The High Noble and Most Honorable Gentlemen, we have deemed it necessary to answer the first mentioned question, on account of the uncertainty in which we find ourselves, whether we could ever completely meet the aforementioned requirement. Especially in the critical times in which we live; which has also increased our difficulties. Yet with all this we see a possibility, once every two years, between the 15th of October and the middle of February, to dispatch two fully laden ships from here, namely one of 140 and one of 150 feet, to Europe, provided the demands are doubled annually. And therefore we will respectfully propose this to the Gentlemen Principals in the letter now departing; adding in answer to Their High Honors' second question, that although no ship can remain in this roadstead from the month of October to the month of January without actual danger, this inconvenience does not cause the least difficulty in dispatching a second ship in the late part of the month of January or the middle of February, because we can send such a vessel with its lower cargo from here to Trincomalee around the middle of October, from where it can appear again without any danger in this roadstead in the late part of December; when we will always still have enough time left to dispatch it from here as early as the Ceylon and Bengal ships of the second consignment are sent from there to Europe. This being everything that has occurred to us under this article of consideration, we proceed to that of the purchases, under which item we have the honor to present to Your High Noble Honors, according to annual custom, the answered Fatherland and Indian demands regarding the completed collection of linens on this coast in the year 1779, accompanied by the settlements of the merchants; with the exception, however, of the Porto Novo papers, of which we have received nothing to date; which therefore still leaves us unable to make a formal report of the collection there, and consequently, with regard to that trading post, we will for the present only take those bales that have visibly been fulfilled from there on both petitions of the past trading year. General Statement of the Debts of the Company's Merchants on this Coast of Coromandel, as found upon the closing of the Trade Books as of the last of August of this year at the respective Southern and Northern Offices, showing their status and circumstances, namely the accounts, as: The Nagapatnam merchants, who out of the 881 bundles assigned to them for delivery have fulfilled only 605 packs and consequently have delivered 276 bales too few, whereof 147 for Europe and 129 for India, have, upon the explicit questioning of the undersigned Governor, been able to bring forward nothing else in their excuse than that, at the entering into of the Contract, they had not immediately been provided in cash with the entire amount of the demands allocated to them. A pretext as frivolous as it is ill-considered, since it has never yet been the practice here to advance to the merchants the entire amount thereof all at once upon the concluding of the Contracts. And thus it appears to us that they have merely devised this evasion so as to bring forward something in excuse of their nonchalant conduct. At the least, we assure Your Right Excellencies that they have never lacked money for the continuation of the collection, and had they been more vigilant therein, we would have granted them larger advances. But to do this all at once, as they seem to desire, would be an act so imprudent that it could never be justified; because their credit is not sufficiently established to entrust to them so considerable a sum as their share in both Demands sometimes amounts to. On both Petitions allocated for delivery to Sadraspatnam in the trade year recently concluded, amounting to 558 bales, a considerable number of 214 packs have likewise remained unfulfilled, among which 187 pro patria and 27 for India. The Servants, speaking in their answered demand of returns about the incomplete fulfillment of the petitions, attribute it for the largest part to the vexations of the English gentlemen, who do not hesitate to make our trade there difficult by all possible hindrances, whether directly or indirectly. As further proof whereof they advance that they had not only forbidden the weavers to deliver cloths to us, but also tore apart and broke their weaving looms, and likewise beat and chased away the merchants' connicoplys. Concerning the Paliacatte collection, the chiefs have attributed the incomplete fulfillment of the Demands, which together amounted to 168 packs, but upon which 39 bundles have been delivered short, namely 24 for Europe and 15 for India, partly to the consequences of the known troubles of War in that region, because thereby not only provisions, but also the price of cotton and yarn had become very expensive; and partly to the increasing Poverty of the inhabitants, whereby the merchants there had had to proceed very cautiously in advancing money to the weavers, which had greatly delayed the collection. Yet although on the Jagannathapuram Demands Pro Patria et India, which together amounted to 710 packs, only 60 bundles—namely 2 for the Netherlands and 58 for the Indian establishment—have remained fulfilled, it has not yet pleased the chiefs, however emphatically this was ordered them in anno passato, to supply the least reason thereof, neither in the answered Demands nor in their letters. Thus we are up to now completely ignorant of the Cause to which we must attribute the incomplete fulfillment of the petitions assigned to them for delivery. But on this matter we shall shortly address them again seriously, with orders to report as yet the true reasons thereof, which we subsequently

On the other hand, however, the Palicol chiefs have seen fit to attribute the incomplete fulfillment of the demands assigned to them, which together amounted to 624 packs, but on which 168 bales remained unfulfilled, namely 8 for the homeland and 160 for India, to a lack of cash, on the grounds that the sloop De Walvisch, with which we had also sent them, in addition to what had been sent thither beforehand, 7594 three-image Pagodas, had ended up at Bimilipatnam instead of Jaggernaekpoeram; whereby those funds were only brought there at the very end of September. Yet upon how little foundation this pretext of the chiefs rests, Your High Nobilities along with us will directly perceive, if Your High Nobilities would merely please note that such a great shortfall could not have been caused by the lack of 7594 three-image Pagodas, but rather by the slow delivery of the merchants, to which it must already early in the year 307 have been attributed. At least, if it was not due to the lack of zeal of those merchants, we might with great justice assume that negligent conduct had taken place on the part of the chiefs; since they could have prevented the lack of cash alleged by them by demanding as many new Nagapatnam Pagodas from Jaggernaikpoeram as they needed, where the remaining balance was so large that they could easily have been accommodated twice over. It is true that the new Nagapatnam Pagoda is not as much in demand there as the three-image one, but that the loss which the merchants would suffer on it would be as great as is asserted by the chiefs, we can hardly believe, because this coin species is a popular currency in Jaggernaikpoeram, a place situated near Palicol. And therefore we shall shortly, with the rejection of the aforementioned reason brought forward by the chiefs for the incomplete fulfillment of their demands, express our displeasure to them regarding this, under serious recommendation to take better care of the collection in this year, unless they wish otherwise to draw the displeasure of the Lords Masters and Your High Nobilities upon themselves. We shall also no less emphatically impress their duty in this matter upon the servants of Sadras, Palleacatta, and Jaggernaikpoeram, as well as upon our merchants. While we shall soon give the Bimilipatnam chiefs 308 praise for the complete fulfillment of the deliveries assigned to them, in the trust that this will encourage their zeal more and more to continue the collection for this year. Having herewith described, as briefly and clearly as was possible for us, the reasons to which the defective collection of this year is attributed, we hope at the very least that Your High Nobilities will be pleased to be satisfied with those of Sadras and Palliacatta, and we assure Your High Nobilities that we have employed everything possible for us to promote the collection; but whatever exhortations and even threats have been made, we have not been able to animate our zeal-lacking merchants to the full satisfaction of the required cloths. We shall also in this year be no less attentive to the collection here as elsewhere, in order to be able to show indeed how gladly we wish in this principal article to bring greater satisfaction to the Lords Masters and Your High Nobilities than has hitherto been possible, which truly grieves us from the heart. Likewise, in response to our letter of 26 April concerning the discrepancy discovered here between the textile contracts of the years 1778 and 1779 regarding the item of the fine Cambays of 6 Cobidos—whereof the pack was contracted in the first-mentioned contract for pagodas 277. 20. -, and in the other for pagodas 163. 1. 26.—the Palleacatta servants stated by their letter of 19 June, for elucidation, that this difference was caused by an erroneous entry of 600 instead of 360 pieces per pack in the first-mentioned contract, since the pack thereof was only fixed at 600 pieces in the most recently expired Indian demand; and that this larger quantity had also caused the discrepancy discovered here between those two contracts. This is a reason which we have deemed satisfactory, yet under the remark that in such papers no errors of that nature should occur. The five painters who, according to our resolution of 15 December, were arrested for spoiling two corges of Company chintzes that they had accepted to paint, have for this time, at the request of Company merchant Patavi Rama Naicker, been pardoned and released from their arrest, under this special condition: to deliver within the space of two months, instead of the spoiled ones, two other corges of good chintzes to the Company; for which the said merchant has stood surety. Which we trust will also for this time be approved by Your High Excellencies, however little they may deserve this grace. Even worse—it truly grieves us to have to report it!—the sale, or vent, of merchandise has turned out worse than we had expected. We had, it is true, during the course of the most recently expired trading year little reason to hope for a favorable vent; yet we still flattered ourselves that the profits achieved therein would equalize with those of the previous book year. 159. 325 No. 19. The lesser consumption of Japanese bar copper is the actual cause of the loss of profit, and why. General Statement of the Debts of the Company's merchants of this Coast of Coromandel, as found at the closing of the Trade Books as of ultimo August of this year, at the respective Southern and Northern Offices, showing their status and circumstances, namely accounts, as follows: The aforesaid lesser profits having been deducted, there remains, as stated, for the lesser profits of Anno 1778/9: ƒ108096. 13. —. As regards the actual cause of the lesser profit at this Main Factory; it has its origin in the reduced sale of Japanese bar copper in 1778/9. For although here in Anno 1777/8 likewise no Japanese bar copper was sold, nevertheless in the return of that year there were entered as sold the 50,000 lb delivered in Anno 1776/7 to the Company's merchant Tieromenij Chittij, which consequently increased the profit account of the financial year 1777/8 by that much; whereas from this year no more than 19200 lb of that mineral were entered as sold in the return. Portonovo not being an office where the Company trades, the profits gained there in anno passato on 3125 lb of Japanese bar copper, which we delivered to the Resident upon his express request, must be regarded as accidental; and thus there are no other reasons to give for the recent loss of profit than that, no merchandise having been requisitioned by the Resident, nothing was sent thither either. 326. No. 19. Astonishment that the Jag: chiefs gave no reasons; their request for cash because trade there dwindled more and more. General Statement of the Debts of the Company's merchants of this Coast of Coromandel, as found at the closing of the Trade Books as of ultimo August of this year, at the respective Southern and Northern Offices, showing their status and circumstances, namely accounts, as follows: We were very much astonished that the Jaggirnaikporram chiefs, neither in the General Return of merchandise sold there, nor in any of their letters, gave any, even the slightest, reasons to which we must attribute the considerable decline of trade there. They merely request in their letter of 9 June the cash found in anno passato to make the new collection, because the trade there dwindled more and more, without mentioning the reason thereof with a single word. Which would indeed have been strictly necessary in order to account for a loss of profit of ƒ97359. 7. —; for which, as it appears to us, quite weighty reasons ought to plead. We shall, however, while expressing our displeasure at the low profits of only ƒ57729. 3. 8. achieved there, emphatically reproach the servants for their extreme negligence in failing to mention, even with a single word in their General Report, to what such a considerable decline in the trade there between the one and the other financial year must be attributed; further instructing them to do so yet at the very first opportunity. 327. No. 19. To what the lesser profits at Bimilip: are attributed by the chiefs there. General Statement of the Debts of the Company's merchants of this Coast of Coromandel, as found at the closing of the Trade Books as of ultimo August of this year, at the respective Southern and Northern Offices, showing their status and circumstances, namely accounts, as follows: The Bimilipatnam chiefs, on the other hand, attribute in their letter of 6 November the lesser profits achieved there, amounting to fully ƒ12635. 3. 8., to the troubled condition in which that region has been during the course of the recent trading year; as the trade had consequently been forced to stand still for several months. With which reason we not only hope that Your Right Nobilities, alongside ourselves, will be pleased to be satisfied; but we also trust that the causes given by us for the lesser trade at Nagapatnam will satisfy the same. We shall in the meantime leave nothing untried that may serve for the advancement of trade, which, together with the collection, forms the only two branches of the Company's essential interest on this coast.

Having reported on those matters concerning the letter of the 23rd of October 1779, we proceed to: Domains. In our humble letter of the 23rd of October last, we communicated in detail to Your Right Honourables the result of the latest farming out of the Company's Domains at this capital place, indicating where the lower yield of the same may be partly attributed; thus, for brevity's sake, we respectfully refer to that. General statement of the debit of the Company's merchants of this Coast of Coromandel, as found at the closing of the Trade Books on the ultimate of August of this year, at the respective Southern and Northern Offices, with an indication of their state and condition, namely accounts, as: Because the Sadraspatnam salt pans and sowing fields were publicly farmed out in the year 1778 for the term of three years and pagodas 860 per year, there is for the present nothing to report in that regard, by virtue of the fact that this lease is not due to expire before the ultimate of August 1781. Also, for the present, there is nothing to report regarding the lease of the Island of Erikan, alongside the villages of Mangewake and Auwrewake, as they were farmed out in the year 1777 for the term of three years and pagodas 910 per year, whereof they, in their letter of the 25th of November... No. 19. ...still remains... ...amounts. Yet, concerning the lease of the Jaggernaikpoeram revenues, the same have not yielded more at the latest public lease than 920 pagodas; or 100 pagodas less than at the previous lease. And this for the reason, say the chiefs in their letter of the 25th of November, that due to the scarcity of provisions at Madras, it was easily foreseen that all the vessels would go thither to sell their grains; whereby it appeared likely that this year few or no vessels would come to Jaggernaikpoeram to trade their rice for salt, which certainly must have caused the lease of the same to decline. A reason indeed with which we hope that Your Right Honourables, along with us, will be pleased to be satisfied; although through this reduction, the revenues of that village, alongside the revenues of the villages of Gollepallem and Goedewaren for this current year, do not amount to more than pagodas 1250. We have also seen with regret, from the transmitted lease conditions and the chiefs' letter of the 12th of September, that the Palicol Domains on the ultimate of August 1779, at public auction, were farmed out for the term of one year for guilders 3917:5:—, or guilders 117. 11. — less than in the past year. But as this decrease is principally caused by the drop in the lease on the paddy measuring, for which there seem to have been no enthusiasts because of the sad prospect that they have there regarding the coming harvest, given that most of the corn, due to the continuous drought, has been scorched and withered on the fields there, we have consoled ourselves with the aforementioned loss, in hope of a better success in the coming year. And since he, through this nonchalant conduct, has ruined himself in such a manner that he must currently be considered completely insolvent, we can also no longer entrust to him the lease of the aforementioned villages, which will expire on the last day of next May; and we shall thus be obliged to proceed to a new leasing. General statement of the debit of the Company's merchants of this Coast of Coromandel, as found at the closing of the trade books on ultimo August of this year at the respective Southern and Northern offices, showing their state and circumstances, namely accounts, as: past financial year, have not increased: for, because we have not yet received any papers from there concerning the completed collection, the arrears for that office in the aforementioned summary have been set at the exact sum of anno passato, because during the last financial year no reasons in the world have occurred to us from which we could assume with any basis that they would have reduced their arrears in any way. And since it appears from the aforementioned summary that the Palicol merchants have reduced their debts by ƒ 175: 13. 8, it subsequently appears that the general arrears of the merchants on this coast, which on ultimo August 1778 were still as high as ƒ 42518: 9: 8, on ultimo August 1779 or at the end of the last financial year amounted to ƒ 71342. 16. —. At Palicol, we trust this will succeed in time, as the chiefs are making their utmost effort to that end, although it will proceed very slowly because of the impoverished condition of those traders. However, that the Jaggernaikpoeram debts have not decreased at all has annoyed us very much, especially since we wrote to them in anno passato to attend to this above all; and therefore, setting aside their argument that this must only take place upon the highly favorable authorization of Your High Nobilities from the freight charges of the linens sent by the merchants to Batavia on recognition, we shall once again address them with emphasis concerning this indifferent conduct of theirs; and all the more so, because we already refuted this argument of theirs in anno passato by remarking that the settlement of those debts could take place besides that without causing any disadvantage to the merchants, since indeed, as soon as the expected credits were received from Batavia for the recognition charges paid by the merchants there, this money, after settlement of their debts, could be paid out to them. 339 No. 19. It were desirable that his remaining debit, which on ultimo August 1779 still amounted to ƒ 1417, could also be settled in such a manner, as we would then not hesitate a single moment to exclude him forever from the trade of the Company, since he, having made himself a fugitive, can hardly be trusted any longer. Apart from this little, no matters of importance appear to us under this item, other than that we still have the honor to report that the Nagapatnam, Sadraspatnam, Palleacatta, and Bimilipatnam merchants have properly settled their accounts with the Company at the closing of their accounts and therefore owe nothing to the same.
