A bill of exchange paid to the church council. Promise to send a gunner to Palliacat. Increase in pay of a soldier at Palliacat. The merchants at Palliacat. It is satisfied, and that on the other hand the bill of exchange of 60 Pagodas drawn hither has been repaid to the church council. Instead of a gunner who died over there, it is agreed to send another gunner thither from here when the opportunity arises, and consequently to reject the soldier Schoeman who was proposed for it. While on the other hand it is agreed to raise the soldier Adrianus Boelagen, who has served out his contract, in pay from ƒ9. —. to ƒ12: —. upon a new three-year contract. The 6th of January 1780. From the sent accounts of the merchants, it having appeared with satisfaction to this Council that at the closing thereof under the ultimate of August 1779 they had maintained a balanced account with the Company, it is thus agreed to express their satisfaction thereanent to the chiefs. Recommendation for better delivery. Yet, although it has been answered with regret from the answered extract of the Homeland and Indian demands for the year 1779 that on both those petitions, which together amounted to 168. –. bales, as many as 39. –. packs remained unfulfilled, nevertheless, as the servants partly attribute this non-fulfillment to the war troubles in those parts, as thereby not only foodstuffs but also the price of cotton and yarn have become very expensive, and partly to the increasing poverty of the inhabitants, because of which the merchants over there had to proceed very circumspectly in the advancing of money to the weavers, it is approved and agreed to accept this disadvantageous collection in the trust that the present one will succeed better. And it is likewise agreed to write to the servants. The 6th of January 1780. An expense account of Jaggernaikpoeram passed. To write to urge the merchants thereto with earnestness, reproaching their lack of zeal shown in this respect in the last elapsed trading year, as the aforementioned non-fulfillment must also be largely attributed thereto. Hereafter, reading having been taken of a Jaggernaikpoeram letter dated 25 November 1779 and the annexes belonging thereto, it is initially approved and agreed to pass for write-off the expense account of the month of August, as upon examination nothing fell to be remarked thereon. The 6th of January 1780. Resumption and decision on a memorandum of underweights of Jaggernaikpoeram, insertion of the brief extract thereof. From the answered extract of the Dutch and Indian requisitions for the year 1779, seen by this Council with the utmost dismay that, although on both petitions which together amounted to 710. –. packs, fully 60. –. bales remained unfulfilled, it has nevertheless not pleased the chiefs, no matter how emphatically this was ordered from here in the past year, to provide the least reason for this non-fulfillment (which is indeed great enough for it), neither in their answer to the aforementioned requisitions, nor in their letters: thus it has been approved and agreed to express to the chiefs the Government's most keenly felt displeasure over the aforementioned nonchalant conduct of the chiefs (which at the same time renders this Council unable, when rendering the upcoming general report, to give the superiors in the Netherlands and at Batavia the slightest reason for this incomplete fulfillment), with an instruction to the chiefs to henceforth not only carefully guard themselves against such far-reaching inattention, but also to submit to this Council at once the true cause to which the incomplete fulfillment of both petitions must be attributed. The 6th of January 1780. Furthermore, it appearing from the accounts sent over of the merchants that their debts as of the last day of August 1779 had balanced with those of the year 1778: thus, because the servants' argument has already been refuted from here in the past year that the settlement of the merchants' arrears had to take place solely out of the freight charges of the linens sent on recognition to Batavia by those traders, by observing in that regard that the settlement of those debts could also take place without that, without causing disadvantage to the merchants, since indeed as soon as the expected credits were received from Batavia this money, after settlement of their debt, could be paid out to them; it has been approved and agreed, concerning the non-settlement of the merchants' debts, to express the displeasure of the Government to the aforementioned chiefs, with an instruction to take somewhat better care again upon the closing of their accounts in this year for the settlement or reduction thereof. Furthermore, with respect to the New Nagapatnam pagoda, it is understood to reflect that, although it is not drawn on Palicol as well as the recommendation to take better care of the collection this year, three-image pagoda, this Council can nevertheless by no means believe that the merchants would suffer as much damage on it as is supposed by them, considering this coin species is a sought-after currency in Jaggernaikpoeram, a place situated close to Palicol. And it is consequently understood, with rejection of the aforesaid reasons of the chiefs as being insufficient, to recommend to the said chiefs with all the earnestness and emphasis that the weight of the matter requires, 6 January 1780. 6 January 1780. to fulfill necessities for Palicol contract for this year's collection at Palicol to take somewhat better care of the collection this year, mentioning further that they will otherwise certainly arouse the displeasure of the Lords Majors and of Their High Nobilities against them. And whereas it further appears from the aforementioned report that the said Leaseholder, through his nonchalant conduct, has ruined himself to such an extent that he must now be regarded as completely insolvent, whereby the lease of the aforesaid villages, which expires on the last of May next, can no longer be entrusted to him; Thus, having entered into deliberation concerning the entering into of a new lease, it was noted: Considerations of what might happen if he remained leaseholder longer: That if the brackish lands that were granted in perpetual lease to the said Leaseholder and his heirs must remain with him, it is not only to be feared that the Lease of the combined revenues of the Company's villages will yield considerably less than at the previous leasing, but that moreover, daily disputes will arise between him and the new Leaseholder over the brackish grounds, as many of the same, being half-arable lands, are so intermingled with the good lands that they can hardly be separated; and Considerations whether the brackish lands could not now be considered as having reverted to the Company, and on what grounds: Furthermore, it was submitted for consideration whether the aforesaid brackish lands could not be regarded as having reverted again to the Company, on the grounds that he has not fulfilled the purpose for which they were granted to him and his heirs in perpetual lease for so little money, namely to make those brackish grounds arable. Expirations as nothing had been charged in that statement for the maintenance of the vessels, it was resolved after deliberation to reply with respect to this, that although it would be exceedingly necessary that in this government two extra vessels should be available above the fixed number, for the collection and transport of the linens that are brought into the bound at the northern factories, because these could then be sorted from time to time, one has nevertheless hitherto managed with the number of eight keels fixed for this coast, among which are two tonies that always remain to the north and are thus solely used 10 January 1780. — 10. Concerning the remark appearing in paragraph 210 about sending rupees instead of silver bullion for mattam to the mint, it is resolved to note that because, of the 62672 silver rupees brought from Batavia in the years 1775/6 and 1776/7, through lack of bar silver, 38324 rupees were supplied to the Mint here in the book years 1776/7 and 1777/8 for the making of mattam and parting silver, this remelting certainly turned out to be disadvantageous in comparison with silver bullion, but that the profit realized on the sale of that coin species was also very low, as the 84441 pieces sold from the aforementioned lot yielded only a profit of f 1494:19:8 or 5 1/16 percent. Concerning the drawing of bills of exchange from here on the Netherlands, which is treated in detail in paragraph 211, it was after deliberation approved and resolved to reply beforehand that use will be made of the granted permission to accept annually three to four tons of gold from private individuals on drafts to the Netherlands only in the case of extreme necessity, if New Nagapatnam or three-image pagodas should be offered, and one can agree with those who furnish the money on the price of 82 Dutch stuivers for the former and 92 Dutch stuivers for the latter; but that with respect to the so-called Old Nagapatnam Pagoda, no agreement will be able to take place, since that coin species does not exist here in natura anymore, as it currently exists only in a calculation of 90 Dutch or 96 Indian stuivers. And further, with relation to the Porto Novo Pagoda, to declare that one has just as much reason to doubt whether that coin species will indeed be offered by private individuals, because of the low value for which the same could be accepted on draft to the Netherlands for the Company, as one has cause to judge that the same, because of its poor alloy, cannot be accepted on bills of exchange for the account of the Company without a loss being suffered upon it when the aforesaid pagodas are remelted and the gold brought to the alloy of the New Nagapatnam Pagodas, in order, having been minted thereto, to recover from it the value which would have to be paid out in the Netherlands for the New Nagapatnam Pagoda; considering that the New Nagapatnam Pagoda assays at 19 carats and 1 grain, and consequently its intrinsic value is calculated at 80 1/3 stuivers, whereas the Porto Novo pagoda, according to an assay drawn upon it a few days ago, contains no more than 16 carats and 3 grains, whereby the same can be valued at no more than 70 stuivers and 11 pennings, which makes a difference of 12 percent, which, when the same were remelted and minted into New Nagapatnam Pagodas, would give a loss of fully 12 1/2 percent, over and above the fact that little reliance can be placed on the alloy of that pagoda; citing further, in demonstration that the aforesaid pagoda will not easily be offered by anyone, that the difference of that coin species upon exchange for New Nagapatnam pagodas with the sowcars, the money-changers of this place, differs by no more than 6 to 7 1/2 percent, which in comparison with the remelting and minting into New Nagapatnam Pagodas differs by fully half, which greater loss in comparison with the private exchange it is presumed would not easily be borne by anyone. On the other hand, it has been resolved to recommend the acceptance of Madraspatnam Star Pagodas, as thereby the Company and those who would wish to pay out that coin species would run less risk of loss, especially if one could obtain them for 7 English shillings 4 pence or 7 English shillings 8 pence, amounting according to the Dutch value to 80 1/3 or 84 1/3 stuivers, to be paid in Amsterdam according to the exchange rate of English money; just as has already taken place with good effect in the Government of Ceylon for the continuation of the Tuticorin linen trade in the acceptance of 37000 pieces of Star Pagodas, and all the more so because that pagoda can be disbursed with very great demand for that same price along this entire coast for the trade in linens and piece-goods. Regarding that which was written by Their High Excellencies in section 223, that since the 198 flintlocks shipped from here in the year 1776 with De Wakkerheid are called bastards, this government should report what was meant by that expression, it was approved to note here that the aforementioned flintlocks, having been received here from Batavia in the year 1757 with the ship Radermacher among a larger lot of 278 pieces, were specified on the invoice under the designation of bastard flintlocks, without it being evident to this Council for what reason or cause that peculiar name was given to those weapons at that time. 10 January 1780.
