The mentioned recommendation is most respectfully complied with in accordance with our obligation. the artisans, and if no new letter is drawn up about it, what has been written off for the costs of the new lodge will have contributed to the aforementioned increase of the expenses. 1114. It having been remarked by your aforementioned letter of June concerning the residents' exorbitant money demand of 10 Spanish reals, with the addition that by the same the requirement for a year was generously estimated at not more than 49000 reals, we see from several of the writings that Your Honors have decided to satisfy of the aforementioned only 30000 pieces of that specie. We find, however, noted in your subsequent letter of 9 October that Your Honors, in addition to the with the vessel D' Adriana Cors, were to send within a few days 50000 Spanish reals, as this has indeed followed according to your letter of 22 November, so that the with which Your Honors found it necessary to provide this residency in 1776 has amounted in total to a quantity of 80000 Spanish reals. 1115. We have viewed with pleasure the attention given so that the number of servants stationed at this office shall not exceed the determination made thereupon in the memorandum of, and we shall of the residents of the fulfillment of your recommendation not to make any proposals which are contrary to that memorandum. 1116. The King as well as the court retinue professing ignorance of the drifting off of a Company's boat, more broadly mentioned in the letter of 8 October 1777, there is little likelihood that the Company will obtain any compensation for this, or reparation for the injury suffered. The projected work of the New Lodge is being continued as quickly as possible, and if disputes with the court arise, we believe that for the time being we will still be able to obtain the necessary lime here, although it is sometimes scarce, caused by the great need of that material for the construction of the King's New Dalm. 1117. Expecting with Your Honors that the residents, in fulfillment of their promises, will endeavor to continue the projected work of the lodge as speedily as possible; we approve that Your Honors have decided to provide them with lime from Batavia, since the supply at P was obstructed by the King's disputes. §118. And it was pleasing to us that since the residents, pursuant to the order they had, had given the King expressly to understand your intention regarding the northern point of the lodge, nothing more had been said of its demolition, while your remark that one must sometimes speak a harsh language to the princes is utterly well-founded. And insofar as the Resident Carpenter van Westerbeek has followed that track with respect to the aforementioned lodge, his conduct certainly deserves approval. §119. The contract of 15 June 1763 regarding the delivery of tin and pepper to the Company with the princes having been renewed, without it being possible to make any change therein, we hope that the same will be better observed on their part than has been done hitherto, however much we fear to our regret that for the present there is little likelihood thereof. This revered recommendation is—be it said with all respectful submission—extremely difficult to comply with, because it constitutes a part of the Palembang policy to give no opening nor assurance of the quantity of pepper and tin that are to be shipped, in order thus to have it in their power to make alterations therein at will, and how much reliance can be placed on the word of the court in this regard was evident with respect to the pepper in our dispatched humble secret letters to Their High Excellencies of 15 June 1779. §120. And we approve your recommendation to the residents to inform themselves always accurately and in good time from the princes as to the number of vessels that they intend to send to the main seat each time, as well as to the estimated quantity of the pepper and tin to be loaded therein, in order that Your Honors could subsequently be informed thereof immediately. While as far as the slow dispatch of the products is concerned, all admonitions and reasonings on that account with the court seem fruitless, in order even to move it to any greater expedition. §121. The supply of both those articles having amounted to a quantity of over 28000 pieces, so we flatter ourselves that this will have given some satisfaction, while Batavia in 1776 was again meager, while in addition the very sluggish dispatch has been done. The meager delivery of the pepper seems to be attributed to a prolonged drought in the uplands, by which several pepper vines were destroyed. With respect to the meager pepper delivery this year, we take the liberty to refer respectfully to the abovementioned secret letter of 15 June. §122. In a letter by the Resident Carpenter van Westerbeek to the late Governor General, perhaps because of the nature of its contents and in accordance with a custom not unusual in the Indies, written in private, it was clearly indicated by that resident, according to your advices, that each time fairly large quantities of tin are transported from Banca to Riouw. The smuggling trade in tin from Banca, and indeed especially from behind that island, still continues, notwithstanding that we have frequently complained about it to the king, and recently, pursuant to the respected order in Your High Excellencies' letter of 11 May 1779, brought to his attention what was communicated in this regard by the Malacca ministers to Your High Excellencies, regarding which His Highness did indeed promise redress, but we fear that all our representations in that regard will be fruitless, and it will remain at the promise, considering that this trade is mostly conducted by the Sayyids, who consider themselves descendants of Mahometh, and for whom, on that account, the superstitious Palembangers also have a great reverence and awe. 123. The dispatching from Batavia, pursuant to the proposal of the said Resident, of a vessel to Riouw, in order to see the truth of the above further confirmed both by conducting trade there and otherwise, having been judged by you to be too difficult in execution, we approve that you have had the aforesaid investigation set in motion from Malacca, and we shall await the outcome thereof. §124. It having appeared to you, according to your advices of 31 December, that according to general rumors the smuggling trade in pepper and tin was fostered, or at least tolerated, by the Resident Carpenter van Westerbeek to advance his private interest, and furthermore that the statement given of the circumstances of that prohibited trade had too much semblance of truth to remain without further investigation, we therefore conform with your disposition whereby the aforesaid Resident has been summoned with suspension of salary. And we expect that, after having heard the aforesaid Carpenter van Westerbeek in person on the points charged against him, and after having received a report of the information that you have caused his successor De Vries to gather, you will then make such decision regarding the aforesaid former Resident as shall be deemed necessary and expedient according to equity and for the preservation of the Honorable Company's interests. Concerning the products, we have emphatically addressed the King regarding both the fraud committed concerning the Bangka tin received in the Netherlands and the unusual shortage of fifty picols of that mineral on the cargo of the vessel commanded by Juragan Abdul Wahit, and on that occasion not only requested that he would establish adequate orders to counteract all such underhanded, wicked practices and dealings that tend to his own disadvantage, but also at the same time proposed the means of redress that Your Noble Excellencies were pleased to indicate; namely, with regard to the first case, to have some blocks chopped through from the batch of tin of each vessel, and regarding the second, to make known the pieces of that mineral alongside the picols. His Highness replied thereto that he was extremely ashamed about the first article, and truly wished to know who the author of this was in order to have him punished according to his deserts, and with regard to the shortfallen fifty picols of tin, that he could not believe that the Juragan would have sold it in an indirect manner; appealing at the same time (a prearranged plot) to the Khingehe Darpo Tjito present at the audience, who then tried in a frivolous and far-fetched manner to undermine the declaration given by him regarding this, which also had to pass for the truth, notwithstanding that the respectful first signatory refuted it, and outright said that he had not behaved as a man of honor, since Your Noble Excellencies had not demanded false declarations from him, and he ought in such a case to have better observed the interests of his prince, the more so because, according to his own saying, free access to complain to Your Noble Excellencies in case of mistreatment was given to him in Batavia, but that his claim of false weighing contradicted itself, since such an unusual shortage would then have had to be general, and not limited only to one or two vessels.
