Under the main heading of Fortifications we present to Your Right Honours among the annexes of this letter two separate calculations drawn up by the since deceased surveyor Adam Godlieb Stenck of the costs that would have to be incurred for the construction here of one of the two plans designed by Captain Engineer Elias Paravicini di Capelli, and accompany them with his written advice on the same. From the aforementioned calculations it will appear to Your Right Honours that for the erection of a fort according to Plan No. 1, an amount of pagodas 302750. — would have to be spent, but for the construction of a fortress according to Plan No. 2, fully pagodas 539300. Both in truth important sums. And since Your Right Honours have desired that we, alongside the aforementioned calculations, should also send to Your Right Honours our humble considerations on this work, we are, so far as our limited knowledge of fortification works allows us to judge, of the same advice as the aforementioned surveyor, that both aforementioned plans, for very weighty reasons set forth at large in that report, are impracticable here. But on the contrary, we consider with him that it would be far easier in its execution and less expensive to fortify the outer town with the reduction of a part of the same. And consequently we reiterate that the proposal of the surveyor Adam Godlieb Henck to leave the castle in the form in which it presently is, merely repairing the two curtains and the half bastions facing the outer town, and strengthening it by enclosing a part of the outer town, is in our opinion far to be preferred over the erection of a new fort according to one of the above-mentioned plans; since that construction would not only be exceedingly expensive, but also too damaging for the principal residents of this town, whose houses would for the greatest part have to be demolished; over and above the inconveniences that would be caused thereby, as in that case most of the qualified Company servants and the principal Malabar inhabitants, deprived of their houses, would for a long time not be able to find any suitable place for themselves and their families to shelter. Yet however much the proposal of the surveyor Hinck is to be preferred, a difficulty has also arisen in the execution of that proposal.

Consisting of the reduction of the town; which would, however, be absolutely necessary, as it is at present too large in circumference to be properly defended with a moderate garrison; for the reason that a large part of the houses of Malabar and Moorish inhabitants would also have to be demolished because of it; which would also cost a considerable amount, since one would not only have to compensate the owners somewhat for this; but we would also have to assign them other lands outside the town to build their houses upon; which would likewise not proceed easily. Even so, be this as it may, we remain, subject to a better judgment, of the opinion that if the Company wishes to spend any money on the fortification of Nagapatnam, the proposal of the Surveyor Henck is far to be preferred over the execution of the plans of the Captain Engineer Paravicini, since Plan No. 2 is held by us to be better, and why. Which orders we hope that Your High Nobilities will be pleased to accept, because we cannot prove whether the Company's ground extended further east than the earthen wall of the Company's old lodge, as the chiefs, on the authority of a defective map and the testimony of an old Brahmin and a peon, both in our service, assert; the more so because it does not suit the Company to get into a dispute with the English over the shipment of the Company's linens. And this we hope all the more, since it would by no means suit us to get into a dispute with the English over a span's breadth more or less of ground at Narsapoor, which according to the delineation on the aforementioned map in the terrain of the old Lodge would belong to us; since for the shipment of the Company's linens it will be sufficient if we retain the terrain of the Company's old Lodge and the land in front of the Lodge up to the river, of which we have no doubt at all, since the Company's right of ownership thereto cannot be disputed by anyone with any equity or semblance of right. We have furthermore, by resolution of the 18th of November, authorized the servants to write off the expenses for the Narsapoor Warehouse, amounting to f 3636:19:—, as not exceeding the sum determined by the calculation; which we hope will be approved. But everything that has been brought into account above that, we have regarded as improper, and have therefore ordered it to be paid into the treasury by those whom it concerned. The servants were ordered to retain all their linens at Narsapoor itself. And in February next a vessel will be sent thither to collect the same. In order now to fulfill as quickly as possible the purpose of reopening the aforementioned Lodge, we have instructed the servants by letter of the 22nd of December last not to send any more linens overland to Jaggernaikpoeram, but to keep them there to be collected by one of our vessels. To this end we shall, with rescission so far of our resolution of the 18th of November, dispatch a vessel thither in the upcoming month of February to collect the returns lying ready there, collected both for the past year's demand and for this year's demand; since by that time they will likely consist of 200 bales. With our letter of the 23rd of October, we presented to Your High Nobilities a memorandum, as we thought, of the repairs carried out at Bimilipatnam on the Fort and the buildings. But we have subsequently discovered that it was merely a memorandum of the expenses incurred for repairing the chief's dwelling and other buildings. Wherefore we respectfully ask for pardon for this mistake. Under the article of entries and write-offs, we respectfully noted by which resolutions disposition was made on the expense accounts of the respective factories, and on the received reports of underweight. As appears from the judicial report received concerning it, brought here to this capital, namely: 85 chests of medium and 25 of poor nuts. And whereas it has appeared from the judicial report submitted on the 6th of this month: 1.) that in the aforementioned 410 chests containing nuts holding 9694 1/2 lb, there were found upon garbling: 1278 lb of good nuts; as well as 2175 lb of mite-infested nuts, counting the dust and refuse of the cloves among them, 241 1/2 lb short; as also, secondly, that on the cloves that were packed in the aforementioned chests, and which together upon receipt amounted to 3217 1/4 lb, after garbling was performed there were found to be 237 3/4 lb short, calculating 6 3/16 percent on the quantity of cloves that were strewn with the medium nuts, and 8 3/16 percent on the other parcel. Decision to write off the nuts as well as the shortage: thus we resolved, because the mite infestation of the aforementioned nuts can be imputed to no one, and the shortage fallen upon this spice and cloves can be attributed to nothing other than their dustiness, to allow the aforementioned quantity of mite-infested nuts to the amount of 2175 lb, in which is also included the dust and refuse of the cloves, together with the shortage fallen upon the aforementioned nuts and cloves, calculating 241 1/2 lb on the first-mentioned parcel and 237 3/4 lb on the other, to be written off to profit and loss, in order that subsequently the first-mentioned, namely the nuts with the dust, might be transferred to refuse of spices, so as to be sent to Batavia with the first shipping opportunity, as will also be done with the clove dust.
