The stock of grain: this stock of grain as of ultimo December last consisted of 116580 1/20 parras of paddy and sixty parras of Bengal rice; whereby we, both for the supply to our garrison and for the annual dispatch to Sadras and Palleacatta, are sufficiently provided for ample thirty-one months. While we further proceed to the treatment of some domestic matters: Dispute arisen between the widow Appeng and the storekeeper Geeke: upon effecting the transfer of the Dispensary to the present storekeeper, the junior merchant Pieter Willem Geeke, some disputes arose between him and the widow of the deceased storekeeper Appeng over the receiving of goods that still had to be accounted for by her to the Company. The widow addressed herself: regarding this, the aforementioned widow addressed herself to us by petition on the 5th of October last, whereupon we, on the basis of our resolution of the 22nd of December 1710, whereby it was decreed that an administrator upon change of service must take over from the other as much of the balances of goods ordinarily purchased as is required for the provisioning of one year, ordered the storekeeper Geeke to take over from Mrs. the widow Appeng in kind 3775 parras of paddy, 4004 7/8 parras of rice, and 176 parras of salt, which she still had to account for according to the transfer, as not exceeding the provisioning for a full year, provided that the aforementioned widow, also according to the said statutory order, delivered to the storekeeper Geeke the usual percentages allowed to the storekeeper for spillage by the regulation on entry and write-off. With orders also to communicate our advice to Your High Noble and Right Honourable Worships, we have now, in accordance with that highly esteemed order, the honour to note in that respect: that so far as experience has taught us, we are of the opinion that there is no possibility that two ships could find their cargoes for the Fatherland here from the month of September until the end of January, indeed even until February, and that for the following reasons: That since the demands made from Europe over the past 5 years have decreased very much, and together amount to only 9434, or 1887 bales for each year, and therefore, if each annual petition were completely fulfilled—which never, or at least too rarely happens—no more than, or at most, 637 bales can be left over after the loading or departure of the first or October ship, since according to the shipments of the last three years one cannot calculate less than 1250 bales for the full loading of a ship; and thus 613 bales would still have to be supplied from the new tender for the second ship, which is an absolute impossibility to obtain in that quantity so early. For after the conclusion of the previous year's demand and the liquidation of the merchants' accounts, the new tendering of the new demands and the entering into of new contracts can only then take place, with which usually at most factories so much time is lost through the caprices of the traders, that it often runs into the latter part of the month of December and even into the beginning of January before the merchants have accepted the new delivery and signed the contracts; from which it must notoriously follow that none, or at least very few, indeed not even 150 bales, this head settlement included, can be in stock from the new tender beyond the remainder from the previous year, and consequently the dispatch of a second ship so early in the year is made impossible. We hope that these our reasons against the proposed dispatch of a second ship will be accepted as sufficient by Your High Noble and Right Honourable Worships and the High Government in Batavia, and that such a shipment will therefore be abandoned. The said merchants having appeared before us, we made known to them in the most discreet manner, and by way of supposition, whether they found themselves capable of promptly and completely fulfilling the requisition pro patria, should the same be enlarged or doubled, without doing any prejudice to the Indian requisition, which we also required to be fulfilled promptly, and that they had to declare themselves on this finally and without any the least restrictions, and deliver to us their answer in writing. They thereupon subsequently made known to us that they found the proposal which we made to them so delicate and of such a consequence that it was impossible for them to answer it immediately, and therefore most urgently requested us for some days' delay in order to consider this affair with composure, and to be able to speak and consult with one another about it, to the end that they might thereby have the opportunity to satisfy our request, and to hand over to us an answer that was not lightly and thoughtlessly given and drawn up, and thereby to free themselves from falling into suspicion through giving a hasty and unreasoned answer, as if their only concern were, if they embraced our proposal, to get hold of ready money, without intending to fulfill their promises in case they undertook to satisfy the requisition on this Coast of Coromandel, as found at the closing of the trade books on the last of August of this year at the respective Southern and Northern factories, with an indication of their state and condition, namely accounts, as: General Statement of the Debts of the Company's merchants, should the same be enlarged and doubled. We judged that their request was not only equitable but also prudent, and therefore did not hesitate for a moment to grant the same, the more so because they would not afterwards be able to raise the objection, of which the native is indeed full, that we had overburdened them in giving an answer; whereupon, having appeared before us again some days later, they presented to us an extensive Malabar document, which we have had translated, and of which we have the honor respectfully to offer the translation herewith to your Right Noble Gestrenge. From the said translation your Right Noble Gestrenge will, if you please, be able to perceive wherein the reflection, conditions, and the answer of the frequently mentioned traders to our proposal consist, and to which, in order to avoid prolixity and repetitions, we take the humble liberty respectfully to refer, and remark upon the same that in the answer of the merchants self-interest and greed shine through in every part, and that there is no lack of advantageous conditions on their side; which we also made known to them not indistinctly, under protestation that we could never have imagined that they would have given us so intriguing and self-interested an answer to our proposal, and that we would send the same to your Right Noble Gestrenge, remains still [illegible] cottoned to send over, and most submissively refer it to your own wise judgment and approval, and await your Right Noble Gestrenge's highly venerated orders regarding this affair.
