Regarding the sugar. fixed quantity, considering the large quantities of cloves and nutmegs that have been brought to this Coast this year by private traders, which have obstructed their sale to such an extent that the cloves sold in the past financial year still lie, for a large part, in the warehouses of the diverse merchants to whom they were transferred. Whereupon having deliberated, and taking into consideration: 1. That because the offered price for the Japan bar copper stands far below the determination made by Their High Excellencies of 180 per cent advance, the same must consequently be retained in accordance with the express order of Their aforementioned High Excellencies. 2. That the prices for the powder and candy sugar, although somewhat below those of the immediately preceding year, are nonetheless higher than what it has been sold for privately, the prices of sugar being The 21st of December Anno 1778. The sugar. sugar being at present extraordinarily low due to the large supply thereof at Bombay, and as they say, further good parcels are still expected there. 3. That the prices for the remaining goods are, according to the present circumstances, very acceptable. It is approved and agreed: 1st. To determine the sale price of the Japan copper, in accordance with the order of Their High Excellencies, at Rupees 57 1/4 the 100 pounds, being the 180 per cent fixed therefor by Their High Excellencies upon the ordinary invoice value of Rupees 21 1/16 the 100 pounds, counting therein the amount for the copper cases and the Batavia charges; the meeting trusting that the order of Their said High Excellencies must not be understood to obtain 180 per cent advance on the invoice value of this year, which is Rupees 24 1/2, which is impossible to fetch for it. 2nd. Provisionally to sell for the offered price only 1000 canassers of powder The 21st of December Anno 1778. and the remaining goods. Impossibility of the dispatch to Delagoa. powder sugar and 100 canassers of candy sugar, and in the meantime to wait whether the prices may rise somewhat. 3rd. To dispose of all the remaining merchandise for the prices offered for them. 4th. Finally, to have the spices sold according to possibility at the ordinary prices, and to grant for the same and all the other merchandise one month of credit after they have been collected. The Lord Director communicated to the meeting that the native seafaring men to depart with the narrow-vessel De Jonge Petrus for Rio de Delagoa had already for the most part been hired, but that they had afterwards become unwilling to make this voyage with the narrow-vessel, because they said that the same was too small for that purpose. The 21st of December Anno 1778. under discount of 5 per cent. small, and that it has hereby now become impossible to dispatch the narrow-vessel to Rio de Delagoa, of which it has been agreed to keep this record. The narrow-vessel to Ceylon. Since the aforesaid narrow-vessel De Jonge Petrus can be spared here after the departure of the ships, it is, upon the proposal of the Lord Director, approved and agreed to let the same depart from here together with both ships via Cochin to Colombo, under the command of the Chief Mate and Master of Equipage Johannes Boelen, for the collection of a cargo of Ceylon areca nuts, and to let it return again from Ceylon via Cochin, where the officials will be requested to be willing to load into it another 10 candies or somewhat more of pepper, according as the stock and the room in the narrow-vessel will allow, the areca nut and the pepper being at present very much in demand here. Received a missive from Ceylon, written the 26th December 1778, serving among other things as conveyance for a second assignment of f6187:10:-, which the junior merchant Conradi at Gale paid into the Honorable Company's treasury to be received here again by the merchant van der Sleijden and the junior merchant Wiardi, regarding which it was resolved to make this entry and to have the assignment paid from the Company's treasury in 5000 Rupees or f6000, being, after deduction of 3 1/6 percent for the difference by which the Rupees reduce to less than the Ducatons in Dutch money, the amount of the aforesaid assignment. Yesterday the following letter was received, which, according to the entry in the Resolution of the 4th of this month, was handed by skipper Ten Sonder, commanding the ship Venus, to a certain Captain Burton for delivery. 176. Right Honorable Worshipful Sir, The circumstances or condition in which I find myself with the Honorable Company's vessel Venus are as I humbly inform Your Right Honorable Worship, thereby, while awaiting the Lord's blessings, to give further notice of my so far safe arrival here, as I take the liberty to enclose with Your Right Honorable Worship's missives one for the Honorable Governor Falck and one to the Honorable Governor Plettenberg at Cape of Good Hope, to obtain from there the necessary assistance of both crew and victuals, because I judge that this will incur the least expense for the Honorable Company. Requesting Your Right Honorable Worship to send the enclosed missives with the first of our outgoing ships to Ceylon, so that from there the second letter can be sent to Cape of Good Hope. And I then hope to receive from there the help that will be needed further to resume my voyage. For although I can obtain provisions here for my remaining crew, yet with the necessities that are required here, I must buy them at the dearest rates from the hands of the vessels lying here, as I have found here two small vessels under the Emperor's flag and an English grab under the English flag. The latter belongs to Suratte and will possibly think of returning here in the month of January 1779. Upon such an occasion I most humbly request Your Right Honorable Worship then to send me, at the Honorable Company's cost, a corge or 40 pieces of coarse blue cloth, in order to use it here for bartering for provisions. The Director subsequently communicated to the meeting that, after the voyage of the small vessel, which had been determined by the Resolution of the 4th of December last, had to be abandoned according to what was recorded in the Resolution of the 24th of December thereafter, he immediately had inquiries made whether anywhere a moderate-sized vessel, somewhat larger than the small vessel, was available for charter to make a voyage for the Company to Rio Lagoa, but that he could not find one, and that there is thus no other means to assist Ten Sonder from here than to charter a ship for that purpose, 177. Whereupon having deliberated and considered that, if the voyage of the small vessel could have gone ahead, this voyage could have been made with small expenses, and that the meeting would also have dared to assume to some extent the costs of a moderate-sized vessel if such had been obtainable, but that as regards chartering one of the aforesaid ships for the voyage to Rio Lagoa, this is a matter of very grave consideration in view of the great costs involved; all the more since from the letter of skipper Ten Sonder it not only does not appear that the ship and the crew are The 28th December Anno 1778. in such a condition that assistance from the Cape of Good Hope could not be awaited, but that one cannot even doubt that Ten Sonder, in such a case, would have requested help from here, the situation of Suratte being known to him, as well as the possibility of being able to do so if necessary, had he judged more prompt help necessary than could be sent to him from the Cape; to which is added that there is now a settlement of Mr. Willem Bolts at Rio Lagoa, and that one therefore cannot doubt that skipper Ten Sonder, during the time he must remain there, will if necessary find there that assistance which European nations are accustomed to show one another; that consequently the main purpose in sending a ship to Rio Lagoa would have to be to transport so many men there that skipper Ten Sonder, with the help thereof, could still continue the voyage to the Cape before the change of the monsoon, but that one is not only not assured

Sending no vessel thither it is certain whether the ship Venus might not in the meantime have needed other assistance that cannot be provided from here, but that it is also already somewhat late in the season not to have to fear whether this ship will be able to arrive at Rio Lagoa soon enough for that purpose, seeing that some time must still pass to put it in a condition for the voyage thither, and that if this is not the case, the expenses applied for this purpose would for the greater part be useless, because the ship Venus would nevertheless have to remain so long at Rio Lagoa that the assistance from the Cape, upon the news that is to be transmitted thither with the Ceylon ships, can easily arrive there in the meantime, even if the Cape Ministers had not received notice thereof earlier through some other way. It is unanimously approved and resolved to refrain from sending an express ship, and that of The 28th of December Ao. 1778. notice of this case to Ceylon To send the requested Baffas upon a good opportunity Difficulty in paying off the Moors however of this case notice of this Resolution will be given to the Ministers of Ceylon, and likewise also to the Commander and Council at Gale, with the request that in case the ship should arrive at Gale too late to be able to await an answer from Colombo, to then directly give notice of the foregoing to the Cape. That furthermore it shall be submitted for consideration to the said Commander and Council whether it would not be good in such a case, for further instruction, to open the letter to the Governor of Ceylon, especially to discover whether enclosed therein is the letter to Mr. van Plettenberg mentioned in the letter of Ten Sonder, which was not received here. Finally, it is resolved to send the blue Baftas requested by Skipper Ten Sonder to him, if a good opportunity arises for that purpose, in order to be able to exchange them for refreshments and whatever shall be obtainable at Rio Lagoa for his further requirements, provided an accounting thereof is rendered to the Cape Ministers. There was read in the meeting a report from the Junior Merchant and Pay-Bookkeeper 179 179 The 28th of December A:o 1778. van Bijland, stating that this year, among others, several Sarangs with their subordinate crews have returned, who according to the received payment specifications enjoyed very generous advances at Batavia, and thereby upon their arrival here were owed very little; that these people were therefore unable to pay the soul-sellers and the servants of the Government that which they are bound to pay by established custom, and that for this reason they denied having had such benefits at Batavia as the specifications indicate; that the aforesaid Pay-Bookkeeper therefore had very great difficulty in settling with these people, the more so because the Government in such cases always takes the side of the complainants without paying any heed to the objections, and that to prevent similar disputes it would be necessary that henceforth a general regulation be established and followed regarding the advances. Whereupon The 28th of December A:o 1778: To request Their High Excellencies to limit the advances to 6 months. Examined H. The 7th of January Anno 1779. Regarding the desertion of a sailor, an investigation was conducted, but he was not found. The accompanying letter to be sent to the English. It is approved and resolved to cause to be made, in addition to the aforesaid water cisterns, three small water cisterns, which shall all communicate with one another by underground pipes, in the following different places, namely: One at the Company's stable behind the residence of the Director, measuring 6 feet square and more or less 6 feet deep, which on one side communicates by an underground pipe with the large water tank near the well on the southwest side of the clerks' quarters, and which with another underground pipe discharges into the gutter that carries the water from this side of the shipyard into the river; by means of which water cistern one will suitably be able to direct the water with the fire engines over all parts of the said stable and along the back of the so-called artisans' quarter. It has been taken into consideration that this meeting, when taking the resolution of the 21st of December last to sell the Japan copper, in accordance with the very honored order of their High Noble Lordships, only at an advance of 180 percent and otherwise to let it lie until further orders from their said High Noble Lordships, had no intention of sending to Ceylon the 65000 Rupees that have been transferred thither with the ship Stavenisse in fulfillment of the one hundred thousand Rupees which it has since appeared that their said High Noble Lordships, in their rescript to that government, had promised the ministers there that they were to receive from here; a matter which one nevertheless could not fail to do, since it was notoriously counted upon for Ceylon in satisfaction of the necessary cash, besides the fact that in this government one is at times The 17th of January Anno 1779 at times very much at a loss for rupees in specie, even for the continuation of the textile trade in the absence of gold, and furthermore that the spice trade has hitherto proceeded very hesitantly, and that it is not to be foreseen that this will improve much during this entire sailing season, since Bombay, whither otherwise every year good consignments of cloves and nutmegs are made by the Surat merchants, is still so amply provided therewith by what has been brought thither successively with English ships, that this place not only requires nothing for itself, but even makes consignments to Bhavnagar and other places around there, so that the sale thereof for the Company is also diminished there accordingly. Added to which are the warlike movements in the country, both by an army that has actually marched out from Bombay to support the claims of Prince Raghunathrao to the Maratha Empire, and by another army which 1044 The 17th of January Anno 1779 [illegible] which has come overland from Bengal, as they say, for the same purpose, and which is believed to have already advanced south of Burhanpur: all of which, on account of the uncertainty of the outcome, restrains the merchants from daring to venture inland with things to which so much money is attached; that consequently sugar will have to make up the main part, but that it cannot be sold immediately for cash either, besides the fact that the proceeds thereof alone are not sufficient to make up the amount of the textile requisitions, of which that for the Indies is noticeably larger than the meeting thought, based on a rough calculation, when taking the aforesaid resolution, the same amounting together with the requisition for the Netherlands to more than four hundred thousand Rupees. For all of which reasons, on the proposal of the Director, it is agreed to enter once more into negotiations with the brokers concerning the sale of the Japan copper, The 17th of January Anno 1779. and to try whether one can negotiate more reasonable prices for it than have been offered thus far, because the meeting will otherwise be compelled to reduce the contracting of the requisition for the Indies so far as is necessary. The brokers were thereupon summoned into the meeting and further conferred with regarding the sale of the copper, with the representation that the bid made by them is entirely unacceptable. The same have thereupon declared that they did not wish to deny that the prices of the copper might rise somewhat in the future, and that the Company might consequently in time perhaps make the price of Rupees 6 1/180 per 100 pounds which is currently asked for it, especially if it can remain lying until the coming favorable monsoon, so that it can be disposed of in the meantime.
