The 5th of February 1779 Insertion thereof residents of the houses and plots situated in this Outer City in the South-East Quarter and Block Letter A, or facing the front along the bank of the river looking out toward the beach, the following petition was presented to the assembly. To the Right Honorable and Severe Lord Reinier Van Vlissingen, Governor and Director of this Coast of Chormandel with its dependencies, etc., etc., alongside the Council. The joint owners and residents of the houses and plots standing and situated in this Outer City in the South-East Quarter and Block Letter A, or along the riverfront facing toward the beach, show with all respect to Your Right Honorable and Severe and Honorable Gentlemen, That during the ancient or first layout of that block, the plots of their aforementioned houses, due to the proximity of both the river and the seashore, were determined at a very cramped width of The 5th of February 1779 3 to 4 and a depth of less than 6½ roeden, which in earlier times, when the Outer City was solely inhabited by Malabar residents and the beach was mostly built upon by impoverished people, were sufficient; however, now that it is mostly built upon and continually being expanded by Company servants and the principal merchants and residents of the city as being situated best for trade, the grounds have become entirely unsuitable due to their shallow depth for the placement of any well-ordered dwelling house; and whereas it has been observed for many years past that not only the bank of the river, but also the sea-bank has strongly increased, and the beach has thereby become noticeably further removed from the buildings and extended, whereby the terrain of the front of the houses has not only broadened by more than half, but moreover it is very apparent that within a few years it will broaden even more noticeably, if the river maintains its course as it has for 20 to 30 years past along the opposite sandbank. And whereas this broadening of the terrain between the front of their houses and the river could in the course of time result in noticeable prejudice to the petitioners, if this were not provided against in time, given that the native population already, by 223. Heeren met alle eer„ bied te kennen, Dat bij de aloude of eerste aanleg van dat blok„ de erven hunner voorsz. huisen om de nabijheid zoo der Rivier als het Zeestrant, op een zeer bekroppe breete van Den 5e Februarij 1779 van 3 â 4. en min diepte van 6½. roeden bepaald zijn geworden, welke in vroegere tijden, wanneer de buiten stad eenelijk door mallabaarse ingezetenen be woond en't strant meest door armoedige lieden be¬ bouwd wierde, toerijkende waren, edog nu dat mee¬ rendeels door Compt: dienaaren ende voornaamste Negotianten en ingezeetenen der Stad als het bite voor de Negotie geleegen, reeds bebouwd en nog Successive aangebouwd werd, zijn de gronden wegens hunne ondiepte gansch ongeschikt geworden ter plaatzing eeniger wel gereguleerd woonhuis, en vermits. 8. men al sedert veele jaaren herwaarts heeft gerequar¬ deerd, dat niet alleen de boord van de rivier, maar teffens ook d' Zeebank sterk aangegroeijd, en het Strant daardoor merkelijk verder van de gebouwen af en uitgestrekt geworden is, waardoor het terijn van 't front der huisen niet alleen meer dan de helft verbreedt, maar 't boven dien zeer apparent is dat het binnen weinige jaaren nog merkelijker ver¬ breeder zal, zoo de rivier haaren loop gelijkerwijs 20 â 30. jaaren herwaarts bebouwd langs de tegens„ overleggende Zandplaat. En nadien dit verbreeden van het tewwijn tusschen het voorfronl hunner huisen en de rivier in 't vervolg van tijd zoude kunnen strekken tot merkelijke prejucditie van de Supplianten, zoo daar tegens niet in teids wierd voorzien, gemerkt den inlander bereeds door 223. Den 5e. Februarij 1779 door het oprigten van diverse kussen en het ophaa„ len en vertimmeren haarer vaartuigen flak voor 't front op de kant van de Rivier haar niet alleen het gezigt naar d' Rhee of zee beletten, maar ook in het opcraagen van goederen zeer veel hinder toebrengd: Teffens met eerbied gezegd, door haaren vuijle en indiscreete wijze van onreijniging over al agter de vaartuigen als Schuilhoeken langs de boord van de rivier het verblijf in de wooningen, inzonder„ „heid in de oost mousson door de vehemente Stank onleijdelijk maaken. zoo neemen zij de nedrige vrijheid uwel Edele Gestrenge en E. Astonishment of this government thereon. received here on the 31st of January last, serving principally as an answer to the letter of this government of the 17th of June 1778, which mainly contained communication of the resolutions previously taken in the Council of Coromandel on the 19th of March, with regard to a certain claim taken over by the Bengal Ministers and charged hither at f 53564:3:8 of the partnership of Lucas Cramer and Comp:e on their attorneys here, the titular merchant Joan Daniel Simons and the Adigar of the Villages Johannes Scheuneman. And since, upon reading the aforesaid missive, it was observed with astonishment that the Bengal Ministers could by no means be satisfied with what was done by this government with regard to the aforesaid claim of The 5th of February 1779 Payment made into the treasury by Simons and Scheuneman of 4846 pagodas 4 fanams 33 cash. Opinions of the Bengal ministers regarding this. the Bengal Society of Lucas Cramer and Company on their attorneys here, the titular merchant Joan Daniel Simons and the Adigar of the Villages Johannes Scheuneman, although for the security of the Society they were made to count into the treasury a sum of 4846 pagodas 4 fanams 33 cash, or all that they declared to still owe to that Society upon the balance of account in a statement of accounts produced in the Council of Coromandel on the 19th of March 1778, but on the contrary are of the opinion that this Council should have considered the formed claim of that Society amounting to f 53564:3:8 as proven and thus, instead of charging back the entire charged sum to Bengal as was done, should have made the aforesaid attorneys deposit the same into the treasury, 231. And whereas the illegitimacy of the aforesaid offering of that statement of accounts The 5th of February 1719 mons and Schuneman. to offer with request for disposition Item how to act with what has been collected circumstances of this matter to Their High Noble Excellencies pretension is demonstrated quite fundamentally in the now received petition of the aforesaid authorized agents, most respectfully dedicated to Their High Noble Excellencies: so it is also agreed to offer the aforesaid petition to Them with a humble request to dispose thereof as shall be found proper. While it is furthermore agreed very humbly to request Them to write to this Council how it shall please Them that the collected sum of P Co: 4846: 4: 33 shall be handled here, as the Bengal Ministers have not been pleased to make the least arrangement in that regard, citing at the same time in the outgoing letter everything that from the nature of the matter can serve as a proposal 235. The 5th of February 1779 Bengal Ministers regarding a certain order to demonstrate the unreasonable demand of the Ministers that this Council, whether the debt was proven or not, ought to have had the sum of f 53564: 3. 8. charged to this place deposited into the treasury by the aforesaid authorized agents, retaining their recourse against the aforesaid Society, which was already insolvent, and this solely because the aforesaid Ministers had taken over that debt on their own private authority for the Company. From an extract, sent hither together with the aforementioned missive of the 10th of December 1778, from the resolutions taken by the Bengal Ministers on the 15th of September prior, it having appeared to this Council that the aforesaid Ministers had been pleased to make a remark regarding a certain order remark of the Bengal Ministers The 5th of February 1779 Consideration thereupon. Their High Noble Excellencies regarding it. order issued by the Governor to the skipper on the ship de Bovenkerkerpolder, Claas Roem, that was present here; so it is, although in the aforesaid order the word be pleased was used instead of order, yet in consideration that this does not give those Ministers the least right to raise objections thereabout, namely whether on that account one could call that order as such or not; at the express desire of the Governor, it is approved and agreed, while transmitting the aforesaid extract, very respectfully to request Their High Noble Excellencies to prohibit the Bengal Ministers in the future from making such remarks, as being contrary to the friendly correspondence Instance of this government to Their High Noble Excellencies under appropriate reasons 237. The 5th of February 1779 The accounts of the poor fund and leper capital presented for approval which one establishment owes to maintain with the other. The statements of accounts of the Diaconate fund and the Leper capital, as they were as of the last of August 1778, having been presented to the Governor for approval by the Minister Johannes Theodorus van der Werth, in the name and on behalf of the Reformed Consistory here: so it is, according to custom, approved and agreed to first have an accounting made thereof publicly or with open doors in the new church by the Diaconate Cashier Wouter Pietersz in the presence of the Political Commissioner and the Consistory on next Friday the 19th of March 1779 in the afternoon at 4 o'clock; also, for the purpose of seeing and hearing the presentation of the aforesaid account on behalf of this Government, to commission the members of this Meeting, the titular merchant Ioan Daniel Simons and the junior merchant Ian Assengh, with the request to the same to supply a report in writing to the Council of Coromandel. 293. The 25th of March 1779 or damaged linens among the good by deceit, upon pain of forfeiture of the same to the Honorable Company. If from the promised number of cloths, specified hereinbefore, any should happen to be lacking by mid-July that we have not delivered, we bind ourselves together to then pay to the Honorable Company as a fine such amount as those undelivered pieces come to when calculated according to the price of the first sort, unless there be some native unrest, notable famine, mortality, and impediments from the Regents, or any significant inconveniences whereby the full delivery of the contracted cloths could not be made, in which case we shall be exempt from paying the said fine. That the receipt of the linens according to the samples cited hereinbefore shall take place at this post in all honesty by the chiefs themselves. That the Honorable Company shall reserve the right, if through unwillingness or inability we should entirely fail to fulfill what has been contracted, to then have the same provided by the other merchants. As a sign of the truth that we shall fulfill the promise and contract aforesaid, we bind our persons and property jointly and each for his own part in particular to the Honorable Company. Thus done and contracted at Jaggernaikpoeram the 9th of January anno 1779. Hereunder follows the aforesaid Contract written in Gentoo and signed by the aforementioned merchants. From a transmitted declaration of the Mate Jan Muller and associates, it appeared to this Council what major defects were discovered on the sloop De Walvisch upon inspection in the river of Coringe, since its late voyage from here to Iaggernaikpoeram in the month of October of the past year, in which the aforesaid vessel appears to have suffered greatly from the stormy weather. Thus it is resolved to consider what was communicated concerning this as informative. And further, for the information of the chiefs, to note in the outgoing letter that the linens sent from here with it, both on account of the Company as well as 297.
