273 Pilot Soldier That the net proceeds of the provisional boatswain Pieter Iurgens of Bornhelm, Pilot, who died here in the past book year on the 14th of August 1777, were only counted into the Honourable Company's cash around mid-July of this year to the amount of 231: 1/32 rixdollars, because his estate could not be settled earlier since the outstanding monies were not collected sooner. While during the aforesaid period, 22 persons died, went missing, or drowned here, and as such are closed in the pay books, of whom: 1778 14 April: Sijbrand Maijer of Stavanger, quartermaster, who beforehand properly made a will regarding his estate, as the copy of his testament in the Palembang Ledger of this year, after the chamber Zeeland, clearly shows. 4 July: Johan Engelhardt Muller, of Haartsberg, second surgeon, who, after having likewise properly made a will regarding his estate on the 18th of March of this year, as appears in the pay ledger after the chamber Amsterdam, went missing and absent on the date mentioned in the margin; and since no information whatsoever has been received about him since, his executor handed over the estate to the curator ad lites, who sold it at public auction, and the net amount of 50 3/8 Spanish reals was counted here into the Honourable Company's cash on the 31st of August past. 10 May: Gerrit Nauta, of Worcum, master carpenter, and 22 July: Johan Jurgen Koning of Balle, smith, who both passed away here on those dates without leaving a will, yet leaving some few goods, whose amounts totaling 50 7/16 Spanish reals were likewise properly counted into the Honourable Company's cash on the aforesaid last of August past, namely from the first-mentioned 34 3/8 rixdollars and from the last-mentioned 16 1/16 rixdollars, which was taken in reduction of his debit balance with the Honourable Company. The above mentioned we declare and attest to be the pure truth, while we are prepared, if required, to confirm the same further by oath. — Beneath stood: On the Honorable Company's Pantjalling De Nepthunus, lying at the Sousang, the 24th of September in the year 1778. High Noble, Right Honourable Lord and Noble Lords, The vessel mentioned in the margin having been found upon inspection by the delegates to be afflicted with such defects as cannot be repaired here, and it having also been judged by them that it was most beneficial for that vessel to dispatch it to Batavia during this present west monsoon, we take the liberty, in hopes of a favourable interpretation, of dispatching the said pantjallang herewith to Your High Honours' main capital; while we furthermore refer ourselves most respectfully to the reports enclosed herewith, both concerning the examination of that vessel and the qualification of its seaworthiness to accomplish the voyage. We have taken the liberty to send off this small vessel somewhat earlier, in order to prompt the Court to a speedier dispatch of the upcoming pepper and tin vessels, as we have made them believe that this dispatch is taking place to inform Your High Honours that, despite the promises, we do not yet see much progress toward an early delivery, and that we are consequently apprehensive that things will go according to the old routine again. How large the delivery of tin will be this year we cannot nor dare we communicate with any certainty to Your High Honours, as the reports regarding it are conflicting; for at one time it is said that it will be larger than in the previous year, and then again that it will not surpass it, although from our side we insist most strongly that it be brought to 30,000 piculs according to the contract. Among the unserviceable goods being sent off with this vessel are: 6,422 pieces of iron grape-shot and 6,257 pieces of lead grape-shot of various calibres, of which the stands, through age, since they were brought here in the years 1739 and 1740, have rotted and perished, and since the manufacturing of these stands here turns out very expensive, we have, to avoid such expenses, deemed it best, in hope of Your High Honours' approval, to send the said balls to the capital. Just as we also, to avoid the retention of needless remnants, send over herewith by the bearer of this 5 pieces of bearing compasses, while we have retained 2 pieces of those instruments here, as this number is sufficient for this trading post. We take the liberty of presenting herewith to Your High Honours a petition from the master craftsman of the house carpenters here, Willem Kettenis, beseeching Your High Honours' venerated permission to be allowed to send over to the Deacons of the Reformed congregation at Batavia a young daughter of the quartermaster Hendrik Willem Lomeijer, who was murdered here; which child he took into his house after the death of the father to provide her with a Christian upbringing as much as was in his power, and since the reasons given by the man contain the truth, we make so bold as to beseech a favourable resolution from Your High Honours upon his respectful request. For the service of the lighter Zwolf, we have taken from the bearer of this 5 pieces of metal swivel guns of [illegible], in order to equip that vessel for its defence when it will be dispatched to Batavia, on which occasion the cost of that ordnance will be charged to the capital. f. 0 281 To the Honorable Sir Jan de Vries Merchant and Chief here Honorable Sir, Pursuant to your Honor's orders, we, as expressly appointed commissioners, have gone on board the Honorable Company's cruising penjallang De Nepthunus, lying here on the slipway, and upon careful examination and inspection found that the continuous leakage on that vessel mainly arises from the weakness of that keel, both above and below, but most especially in the belly, where its knees are very poorly conditioned, and indeed in such a way that there is almost no firmness left to them for the outer skin, caused by the manifold repairs done, whereby no nails will hold any longer in the majority of the knees, while in the keel on the starboard side there are several holes which the worms have eaten into it, and the deck as well as the hold is gnawed through everywhere by the white ants. And since both the condition of this place and the lack of the necessary timber do not permit repairing the said cruising penjallang properly, we believe that the longer detention of this small vessel here will be very detrimental to it and might at times render it unable to be sent to the Capital. Wherefore we judge that it is best, after the vessel has first been provided for here as much as possible, to send it to Batavia still in this west monsoon, when the voyage is still quick and easy, because in the east monsoon it would not be able to complete an upwind voyage thither without being exposed to great danger. The King's Juragan Abaul Sallil, who shall have the honor of presenting this to Your Excellencies, intends, upon his safe arrival at the capital, to petition Your Excellencies for a further pass in order to be permitted to sail to Java for trade, for which the cargo of this brigantine is also properly suitable. However, since some space remained open in its hold, there was additionally shipped into it, on the King's account, a quantity of two hundred and seventy picols of tin, to be delivered at the capital to the Honorable Company. The arrival of the tin vessels from Banca is awaited with impatience, and several keels are lying in this river waiting for their cargo in that regard. We have already addressed the King and the court dignitaries several times in the most serious manner concerning this delay, and pointed out that in this way the delivery, instead of being early as promised, will again turn out to be late, and thereby reason for displeasure will be given to Your Excellencies. However, His Highness has likewise expressed his astonishment to us over this delay and said that he knew no other reasons to give for it than that, according to reports, the heavy westerly winds still keep those vessels confined to that island and prevent them from putting to sea. We demonstrated the contrary to the prince by means of the reports which we received from the vessels that arrived from the north, whose juragans testified to having had much calm weather and light winds during the voyage. Express after express is being dispatched on the King's behalf with orders that the aforementioned vessels must be sent here as swiftly as possible, the effect of which we hope to experience shortly. A few days ago, some vessels with tin from Banca finally arrived, and we flattered ourselves then that, pursuant to the promises which seemed so emphatic, the vessels destined for Batavia would be laden and dispatched immediately. However, instead of this, we find that this work not only proceeds very slowly, according to old custom, but that neither unceasing exhortation, nor friendly nor serious address, has the slightest influence in bringing about more rapid progress. And as this opportunity presents itself, we have threatened the Court that, since it appears most clearly to us, both from the slow delivery of the tin from Banca and the frivolous excuses regarding it, as well as the delay in sending the vessels to Batavia, that it is a wilful purpose and stubborn resolution not to wish to comply with Your Excellencies' desires, nor to give Your Excellencies satisfaction, we also notified the Court that we would give Your Excellencies proper and dutiful notice of both matters, which we have the honor to fulfill most respectfully with this. It is still a mystery, Honorable Lords, how large the delivery of tin will be this year. It is said that the King, a few days ago, strictly demanded thirty thousand picols from the directors of the tin mines, to which they pleaded their inability, but had agreed to bring the delivery to 24 to 25,000 picols. However, we dare not assure Your Excellencies of this as truth; for the manifold artfully concocted rumors and reports, as well as the promises that seem so fair, have taught us all too well, to our regret, that little reliance is to be placed on all such tales and assurances from the Court, or rather to say its ministers, as they nevertheless mislead the King in all manner of ways and govern the realm more than the prince himself. P S King's Juragan Boestam No. 16. To His Honour The High Noble Most Honourable Reynier de Klerk Governor General together with The Noble Councillors of the Netherlands Indies High Noble Most Honourable Lord, and Noble Lords. We have the honour to let this serve to accompany a readied royal vessel, being a sloop, commanded by Juragan Boestam, and loaded with 250 piculs of pepper and 1000 piculs of tin. On this occasion we also do ourselves the honour to inform Your High Honours that after much asking and inquiring the King finally, upon our repeated inquiry as to when his envoys would depart for the capital, as time was beginning to advance considerably, declared to us that this year he would dispatch no ambassadors to Your High Honours, because His Highness had no matters of great and particular importance to propose. We expressed our astonishment to His Highness thereat, and said that this might at times cause displeasure to Your High Honours, and that this was a novelty, since for years past an embassy had always gone to Batavia annually, to which the prince replied that this year it was happening according to old custom, namely that envoys were sent when something of weight or matters of importance had to be proposed to Your High Honours, but if not, that ordinary matters were always settled by the head of trade as emissary, and that he had given instructions for what he currently had to request of Your High Honours to the head of trade currently in Batavia, the Kyai Ngabehi Darpo Tjito, while after having said this the King also immediately changed the subject, as this conversation did not seem pleasant to him. As the reports concerning the pepper crop are generally that it has turned out reasonably well, but that the low water in the rivers significantly delays the delivery of it from the interior, whereby we fear not only that the royal vessels still due to depart for the capital will be able to obtain little of the same for transport, but also that subsequently, in the event of a considerable delivery of it here in this lodge, we will not be able to manage with the 48000 round Spanish reals requested in our respectful requisition of 15 February past, because from that the amount for the cargo of a ship and the annual necessities for the establishment must still be deducted, while our cash balance today is only 8493¼ reals of that currency; thus we take the liberty most respectfully to petition Your High Honours that it may please the same favourably to increase the aforementioned requested 40000 round Spanish reals by another 10000, whereby our requisition of cash becomes 50000 round Spanish reals; while on our respectful little requisition accompanying this there are also noted in that regard some sailcloths, the supply of which we also petition, as through a more than ordinary usage they are entirely consumed or few of them remain. We therefore justly fear Your Right Honorable Lordships' displeasure, both over this delay and the late issuance of the passes, as well as those that are still to be issued, which by our estimate will still happen for eight or nine vessels that are merely lying in wait for the tin. Yet we take the liberty of most respectfully assuring Your Right Honorable Lordships that we are doing everything in our power to comply with Your Lordships' orders and intentions; while regarding the late issuance of the passes, we supplicate Your Right Honorable Lordships for a favorable indulgence, for the sake of the necessity in which we find ourselves; because if we were to refuse that issuance, the tin lying ready on Banca would serve the Palembangers only to carry on their so beloved smuggling trade. In our submission of the 15th of April past, we informed Your Right Honorable Lordships that the King would send no envoys to the capital this year, and the reasons that caused this. At present, we have the honor to inform Your Right Honorable Lordships that His Highness has changed his mind, to which, as is said, the letter from the Head of Trade currently in Batavia might have given occasion. Within a few days, an emissary from the prince will be dispatched to Your Right Honorable Lordships, who presumably will be the Kheeemang Satja Dinafa, and whose commission, it is said, will contain a supplication to Your Right Honorable Lordships for the direct passage from here to Java once again. On the 19th of this month, we received a letter from the Commander of the bark De Nagelboom, Jan van Dam, informing us that after completing the commission on the reef of Bato Carang, he had been forced on his return to the capital, due to a shortage of water and firewood, as well as the crankness of the vessel, to enter this river, with the request that he might be provided with the two first-mentioned necessities as well as more ballast; while beside that letter we received another from the skipper and master chart-maker Jacob Cooper, reporting that he was severely ill with diarrhea, and was in such a bad condition that he was daily wrestling with death, and that the assistant surgeon of the vessel was also unable to perform his duty due to illness, on which account he requested the Chief Surgeon of this station, and permission to come up here. However, since due to the lack of an assistant surgeon here we could not send the Chief Surgeon down, in order not to leave the sick at the station without help, and on the other hand also taking into consideration that the commission entrusted to the said Cooper could be of such importance that his presence there was strictly required, we have, in the hope of Your Right Honorable Lordships' approval, written to the Commander of the bark to come up here as soon as possible with his vessel, in order to possibly deliver the necessary medicines to the said Cooper for his recovery; but if he should have passed away in the meantime, that he must then at the Sungsang, with the help of the cruisers stationed there, take in the requested items as quickly as possible and resume his voyage without delay. The Skipper and Master Cartographer Jacob Cooper having recovered from his indisposition to such an extent that he can undertake the voyage again, we have the honor to allow the bearer of this to proceed on his voyage, and at the same time to inform Your High Excellencies of the arrival here in front of the Factory on the 6th of this month of the small vessel De Kleijne Pallas, with which we found ourselves honored with Your High Excellencies' respected letters of the 7th and 11th of May last; and as this is the first occurring opportunity to be able to comply with Your High Excellencies' honored order to the first undersigned to inform Your High Excellencies of his choice, either for continuation at this Trading Post, or else departure for the capital for repatriation to the Netherlands; he has the honor, in respectful fulfillment of that order, to express to Your High Excellencies that he is exceedingly sensitive to the trust that Your High Excellencies are pleased to place in him, as well as that Your High Excellencies' most gracious expressions regarding his person and conduct have not only so touched him that he expresses his deep gratitude in that regard, but also that they have worked so powerfully upon him that, however much his private affairs call him to the Netherlands, he nevertheless, sacrificing them to the interests of the Company, has resolved, in fulfillment of Your High Excellencies' revered wish, to continue in this residency for some time yet. High and Noble, Right Honourable Lord, and Right Honourable Lords: Finally, the King's five last pepper and tin vessels are sailing toward Your High Honours' capital, bringing to a close this year's delivery. But although we flatter ourselves that the dispatch of 28000:½ picols of tin will give Your High Honours some satisfaction, we fear at the same time Your High Honours' utmost displeasure regarding the late dispatch of the vessels, which is so contrary to orders; notwithstanding that we can assure Your High Honours that we left nothing untried to effect an early departure. However, all our applied efforts were thwarted by the cunning artifices of the directors of the tin mines, 1500: — 1500: — 1100: — 1400: —. 830:½ 672.½. 270: 7600: 7500: — 700: 1700: 1000:— 1800:— 950:— 100: 010: 300:— 1300: 872:½. 1200:— 787:½. 500:— 1300:— 1307:½. 800:— 8000½. To 9 mines; and the delivery of the tin would not have reached anywhere near so high an amount, had the King, notwithstanding the conduct of those directors, not remained steadfast in his resolution to offer Your High Honours a considerable quantity of that mineral. For, the prince having not only intended this, but also, as appears from our humble letter of the 3rd of April passato, having finally declared that he absolutely wished to have thirty thousand picols of that mineral sent to Batavia, the managers of the mines understood very well that if this went through, it would cause considerable damage to their smuggling trade, which they otherwise conduct. On which account they took every path and used every means to frustrate this intention of the King, both by telling His Highness a multitude of falsehoods, and by detaining on Banca the tin lying ready there, and in the meantime continually informing the prince that it was expected daily. By these means and delay, they hoped to compel the respectful signatories to close the shipment, whereby they would have remained blameless, and through this appearance would have attributed the fault to us, that we had prevented the King from executing his well-intentioned decision. The humble signatories therefore foresaw well, as the King continued to persevere in his intention, that if they accommodated him in this, it would cause an extraordinary and very contrary to orders late dispatch of the vessels, which placed them in great perplexity. But they simultaneously considered that, since one had worked for so many years to finally dispose the King to resume significant deliveries of tin and to comply with the contract, it would therefore, according to their humble view, not be advisable for them to offend His Highness now, as it might then take much effort to bring the prince back into such a good humor, whereas, now that the work had once again gotten underway, it would encourage him to proceed further with it, and whereby the faithless designs of the directors of the tin mines would not only be ruined, but they would also be compelled in the future to have their tin brought from Banca to this place somewhat earlier. For which reason we resolved to leave the delivery open for some time longer, and in the meantime continually urge the King for the departure of the vessels. This was finally of such consequence that His Highness, having grown tired of the continual disappointments caused by the directors, burst out in a fierce wrath against the cunning and so very well-known

We would not have proceeded to this step and transgression of Your High Excellencies' order had we not, according to our humble understanding, found ourselves in the necessity to do so, wherefore we most respectfully petition Your High Excellencies to be pleased to take our conducted behavior regarding this into favorable consideration. Furthermore, we have the honor to inform Your High Excellencies that on the 23rd of the past month of June, a Chinese junk anchored before the banks of this river, commanded by one Nakhoda Sim, having departed in 1778 from Banjarmasin and in the said month of June from the main settlement to Eijmuij, on which voyage that keel had the misfortune upon entering the Bangka Strait near the island of Lucipara to run aground upon the reefs and thereby lose three pintles of the rudder, in which state it was found by a cruiser and, with the aid of that small vessel, arrived before the river here, so the said Nakhoda, since in that condition he could not continue his further voyage, requested of us to be allowed to bring the rudder up here for repairs, which we granted him in the hope of Your High Excellencies' approval, after which it was repaired with the greatest speed, and he thereupon also immediately continued his journey, while in the meantime a strong guard both on the part of the King and the Company was stationed outside near the said wangkang, as it was too large to pass over the banks and enter the river, in order to prevent smuggling.
