If the ruler should again insist upon this, that the north point of the Company's lodge should be demolished, even without your prior knowledge, and restored to its previous form, the firmness with which you denied that unreasonable demand gives us satisfaction, and the mere rumor of the dispatch of the bark de Snelheijd by the servants to inform you of the aforementioned case apparently made the ruler anxious that his demand would not be received favorably by you at all, while that fear will certainly have moved him to provide a cargo of pepper and tin for the bark de Paaspoedig lying ready, as we see from your just-mentioned letter of 30: xber: that such took place. We furthermore trust that the ruler will not have further insisted on the aforementioned demolition and restoration; yet should he have done so contrary to expectation, we expect that the Residents will have made your view on that matter understood to him. 7. 233 Pepper and tin financial year have increased compared to those of the year 1776/7, originate primarily, with respect to ordinary rations, partly from an account from the headquarters amounting to ƒ1263:13:— and partly due to the presence of some additional servants; extraordinary expenses on account of what was spent at the presentation of the late Governor-General Jeremias van Riemsdijk; hospital expenses, because here for the service of that hospital 5½ pieces of ordinary bleached Guinea cloth had to be purchased; and also due to the higher billing of the received medicines in this financial year, together with the account of new works, for the consumption of some additional construction materials; while the reduced debit items have resulted from fewer assets becoming unserviceable, a smaller number of bondmen and servants, somewhat less provisions supplied to the small vessels belonging here, less paid in wages, fewer expenses incurred on ships; and not much repair and carpentry having been needed; while the reduction in profits has its origin in the fact that few merchandise goods were on hand. Regarding the forthcoming delivery, we dare not yet inform Your Right Honourables anything with any certainty; if the king keeps his word, the shipment thereof, at least of the last-mentioned product, will in the coming year be considerably larger than it was in the present one, as well as earlier; to which end we constantly urge His Highness with all possible persuasive arguments, as well as to deliver 30000 piculs of the said mineral, which he, as well as the forthcoming quantity, says he cannot promise, because he cannot foresee whether sufficient rain will fall on Banca for the working thereof, and we can assure Your Right Honourables with truth that we have no audience with the king without this article always being one of the subjects about which we most earnestly speak with the prince. Your Right Honourables' dispatch to the king of the 29th of June last appears to have made some impression on His Highness in this regard as well, and upon our reading thereof, we brought to the prince's attention that these were the consequences of those practices for the redress of which we had so often pressed him. The king now constantly speaks of wishing to make a rich and early delivery of the products according to his ability, saying that he will first send the tin, if there should not yet be any pepper, and afterwards that grain. A considerable number of vessels has also already departed for Banca to collect that mineral, which are still followed daily by others, and it is said that strict orders have once again gone out to the uplands to promote the cultivation of pepper as much as possible. Because 77 3/8. 15 Tin Because some tin mines, through prolonged digging in the same, came to yield little or nothing more of that mineral, the king, on our persistent urging, has given orders to search for others on Banca and to work them. If His Highness and the grandees of the court are to be believed, some of those found are said to be very rich and give hope, once the installations and requirements belonging thereto (to which they set no year) have been brought to completion, of yielding considerable quantities in time. Regarding the contraband trade, we flatter ourselves that it has been carried on considerably less this year than in the previous one, because, following our complaints to the king about some persons who have become known to us in this regard, many who are otherwise accustomed to it have not dared to risk it, since His Highness, after our said complaint, has placed some guards in the rivers to inspect the incoming and outgoing vessels; while in addition, he has also kept some cruisers in the Banca waters this year. On our part, we have not neglected to oppose this trade as much as possible, in order to hinder it all the more and make it more difficult, and we have pointed out to His Highness that Riau was the rendezvous of the entrepreneurs in that illicit dealing, and that that place was thereby increasing in prestige and power at the expense of his interests; whereupon the king provisionally forbade the voyage thither to his subjects for this year, and requested of us that we would grant no passes to anyone for that purpose, to which we have agreed in the hope of Your Right Honourables' approval. With respect to foreign Europeans, we have the honour to inform Your Right Honourables that four to five English adventurers (the number cannot well be determined, because when they notice that they do not succeed, they leave for five to six days and then return again) have shown themselves in the Banca waters, two of whom have become known to us, namely Captain Jeader with the Mary and Captain Lindsay with The Indian Queen, of all of whose arrival we have informed the king and requested him that he, together with us, would earnestly cooperate to prevent all trade with those illicit traders as forcefully as possible, to which His Highness has also shown himself very well inclined, as from that time until now he has almost always had emissaries and cruisers on Banca and in the waters to oppose the illicit trade, and 9

to watch the actions of his subjects, and as far as we know, the said adventurers also had to depart again without having accomplished anything; Regarding the said Captain Lindesaij, we furthermore have the honour most respectfully to inform Your High Noblenesses that at the end of the month of October last, one of the commanders of the cruisers stationed outside came to inform us not only of his arrival, but that he had declared that if the king would provide him with a cargo of tin, he would then pay the debt of Captain Parks, and also that there were four Moors on his ship whom he had attempted to put ashore at the Sousang, but who had been chased back outside by the cruisers stationed there. The undersigned, noticing that this came from the king's side and not yet fearing from this that it might give rise to any illicit trade with Captain Lindesaij, resolved thereupon to investigate this matter further, and to that end summoned Assan Niena daut to them, who upon being questioned related that Captain Parks, his owner in Bengale in whose service Captain Lindesaij also was, had given orders to satisfy the said debt; that the latter also had orders to do so and had sent him up here to negotiate with the first undersigned on that subject; while upon our notification regarding the condition accompanying it, he declared to us that the said captain would indeed satisfy the debt apart from a cargo of tin. To prevent all negotiation with the Palembangese, the humble undersigned therefore had the English ship placed between two cruisers, with the strictest orders not to permit the slightest correspondence between the same and the natives, and further resolved, as a further test, to send the said Moor back to Captain Lindezaij with a friendly letter in which it was made known to him that the receipt of the money would be agreeable for the tin which had been destined for the Dutch East India Company when Captain parks had robbed it from a royal vessel in a violent and hostile manner; but if that payment were to take place at the price of a cargo of tin, he should not flatter himself with satisfying it in that way, since such would not be permitted nor the slightest infringement upon the Company's privileges tolerated. A few days thereafter Assan NinaDaut came up again, bringing with him a letter from Captain Lindezaij in which, so far as it could be translated here deficiently, he indicates that he gave that Moor no commission in this matter, and even forbade him to say anything about it to anyone, indeed even to mention his name; that he no longer wished to have anything to do with these matters; that his orders were that if he could obtain a cargo of tin, Captain Parks would then satisfy his debt; and that the ship of the latter had been with him to discharge the said debt with opium and iron, but if such were not accepted, that Captain having departed again would return within four months to pay his debt in cash. We thereupon wrote back to Captain Lindesaij that we now clearly perceive that his entire pretense had been merely a lure for the Palembangese to obtain a cargo of tin, which we would by no means tolerate; that the order of his owner, if it were true, was but little more innocent than the deed of Captain Parks himself; that the offer to pay in opium and iron was entirely rejected, and that one continued to hope for payment in cash; and that since his longer stay in Bangka Strait was now needless, the cruisers also had orders not to provide him with any water or firewood, since according to his pretense his voyage lay to Batavia, where in this season he could arrive in a few days; while moreover the said cruisers received orders not only to pursue the Briton upon departure as far as they deemed necessary, but also to tarry at that place for a few days lest the desire might overtake him to return. On the occasion of the sale of that grain and the emptying of its storeroom, a quantity of 15843. pounds was found to be completely smothered and unserviceable, the presumptive causes of which are described in the accompanying report, to which we take the liberty most respectfully to refer; of the said spoiled quantity we had 13875. pounds separated out, which were sold at public auction according to the vendue roll and yielded 38 7/8. realsp:s or ƒ 104: 19:—, while we furthermore take the liberty, regarding this food found to be smothered and unserviceable, to petition Your High Excellencies for a favorable consideration and decision on this matter. Regarding the construction of the lodge, we have the honor to inform Your High Excellencies that, following what was last communicated by us in this regard in our respectful letter of 3 November 1777, what had been lacking between the east and south points has been completed and the west point along with the powder magazine belonging beneath it has been fully built, and furthermore that progress on the curtain wall and the buildings belonging to it has advanced so far that, apart from the gate, nothing is lacking for its completion except that part projected for the military barracks and the main guardhouse; while we furthermore take the liberty in this regard most respectfully to assure Your High Excellencies that we are using all diligence with the craftsmen at hand to complete the work in progress as quickly as possible. The humble first draftsman takes the liberty herewith to bring respectfully to Your High Excellencies' attention that the kitchen behind the projected new residence of the first resident will turn out to be very cramped, which is caused by the fact that it projects into the rampart, and the chimney must therefore be erected in the middle of it in order to pass along the rampart walkway, which is six feet wide, whereby that room becomes so cramped that the necessary essentials cannot be placed in it, and there is scarcely room left for the preparation of food; behind the said projected new residence to the side of the slave quarters a spacious empty yard will remain, where easily, if it should please Your High Excellencies, another kitchen with a width of 18 feet and a depth of 14. feet could be built, wherefore he ventures not only to petition Your High Excellencies' favorable consent for this, but also, because in the new building no secure and safe storeroom will be found for the rice required for the household, that this kitchen may be boarded over with an attic floor in order to be able to store 2 to 3 koyans of that grain under the tiles; he having the honor to submit humbly to Your High Excellencies herewith the calculated estimate for both items. Concerning the servants, the comforter of the sick Benjanin Hopker, who was released by Your High Excellencies to the main settlement, has requested of us, because his replacement has not yet arrived here, to be permitted to continue performing his duty at this trading post until that time, which we have granted him in the hope of Your High Excellencies' approval.
