confident that new planting will indeed be refrained from, all the more as the commissioners for the description of the clove forests have in their instructions the most emphatic order to root out not only the one- and two-, but also the three-year-old shoots, and also to see whether plantings have been made within or outside the datijs, while meanwhile no less care is taken for the destruction of the sprouted polongs, and with all that the practice of a fitting humanity, both regarding the regents and others, whom I do not fail, according to Your High Honours' recommendation, to foster through a gentle manner of dealing; although truly both under this Main Castle and Haroeko many regents are found who can hardly be kept to their duty other than through a civil arrest for a certain time 59 The capital improvement of the negorij bridges took place upon request of the heads of this castle. And the expenses thereof were willingly paid by them. Because these, however, were not to be collected as quickly as the master builder demanded the money, the writer made the advance for them. Number of the nutmeg trees. and time within the castle and redoubt, willingly leaving the testimony to them whether reasons are given them to complain about my administration. And just as little will those from under this Main Castle be able to say that they were persuaded to provide the expenses for the executed renewal of the negorij bridges, since that capital improvement took place at their own request, with the aim of being spared at least for some years from the continual wood delivery for daily repairs, whereby no one was better off than the one to whom the care for the maintenance of the bridges was entrusted. When the account of the Master Builder von Wagner was found by themselves, according to what had been accomplished or timbered and plastered, to be good and not excessive, they thus also contributed those expenses with all willingness. However, because they were not collected as quickly as the aforementioned master builder demanded his payment, I made no difficulty, at the regents' request, in advancing that money, without however demanding or accepting a single penny of interest. This main section having also been handled herewith as succinctly as possible, I respectfully present to Your High Honours, regarding the nutmeg plantation, beside this the report of the commissioners who have surveyed the trees as far as they were to be traced, included under the enclosures of this, consisting of 870 pieces in kind, as older

The Radja of Wermama, his elders bring it over to the Company. The Radja Tobo and the said elders of Wermama repeatedly beg the Company that this news revealed by them not be made known among the five fellowships or Siwalimas, so that no harm shall come to them hereafter because of this. Your Honorable's much honored separate letter of the 17th of this month having reached me on the 20th following, I have the honor To the merchant and chief at Saparoua there respectfully to write back in reply that on the 13th of this month, in the afternoon, the cruising orembaijs from Nissalaut arrived here with the dried cloves barned on that island, and that the cloves that the cruising orembaij from Sila had, were weighed in on that same afternoon, that the humble undersigned ordered the aforesaid orembaij together with its Regent, the Corporal Sourbag and the soldiers De Trooij and Sjake Liber, to return to their cruising course, which they observed, the orembaijs from Ameth and Nalahia in the meantime still remaining here, in order to weigh in the following day their cloves brought along and already stored in their houses, but that the writer of this received news from Nussalaut around the stroke of 11 o'clock at night that Ceram jonks were seen at sea from the mountains of Ameth and Nalahia, the undersigned thereupon having immediately sent off the aforesaid orembaijs of Ameth and Nalahia to Nussalaut, to cruise after the Ceram jonks seen at sea. Pursuant to Your Honorable's respected order, I have taken an account from the military personnel cruising on Nussalaut, enclosing this; I have also spoken to the Regents of the aforesaid cruising orembaijs, who handed me a written Malay statement of account which is also presented in this in all respect to Your Honorable; from which Your Honorable will perceive that they have not made themselves guilty of any neglect of duty, that the cruising here and on Nissalaut is observed with all possible care, of that I dare assure Your Honorable, yet I take the liberty to impart to Your Honorable that it is impossible that the cruising orembaijs cruising along the shore can see vessels at sea which can be seen from the high mountains, thus in my humble opinion it is necessary, as Your Honorable rightly notes in the aforesaid honored missive, that the beaches must be guarded, so that the rovers have no opportunity to approach the same and to seek their punishable gain from the smuggling-minded natives. Honorable Sir I have the honor hereby to inform my Lord that on Friday the 27th of this month around six o'clock in the morning the cruising orembaais all joined me, and we all fought against three Ceramese junks. I, being on shore with my men, fired upon the Cerammers who wanted to go aboard, so that they all had to swim, and the cruising orembaais captured two men, and further pursued the three junks toward the point of Coacquo, but it is unknown to me whether they will capture them or not. Furthermore, I have the honor to remain with the deepest respect, beneath: Honorable Sir, lower: Your humble servant, signed: D: Sahetapij, in the margin: Uwa, the 27th of February, Anno 1778. Herewith we inform Your Honorable worship that yesterday afternoon the cruising orembaais of this district returned here, reporting to me that they pursued the three Ceramese junks, which were anchored before the River Talla, up to the latitude of Sepa and Tamilouw, but as the aforementioned smuggling vessels were swifter in sailing and rowing than the cruising orembaais, they could not overtake them and were forced to turn back at nightfall. The aforementioned cruisers have also reported to me that when they attacked the Cerammers before Talla, some of them were on shore to fish, at whom the orangkaya, schoolmaster, Honorable worshipful Sir and highly respected ruler and 89 and inhabitants of Elipapoetij, who were hidden in the bushes, fired, whereupon they immediately fled to their junks. Two of those smugglers who could not swim well were captured, namely a native of Ceylon named Abar and a Bugis from Galesong named Tandra, who under the supervision of the soldiers Anthonij Matoeankotta and Loures Latumahina, bound hand and foot, are sent over to Your Honorable worship, together with their confession which is enclosed herein. Your Honorable worship will also see from the Malay account enclosed herein how the Cerammers who were at Talla detained the natives of Porto coming from Elipapoetij who had been licensed by me to go thither for the construction of a new cruising orembaai, and by what means they escaped from the hands of the Cerammers. Having observed from the Malay statement of the Radja of Iha and Ceramese soul description that the Solorese are looking for young sprouted clove saplings in order to plant them on their land, I have deemed it proper strictly to order all the regents of this island and Nussalaut to employ all school children and women in searching for and picking up all mother cloves fallen on the ground and in eradicating all clove saplings, all of which must be brought to me to be burned. This order of mine has had such desired success that I have already secured more than three million clove saplings and 2984 lb of mother cloves that were sprouting, all of which were burned in my presence by the assistant and sergeant. Of all this, after the task is completed, I shall serve Your Honorable worship with a report under oath; I hope that this action of mine may receive Your Honorable worship's approval. Amboina respected ruler, lower, Your Right Honourable's very humble and duty-bound servant, was signed, I: C:l Kruijpenning, in the margin, Saparoua the 7th April Anno 1778. To the Right Honourable Sir Bernardus van Pleuren Governor and Director of this province Right Honourable Sir and very Respected Ruler. Having had the privilege to find myself favoured with Your Right Honourable's very honoured missives of the 18th, 19th and 25th of this month, by the first-mentioned Your Right Honourable has been pleased to order me, pursuant to the revered order of Their High Excellencies, the Illustrious High Government of the Indies, contained in their honoured separate missive of the 31st of December last, to give fundamental reasons why it pleased Your Right Honourable in Anno 1776 upon my proposal on behalf of the Regents to excuse them from accompanying the Hongi with their kora-koras. I therefore make so bold, in compliance with this respected order, respectfully to supply Your Right Honourable with the following four motives; namely Firstly, That certain Regents the preceding year, near the bay of Lingoema, during the great Hongi conducted at that time, lost their orembaais. Secondly, this being also one of the principal reasons, in order vigorously to push forward and make progress with the delivery of the required timber, bricks, and coral stones, as well as lime for the newly constructed dwelling of the Chief, without expense to the Honourable Company, and likewise at the same time to prepare and timber the aforesaid woodwork as soon as the same was brought in. Thirdly, That the regents also had to burn a considerable quantity of overdue contingents of lime according to the successive levies made, and for negligence some regents and elders were punished with arrest in the redoubt Zeelandia in order to obtain the delivery of this mortar. Fourthly, to which is also added that the Regents simultaneously had to erect the dwellings or lodgings for the saniri or general land assembly to be held at Waijsarissa, and subsequently had to repair thither with their vessels to join the Hongi fleet and accompany it until the expedition was concluded. Which I very submissively trust, as existing in truth, may most favourably be accepted as sufficient etc. I have the honour to subscribe myself with deep respect and the very highest esteem, below stood, Right Honourable and very respected ruler, lower, Your Right Honourable's very humble and deeply low servant, was signed, C:l F:z Treno, in the margin, Caijlolo the 31st March Anno 1778. Governor and Director of this Province Right Honourable Sir Have the honour Have the honour humbly to serve in answer to Your Right Honourable's honoured secret missive of the 22nd February last, that upon receipt thereof I have observed the recommendation mentioned therein to the best possible extent; namely, that I have had all harvested cloves not only from the negorijs Assiloeloe and Oering, but also from Laricque and Wakasieuw, brought to the scale as quickly as possible, and immediately after obtaining them I had all the houses as well as gardens, dusuns, and other hiding places of the four negorijs accurately searched and inspected. All the cloves of the negorijs Assiloeloe and Oering having been gathered and weighed in, and none more found on their trees; but the negorijs Laricque and Wakasieuw have an after-crop on some of their trees, concerning which I shall apply my attention with all diligence in order to get the same into the barn as soon as possible. Having also conducted an attentive investigation regarding smuggling in private, not only with the orangkayas, orangtuas, and kepala soas of the negorijs, but also with some of their common people, each in particular, with such pretexted reasons as I judged best necessary to arrive at the truth of the matter, the same having been observed in like manner with those of Laricque and Wakasieuw; however, all my efforts made have been fruitless, since from none of them have I been able to discover anything concerning this. the orembaaij to be brought here from the Tapjesbaaij with all possible speed, being equipped, besides the two swivel guns on each negorij's orembaaij, with as much small artillery as was still available here, and manned with as many military men as I could possibly take along, because the circumstance of time required leaving two postholders at each negorij, and also not to strip the redoubt entirely of men and leave it incapable of defense; in order to personally carry out a strict execution of Your Right Honourable's order regarding the observance of double vigilance, and if possible to overtake and overpower those restless schemers in their hiding places, as well as to track down the pantjalling De toesigt under the command of Christiaan Hendriks, to communicate the order to him orally as quickly as possible, and at the same time to inquire where that roving band might be staying. This being considered by me of greater importance was the reason why I delayed until my return to Laricque the taking of the written statements of the postholders and the sending of the same to Your Right Honourable, since not the slightest presumption confirming committed smuggling came to our attention orally from their persons; thus I now take the liberty of sending to Your Right Honourable these five statements enclosed herewith, along with the deponents, regarding which aforementioned I humbly take the liberty to add hereto my request for their return as soon as possible, and to bring to Your Right Honourable's attention the few military personnel present, both for the necessary occupation of the posts and keeping watch at the negorijs, as well as for carrying out the extirpations, and thus having insufficient strength for the defense of this post on land, and far less upon sighting any hostile vessels hereabouts at sea, wherefore if Your Right Honourable should graciously see fit to reinforce this redoubt with some soldiers for a certain time, I urgently request the same for its obtainment. Thus on the first of this month at night, at half past eleven o'clock (for due to contrary wind and current my orembaaij could not come hither from the Tapjesbaaij any earlier) I departed from here with the negorij's orembaaijs, and carried out my route in the manner as I have the honour briefly to present to the same, namely: Having sailed from here to the point of Assiloeloe, and from there around the islands of the Nussatellos, I was forced toward noon to cross over to Uring to repair a large leak in my orembaaij, after the repair of which, from there on the second at night along the negorij Lima thus westerly crossed over to the dry rice point, so that I, on the outer sides of that point, if any foreign vessels had been hiding there, would have been able to discover and if possible surprise them, for at daybreak I found myself there, but sighted no vessels of any kind whatsoever, continuing my course along the northern shore past Saoma and Pieka to Loehoe, and arriving there on the 3rd in the evening, I immediately inquired of the sergeant and postholders, both after the aforementioned pantjalling and also after Ceram vessels; thus, since he told me that pantjalling had crossed over the day before, after one night's stay at 3 o'clock in the afternoon the next day, being the 4th of this month, I departed for Lockie to inquire again of the aforementioned, and there had a sharp lookout kept both by day and night for vessels or fire signals, but likewise in vain. Subsequently, on the 5th in the late afternoon, on account of an accident having befallen the sergeant van der Kloon at Loehoe, I was forced to return thither, and being on the journey myself having received a wound to my left shin when stepping into the tent, having taken aboard the aforementioned sergeant again, I continued my voyage to Hila, with the intention of resting there for one or two days to recover from my sustained wound, as well as to gather information from the merchant and Head Hartog there regarding the aforementioned pantjalling and roaming Cerammers, and after dropping anchor at Zeijt on the 6th in the morning, I departed from there at three o'clock in the afternoon, and arrived at the aforementioned post an hour later; after a two days' stay there I learned from the said chief that he had received a Company's missive in which an early extirpation was ordered to be carried out; thus, halting my further designs, I departed from there back, and at the first approaching negorijs Oering and Atsiloeloe made arrangements beforehand for the prompt compliance with the extirpation, just as it is now also progressing at the negorijs Laricque and Waccasieuw.
