the 22nd of July 1780 Whereby it was perceived that the estate of the Kalim still cleanly amounted to a total of eight hundred and fifty Rijksdaalders and twelve stuivers; so it was approved and resolved, in dutiful compliance with the order given by Their High Excellencies by secret missive, to transfer the amount of that estate to Batavia for the benefit of the old King Djamaloedien, namely Rds 600:-, however after deduction of Rijksdaalders 301: 18:-, which sum, in full confidence of Their Highest approval, it was understood should be delivered to the former Macassar Lieutenant, Abdul Malik, on the grounds that this prince, when taking leave of the aforementioned His Honourable Worshipful, in the presence of all the Political Council members, had made a request that this his debt to the said Abdul might be satisfied if any money came in to his benefit: being furthermore resolved on this subject, for the reason that the Council was of the opinion that it would be very unreasonable and contrary to the true intention of our Masters to detain the goods or monies, to have the remaining small amount, measuring Rds 255: 12:-, after subtraction of Rds 32:—:— which will be handed over to the former shopkeeper Johnson in payment for two pieces of fine bleached Guinees bought by the Kalim shortly before his arrest from the Company's cloth shop, restored by the political commissioners, who, according to the agreement between the kings of Tidore and Batchian and the Honourable Premier Authority, following the dispatch of the Batavian papers to those two places, for the presentation of Their Highnesses in their own lands, will be delegated, to the remaining wives of the frequently mentioned Kalim and his son, the secret Noriman, the more so because these pitiable people were innocently plunged into the utmost poverty and misery through the abominable conduct of their husbands. Present: The Honourable Premier Authority Alexander Cornabé, Captain of the Militia Johan Godlob Wilhelm Heinrich, Head Merchant of the Sea Hendrik Ambrosius Johnson, Fiscal and Shopkeeper Francois Bartholomeus Hemmekam, Under-Merchant of the City Gerardus Willem van Renesse, Dispenser Johannes Boot, and Secretary Hendrik Amelius de Chalmot. Common affairs having been concluded, the Honourable Premier Authority informed the members that Resident Koenes, in fulfillment of what was imposed upon him by the secret resolution of the 5th of February last, had sent hither the King of the Realm of Boelang and Mogondo, Marcus Papoetoengang, under seizure of his goods; that His Honour had interviewed that petty king directly upon his arrival with emphasis regarding the points charged against him, and that the same had brought forward in his defense on the various matters that it was a gross lie that he had received gold dust to the value of over one thousand Rijksdaalders from the dignitaries of the realm and the village chiefs for the payment of the state debts, but that on the contrary it was the truth that he, upon his return from Ternate after his appointment as King, according to ancient custom for some relief concerning the expenses incurred here and during the journey to and fro, had received a little gold dust from each village, but that this quantity had been very small, since from some he had not obtained more than an eighth of a real; that it was indeed not untrue that he was not a legitimate nephew of the deceased King Salomon, but that Manuël Manoppo was just as little a legitimate son of his father, and that besides it was nobody's fault but his own if he, as believing he had a closer right thereto, was not appointed King, because upon the repeated invitations of the Manado Resident Wentholt he had not come up and hither, but had let him, Papoetoengang, depart alone; and that it was, lastly, also wide of the truth that he did not concern himself with the government at all and did nothing other than divert himself with dicing and gambling. Subsequently, it was further perceived from a translated letter of twenty-two Boelang and Mogondo realm dignitaries that they showed themselves very astonished concerning the non-appointment of Prince Emanuel, who came hither in January last, as king over the Boelang and Mogondo realm, and that they furthermore complained to the utmost about their King Papoetoengang and made a request to be discharged of that petty king, and also to be allowed to know whether their banished King Eugenius Manoppo would ever return again. Which above-mentioned matters having been maturely deliberated upon, the Council was of the opinion that since both parties were not present here together, it was impossible to conclude this affair according to law and equity without much time being spent thereon

A certain libel being now submitted by the Honorable Fiscal concerning the investigation conducted into how far the Captain Lieutenant of the Burgher Guard, Feit Landau, has made himself guilty of the charges brought against him by the King of Tidore who was sent to Batavia, with various proofs relating thereto attached; it was, after ripe deliberation hereupon, agreed to accept the Fiscal's proposal, and pursuant thereto to absolve the said Landau from all charges laid against him in this matter by the said King of Tidore, with condemnation the 21st 150: August 1780 The Honorable Commander takes it upon himself to notify Their High Mightinesses of this resolution by secret missive, offering the relevant documents pertaining thereto. Condemnation nevertheless of the said deported King in the costs incurred and fallen hereon; the respected Moluccan Ministry shall be provided with copies of the Fiscal's libel as well as of the depositions and interrogatories relating to this case. Today, 22 August 1780, I, George Fredrik Durr, First Sworn Clerk of Police, presented myself by order of the Honorable Provisional Commander of these Moluccas, Alexander Cornabé, to the collective gentlemen members of the Political Council, in order to request their Honors' advice on the following inquiry: The skipper of the ship Westfriesland, Leendert van der Staal, requested this morning a further 25 burghers to reinforce his vessel on the voyage to Manado and Kwandang, giving as his reason that the commissioners Durr and Mersz might sometimes need the Balinese travelling on that vessel at Gorontalo, in which case his vessel on the return voyage, provided with no more than the ordinary crew, would be exposed to far too much danger during unexpected encounters. And although the Regent seemed satisfied with this news, the First Signer nevertheless reminded him that he must not give credit too hastily to fair-seeming words, but must have a close watch kept this night, because he feared that the rulers of the realm would make use of the darkness of the night and, just like the others, quietly absent themselves, and that those armed men had come for nothing other than for his protection and not to submit themselves. The prince sought to convince me of the contrary and make me believe that the djogoegoe laid his head in the lap because he saw such power; with which the first signer had to let himself be content, the more so because the Regent assured him that everything in the negorij was so well regulated that the djogoegoe could never escape. But nevertheless, in the morning, to his inner sorrow, he had to discover that the Djogoeogoe and those who escaped had likewise taken flight. The First Signer having obtained his leave from the Regent, shortly thereafter a request was made on behalf of His Highness for an excessive quantity of war necessities, in order to properly provide the three korra-korras to be sent; and thereupon, after long bargaining back and forth, subject to the favorable approval of your Right Honorable, he had fetched from the pantjallings and the sloop: 185: the 28th of August 1780 150 lbs gunpowder 6 pieces metal swivel guns 30 pieces round shot 12 pieces bar shot 15 pieces canister shot and 3 pieces sponges, scrapers, ladles, and rammers (all for 1 lb balls), and this ammunition was delivered for distribution to the three aforementioned korra-korras. However, instead of these three vessels departing on the appointed morning, in order to then be followed by the pantjallings, one korra-korra still lay unmanned on the beach in the afternoon; concerning which the Regent, being interrogated, replied that a prahu with ammunition for a korra-korra had already departed for Marieke in order to come from there with such vessel to meet the sloop and the two other vessels. That the korra-korra of Tommalauw was expected at any moment, 186: the 28th: and being here would be manned within a couple of hours; but that of Tommalauw not appearing, the korra-korra finally put off from shore in the evening with about 30 men to take in the remaining crew at Tagowaij. From all this it being clearly evident that the Regent has few subjects devoted to him who are sincere with him, and that those who still bear him any affection are very sluggish in the execution of his orders, which gave little hope of good success regarding the capture of the princes and rebelling grandees of the realm, if they would not come amicably. On the second of July the first signer agreed with the Regent to dispatch the elected quandangs Resident Holliger with a detachment of seven European and eleven Balinese soldiers, alongside twenty Tidorese armed with shield and sword under their chief, and also two envoys named Iman Tirgubae and Hatibi Solema, to Tigohia, in order to invite the malcontents in the friendliest manner hitherward, among whom, among others, were also the Iman of Soloa Mardadie, the quimalaha Tomaidie Hokoe, the quimelaha Gamtohe Harodien, and the quimelaha Bogoe who belongs here, and if unwilling, to wait for the orders of the Commissioner Hemmekam; but if attacked in the meantime, to defend themselves like men. It is fully known to your Right Honorable Worship how the apostate Tidorese behaved upon the arrival of Commissioner Hemmeken and afterward upon the arrival of your Right Honorable Worship at Tolloa, where the first undersigner was present, and therefore he will only record that upon his return to Tidor he gave the necessary explanation of what had occurred to the Regent, on which occasion the chiefs of the Negorij Marieko, Tomalau, and Togowaij promised to respect and obey the Panghoeloe properly; and thus to grant no provisions, vessels, or shelter to the rebels if they should come down, but immediately to report their arrival to the Regent or the first undersigner, and if they caught Princes or grandees, to apprehend them and hand them over. Notwithstanding this, the Regent remained just as fearful that the ill-disposed would come descending the mountain; yet with the recommendation to just keep up good courage and to send some spies toward Tommalouw, so that as soon as they perceived that the rebels were coming down toward Tidor, they would immediately report it to us, whereupon the necessary assistance of men would be granted to them by the Regent and the first undersigner. The first undersigner having been replaced on the 6th of this month by Bookkeeper Johannes Petrus Wijdemuller, after the Regent was duly informed of this and the Act of Amnesty brought along by the said Wijdemuller was published there in public to the present grandees and subjects, he departed again for Ternaten with the Langmoedigheid, after having given due explanation of all his proceedings and of what still needed to be observed regarding the commission to be executed to the second undersigner. 190. August the 28th: The next day, the second undersigner sent the interpreter Van Dijk to Tommalauw to fetch the Princes Mossel, Van der Parra, and Babadaha from there upon their express entreaty made for that purpose. This mission had that desired effect, so that Van Dijk arrived on Tidor that same day with the aforementioned Princes; the latter humbly begged forgiveness for their transgression and promised henceforth to give no further cause for the lawful displeasure of the Company, which they had brought upon themselves by this. These Princes having been satisfied and having gone contentedly to the Regent to present themselves, the second undersigner, at the request of the Regent and because it was already late at night, permitted them to go peacefully to their houses. On the tenth of the aforementioned month of July, the second undersigner went, at the requisition of the Regent, to His Highness, finding there a great multitude of the subjects of Soloa and Togohia, to the number of about five hundred men, paying homage to the Prince and taking the Mohammedan oath of allegiance in the most solemn manner, by grasping a sword specially designed for that purpose and held by a priest, with expressions of the greatest reverence and heartfelt repentance for their manifested rebellion. Hereupon, Abdul Rachman, nominated to this government by the Resident Wendhold and the Gorontalo kings as Second Administrator of the realm, also being confirmed in his office, the Honorable Administrator further made known to the newly appointed King and his grandees, together with the commissioners of Limbotto, how greatly His Honor and the Council were astonished at the small gold delivery of this year, being more than 300 in Gorontalo, and of a considerable quantity of 500 realen less than the promised contingent in Quandang, in addition to the fact that the Resident Agaats complained very strongly about the unwillingness of the king of Limbotto to repair the collapsed fortification works and buildings, and that His Honor wished to hear the reasons for this shortfall in Gorontalo from the mouth of the King and his officials, since what had been put forward in that regard by the Resident Wenthold appeared very far-fetched to His Honor and the Council. The King, having reflected for a moment, replied that he knew of no other reason than that from year to year not an equal amount of gold was found, that everything depended on the weather, which must be neither too dry nor too rainy; for the diggers could dig for gold neither during heavy rain, when the water became too high, nor during a severe drought, when the rivers dried up, whereas, on the contrary, in temperate weather the rivers were neither too high nor too low and the diggers were not hindered in their work; that furthermore in this year various rumors of enemies had not allowed the diggers to remain peacefully at their work. The commissioners of Limbotto replied in their turn: that the shortfall of the gold at Quandang was partly to be attributed to the aforementioned reasons adduced by the King and the Gorontalo grandees, partly to the weakness of the people, but principally to the bad harmony between the Resident and the kings and country grandees, since Agaatz sometimes could not be spoken to for a month; that, a beginning having already been made with the repair of the buildings before the departure of the commissioners, they hoped that the same would already be completed before their arrival there. These reasons having been taken into consideration by the Council, the Honorable Provisional Administrator made known to the King and the grandees of Gorontalo that neither the above answer appeared to His Honor nor to the Council of such weight as to cause such a shortfall in the gold delivery; that His Honor and the Council relied on a prompt delivery of the contingent without any excuses; that His Honor had therefore resolved with the Council to have the King and his retinue return as soon as possible via Quandang on the ship Westfriesland, since a continued poor delivery might very easily cause Their High Mightinesses to proceed to taking other measures, which would be very unpleasant for the kings and grandees; which declaration was of such effect that both the King and his grandees earnestly promised to make every effort towards a strict observance of their promises. Turning to the commissioners of Limbotto, His Honor declared to them that if they continued to persist on that footing, they would soon experience that Their High Mightinesses were in real earnest about the breaking up of Limbotto, and that to try it for one more year another Resident was being sent thither, about whom His Honor and the Council hoped they would have no reason to complain, yet in the firm expectation that a change for the better might now finally take place at Quandang; whereupon the commissioners, expressing their thanks to the Honorable Provisional Administrator and Council for that good arrangement, promised to give their King and the officials who remained behind the requisite notice thereof. to give notice that this departure of his did not occur out of any the least conceived displeasure concerning the reported dispute or any other points of whatever nature, but that he would soon return; having furthermore had his arrival there made known to me in a friendly manner, adding that he still intended to dispatch an embassy to Your Right Excellencies this year, requesting now yet for further information regarding the toll, which I solely promised to provide as soon as I should have received Your Right Excellencies' much honored orders on that subject. Of the dignitaries of the realm, besides the stadtholder of Bontuala in the glarrang, only the well-known Pongauwa Datou Baringang has remained here, so it is said, against the king's will, but he not only keeps entirely quiet and outside of all trouble, but also seeks in every possible way to win the Company's favor and trust, showing himself ready in several occurrences to protect the subjects against the vexations and insolent actions of the Boniers, so that it seems best to me for the present rather to keep him in that good humor than to arrest him as yet, however many reasons there might otherwise be to think that this change of conduct arises not so much from a good principle as well as from some purpose of self-interest, as I would most readily believe, and that he has his eye on Tello should this realm be re-established again, for which, on account of his marriage to a Tello princess, he would then be one of the principal contenders; which, however, it appears to me would not be expedient as long as affairs with the Macassars are not settled, toward which I shall continuously keep using all possible means. Those of Pandrabonij not only remain very backward in discharging the remainder of the realm's debt, but I have also until now made vain attempts to dispose the king and principal dignitaries of the realm to come hither for the concluding of the contract, toward which I would therefore wish to apply means of greater emphasis, but as these would surely have no other result than that many would join the remaining rebels, it seems more advisable to me to temporize somewhat for the present and to urge both the settlement of the realm's debt and the coming forward of the king and grandees by means of delegations. Of the improper conduct that the king of Tanette keeps showing toward the Company, I have repeatedly informed Your Right Excellencies. Lately he had not only the audacity to send a party of armed men to the Company's province of Sagerie, who completely plundered a certain negorij named Sailong, but also, in response to the grievance lodged and satisfaction demanded regarding this, gave such an insolent answer that one would have abundant reason to show oneself extremely offended by it, were it not that the present unfortunate juncture of the times absolutely demands avoiding everything that might give cause to increase the number of the ill-disposed, however painful it is to have to leave such punishable deeds unresented and, moreover, still be unable to obtain what legally belongs to the Company, so that this petulant little prince continues to refuse payment of the realm's debt incurred by his mother in the year 1775. Of the improper conduct which the king of Tanette continues to maintain toward the Company, I have repeatedly given notice to your High Nobilities. Lately, he not only had the audacity to send an armed force to the Company's province of Sagerie, who completely plundered a certain settlement called Sailong, but also gave such an insolent answer to the complaint made and satisfaction demanded thereof that one would have abundant reason to show oneself extremely sensitive to this; were it not that the present unfortunate juncture of the times strictly requires one to avoid everything that might give cause to increase the number of the ill-disposed, painful though it is to have to leave such reprehensible outrages unresented and, moreover, still not to be able to obtain satisfaction for that to which the Company is lawfully entitled, so that he insolently continues to refuse the payment of the State Debt incurred by his mother in the year 1775. Regarding the Macassarese, I merely add here how the Princes Craeng Bontolancas and Craeng Data, who crossed over to the Company during the siege of goa together with the since deceased king and have hitherto stayed at the settlement Matouangie, have requested me to be allowed to move to a certain settlement Sapiria, but that this was refused by me because that place lies too close to the sea, though with an admonition to look out for another piece of land situated behind goa in order to find their livelihood from it. Furthermore, in a brief letter dated 6 May, I complimented the king on his arrival in the interior lands, reminding him of his promises to return soon and admonishing him still to send envoys to Your High Nobilities, offering to validate a portion of the toll on their behalf, of all of which I await the outcome. With respect to Tello, I stated in my latest letter that I suspected the Bonij Pongauwa Datou Baringang might possibly have his eye on this little Realm, which suspicion was founded on the pardon he requested for some former grandees of that Realm in November past, but to which I had postponed giving an answer. He therefore came to converse with me about this anew; but I informed him thereupon that the said Realm having fallen to the Company, I could not cede it except for the benefit of its own subjects or those who might submit to Her Nobility, adding further, however, that I was willing to receive the Tellonese in submission and allow them to settle in the southern part of the said Realm, provided they elect a lawful head from among their own and bind themselves to such equitable terms as could be mutually agreed upon, which he undertook to propose to them, adding that their number, including that of the commoners, would amount to circa four hundred heads. Loewoe, which was formerly united with Tanete under the late deceased Queen, to report that the new King, dethroned by his subjects, has betaken himself to the King of Boni in the interior, who nevertheless has given me no communication thereof, as indeed ought to have been done, although one has nothing further pending with Loewoe itself. Wadjo and its environs are completely at peace, but by a short letter from the Arung Matoa of Gedeenring, the same informs me how a son of one of the Wadjorese grandees had caused one of his subordinate villages to be plundered and burned, and moreover had murdered two of the inhabitants, adding such terms as if he would gladly take revenge for this; which, however, I have most earnestly advised him against, and I flatter myself that this will have effect as well as that his neighbours will further leave him unmolested, regarding which he also expressed his grievance with respect to those of Soupa and Barro; but on which chapter I had already conferred with the King of Boni, with an earnest request to forbid these petty princes, as falling under his authority, all aggressions in the most serious manner. In Bouton, the commissioners for the extirpation of spices returned here on the 13th of November without having discovered anything, and on the same day the customary embassy also arrived with a letter from the King and grandees of the realm, containing nothing remarkable except that they now request to be permitted to retain, for their defence, the cannons salvaged from various ships and vessels lost there, wherewith we have referred them to Your Excellencies, under a further earnest admonition regarding the admission of smugglers and illicit traders, who, according to the report of the commissioners, were again present there in great numbers, notwithstanding the Prince's writing that such had been prohibited by him; and furthermore with congratulations on the victory granted to us and the peace made with those of Muna; the envoys were subsequently dispatched again on the 15th of March with the commissioners, handing over the customary instructions. Regarding Tanete there is nothing to report for the present, so I may not turn away from what concerns the Realm. On the occasion of the departure for the other shore by the provisional Bima Resident Rosselet, I gave him the necessary instructions for a more suitable handling of affairs than the late Commandant Lecerf maintained, and further ordered him to urge the joint princes to come hither in accordance with the contracts, but especially those of Bima and Sumbawa, for the swearing of the said contracts; to which he answered me that Bima's prince and his grandees of the realm had promised to fulfill their duty, but that no answer had yet come from Sumbawa; enclosing nonetheless a letter from that court containing nothing other than a simple expression of thanks for Rosselet's appointment; from which it is to be inferred that the prince seems to make no haste yet to betake himself hither or to send an embassy, as I had flattered myself according to the writing of the scribe Steijns dated the 2nd of November, stating that they were preparing themselves for it; on which latter matter I shall then cause further insistence to be made. In the meantime I have also given orders to Rosselet to request from the King of Palembang the restitution of the seven cannons salvaged from the ship Aschat, and furthermore to find his own letter there, which Rosselet reports he has already done by two letters, but has also received no reply thereto as yet. Having hereby approached the chapter of the Company's lands and subjects, I have initially the honour to report that at Maros, little progress could be made with the completion of the small fort since the autumn, due to the heavy rainy weather which even until now, to our astonishment, still persists and has prevented the baking of brick as well as the burning of lime; yet we hope that it will soon become drier weather so that we may proceed with all zeal with the further construction, and especially also for the paddy crop, of whose outcome one can for that reason as yet promise nothing certain. Except for a multitude of complaints received about unwilling tithe-payers among the Bonians, about which I have indeed most earnestly lodged complaints with the chiefs present here, but which has helped little, nothing of importance has otherwise occurred in these adjoining provinces worthy of Your Excellencies' esteemed attention, save only the refusal made by me of the request of a certain Tallo Prince, Karaeng Limbang Parang, for two villages in the Sodiang district, notwithstanding his alleged expectation that many of his exiled countrymen would then come over to him and thus submit, seeing that he is not to be trusted, besides which the entire Sodiang district, in my opinion, should never again be returned to the Macassars or Talloese, for which reason I have also exhorted the subjects to take complete possession of it and cultivate the same. had quite a lot to deal with regarding the Bone people over the unwilling payment of tithes and the dispute among various grandees over the vacated position of Regent over Bone-held Boelecomba, in which, however, I instructed him not to interfere further, as it depends on the King; on the other hand, I urged him to employ all possible means, in the event of the demise of the Company's Regent of Bonthijn, who according to his letter of 25 May lay very ill, to direct matters so that his brother would succeed him, being the most faithful and the best among the pretenders to that district; and furthermore approved the admission into submission of a certain former glarrang of Batoe Boetie, who had fled but has returned. The joint Regents of Saleijer having appeared according to custom with their workforce, I dispatched them again in due time with a courteous admonition to remain faithful to the Company and not allow themselves to be led into rebellion again, while upon their nomination I approved two lesser chiefs or Regents who had been provisionally placed in vacant posts by them. I also ordered them, as well as the Resident who has since deceased, to cause the Bone people, who have settled again on the Island of Tanna Malawa and are ruining the teak forest there, to remove themselves from there, whether by polite admonitions or by force. With relation to the Court of Bonij, it most humbly serves in that regard that I, having in a letter and the King of Bonij to a speedy return from the interior. Those of Tello come to what will be observed in that regard. Regarding the Realm of Tello, there is at present nothing else to report in that respect than that Datou Baringang, having been with me on 23 June last and having requested me for access for some former grandees of Tello who wished to ask for pardon, I, in order not to appear too eager, postponed the answer thereto until the 3rd of this month, when I sent word to him that they could enter the following day, the 4th; but since he has in the meantime departed for Maros to settle some disputes that had arisen among the Boniers, and upon further inquiry will only return in a day or so, this conference must be postponed for that long; on which occasion I shall then also endeavor as much as possible to thwart the aim that this Prince has regarding this Realm, now wholly and entirely devolved upon the Honorable Company, the northernmost part of which I intend to place under Maros, while with that which lies on the south side, I shall see to arrange the most advantageous conditions for us with the Telloese who are to submit, having, of its extent or particularly of that part that can go to Maros, caused a small sketch to be made for the consideration of your High Nobilities and most humbly annexed hereto.
