the 23rd the summons of fifty Christian Attingoolders. inventory of Mono Arfa's goods. Moll, has remained indebted for an amount of Rd:s 765: 43: — Which monies it was approved to have this petty Prince pay out of his forwarded goods and effects. Herewith it was also resolved both to approve the summons of the fifty Christian Attingoolders for the protection of the Gorontalo Fortress, and that the resident should distribute the usual monthly ration to these people, provided that it did not amount to more than what the former Resident Van de Walle delivered to the Attingoolders in the Year 1774: and which consisted monthly of: 45: stuivers in cash, 45: pounds of Rice, and 3: cans of Arrack for each man; the Resident likewise being ordered on this subject to have these native Christians depart again as soon as no danger from the enemy is to be feared, and this for the reason that in case of danger they can quickly be in the Fortress, as well as to prevent all unnecessary expenses as much as possible. The cited resolutions concerning the Gorontalo letters having been taken, the governors informed the Members of this Board how His Honour had caused the sent Gorontalo King Mono Arfa to be fetched from on board the day after the arrival of the Jaccatra, along with his wife Njanja Sien, as well as the Gorontalo man Jakini: That shortly thereafter these persons had appeared before Their Honours in the government house, where they had found Mono Arfa and his wife in a very weak and sickly condition; but having rested them for some time, the governors had gone with this petty prince and his wife into a separate Room, where his chests of goods were opened and everything was written down and inventoried item by item on Their order by the Trade transferrer Sijdemuller, in the presence of His Honour, the said petty prince and his wife, his only brought domestic servant Jakini, and the Translator Van Dijk; that Their Honours had subsequently had the found Jewels, Gold, and silverwork, as well as a small parcel of amber, locked up again, and thereafter had the chest with the goods sealed with the seal of the said Mono Arfa, intending to have it brought into the Company's large money vault as soon as the Gold and silverwork should be weighed and everything appraised, which was to take place immediately after Mono Arfa's recovery; That Their Honours had delivered the tailored clothes back to Mono Arfa and his wife, as well as a Sum of 192: 4: — Rixdollars in diverse coin species, which had been the only cash found, and which were handed over to these detainees to live off for some time, and also because the forwarded effects were worth much more than Mono Arfa's debts amounted to. That for the same reason the slaves and clothes the 23rd with which the Council also conformed. Chalmot must draw up the Interrogatory for Mono Arfa. had also been delivered, though on the condition of not alienating or selling any of these serfs without His Honour's prior knowledge, which Nonja Sien, who declared to be the owner of those serfs, had also had to promise Them. His highness placed under house arrest. That His Honour, after the completed inventory and sealing of his goods, had had Mono Arfa placed under house arrest that very same day in a residence within this Castle, where Their Honours thought that this detainee ought to remain until Their High Nobles should have made known to the Council Their Highest intention regarding this former Regent, who was so sickly and aged that he could not possibly be sent to Batavia without exposing him to the danger of dying from the fatigues of the voyage and the change of Climate; wherefore they hoped that their conduct with the repeatedly mentioned detainee would be approved for the cited reasons; to which the rulers have proceeded all the sooner in order to be informed by Mono Arfa himself regarding his left-behind goods and slaves until everything shall have been properly transported hither. This report having been heard by the Council members, they conformed with the actions and propositions of the Rulers, who were thanked for their taken trouble; whereupon the assembly approved to offer to Their High Nobles the List of Mono Arfa's goods among the appendices of the forthcoming secret letter, and to deposit an identical copy at the Secretariat. June 1778 133 The debit of Abdus Samad shall be recovered from Mono Arfa First, to extract from the aforementioned letter of 29 March, to the incrimination of Mono Arfa, what is mentioned therein, and to hand this over, together with the two accompanying depositions, to the First Clerk de Chalmot, in order to note from this and previous letters everything written therein to the charge of the said arrestee and confirmed by witnesses, so as to formulate interrogatories from it, upon which it was approved to interrogate the detained Regent in the assembly as soon as he shall have recovered from his indisposition. On this occasion, the discussion also turned to the debt to be recovered from the effects of a certain Gorontalo or Limbotto Haji Abdul Samad, who in the year 1769, upon the King's recommendation, had enjoyed Batavia Rixdollars 351:25:— on credit; which monies the Council has not been able to have paid to this day, because Mono Arfa and Limbotto King Iskandar Nakkie have each time shifted the satisfaction from one to the other whenever they were admonished for payment; which has now lately appeared again from the letter of Kwandang's Resident Durr, dated 22 May: and because the Council members therefore feared whether any payment of that debt would ever be obtained from the kings of Gorontalo and Limbotto, or from this Haji himself, it was unanimously understood to take the shortest and readiest path in that collection by causing this debt of Rds 351:25: to be paid out of Mono Arfa's effects, whereby his debts to the Company and to the Resident will be increased by this amount, and will come to amount to Rds 2110:39:8: of which resolution it was understood to inform the trade officials, with orders to charge Mono Arfa's account with the debit of the repeatedly mentioned Haji, although Resident Durr will not be notified thereof for certain reasons; with the intention that everything he shall be able to collect in Kwandang from Samad, or from King Nakkie, after the settlement made here, may again be credited to the account of Mono Arfa. The 23rd: The intention of Bacan's Crown Prince to move from Labuha Suspicion of that Prince regarding the Bookkeeper Lofman Hereupon was read a letter from the Bacan Crown Prince Iskandar Alam, dated the 10th of this month, from which it was noticed that the said Crown Prince seemed almost minded to leave Labuha and change his residence, because there, according to his declaration, he suffered a lack of the most necessary requirements, which he thought to find better in another place: whereby he also informs the Council that his uncle the King was still displeased with him because he had driven away the Mandarese smuggling prahus in the past year and had engaged the weapons. From the further contents of the said young king or crown prince's letter, it was discovered how he still suspects that the postholder Lofman had incited his uncle against him, which non-commissioned officer he mentions had drawn some small presents from his aforementioned uncle, although he nevertheless in this letter writes in a much more moderate manner about Lofman than in his previous letter of 24 April, of which mention was made at the separate session of 4 May, so that the reply of this Government of the 14th of that month seems to have found some acceptance with the said Prince, as he now even mentions being inclined to live on good terms with Lofman and to consult with him on Company affairs: his letter further concluding with some appropriate well-wishes for the prosperity of both the Lord Governors, 134. and 125 June 1778 Resolution on those complaints and praise of Lofman Governors, and with a request to have a competent soldier again for his bodyguard, in place of the deceased soldier Hendrik van Joosten Cijpen. Whereupon, after deliberation held, it was approved to answer this letter today or tomorrow, and strongly to dissuade the Prince from changing his residence, as being contrary to the purpose of Their High Excellencies, who desire that the repeatedly mentioned Crown Prince shall continue to reside at Labuha: as the Prince will also be presented with the view that, according to the Council's opinion, he could very well obtain his maintenance in an equitable manner without seeking it in far-distant places or therefore changing his residence; whereby it will also be mentioned that if the Crown Prince follows the advice of this Government in this, this compliance will encourage the Council members to be helpful to him on their part as well and to do him service whenever he shall have ascended the Bacan throne, since the Moluccan Government had very little opportunity for that before that time, on which account the Crown Prince ought to exercise patience for so long. Concerning the old King's displeasure about the driving away of the Mandarese rovers, it was resolved to reply to the Prince that he had earned praise and honor with the Council for this, and that the King his uncle will therefore be admonished to let go of his displeasure toward him, the Crown Prince, and on the contrary to treat him with friendship as his blood relative: with further reply that the Governors and the Council members could not find that Lofman, as a person of low rank, had done wrong by a

The 23rd of June 1778 to accept a small gift from the King of Batchian, if that monarch had given it to him of his own accord: wherefore it was also considered that he had no reason to be angry at Lofman on that account, who nevertheless would be recommended to show the Crown Prince all courtesy and respect; just as Loffman would also be ordered to provide His Highness again with a good and capable soldier for his guard. Absent: Johan George van Raesveld, Merchant and Fiscal, due to indisposition. The necessary decisions concerning general affairs having been taken, deliberations were held on a secret letter from Resident Hemmekam, dated the 10th of June last, which was received here with the same Chinese vessel from Manado that brought the letter from the Postholder of Kema, concerning which consultations were held during the general resolution of today. Whereupon it was now noted from the secret letter that, besides the 36 fled crew members of the bark the Ida, no further men from that vessel had arrived at Manado, to which 36 persons Resident Hemmekam had advanced one month's wages, subject to the Government's approval, since they had most lamentably petitioned him for this assistance, having arrived there naked and bare, and thus in a very destitute condition, so that they could not do without this small relief, as it was strictly necessary for the purchase of food and clothing, of which he could not let them suffer a lack. This notification having been discussed, it was approved to pass the payment of this one month's wages for the reasons presented by Hemmekam; however, it was resolved expressly to forbid Resident Hemmekam from advancing wages on similar occasions in the future, as being contrary to the orders of Their High Mightinesses, so that these seamen will have to sustain themselves on their board money and rations until such time as they shall have answered to the satisfaction of this Government for the flight from their vessel, and the wages of those Company servants among the 36 crew members shall likewise be withheld until they shall have been examined by the judiciary. Furthermore, it was received for information that the Magindanauers, having proceeded to the Strait of Lembeh in the latter part of the past month of May, presumably with the intention to attack the fort at Kema, these pirates nevertheless did not undertake this because this fortification had appeared too strong to them, and that they had thereupon immediately departed again, without Hemmekam, however, being able positively to say whither these rovers had turned their course; the only report that he, the Resident, had since heard of their departure being that at noon on the 30th of May, between the islands of Banka and Biaro, the bark the Ida was seen under full sail heading north, which caused him, the Resident, to suspect that the enemy perhaps intended, with this captured vessel—on which, in his opinion, many missing Company seamen were still held captive—to attack the Sangir Islands, on which account he, the Resident, had notified the Sangir petty kings as well as the Postholder of Tabukan of the arrival of the pirates by a circular letter, so that they might not be taken unawares or deceived by the sight of the bark the Ida and led to believe that a Company vessel was appearing in their sight. Whereupon Resident Hemmekam will be answered that, whether the Magindanauers had an attack on the Sangirs in mind or not, he nevertheless did well to inform the kings of those lands of the rovers' departure from Manado, so that they might not unexpectedly be attacked by those scoundrels. At this sight, they, the informants, along with their companions, resolved to return and to go report this spectacle to their King, His Highness of Ternaten. On the return journey to their vessel, the informants perceived three Maguindanaos who were heading toward land in a small canoe. Having come ashore, one stepped out of that small canoe and came toward the woods, but the other two remained seated in that small vessel. When they approached those three persons and were seen by them, the one who had come ashore took to flight, whereupon they struck him with an assegai in the left side in such a manner that he paid for it with his death, at which sight his companions fled with their small canoe. The informants, now being unable to obtain anything else as a token, chopped the head off the deceased and took his shield and sword along with a bamboo assegai and a wooden club, proceeded further to their canoe, and arrived here with it yesterday afternoon, when they brought the aforementioned death's head along with weapons to their King, and subsequently, by order of His Highness, to the Lords Governors here. Which news having been heard by the members of the meeting, and it being noted in addition that it would be very easy for foreign rovers and spice thieves to provide themselves with spice fruits in those lonely and uninhabited places without anyone being able to discover it, it was not deemed advisable to leave these islands uninspected any longer, but to have the spice crop there destroyed with the necessary men as soon as the large number of incapacitated soldiers should have even partially left the hospital and recovered. disqualified from coming up, to send other Ternate subjects hither with hired prahus, since the King of Ternate, being somewhat difficult in this matter, does not want his subjects to reside on Oubi or elsewhere outside his lands, much less that they be hired for the service of the Batjan extirpations; for which reason he had caused all the Solorese to be removed from the last-sent prahu of the extirpators: although His Highness had promised the Lord Governor that he would have that prahu manned by Makianese instead of these rowers, in order to transport the returned soldier and Missionary van der Beek back to Oubi, which would likewise be written in that manner to the Commissioners, with orders not to detain these Makianese, but to have them return hither as soon as possible, since His Highness of Ternate had strongly insisted thereon. The Council members were furthermore very annoyed by the account given by Commissioner Roksien regarding the strange conduct of the Bookkeeper and second Commissioner Sluiter, who, against the will and inclination of the said Roksien and even without the prior knowledge of this Government, came up under the frivolous pretext of indisposition, notwithstanding that the Lord Governor and the other Members who saw the said Sluiter shortly after his arrival could not perceive that anything ailed him: And since such an arbitrary arrival hither, joined with his refusal to take along a letter from Commissioner Roksien for the Council, can be regarded as nothing other than a punishable disregard and contempt of the orders of this Government, it is unanimously resolved to sentence the Bookkeeper Sluiter, on account of the transgression committed, to the fine of one month's salary for the benefit of the Company. It was furthermore agreed to appoint once again as second Commissioner of this expedition, in place of the said Sluiter, the Assistant Jan Geel, who would be ordered to depart for Oubi with the pantchiallang the Caneelboom, in the expectation that this clerk would perform his duty better than Sluiter. It was nonetheless decided to admonish both Commissioners once more to live in harmony and to attend to the assigned extirpation work as honor-loving servants: which recommendation was deemed all the more necessary because Commissioner Roksien writes that there was much extirpation work on Oubi Lato, whereupon the Commissioners will be replied to, to search this island thoroughly with all diligence, with further orders to frequently go into the forests themselves and to oversee in person that no spice trees remain standing. Furthermore, discussion was held concerning a letter from the Sergeant and Commissioner of the Tafurese extirpation expedition, Hebelman, written in the beginning of February, though without indication of date: which letter had already been circulated among the Members for reading some time ago, and had been answered on the 6th of February by the Lord Governor as the circumstances required, containing no points upon which resolutions needed to be taken: And therefore it is solely agreed to record hereby that the said Hebelman, whose lost voyage to Pasoir was mentioned in the Resolution of the 16th of January, sought out this Island for the second time, though on account of the heavy contrary winds once again with a fruitless result, so far that the said Hebelman with the extirpators accompanying him came to fall upon the opposite shore of Halmahera, at Sidangoli, from where they subsequently departed for the third time in the said month of February for the Islands of Tafure and Meao; and, since the weather has been more constant since that time, the Council members did not doubt that the extirpators would now have continued their voyage with better success. Concerning which sayings this prince would also be addressed in the most earnest manner and at the same time written to, that he had entirely missed the mark in this matter, since nothing of such a permission has ever been known here, except that the Council would never refuse him one or two pounds of spices for his own use, if he would only make the request for it, without however informing the king that Lofman had reported these sayings to the Council, and much less that he had informed this Government about the spice concealer Ategou, and the discovery of the nutmeg trees. The further content of the letter of this Postholder consisted of a request for a small present for four Labuha people, who together with the soldiers Zang and Vogelsang discovered the hidden six heavy bearing nutmeg trees and some saplings on Batu Pinjoe, and furthermore had chopped down one of them; whereupon the said Postholder will be written that the requested small gift cannot be delivered before the remaining five bearing trees, in addition to all the saplings, are eradicated and the hidden spice plot Batu Pinjoe is previously completely cleared of the spice crop, with which small extirpation Lofman will have to begin immediately with the help of some of his garrison and the necessary number of Labuha people, after which the Council will remember the extirpators with a small gratuity for their performed labor and discovery. Whereupon it was resolved to grant this application, but upon the payment by the said Chinese to have two identical receipts executed, in order to send one of them to the King of Bacan as proof of the payment made, while the other, with the same objective, will be filed at the secretariat, and the king's account debited upon the delivery of the remaining amount, which according to the statement of the trade officials amounted to the sum of 55:24 rixdollars, and not 65:24:— rixdollars as the King of Bacan mistakenly calculated in his letter, having presumably forgotten the last shipment of 20 pounds of candles, to the sum of 10 rixdollars, which is the reason that he has 10 rixdollars less to his credit than he imagines and states in his letter. Subsequently, it was also resolved to address the king in the reply concerning the spice concealer Ategou in the manner that the Postholder Lofman wrote to the Council about this fellow, to which end the king will be informed how it has come to the ears of this Government that this Bacanese has kept hidden and cultivated six or more large nutmeg trees on Batu Pinjoe, where it is said that the spice trees have never yet been eradicated; with the addition that it was very well known to His Highness and his Grandees of the realm that such concealments of spice trees were prohibited by the concluded treaties 26 the 4th: with notification of being able to obtain spices from here treaties, and were punishable to the utmost, wherefore His Highness had acted very wrongly in detaining the said Ategou when he was brought to him in the name of the Postholder Lofman; which matter the said Lofman should also have handled differently, as he ought to have sent this spice thief directly hither. Yet because this had not happened now, the king would be exhorted to hand over this Ategou directly to Lofman, in order to be sent hither and to be interrogated here concerning this case; to which native no harm in the least would happen if he knew how to clear himself to the satisfaction of this Government from the suspicion of illicit spice trade, which the Council was obliged to prevent with all diligence. The Council members also thought it proper to hold before the king how they had indirectly learned that His Highness was said to have declared that it was permissible for him, in addition to his subjects, to retain as many spices as they needed for medicines and sustenance: which sayings had offended this Council exceedingly, since His Highness knew very well that such a management was entirely contrary to the orders and objectives of our High Masters; besides that in the treaties not the least mention was made of such a permission, but rather that all sorts of spice trees and their fruits must be pointed out and destroyed in good faith, without the said treaties making any exception in this regard: to which would be added as a conclusion of the reply that it was hoped His Highness and his Grandees of the realm would recognize the truth of the Council's representations, and immediately resolve to deliver the repeatedly mentioned Ategou to the Postholder Lofman, in order that this Government be given the opportunity to properly examine all the circumstances of his conduct and accusation

May 1778 27 Complaints of Iskander Alam about Lofman The Council's consideration regarding these complaints should be investigated. The letter from the Batchian Crown Prince Iskandar Alam, dated 24 April, having subsequently been read aloud, was found to be entirely filled with complaints about the conduct of the Postholder Lofman toward him, accusing him of having incited and stirred up his uncle, the old king, against him to persecute him, to which he attributes the bad treatment he had encountered upon meeting the old prince. In addition, the Crown Prince informs this Government that he had handed over the spice thief Ategou to Lofman, but that this Postholder had released him again, as he maintains with the aim of thereby pleasing the old king, which the Crown Prince adduces as proof of Lofman's unfaithfulness; wherefore he advises the Government to urge in the strongest terms the surrender of the repeatedly mentioned spice thief, and to punish him as an example to other Moluccans. The Crown Prince further continues the account of his complaints about the repeatedly mentioned Postholder, citing other particulars of lesser importance that affect him personally, with the declaration that he could no longer endure his unfair treatment, wherefore he requests to be allowed to settle on Ternate. Since the Postholder Lofman was known both to the Members of the Council and to others who knew him as a good and simple man, they could not decide to relieve this non-commissioned officer to please the young king of Batchian; to which one could proceed all the less because the young King had for some time given many signs of a very restless and difficult nature, whereby 28 the 4th and apprehension in sending another whereby it was very arduous to endure him, and even more difficult to live in lasting friendship with him; for which reason the Members of this meeting feared that, in case they should send another Postholder in Lofman's place, such a person, even if he had the most blameless conduct, would nevertheless soon fall into disfavor with the Prince or his uncle. On account of which considerations the Council members decided to probe by reply to that Crown Prince whether there might not be any possibility of reconciling him with the Postholder Lofman again, with which intention it was approved, in Lofman's defense, to present to the Crown Prince how the Council could not imagine that he had stirred up the old king against him, and thus would be the cause of the prince's bitterness, since no one here had ever heard of such falsities from the said Postholder; but in case it might ever be proven to him that he engaged in sowing discord between the king and his nephew, that he would then bring misfortune upon himself, and would immediately be recalled. Exoneration of Lofman, and regarding the Prince's letter concerning the release of the spice thief Ategou, it shall be answered that, if this were true, the Prince might please consider that Lofman had committed this carelessness out of ignorance rather than with an evil intention, but since he had written to the Council that the said Ategou was detained by the king, one would follow the Prince's advice and immediately demand this thief from that prince to be punished here according to the findings of the case. In addition, in the forthcoming reply, emphatic assurances would be given to the Crown Prince that whenever it came to the Council's ears that the Postholder did not show him due respect and May 1778 29 The sent leaves etc. burned showed contempt, he would be most severely punished for it: But that his Highness also had to consider that it was almost impossible for Lofman to serve two Masters and give satisfaction to both, especially at present, now that the friendship and good harmony between him (Crown Prince) and his Uncle seemed to be completely broken, so that the Council members feared that Lofman could now never be loved by one of the two princes without arousing jealousy and displeasure in the other: That the Council expected his Highness to see this as well, and would exercise some accommodation with Lofman, when one was assured that Lofman for his part would also render him every service, and make him abandon the intention to leave Labuha: all of which the Council decided to present to the Crown Prince nearly in that manner, in order to remain free of his worthless and often unfounded complaints about the repeatedly mentioned Lofman: Finally, the nutmegs, tree barks, and leaves found on Batu Pinyo that were sent over by Lofman, and of which mention was made at the beginning of this Resolution, were examined by the Council members, and found to be of the genuine kind of nutmegs; after which these samples were burned before the breaking up of the meeting, in the presence of the Members of this Table van Renesse and Koenes, and before the Fiscal van Raesveld. After the secret business was held, some separate matters were also dealt with this morning, during which, in the first place, was read the newly arrived letter from Batchian's Postholder Lofman, dated the 10th of this month, in which he reports that the extirpation of Batoe Pinjoe was carried out by order of this Government in his presence by three soldiers and six Labuha citizens, by which men a number of 363 fruit-bearing nutmeg trees and 390 saplings were cut down and destroyed there in ten days. 31 Which is confirmed by a declaration that will have to be sworn under oath. Samples of that crop examined. As further appeared from the sent declaration, signed by the extirpators, which read as follows: We, the undersigned, declare at the request of the Sergeant and Postholder here, Johannes Lofman, That we, the undersigned extirpators, have completely cleared that land, Batoe Pinjoe, of all spice trees, and we have found there 363 fruit trees and 390 saplings, which have also been cleared by us, so that this small land is currently entirely freed of spices or fruit trees. We, the undersigned, acknowledge this to be the pure and right truth, being able to confirm this on request with a solemn oath. Below stood: Batchian in the Fortress Barneveld, the 9th of June 1778. Whereupon it was decided to record herewith that the Postholder as well as the lesser extirpators shall be summoned hither to confirm their deposition under oath before the full Council according to custom; but for which a more convenient opportunity should be awaited, since under the present circumstances it is ill-advised to strip the Batchian Fortress of the Postholder and a part of the garrison. The said Postholder having likewise sent hither a sample of the nuts, together with the bark, leaves, and the measurements of the felled trees, the same were examined at this meeting and found to be of the genuine sort of nutmeg trees; just as, upon remeasuring the dimensions, it was also noticed that the largest of the felled trees were three ells thick in circumference, showing that very old nutmeg trees have been hidden in this place, with whose fruits illicit trade has been practiced for many years, so that the discovery of this secret spice grove on Batoe Pinjoe was held to be a very good matter; 32 The 23rd. After which remarks the sent fruits, leaves, and barks were burned by the Members of this Board, Stephanus and Johnson, in the presence of the Junior Merchant van Renesse, who acted in that capacity due to the indisposition of the Fiscal van Raesveld. This having been performed, it was seen from the continuation of Lofman's letter that the cultivator or concealer of these spice trees, Attegou, was still staying on Mandioli with the King, so that he had not been able to apprehend this lad. Besides some other points of minor importance, about which no resolutions need to be taken, Lofman also reports that the King of Batchian, by the letter now received, has requested the Council that he may receive the following cash and goods on credit or requisition, namely: 500 Rixdollars in cash, 1 pack of ordinary bleached Coast Guinees, 30 pieces of unbleached Mouris, 125 pounds of lead, 4 small barrels, or 200 pounds, of gunpowder, and 10 new flintlocks. Wherewith Lofman also requests that the extirpators who cleared the lost spice grove on Batoe Pinjoe may be considered for a small gift for their trouble.
