From there, a letter dated 13 September was received, sent by the Sadraspatnam Secunde Simons by order of this Government, being an invoice of Portonovo linens accepted here amounting to f308: 5: 68. And taking in hand herewith the Sadraspatnam letters from 9 June to 21 November inclusive and their enclosures, it was initially approved and agreed, after examination of the gift and carpentry accounts of the last six months of the recently expired financial year (upon which nothing particular was found to remark), to pass them for write-off, although the last-mentioned account amounts to f92:5:– more than in the last six months of the year before. However, it is to be remarked regarding this that in the first-mentioned account, at the entry for the Chief Maradoors, a reduction error of three Fanums is found, which were stated in excess; with orders to the Chiefs to rectify the same. Likewise, because nothing objectionable was found upon examination, it was not only approved and agreed to pass the expense accounts for the months of June and July for write-off, but also everything entered in the expense account for the month of August under both ordinary and extraordinary expenses, on the grounds that all the expenses entered therein were necessary. 11 December 1780 Passed the expenses of Sadras. [illegible] demanding properly fulfilled demands by the merchants, the Governor made known to the assembly that, as appears from the incoming final accounts of the respective Nagapattinam merchants drawn up by the Junior Merchant and Invoice Keeper Fredrik Willem Bloeme, those merchants, on account of the recently concluded collection for the year 1780, had not only maintained a cleared account with the Company, but also fulfilled 628 packs on the respective demands for the Fatherland and India, namely 425 for the Netherlands and 203 for India; thus, although 261 packages are still lacking toward the complete fulfillment of the respective demands for the year 1780, namely 141 for the Netherlands and 120 for India, 11 December 1780 it has been approved and agreed to hold themselves satisfied with the aforesaid fulfillment of the demands, on the grounds that the merchants, in the present wartime troubles, have been unable since the month of July to make any collection of linens in the Udayarpalayam territory, where otherwise in times of peace the largest collection was accustomed to take place. And whereas several merchants, in fulfillment of the latest demands, have delivered more linens than they received cash, yet some others are still somewhat in arrears, it is agreed to have this difference adjusted by receipt or payment into the Treasury of the surplus or deficit delivered by them. Authorization granted by the Right Honourable Gentlemen to remove the Company's merchant Tieromenij Chittij. Further, the Governor made known to the assembly that, as they now ought to proceed once again to the conclusion of new contracts with the merchants for the respective demands for the year 1781, His Honour could not omit beforehand to inform the Council that the Supreme Indian Government at Batavia, upon the repeated complaints of this Administration concerning the malicious and insolent conduct displayed by Company merchant Tieromenij Chittij during the general exodus of the inhabitants of this city in the year 1778 and subsequently, had graciously pleased, by revered secret missive of 5 November 1779, to authorize this Council to remove the said Tieromenij Chittij from the Company's trade, 11 December 1780 if his dismissal should be required as full satisfaction for the insults inflicted by him upon the Governor and Council in general, and upon the recently deceased Member, Merchant Duijneveld, in particular; with the further proposal to proceed to his removal, on the grounds that the malicious conduct of that man, who had been the head of the rioters, had doubly deserved that punishment; Whereupon, having entered into deliberation, it was approved and agreed by a majority of votes, for the satisfaction of the Governor and Council in general, and of the deceased Merchant Duijnevelt in particular, regarding the far-reaching and deeply felt insults inflicted by him on both, both by inciting the aforesaid riot (of which he was the principal author) and by distributing to Batavia the most infamous and notorious libels to the detriment of the honour and reputation of the deceased Merchant Duijneveld and various other Company Servants, to remove and discharge the said Company merchant Tieromenij Chittij from the trade of the Company from this day forth, as being a malicious and dangerous individual. And hereupon the said Tieromenij Chittij, having been summoned into the assembly, was notified through the mouth of the Governor of the aforementioned resolution and the reasons why it was taken, of which it is likewise agreed to keep a record hereby. The 11th of December 1780 the same have not yet been delivered, in proportion thereto, also to deliver at a cheaper price; but if, on the contrary, the said crop and spinning become even more expensive so that they are thereby rendered unable to provide the cloths at the stipulated prices, the Honourable Company shall then on the other hand also have to grant them some increase, or even permit them to cease further collection. And mitigation shall likewise be used toward them if they are hindered in the collection by war, mortality, extraordinary times of dearness, or other extreme misfortunes, so that they may be relieved from the full delivery in proportion thereto. Article 7 After the conclusion of the delivery, the merchants shall be obligated to settle accounts annually with the Honourable Company, and to execute an instrument thereof. Article 8 It is also hereby most expressly stipulated that the merchants in the future shall each have to deliver their contingent of the linens assigned to them separately, without mixing them together as has been practiced, to the end that the linens may be distinguished and it may be detected who among them delivers good cloths, and who among them does not fulfill their dutiful obligation according to the intention, so that in the event of inattention and neglect of duty, provisions may be made to prevent damage to the Company. Article 9 The merchants are permitted, for the trade of this place, to bring in and export from here all kinds of goods, provided they pay the ordinary toll, with the exclusion of spices, copper, tin, pepper, and opium; just as the Right Honorable and worshipful Governor and Council also reserve to themselves the right to declare in the future as contraband such goods as now pass freely, whenever this might be deemed necessary in the service of the Honourable Company, provided that the merchants are notified thereof in good time, so that they may guard against loss. Article 10 The aforementioned merchants are granted permission to bring in for their households, each who is interested for a whole sixth part, and those who are in company together, a quantity of 400 bullock loads of Chay root and seventy-five bahars of Indigo, no more, besides the rice and the Natcheny which are required for the bleaching of all the Company's linens; and for all further grains and Indigo that they bring in or export by sea from here beyond that, they shall have to pay such toll as is paid by all other inhabitants. Article 11 The merchants aforesaid shall also be permitted to bring in toll-free the cloths, the small crop, unrefined sugar, gingelly and its oil, illipe seeds, lamp oil, amanakku seeds, milk, curd, butter, fruits, greens or root vegetables, coconuts, and young coconuts, whatever they require thereof for their own use and consumption, no more, and also betel and tobacco according to custom. Article 12 Likewise, the Chay root and rice which the merchants provide to the washers, beaters, and weavers in times of scarcity and dearness thereof, shall be brought outside by them toll-free, as shall also the gift goods which the merchants deliver to the subahdars and local officials. Article 13 Whenever the regents in the country might trouble the aforesaid merchants or detain the linens coming from them, they shall be protected according to the lawfulness of the Company's maxims, provided that the merchants shall also have to take care that on their part no cause or occasion is given for any estrangement or claims to those officials in the country, whether of the Tanjore ruler or others. Article 14 Of this Contract, four identical documents have been made and signed, namely two in Dutch and two in Malabar; of which two, namely one in Dutch and one in Malabar, shall remain with the Honourable Company, and the other duplicate with the merchants.
